Not-So Splendid Isolation: an IPE Study of Iranian Sanction Busting

This study analyzes the US sanction regime imposed on the Islamic Republic of Iran. This single case study assesses its weaknesses and shortcomings in order to present a preliminary conclusion of the character of Iranian policies to bust the US sanctions regime. In charting the evolution of the US sanction regime through three distinct "waves" of sanctions the study highlighted the general shortcomings of the regime. First, the US sanction regime has failed to impose significant costs on Iran. Second, the slow pace of unveiling each new wave of sanctions failed to bring the necessary immediate pressure on Iran. Third, the inability of the US to gain sufficient multilateral support has limited the scope of the sanctions. These failures has allowed the Iranian leadership to construct a viable counterstrategy to bust US sanctions and continue the stalemate over the conflict of an Iranian foreign policy based on supporting Hamas and Hezbollah and the continued secrecy of its nuclear program. The Iranian counterstrategy has been centered on a domestic economic policy of autonomy, the courting of states outside the US sanction regime through the use of its valuable energy resources and the procurement of sanctioned goods through regional third party states.

Risks faced by South African offshore investors

Risks faced by South African offshore investors is a study that seeks to identify and rank in order of importance the risks that are faced by South African offshore investors. As a global player, South African investment institutions exchange trades with institutions in other countries. These trades are, however, not risk free. Trading in foreign markets can lead to institutions collapsing if their investment plans are not well formulated. There are many factors to consider when planning an offshore investment. For example, what products to invest in, which countries to invest in, why invest in such countries or institutions, how long is the investment going to be, and what are the expected returns, taking into account all the risks involved. All these questions and many others should be answered before investing offshore. South African investment brokers registered with the Financial Services Board and licensed to trade offshore were selected as the target population to respond to a questionnaire designed for this study. A web-based questionnaire using LimeSurvey was used to collate data from the respondents. Chinese investments in the Zambian textile and clothing industry and their implications for development.

Chinese development assistance includes Foreign Direct Investment (FDI), and recent literature argues a significant proportion of FDI goes to the manufacturing sector in African countries. FDI allocated to industry have the potential to create employment and reduce poverty. This paper takes Zambia as a case, and looks at the textile and clothing industry as a sub- sector of the manufacturing sector. The textile and clothing industry is seen as especially appropriate for Zambia, as it; (i) adds value to natural resources; (ii) creates links to other sectors of the economy; (iii) require only basic skills; and (iv) is labour intensive. Based on primary and secondary data, this paper seeks to understand how Chinese FDI in the Zambian textile and clothing industry impact economic development, measured by; (i) formal employment creation; (ii) technology and skill transfer; (iii) state revenue; and lastly (iv) market creation of the products. Through looking at Zambian national plans and institutions, the cotton-textile-garment value chain and the organisation of Chinese companies in Zambia, this paper found currently no textile and clothing manufacturing under Chinese investors. Although, cotton quality in Zambia has improved, the majority is exported out of the continent. There are currently few textile mills left and the clothing manufacturers largely use imported inputs. Second hand clothes and cheap imports from Asian countries, have taken over large parts of the domestic market for textile and clothing in Zambia. The largest integrated textile mill was the Zambia China Mulungushi Textiles (ZCMT) operating under Chinese investors between 1997 and 2007. Findings show that the Chinese management casualised the workforce, leading to more informal employment. In addition, there were few records of skill transfer to Zambian workers, although there were investments in improving technology. This paper explores the different reasons for the TC mill to close and argue that it was not viable under a liberal market. The Zambian workers were unhappy with the labour system, wage levels and terms of employment, which caused violent riots and strikes up until closure in 2007. The Chinese management was unable to restructure the work force enough to be cost effective and to stay in business. The Lusaka East Multi Facility Economic Zone (MFEZ) is under construction, and will focus on textiles and the supportive links in the industry. It is yet to be seen, how it impacts local economic development. Based on the assumptions of economic development, this paper shows limited impact of Chinese FDI in the Zambian textile and clothing industry. / AFRIKAANSE OPSOMMING: Hierdie tesis is 'n bydrae tot die "China in Afrika” debat. Die Chinese ontwikkelings hulp sluit buitelandse direkte investering (FDI) in, en die onlangse literatuur beweer dat 'n belangrike deel van FDI na die vervaardigingsektor in Afrika-lande gaan. FDI toegeken aan die industrie het die potensiaal om werk te skep en armoede to verminder. Hierdie verhandeling neem Zambië as 'n geval, en kyk na die tekstiel-en klere-industrie as 'n subsektor van die vervaardigingsektor. A systemic analysis of Thabo Mbeki's strategy to change the marginalisation of the global south

