BOTNIABANAN En liten länk i ett större järnvägssystem? : Om Botniabanans samhällseffekter och jämförelser med svenska järnvägar

In 2010, at the east coast of Sweden’s sparsely populated North, a new mode of travel was introduced to connect the region via high-speed railway, Botniabanan, and with no regional history questions on the regional effects of this new mode of travel are spurred. This paper addresses such questions in terms of, firstly, comparing the intended and potential regional effects of the railway and, secondly, by comparing the project with other Swedish railroad investments. The results show that, despite reasonably favorable preconditions both theoretically and geographically, the profitability and the function of the project turned out considerably lower than expected and its regional effects are still unclear, pending further investments in neighboring systems. Reasons for optimism, however, can be found in the broadly defined benefits that due to methodological issues were excluded from cost-benefit calculations, as well as in beneficial effects of other contemporary Swedish railroad investments. In the case of contemporary railroad investments varying circumstances and research agendas impede a well-defined conclusion, but high-speed railway connection in contemporary Sweden shows potential.

Sverige är ett av många länder som utvecklar komplexa, samverkansbaserade förvaltningsstrukturer med ett brett spektrum av offentliga och privata aktörer. Dessa kallas av många statsvetare för governancenätverk. Varför sker detta? Vilka är de externa omständigheterna som leder fram till behovet? Vilka är de interna drivkrafterna i termer av mål och strävanden och vilka fördelar önskar man uppnå? Vilka är nätverkens utmaningar och problem? Vad kan man göra i termer av styrnings- och förbättringsåtgärder för att lösa dessa problem och leverera de fördelar som eftersträvas? Uppsatsen jämför teoribildningen kring governancenätverken med empirin i form av en fallstudie av den svenska järnvägssektorn med fokus på de krafter som ligger bakom nätverkens uppkomst, dess typiska utmaningar och problem men även möjliga förbättrings- och styrningsåtgärder. Den finner stora likheter mellan teori och verklighet men empirin ger också en konkretisering och detaljering av de teoretiska koncepten. Genom syntes av teori och empiri skapas ett sammanhållet och verklighetsnära ramverk kring drivkrafter, problem och styrning.

The increased need of capacitycan be seen in the ongoing and planned expansions of the railway track. One part ofthe railroad infrastructure which is affected by an increase of travellers is the design ofthe station platform. Since the platform is the place where the traveller meets thetrain, dangerous situations can occur in this environment. A number of studies focuson single safety risks, albeit there is no research to show the full picture of safety inthe platform environment.This study aims to treat and put together a compilation of risks for the traveller in theplatform environment in the form of a checklist, which can be used as support inplanning and design of a safer platform environment for existing or planned platforms.The thesis has, through case studies of five ongoing projects within the NationalRailroad Administration (Banverket), interviews with train company personnel andinternational railroad administrators, identified and treated safety (and security) risksin the platform environment.The conclusion of the study is that the relations between the traveller, the physicalplatform environment and the project organisation are important to explore andexploit when designing effective safety measures. The identified risks are presented inthe checklist along with counter measures and a guideline for the reader to supporttools in avoiding and preventing safety problems in the platform environment.</p>

En långsiktig järnvägslösning i Stockholmsregionen : En studie av vilka krav Trafikverket bör ta hänsyn till i sitt planeringsarbete

Travelling by train has increased during the last decades in Sweden. This has put pressure on the existing infrastructure and has created problems with delays and cancelled departures. The railway is a complex system with mutual dependencies and high vulnerability for disruptions. The situation for the railway system in the Stockholm region is today strained. The capacity is fully used. An increase of the population together with an expected growth in popularity for train travelling will lead to a demand for additional railway capacity.   The purpose of this master’s thesis is to investigate long-term needs and requirements regarding increased railway capacity in the Stockholm region. As a consequence of the system properties of a railway system it is crucial to define a common goal when developing the system. The common goal is here presented as a system level requirements specification. The requirements can be summarised as following: A long-term railway solution shall meet traveller’s needs on a national, regional and local level, contribute to increasing the area of the labour market region, be robust and reliable and contribute to the fulfilment of the national climate goals.   As a result a long-term need of a new double track between Järna and Uppsala is identified. Trafikverket is recommended to further investigate an expansion of the railway system with a new tunnel connection between Älvsjö and Tomteboda. Such an expansion enables a robust system with faster passages through Stockholm and the possibility to separate different kinds of trains.

<p>Global warming is going to affect our society in many ways. One can say that the problem we face has two different sides. One of those sides has received a lot of attention, namely how we can reduce our emissions of greenhouse gases. However, because of the climate system's inertia the climate will continue to evolve over a period, no matter how much we will cut back on emissions. Because of this, we have to start adapting our society to the climate changes that we cannot influence. This side of the problem has been termed climate adaptation.</p><p>Swedish society is, just like the rest of the world, faces major challenges in climate adaptation. An important part of the challenge is to protect the infrastructure. The Swedish Rail Administration’s (SRA) part of the challenge is to maintain a functioning rail system, regardless of how the environment around the railway is changing. By taking account of climate change when planning for new rail, future problems can be avoided. This report investigated what SRA can do to create a climate adapted railway.</p><p>Within the scope of this report, useful information is identified and a working model for how this information can be used when planning new railways is suggested. The model is then evaluated in a case study and the results are presented. The goal is that the work will provide a wide basis for every day work on climate adaptation within Banverket.</p>

Effektivt införande av ny teknik i en organisation : En studie om trafikledningen i införandeprocessen av ERTMS i Sverige

The new railway signaling system ERTMS, European Rail Traffic Management System, will be introduced in all the railway tracks in Sweden, due to the Swedish railway legislation. The implementation of ERTMS in Sweden is performed by Trafikverket and two pilot projects have been done. Now the experiences from the traffic managements for these pilot tracks must be preserved. The purpose of this master thesis was to identify key aspects to facilitate the implementation of ERTMS for the traffic management in Sweden. The main task was to collect the experiences from the introduction of ERTMS on the pilot tracks from the traffic management in Ånge and Boden. The problems that occurred before, during and after the implementation process of ERTMS on the pilot tracks have been identified and further recommendations have been developed for how these problems can be avoided and managed in the upcoming implementation of the remaining tracks in Sweden. The main contribution of the thesis is recommendations to Trafikverket on how to facilitate the ERTMS implementation process for the traffic management. The key recommendations are: That the technology works and that the traffic management has the opportunity to influence the development of new versions of the system. That the traffic management should be informed about the project and involved in the implementation process. That the education and practice for the traffic management in ERTMS will satisfy their need in terms of adapted material and that they have access to an ERTMS simulator. If Trafikverket takes into consideration the problems that have occurred and work out solutions for how to manage and avoid them in the upcoming implementation of ERTMS in Sweden, the outcome should be successful.
