With the creation of the CPC (Committee of Accounting Standards) by resolution CPC no. 1055/05, the process of aligning Brazilian accounting standards to the international standards began with the following objectives: The coherence of standards. The centralization of the translation and issue of standards. The democratic process in the preparation of these standards by the participation of all interested parties such as auditors, and users, whether institutional, academic or governmental. Considering this innovation, as well as the need to develop literature on this theme the realization of a study on international accounting standards and their effect on the evaluation and presentation of Accounts Receivable is described here. To achieve this objective a bibliographic research was made followed over the available literature as well the analyses over the available laws and legal instructions about the theme. Additionally, a randomly research and a review of the published financial statements at December 31, 2009, of previously selected companies listed on the Sao Paulo stock exchange (BOVESPA) related to various the business segments (Trade, Paper Industry, Steel and metals, Construction, Aerospace Industry, Medical, Education, Telephone, Energy and Air Transport) was performed and thus evaluating and presenting the accounts receivable based on new accounting norms aligned international accounting standards - IFRS - International Financial Reporting Standards. In conclusion to our work, we observed that the surveyed companies did apply international accounting standards to their financial statements prepared and published at that date, thereby evaluating and presenting Accounts Receivable within the new Brazilian accounting standards aligned to the International Accounting Standards / A contabilidade internacional tornou-se realidade mundial. No Brasil, o processo de harmonização iniciou-se em 2008, a partir da edição das Leis nº 11.638/07 e 11.941/09 (conversão em lei da MP 449/08), quando contabilidade internacional foi adaptada às sociedades de grande porte, dispondo quanto à elaboração e divulgação de demonstrações financeiras, iniciando, desta forma o processo de adesão aos padrões internacionais de contabilidade. Com a criação do CPC, Comitê de Pronunciamentos Contábeis, a partir da Resolução CFC nº 1055/05, inicia-se o processo de alinhamento das normas contábeis brasileiras às normas contábeis internacionais, objetivando: a convergência em si; ii) a centralização do processo de tradução e emissão das normas e, iii) o processo democrático na produção dessas normas mediante a participação de produtores das normas, auditores, usuários, intermediário, academia e governo. Considerando esta novidade, bem como a necessidade de se desenvolver literatura sobre o tema, a realização de um estudo sobre as normas internacionais e seu efeito sobre a avaliação e a apresentação das das Contas a Receber é apresentado neste trabalho. Para atingir o objetivo proposto neste estudo, foi realizada uma pesquisa de abordagem qualitativa, com a revisão da literatura composta por levantamento bibliográfico, bem como análise documental das referidas leis buscando embasar teoricamente o estudo. Para complementar o estudo optou-se por realizar uma pesquisa do tipo exploratóriadescritiva, com empresas listadas na Bolsa de Valores de São Paulo BOVESPA, na data de 31 de Dezembro de 2009, e que atendem, por obrigação, à Lei 11.638/07, na elaboração e divulgação de seus resultados financeiros. A escolha das empresas, em número de dez, deu-se aleatoriamente, uma vez que seus dados são públicos, contudo buscou-se a diversidade nos segmentos de atuação (de Comércio, Indústria de Papel, Siderurgia e Metalurgia, Construção Civil, Indústria Aeronáutica, Médico, Educação, Telefonia, Energia e Transporte Aéreo). Na elaboração das considerações finais do trabalho, como resultado foi possível concluir que, as empresas pesquisadas aplicaram as normas internacionais para as demonstrações financeiras levantadas e publicadas para aquele período, estando desta forma avaliando e apresentando as contas a receber com base nas novas normas contábeis brasileiras alinhadas às normas contábeis internacionais - IFRS - International Financial Reporting Standard