On t.p.: Master of Arts (International Studies) / Thesis (MA)--Stellenbosch University, 2001 / ENGLISH ABSTRACT: This study attempts to examine the chances that South Africa's President Thabo Mbeki has in changing the unbalanced relations between the powerful countries of the North and the marginalised developing world. In doing so, it investigates how the leaders of Northern countries received the New Africa Initiative which was launched by a group of African heads of states, including Mbeki, at the G-8 summit in Genoa in July 2001. Unlike preceding works, this study takes a systemic perspective. The power relations in international affairs are pointed out with specific consideration of South Africa's status as an emerging middle power in the international system. Special recognition is furthermore given to the question as to whether there is currently a global re-think under way about globalisation, the ideology of neo-liberalism and the interaction with poor countries in the global political economy. The study comes to the conclusion that despite the fact that South Africa as a middle power is subordinate to the powerful countries of the North when it comes to effecting global change, and despite the outcomes of Genoa that do not indicate that an equitable global order is close, there are considerable trends and developments visible which support what Mbeki is trying to achieve. As a consequence, it is contended that his "Global Initiative" has a much better chance of being successful than the plea for a New International Economic Order in the 1970s. / AFRIKAANSE OPSOMMING: Hierdie studie poog om die volgende te ondersoek: die waarskynlikheid dat Suid-Afrika se President, Thabo Mbeki, die ongebalanseerde verhoudinge tussen die magtige lande van die Noorde en die gemarginaliseerde ontwikkelende wêreld kan verander. Gevolglik word gekyk in hoe die leiers van die Noordelike lande die "New Africa Inititiative", wat in Julie 2001 by die G-8 spitsberaad in Genoa deur 'n groep staatshoofde van verskeie Afrikalande (Mbeki ingesluit) bekend gestel is, ontvang het. Anders as in vorige studies, word 'n sistematiese benadering in hierdie studie gevolg. Spesiale aandag word verder geskenk aan die vraag of daar huidiglik 'n globale heroorweging onderweg is. met petrekking tot _globalisering, die ideologie van neo-liberalisme en die hantering van arm lande binne die globale politeke ekonomie. Die studie 'kom tot die gevolgtrekking dat daar merkbare neigings en ontwikkelinge is wat Mbeki se werk ondersteun. Regionalism in theory and practice : the transformative potential of civil society in Southern Africa

Its purpose is thereby twofold: Firstly, this work claims to make a contribution to critical and reflectivist theorising of regionalism. The study of regionalism remains highly dominated by rationalist theories focusing predominantly on states as regionalising actors as well as on formal inter-state frameworks and market-led processes of regional integration. The hegemonic status of these approaches reinforces a specific form of regionalism which is compatible with neoliberal practices in the world economy. In order to reveal shortcomings and normative tenets of conventional theories and to account for the complexity and multidimensionality of regional projects and processes, a combination of theoretical insights from Robert W. Cox’s Critical Theory (CCT) as well as from the New Regionalism(s) Approach (NRA) are proposed as the theoretical framework for the study. The second objective is to bring civil society as a regionalising actor into the debate. Focusing on the highly exclusive and elite-driven regional project pursued by the region’s most comprehensive inter-state framework, the Southern African Development Community (SADC), the study addresses the question, as to what extent civil society at the regional level can act as a transformative force in terms of people-centred socio-economic development and social equity. After introducing crucial meta-theoretical, conceptual and methodological considerations, the major theoretical contributions to the study of regionalism are reviewed critically and a critical/reflectivist approach is proposed as an alternative to mainstream rationalist theorising. In a broad historical overview, the social, political, economic and cultural contexts which characterize the contemporary region of Southern Africa are discussed. Subsequently, four regional civil society organisations, namely the SADC Council of Non-governmental Organisations (CNGO), the Southern African Trade Union’s Co-ordination Council (SATUCC), the Economic Justice Network (EJN) of the Fellowship of Christian Councils in Southern Africa (FOCCISA) and the Southern African People’s Solidarity Network (SAPSN), are scrutinized with the intention to assess their transformative potential within SADC. The research conducted for the study is based on an eclectic employment of a combination of mostly qualitative methods, among them field research interviews, participatory observations as well as the analysis of primary and secondary sources/data. Two important conclusions can be drawn from this work: Firstly, an explicitly anti-reductionist and critical theoretical approach is seen as essential to account for the myriad of multi-level structural as well as agency-related factors influencing regionalism and regionalisation in Southern Africa. Secondly, the impact of regional civil society actors investigated in this study with regard to a more socio-economically inclusive form of regionalism remains limited, because of institutional and structural constraints, limited representativeness and a lack of strategic coordination among civil society organisations. Nevertheless, recent developments within civil society at the regional level also provide some reasons for optimism that a broader societal movement might be evolving which, as a transformative alliance, could challenge SADC’s contemporary approach to regionalism. / AFRIKAANSE OPSOMMING: Die studie probeer om regionalisme teoreties en empiries te analiseer met as fokus die Suider-Afrikaanse streek. Derhalwe is die navorsingsdoelstelling tweevoudig, eerstens, is die navorsing daarop gemik om ’n bydrae te lewer tot die kritiese en reflektiewe teoretisering van regionalisme. Die bestudering van regionalisme word steeds oorweldigend oorheers deur rasionalistiese teorieë, en fokus primêr op state as die belangrikste streeks-akteurs, asook op formele inter-staat raamwerke en mark-verwante prosesse van streeksintegrasie. Die hegemoniese status van hierdie benaderinge bekragtig ’n spesifieke vorm van regionalisme wat saamhang met neoliberale praktyk in die wêreld-ekonomie. Globalisation and its influence on ethical decision making in business : China and intellectual property rights

