How did Philadelphia develop its first drug control strategy between 1960 and 1973? This study argues that Philadelphia's drug control strategy was part of an array of collaborative responses to the composite challenges of urban decay and was influenced by concerns for development, law enforcement, and fiscal survival. In the early 1960s, a focus on development and a combination of overt racism and the more subtle psychological process of racial othering made drug abuse a low-priority, policy issue in Philadelphia. At mid-decade, the growing institutionalization of law enforcement overshadowed additional attention drug abuse might have gained at that point. By 1970, “White involvement,” as Medical Examiner Joseph Spelman termed it, provided the impetus for a more active and institutionalized public response. As the nation progressed from a War on Poverty, to a War on Crime, and then to a War on Drugs, problems of sustainability and fiscal exhaustion became paramount. When Philadelphia’s Coordinating Office for Drug and Alcohol Abuse Programs produced its Comprehensive Plan for Drug and Alcohol Abuse Treatment and Prevention, 1973-1974, it codified a years-long, work-in-progress to address the complex adaptive system that substance abuse represented. Though the strategy did not rectify the larger environmental issues of race, stability, and sustainability with which Philadelphia contended, it did provide a balanced approach and a starting point for future implementation and refinement. / History

Early Leader Effects on the Process of Institutionalization Through Cultural Embedding: The Cases of William J. Donovan, Allen W. Dulles, and J. Edgar HooverPainter, Charles N. 09 May 2002 (has links)
This study examines the ways early leaders can influence the process of institutionalization in public organizations. Using Schein's (1983, 1991) model of cultural creation and embedding as a heuristic device, secondary historical sources detailing the creation and development of the Central Intelligence Agency (CIA) and the Federal Bureau of Investigation (FBI) and the careers of three significant leaders are used to understand the institutionalizing effects of those leaders, how they created those effects, and what happened to those effects over time. The case studies of William Donovan and Allen Dulles at CIA and J. Edgar Hoover at the FBI, provide evidence that these early leaders explicitly and implicitly used several of the cultural creation and embedding mechanisms identified by Schein to entrench their beliefs and predispositions into their organizations. These ensconced attitudes and tendencies seemingly played significant roles in the institutionalization of beliefs, rules, and roles that have developed, persisted, and affected the historical evolution of both CIA and the FBI. / Ph. [pt] O Estatuto da Criança e do Adolescente garante a todas as crianças e
adolescentes o direito a conviver com sua família e em sua comunidade. Contudo,
ao se falar de criança e adolescente com deficiência percebe-se a fragilização
deste direito frente às especificidades advindas do cuidado necessário. Isso se dá
apesar dos diversos documentos legais apontarem para a importância da
centralidade na família na formação de crianças e adolescentes, entendendo-a
como espaço de proteção e desenvolvimento social. No entanto, a deficiência
requer da família um cuidado maior gerando uma sobrecarga, na maioria dos
casos, sobre um membro familiar no que tange ao cuidado. Quando temos a
associação da deficiência à pobreza vemos a situação se agravar ainda mais
levando, em determinados casos, muitas famílias a buscarem na
institucionalização a melhor saída para o cuidado de seus filhos. O processo
histórico da institucionalização de crianças e adolescentes com deficiência
perpassa dois outros processos: a assistência voltada à infância em situação de
risco ou de vulnerabilidade social e ao movimento de ascensão da Psiquiatria no
que se refere aos estudos sobre a criança anormal. A cultura da
institucionalização de crianças e adolescentes perdurou por muito tempo em nosso
país. Com o Estatuto da Criança e do Adolescente ganha força a proposta da
desinstitucionalização, proposta esta reforçada por diversos documentos no
âmbito das políticas públicas anos mais tarde. O objetivo desta dissertação é
analisar os motivos que ainda levam à institucionalização, crianças e adolescentes
com deficiência no município do Rio de Janeiro, mesmo após duas décadas da
promulgação do Estatuto da Criança e do Adolescente e dos avanços advindos a
partir dos novos marcos legais voltados a essa parcela da população. A análise
tem como base duas fontes de informação: uma revisitação dos dados colhidos
pela pesquisa Do confinamento ao acolhimento: mudando a prática de
institucionalização de crianças e adolescentes com deficiência no Estado do Rio
de Janeiro (CIESPI, em convênio com a PUC-Rio: CNPq/Ministério da Saúde
2006-2008) e uma nova consulta de dados realizada a partir de visitas e entrevistas
com diretores ou representantes das Instituições de Acolhimento localizadas no