The information symmetry lack -- where the same transaction could generate different information, depending on the country of origin -- undermined investors‟ and creditors‟ decisions, as there was nothing standards for decision making. In order to harmonize the International Accounting Practices, in 2000 the International Organization of Securities Commission (IOSCO) recommended that the capital market regulators in each country authorized multinational companies to submit their financial statements according to the International Accounting Standards. The International Accounting Standard Board (IASB) was responsible for the working up of international standards, that is, for the worldwide accepted Accounting Standard that is already in convergence process in more than 100 countries. In Brazil, the Law Amendment nº 6.404/76 led to the Law nº 11.638/07, bringing significant implications to companies required to follow the Law S/A. Among them, the Brazilian Securities Commission (CVM) should issue its norms according to the International Accounting Standards. Consequently, the Brazilian Accounting Standards undergone a gradual process of converging its accounting standards to the International Accounting Standards by means of a process coordinated by the Committee of Accounting Pronouncements (CPC). In 2009, the Technical Pronouncement PME - Accounting for Small and Medium-sized Enterprises - was approved by the CPC. This study aims at contributing to the preparation of small and medium-sized enterprises for meeting the market demands, thus making them more competitive. The objective is to identify the main changes of accounting information aligned with international standards. The study was carried out through a literature review applicable to the International Accounting Standard for Small and Medium-sized Enterprises. The final remarks show that the convergence process brings challenges, as well as that one can have a higher quality and reliability by applying the standard accounting information / O impacto da globalização da economia gerou a necessidade de implantar modelos contábeis que padronizassem as demonstrações para que elas fossem compreendidas e utilizadas por diferentes usuários em diversos lugares do mundo. A falta de simetria nas informações, onde uma mesma transação poderia gerar informações diferentes, dependendo do seu país de origem, prejudicava as decisões de investidores e credores, visto que não havia padrões para tomada de decisão. Visando harmonizar as práticas contábeis internacionais, a International Organization of Securities Comission (IOSCO), no ano de 2000, recomendou que os órgãos reguladores de mercado de capitais, em cada pais, autorizassem as sociedades multinacionais a apresentar as suas demonstrações financeiras de acordo com as normas internacionais de contabilidade. O Internacional Accounting Standard Board (IASB) ficou responsável pela elaboração de normas internacionais, ou seja o padrão único de contabilidade aceito mundialmente, que já esta em processo de convergência em mais de 100 países. No Brasil, a alteração da Lei nº. 6.404/76 deu origem à Lei nº. 11.638/07, que trouxe implicações significativas para as empresas, obrigadas a seguir a Lei da S/A, entre elas, que a Comissão de Valores Mobiliários (CVM) deveria expedir suas normas de acordo com os padrões internacionais de contabilidade, e gradativamente as normas contábeis brasileiras convergiram para as normas internacionais, por meio de um processo coordenado pelo Comitê de Pronunciamentos Contábeis (CPC). Em 2009, foi aprovado pelo CPC o Pronunciamento Técnico PME Contabilidade para Pequenas e Medias Empresas. Este trabalho busca contribuir para que as empresas de pequeno e médio porte se preparem para as exigências do mercado, tornando-as mais competitivas. O objetivo é verificar as principais mudanças trazidas nas informações contábeis alinhadas às normas internacionais. With the Laws 11.638/07 and 11.941/09, Brazilian accounting has taken the first step towards the harmonization of international accounting. The creation of the Accounting Pronouncements Committee - CPC that came after the creation of the Laws, is responsible for the translation and adaptation of international standards issued by the IASB - International Accounting Standards Board. These changes have altered the results of companies in the construction industry. The survey was conducted based on reports issued by the administration and made available on the internet. The collected data represent about 75% of companies listed on the BM&F Bovespa. The analysis was performed based on financial statements of companies in the segment. It was possible to measure a very significant decline in real estate at the time of adoption of new accounting practices / Com adoção das Normas Internacionais da Contabilidade as Demonstrações Contábeis tiveram mudanças nas formas de classificação e em sua estrutura