Thesis (MBA (Business Management))--Stellenbosch University, 2008. / ENGLISH ABSTRACT: Ethical decision making in business, the manifestation of business ethics in the individual, is influenced and shaped by various factors, including the external environment, organisational factors and society. In China business ethics, and consequently ethical decision making has emerged and developed mainly as a response to the economic reforms in response to globalisation. Globalisation, a product of the interaction of political and predominantly economic liberalisation, largely brought about by technological change, has become a household word since the last decade of the twentieth century. It is hailed by its advocates as a way to spread cosmopolitan values as well as better employment conditions and standards of living. Its critics, however, see it as a new wave of colonialism imposed by developed countries and multinational companies on poor countries, a synonym to exploitation and impoverishment of both people and nature. A contested issue on globalisation is concerned with its consequences as to the convergence of societies toward a uniform pattern of economic, political, and even cultural organisation, and thus to the formation of a global ethic. A change in approach towards intellectual property and the trends observed in patent applications indicate to what degree various countries have embraced the opportunities presented by globalisation. China is a prime example of a country that embraced the opportunities, and also made the required changes in policies and behaviour. Globalisation has changed the environment in which everyone is competing forever. International institutions play a significant role, and being part of treaties is paramount if countries want to play in the global market. Thus, globalisation changed the external environment that has an important influence on ethical decision making by individuals. These changes are followed by changes in countries' legal environments. As a result the rules by which companies have to play are also influenced, changing the way management should and eventually do behave, which will ultimately change the work experience gained by an individual. A change in individual factors will eventually change the ethical philosophy and the decision ideal of an individual, which also have an impact on ethical decision making. The end result is that globalisation has a profound influence on every factor that influence an individual making ethical decisions. However, these changes can take very long to start to manifest, a fact seen in the lag between policy changes and observing tangible changes in approach to intellectual property rights, as observed in China. / AFRIKAANSE OPSOMMING: Etiese besluitneming deur die individu word beinvloed deur 'n wye verskeidenheid faktore, waaronder die eksterne omgewing, die organisasie waarvoor die individu werk, en ook die kultuur gemeenskap. Sake etiek in China, en dus ook etiese besluitneming het ontwikkel as die resultaat van ekonomiese beleidsveranderinge wat teweeg gebring is deur globalisering. Globalisering is die produk van die grootskaalse liberalisering van ekonomiee, aangehelp deur tegnologiese vooruitgang. Voorstanders van globalisering glo dat dit die verspreiding en groei van kosmopolitaanse waardes tot gevolg het, en uiteindelik lei tot beter werksomstandighede en lewensstandaarde vir almal. Die kritici meen egter dat dit 'n nuwe vorm van kolonialisme is waardeur ontwikkelde lande en internasionale besighede die ontwikkelende lande uitbuit. Hierdie verskille is duidelik sigbaar in die benadering wat gevolg word met intellektuele eiendom. Die tendense oor die afgelope paar jaar in die aantal aansoeke om patente te registreer, verskil dramaties van land tot land. China is 'n goeie voorbeeld van 'n land wat die geleentheid met beide hande aangegryp het. Nie net is beleid aangepas om voordeel uit die geleentheid te trek nie, maar mense se houding het ook dienooreenkomstig verander. Globalisering het die omgewing vir kompetisie dramaties verander. Internasionale organisasies speel 'n belangrike rol, en die ondertekening van verskeie ooreenkomste is ononderhandelbaar om ten volle deel te wees van die globale ekonomie. Globalisering het die eksterne omgewing sodanig verander dat dit nie anders kan as om 'n impak te hê op die besluitneming van individue nie. Die veranderende eksterne omgewing het noodgedwonge gelei tot veranderinge in die wette van verskeie lande. Die reels waaraan besighede moet voldoen is dus ook beinvloed, en so ook die manier waarop bestuur moet optree. Uiteindelik sal hierdie ook die ervaring van werknemers verander, en dus 'n impak hê op etiese besluitneming. Die uiteinde is dat globalisering elke faktor wat 'n impak het op etiese besluitneming beinvloed. Hierdie veranderinge kan egter 'n lang tyd neem om gestalte te vind in die optrede van organisasies en indivdue. 'n Goeie voorbeeld word gevind in China. Dit het 'n geruime tyd geneem vanaf beleid ten opsigte van intellektuele eiendom ingestel is totdat organsiasies en individue 'n verandering in gedrag en optrede begin toon het deur patente ernstig te beskou.