município do Rio de Janeiro (2010-2011). / [en] The Statute on the Child and the Adolescent guarantees all children and
adolescents the right to live within family and community contexts. Nevertheless,
when it comes to children and adolescents with disabilities it is clear that access to
their rights is not assured due to several specificities resulting from the special
care they need. This occurs in spite of the various legal documents that stress the
importance of the family context for the full development and protection of
children and adolescents. However, children with disabilities require of the
family greater attention and health care generating a burden in
most cases, to family members. When in addition there is poverty, the burden is
heavier and often families feel pressed to seek for alternative care in institutions as
a possible best way for the care of their children. The historical process
of placing children and adolescents with disabilities in institutions presents two
main characteristics: the assistance aimed at children at risk, perceived as socially
vulnerable and the establishment of a movement led by psychiatry focusing on the
abnormal child. The so called culture of institutionalization of children and
adolescents long persisted in our country. With the approval of the Statute on the
Child and the Adolescent in 1990s a strong movement against the placement of
children in institutions takes place. This movement was then strengthened by
several policies approved in the subsequent years. The main objective of this
thesis is to analyze the reasons that still lead to the placement of children
and adolescents with disabilities in the municipality of Rio de Janeiro, even two
decades after the enactment of the Statute. It also focus on the advances that
followed the new legal framework aimed at this segment of the population. The
analysis is based on two sources of information: a revisit of the data collected
by the study From institutionalization to a family setting: changing the
practice of institutionalizing children and adolescents with disabilities in the State of Rio de Janeiro (coordinated by the International Center for Research and

Enfoca a possibilidade, ou não, de experiências de participação popular na co-gestão dos recursos orçamentários do Município democratizar as relações entre o Poder Público Local (Estado) e a comunidade (Sociedade Civil), possibilitando um equilíbrio de poder mais horizontal entre os participantes e gerando novos hábitos de participação popular. Parte-se de um referencial teórico constituído de três dimensões analíticas: (1) a produção de uma nova configuração no processo de institucionalização da participação popular na gestão dos recursos orçamentários municipais, que se fundamentam na proposta de análise configuracional de Elias e no conceito de Institucionalização de Berger e Luckmann. (2) Os processos de participação popular da co-gestão de instituições públicas no Brasil e seus limites para a cidadania, com base em Oliveira, Buarque de Holanda, Murilo de Carvalho e outros autores nacionais. (3) As possibilidades da configuração de novos hábitos democráticos, que refletem-se sobre os modelos normativos de Democracia e as motivações para a participação em processos de democratização do Estado, com referência básica em Habermas e Cohen e Arato. Postularam-se duas hipóteses de investigação. De um lado, uma tendência à democratização político-social, expressa em novas formas de tecnologias institucionais, e conseqüentemente, na instituição de novos hábitos democráticos a partir de uma nova dinâmica participativa que estimula as ações coletivas autônomas. De outro lado, a tendência à trivialização político-social do Orçamento Participativo, que se caracteriza por uma hiper-especialização da participação no processo, de forma pragmática e fragmentária. Starting from a theoretical reference constituted of three analytical dimensions: (1) the production of a new configuration in the process of institutionalization of the popular participation in the management of the city budgetary resources, which is based on Elias configurational analysis proposal and on the Institutionalization concept of Berger and Luckmann. (2) The processes of popular participation in the co-management of public institutions in Brazil and its limits for the citizenship, based in the works of Oliveira, Buarque de Holanda, Murilo de Carvalho, among others important national authors. In this context, two hypotheses of inquiry were postulated. On the other side, the accomplishment of a tendency to the social political trivialization that is, inversely, characterized by a hiper-specialization of the participation in the process in a pragmatic and fragmentary way. The obtained results indicate two different situations concerning the configurations throughout the 16 years of the accomplished experience: the event of a tendency to the social political democratization and, inversely, a tendency to the social political trivialization of the participation process with emphasis on the fragmentation and reinforcement of pragmatic actions.