no sentindo de tornar mais fácil o entendimento do usuário da contabilidade pela padronização dos registros contábeis. Com a Lei 11.638/07 e a Lei 11.941/09, a contabilidade brasileira deu o primeiro passo para a harmonização da contabilidade internacional. A criação do Comitê do Pronunciamento Contábil CPC que surgiu após a criação das Leis, é a responsável pela tradução e adaptação das normas internacionais emitidas pela IASB - International Accounting Standards Board. Tais mudanças alteraram os resultados das empresas do setor de construção civil. A pesquisa foi elaborada com base nos relatórios emitidos pela administração e disponibilizados na internet. Os dados coletados representam cerca de 75% das empresas listadas na BM&F Bovespa. A análise foi elaborada com base nas demonstrações contábeis das empresas do segmento. The use of derivatives is one way for the importers to protect themselves from these exchange variations. Derivatives are financial instruments used by companies in order to manage the risks over the fluctuation of exchange variations, as well as the interest rates and the price changes. The lack of knowledge for the use of these protection instruments leads the companies to have losses with the exchange variation. The accounting treatment for the use of derivatives is a subject which has recently been developing with the harmonization of the international financial reporting standards, the IFRS. This case studies a mediumsized importing company, in the shoes trading segment which does not apply any kind of derivative. Impacts on these derivatives operations, which can generate great losses when they are not used in a correct manner, is shown. The exchange losses are derived when the company opts for the free exchange by the moment of importing its stocks, once having a negative variation, leads the company to record these losses in its financial statements. Thus, the best protection strategies and internal controls the Company should adopt using the rules of IASB (International Accounting Standards Board), is shown. The IASB and Brazilian Committee on Accounting Pronouncements, ( CPC ) principles of recognition, measurement and derivatives accounting has presented, being emphasized the hedge accounting instruments, the internal controls necessary for the financial instruments control and management and the tax effects on exchange variations and Transfer Pricing using the hedge instruments / Pensar na variação cambial é um ponto indispensável aos importadores quando se trata de importar mercadorias para a comercialização local. Uma forma dos importadores se protegerem dessas oscilações cambiais é a utilização de derivativos. Os derivativos são instrumentos financeiros utilizados pelas empresas para gerenciar os riscos sobre as oscilações das variações cambiais, assim como as taxas de juros e as mudanças de preços. A falta de conhecimento para o uso desses instrumentos de proteção leva as empresas a terem prejuízos com a variação cambial. O tratamento contábil para o uso dos derivativos é um assunto que vem se desenvolvendo recentemente com a harmonização das práticas contábeis internacionais, o IFRS (International Financial Reporting Standards). Este estudo de caso aborda uma empresa importadora, de médio porte, no segmento de comércio calçadista que não adota nenhum tipo de derivativo. São demonstrados os impactos dessas operações de derivativos que podem vir a gerar grandes prejuízos quando não forem utilizados de forma correta. Os prejuízos cambiais ocorrem quando a empresa opta pelo câmbio livre no momento de importar seus estoques, que tendo uma variação negativa, leva a empresa a registrar perdas nas suas demonstrações financeiras. Dessa forma são demonstradas quais estratégias de proteção e controles internos a empresa importadora deveria adotar utilizando-se os conceitos das normas do IASB (International Accounting Standards Board). São apresentados os conceitos do IASB e CPC (Comitê de Pronunciamentos Contábeis) de reconhecimento, mensuração e contabilização dos derivativos com ênfase nos instrumentos de hedge (hedge accounting), os controles internos necessários para o controle e gestão dos instrumentos financeiros e os efeitos fiscais na utilização de derivativos e das importações (Transfer Price) usando os instrumentos de hedge