Is South Africa worthy of it's Bric in Brics?

'BRIC' is an acronym created by Jim O’Neil to describe some of the world’s leading emergingeconomies, namely Brazil, Russia, India, and China. During 2010, the members of the group included South Africa and 'BRIC' was renamed 'BRICS'. The primary objective of this study was to investigate whether South Africa should be included in BRICS, taking into account that the country represents the whole of Africa. Data was collected by means of self- administered questionnaires and face-to-face semi-structured interviews. The results suggest that South Africa should be included in BRICS as it is depicted as the regional leader and gateway to the continent. This is demonstrated by its global economic prominence especially through multilateral organisations such as SADC, AU, and it is the only African country in the G20. It is recommended that South Africa should work together with other African countries and encourage their inclusion in achieving common economic goals. / Business Management / M. Com. Driving a hard bargain: U.S. sanctions strategies

Policymakers and scholars are deeply divided on the purpose and effectiveness of sanctions, but recent work has given attention to the strategy of using positive sanctions or incentives. This study investigates the conditions under which the U.S. uses a punitive sanctions policy (indicated by all negative sanctions) or an engagement policy (indicated by a mix of positive and negative sanctions). Applying materialist (Schelling, 1960, 1966; Snyder and Diesing, 1977; Axelrod, 1984; Fearon, 1994) and sociological (Schoppa, 1999; Wendt, 2000; Lebow, 2007) bargaining perspectives, this study will consider factors such as the level of target threat, the target's nuclear weapons capability, the extent of international support for sanctions, and the relationship between the U.S. and target. The impact of the informal economic GDP growth in Latin America and the Caribbean

The informal, underground or shadow economy is a significant, growing force throughout Latin America and the Caribbean, contributing to overall output, yet diminishing productivity, congesting public services, and depriving developing nations of potential fiscal revenues. This paper discusses the various definitions and methods of measurement of the informal sector, with the aim of showing the importance of collecting taxes in informal economies. Informal economy participants engage in tax evasion and avoidance of governmental regulations, therefore the implications of excessive tax burdens and onerous bureaucracy are studied, with a focus on their impact on GDP growth. Informal sector enterprises can greatly contribute to the official, recorded GDP measures if they have significant incentives to joining the formal sector. The border, as a space as well as a metaphor, has different meanings to the people in different political and economic contexts. Today, the border signifies economic development, and trans-border connections are gateways to prosperity. However, before economic successes can be attained, both peoples need to develop better skills and strategies to achieve smooth interaction. This research adds to the studies of Asian borderlands which are still few in number. It also provides a new perspective for the studies of Chinese-Vietnamese relationship by offering a bottom-up approach of studying the interactive process of lay people. Furthermore, it contributes to the anthropological study of Vietnam, by linking a Vietnamese ethnography with global economy, transnationalism and modernization. / This research studies Vietnamese-Chinese relationship through the cultural politics displayed in the social interaction between the Vietnamese and the Chinese in the economic activities of trade and tourism in the Vietnam-China borderlands. It examines the dialectical relationship between historical memories and social practices in trans-border interaction in the context of borderland economic development. / With vibrant economic revival in the Vietnam-China borderlands since the early 1990s, there have been increasing trans-border contacts between the Chinese and the Vietnamese. While most recent studies on these borderlands are concerned with the rapid expansion of trade and business, this research looks into the interactive strategies and tactics of the Vietnamese in dealing with their cross-border partners.
