The Old Chieftain's New Image: Shaping the Public Memory of Sir John A. Macdonald in Ontario and Quebec, 1891-1967

Sir John A. Macdonald has been a political figure frequently referenced in Canadian history. Yet no study has explored the evolution of his public memory. This study provides a focused examination of the attempts by Canada’s federal political parties to shape Macdonald’s public memory. The period of study began immediately following the death of Sir John A. Macdonald on June 6, 1891 and continued until the Centennial Celebrations of Confederation in 1967. The study first aims to identify and analyze events and activities organized or supported by Canada’s federal political class which allowed them opportunities to shape Macdonald’s public memory. The study then explores through the lens of official memory their motivation to engage in his commemoration and to shape his memory in specific ways. The objective of this study is to answer two specific research questions. The first asked if Canada’ federal political leaders were interested and successful in shaping Macdonald’s public memory during the period of study to allow the emergence of a seemingly national hegemonic figure acceptable to both political parties. The second asked if the federal political parties’ attempts to depict Macdonald as a unifying national symbol were picked up in the media in Ontario and Quebec and in both official languages, thereby reinforcing his hegemonic status for the federal political class. Sir John A. Macdonald’s influence on the development of Canadian Indigenous Policy, 1844-1876

John A. Macdonald was not only Canada’s first Prime Minister; he played a significant role in framing much of Canada’s early “Indian policy” including legislation that was incorporated into the Indian Act (1876) which is still in effect today. Despite his central role, in all the voluminous analyses of Macdonald’s life and career, there is no in-depth scholarly study of Macdonald’s Indian policies or how his ideas about Indigenous people or race were formed. In this thesis, I examine Macdonald’s early personal context, how he may have developed his ideas about Indigenous people, the development of his Indigenous policies, and the local contingencies that shaped the rolling out of this legislative framework including the Gradual Civilization Act (1857) and the Gradual Enfranchisement Act (1869). / Graduate

Philosophies, cultures politiques et représentations de l'Autochtone aux États-Unis et au Canada, 18e et 19e siècles

Cette thèse vérifie l’effet d’une philosophie sur la représentation historique d’une réalité sociale, et ce des lendemains de la Révolution américaine jusqu’à l’aube du XXe siècle. Cette représentation concerne l’Autochtone, son rapport au contexte et à l’État. Comment la culture politique des cadres étatsunien et canadien respectivement mène l’élite s’y inscrivant – soit celle concernée par la question -, de 1783 à 1900, à se représenter la réalité amérindienne et son rapport au contexte social et à l’État? Aux États-Unis, projet libéral et individualiste, l’élite réfléchit l’Autochtone en fonction de fins libérales, raison d’être des institutions. L’individualisme balise la pensée; l’Autochtone n’est respecté et reconnu collectivement qu’en tant qu’il n’affecte point la téléologie du cadre. L’Amérique du Nord britannique voit les nécessités impériales, plus tard nationales, fonder la réflexion. Elles définissent la place lui revenant dans ce projet, celle déterminée par l’autorité gouvernant sa réalisation, laquelle doit alors préserver son contrôle sur l’Amérindien. En fonction d’un ordre est-il pensé. Cette étude le confirme. Méthodologiquement centrée sur l’analyse de la réflexion d’élites politiques et juridiques, la différence entre une représentation fondée sur des impératifs libéraux et une centrée sur des notions d’ordre et d’étatisme y est appréhendée. Le cadre américain oppose un individualisme à une reconnaissance légale de la tribu. Le premier devra primer, signifiant l’américanisation de l’Autochtone, car la loi et le politique doivent, pour le colon, servir la finalité territoriale. Le cadre britannique s’élabore sur une réflexion fondée sur des impératifs d’ordre. La réalité et la place des collectivités sont réfléchies, définies et déterminées par une autorité légitimée sur une tradition. Elle gère le contexte, ses éléments, comme les tribus, pour s’assurer d’un développement ordonné. L’Autochtone n’est pas impérativement individualisé, mais plutôt collectivement protégé, gouverné et ségrégé. Son contrôle passe avant son individualisation, l’ordre devant baliser le développement. Ainsi s’élaborent deux pensées au sujet de l’Amérindien, formatées à l’intérieur des pôles individu/collectivité.

Canada, inc. the relevance of ideology to the emergence of a capitalist social formation in Rupert's Land and the Indian territories of British North America, 1852 TO 1885

This thesis looks at the relevance of ideology to the emergence of capitalist social formation in Ruperts Land and the North West between 1852 and 1885 in two contexts: 1) as a mechanism of transforming the mercantilist social formation - the economy, state, and society - that arose to oversee the fur trade in Ruperts Land and the Indian Territory between 1670 and 1870; and 2) its role in establishing capitalist social formation in the North West up to 1885. I focus on the social processes by which ideology is transmitted and its significance to the emerging formation. I attempt to explain how a diverse group of politicians, bankers, investors, merchants, and industrialists took control of vast, resource-rich, and occupied territories like Ruperts Land and the North West and completely transformed the existing social arrangements according to their worldview. This thesis engages Marxist theory to examine the ideas of John A. Macdonald, Alexander Mackenzie, and Edward Blake as heads of the eastern polity, state, central government, and official opposition, and the representatives of commercial, financial, and industrial factions of the bourgeoisie. Over six hundred primary samples of their discourses in the form of political speeches, historical debates, and personal correspondence were reviewed in this research. The major themes emerging from the analysis pertain to the ideological underpinnings of a capitalist worldview in terms of the relevance of law and Christianity to the colonization and civilization of emigrant and indigenous peoples in the North West. It was also found that while politicians disseminate the worldview of their class and faction, they rely significantly on the support of capital and the producing classes to implement their ideas and establish, legitimize, and reproduce the conditions and relations of capitalism. When Macdonald and Mackenzie failed to rally consent for capitalism among local peoples in the North West, ideological coercion became the means of transforming the necessary social, economic, and political structures. I suggest that the use of force (rather than cooperation) to organize agricultural society in Saskatchewan has had long-term consequences for emigrant and indigenous peoples alike.