The main change, in general terms, is a convergence between the Brazilian accounting standards and the international accounting standards, which their considerable divergences, particularly in relation to their principles, as compared to those adopted in Brazil. From this standpoint, this research shows the evolution of accounting rules in Brazil and abroad, finally getting into the current situation and, from the opening given by the National Curriculum Guidelines, discuss the need for changes in the curriculum of undergraduate Accounting programs, taking into consideration the curriculum content, skills and abilities to be developed in the graduates from these courses and teaching skills for the Accounting Sciences professors / Este trabalho apresenta uma pesquisa teórica em que são discutidas as necessidades de alterações curriculares nos cursos de Ciências Contábeis em função do novo modelo contábil adotado pela legislação societária brasileira, em alteração ocorrida em 2007. A principal alteração, num aspecto genérico, é a convergência das normas contábeis brasileiras às normas internacionais de contabilidade, que diferem de maneira significativa, sobretudo em relação aos seus princípios, daquelas aplicadas no Brasil. Background: Growth in international trade and capital flows has triggered a rising economic integration. Because of these developments there has been an international homogenising effect upon many customs, practices and institutions. In business life it led among other things to a desire to harmonise Accounting Standards among countries. Purpose: Our purpose is to answer the question: What is the international harmonisation process of Accounting Standards, what is its status quo and how important is the International Accounting Standard Board (IASB) in it? Realisation: In order to fulfil this purpose, we have chosen a descriptive approach, which is based on secondary data from textbooks, articles and homepages. Result: The international harmonisation of Accounting Standards is a process, which brings international Accounting Standards into some sort of agreement, in order to achieve a common set of principles, according to which financial statements from different countries are prepared. With the support of the IASB of the European Union (EU), 7000 European companies have to use International Accounting Standards (IAS) beginning 2005. Furthermore, the long existing rejection of IAS of the U.S. seems to change. Co-ordination of agendas of both standard-setting boards (IASB and Financial Accounting Standard Board (FASB) have been announced. We conclude, that the IASB plays a major role in the field of international harmonisation. This could be explained with achievements of the IASB, as for example the International Organisation of Security Commissions (IOSCO) Endorsement, EU regulation or the recent agreement of FASB and IASB to co-ordinate their work.

Tyrimo objektas – Tarptautiniai ir Verslo apskaitos standartai. Tyrimo tikslas – atlikti Tarptautinių ir Verslo apskaitos standartų nuostatų lyginamąją analizę bei nustatyti perėjimo prie Tarptautinių apskaitos standartų tikslingumą visoms Lietuvos verslo įmonėms. Uždaviniai: - išanalizuoti apskaitos harmonizavimo ir standartizavimo būtinumą ir reikšmę; - palyginti Tarptautinių apskaitos standartų ir Verslo apskaitos standartų nuostatas bei nustatyti skirtumus; - ištirti Tarptautinius apskaitos standartus ir Verslo apskaitos standartus taikančių įmonių apskaitos metodų pasirinkimus praktikoje; - išsiaiškinti Tarptautinių ir Verslo apskaitos standartų taikymo privalumus ir trūkumus bei nustatyti perėjimo prie Tarptautinių apskaitos standartų tikslingumą visoms Lietuvos verslo įmonėms. Research aim: After analyzing international accounting standards use necessity and practical experience in Lithuania foresee the stages of international accounting standards and reveal standards impact for the accounting policy formation. Objectives: • evaluate international accounting standards importance and necessity; • to group international accounting standards according the essence of considered questions; • explore international and national accounting regulation peculiarity; • evaluate international accounting standards practical uses in Lithuanian and identify their advantages and disadvantages; • exclude passing to IAS stages; • analyze the IAS passing impact for firm accounting policy. Research methods: Systematical and comparative scientific literatures analyze, synthesis, logical analyze, empirical investigation, conclusion. Studying scientific literature about international accounting standards I evaluated its importance and necessity, doing empirical investigation were identified international accounting standards advantages and disadvantages use in Lithuanian firms, were excluded passing to IAS stages and analyzed IAS impact for accounting policy.
