Kulturní politika Kataru a otázka identity / Cultural Policy in Qatar and the Question of Identity

This thesis deals with Qatar's cultural policy and question of national identity. The main goal of the thesis was to analysis Qatar's foreign cultural policy and to identify its main pillars. These pillars aim to help the foreign public to build their imagination of Qatar, its culture and values. The theoretical framework of the thesis goes back to theories of public diplomacy, cultural diplomacy and nation branding. These theories define benefits of foreign cultural presentation for state and specify conditions of successful presentation. Beside that they also describe role of state and non-state actors in the process of foreign presentation and point out the most effective tools towards foreign public. The theoretical background is followed by an analysis of Qatar's public and cultural diplomacy. The analysis starts with Qatar's initial projects which include the foundation of satellite channel network al-Jazeera and opening of big education campus in Doha Education City. Further chapters concentrate on new cultural policy as it is defined by national development projects. Since the main topic of the thesis is Qatar's foreign cultural policy the text includes also reactions of international media, organizations and other states to Qatar's activities. The main topic of the thesis Breaking Free from the Dominance and Establishing Independent Policy: The Analysis of Saudi-Qatari Relations and its Implications on the Region of the Persian Gulf is a thorough analysis of the historical developments of bilateral relations between the Kingdom of Saudi Arabia and the State of Qatar. This hierarchical relationship between the two states is analysed according to the theories of alliance formation, MENA foreign policy analyses and international hierarchy. The aim of the thesis is to ascertain how Qatar was able to break free from the subordinate position within the hierarchical relationship with Saudi Arabia. Contrary to other existing research within the field which explains the end of subordination mostly with the crisis in the dominant state, the present thesis addresses other possible factors in the subordinate state that ultimately cause the evasion of the subordination with particular emphasis on the case study in question. The thesis proposes a classification of several distinct eras in Saudi - Qatari relations and verifies them against the theories described above. Diploma thesis "al Jazeera versus al Arabiya - Media Rivalry of Qatar and Saudi Ruling Families during the 2006 Lebanon War" deals with domestic Arab satellite channels - Qatar al Jazeera and Saudi al Arabiya - and their way of reporting about the war in Lebanon in 2006. Their news coverage is put into context of rivalry between Qatar and Saudi ruling families. The thesis focuses on wide range of issues including the role of media in foreign policy of Qatar and Saudi Arabia, use of media for securing stability of the ruling regimes and for pursuing their regional influence. Main theoretical concept of the thesis is the Arab media model which enables projection of interests of the ruling families in Qatar and Saudi Arabia into their media.

The diploma thesis named British reaction to the Arab Spring events in the context of United Kingdom's relations with Persian Gulf countries is concerned with an impact of the revolutionary events of 2011, known as the Arab Spring, on bilateral cooperation between United Kingdom on one side and Bahrain, Qatar, United Arab Emirates and Oman on the other. While using quantitative analysis approach, it depicts how the Persian Gulf developments were reflected by prominent British representatives and members of the Cameron coalition government. Since the government promised to approach foreign policy matters through a liberal-conservative lens and also planned to further deepen its relations with Persian Gulf countries, the Arab Spring events can be interpreted as a clear dilemma for British policymakers. This thesis aims to answer whether such dilemma forced the government officials to re-asses the traditionally warm attitudes towards Persian Gulf and additionally, it demonstrates which spheres of their cooperation were threatened the most. Firstly, the bilateral relations between United Kingdom and Persian Gulf countries between 1971 and 2010 are described. This thesis analyses Persian Gulf states foreign policies development and a position of the region in international relations using a collective case study. At the theoretical level the thesis works on the elements of (neo) realism, (neo) liberalism and social constructivism. The analysis is focused on security context and examines both challenges to internal security (regime and government, Shia expansion, the so called Arab spring, media) and external security (the Israeli-Palestinian conflict, Syrian conflict, terrorism, globalization and oil market developments). In the regional security complex of the Gulf are involved interests of the three main world powers, U.S.A., Russia and China. Regional cooperation in the GCC organization and mutual relations of the Gulf States are important, too. Based on the findings it is possible to assert that the development of the region is dynamic and depends on the oil rents.

In dieser Arbeit wurden Angebotskurven für 22 bedeutende Ölförderländer ermittelt und anschließend zu globalen Angebotskurven aggregiert. Gemäß den ermittelten Angebotskurven sind nahezu alle gegenwärtig in der Förderphase befindlichen Ölprojekte in den Untersuchungsländern auch beim aktuellen Ölpreis von 35 bis 40 US-$ je Barrel unter Berücksichtigung der kurzfristigen Grenzkosten rentabel. Sollte der Ölpreis jedoch in den kommenden Jahren auf diesem Niveau verharren, wird es bis zum Jahr 2024 zu einem Angebotsengpass auf dem globalen Ölmarkt kommen, da zur Deckung der zukünftigen Nachfrage die Erschließung kostenintensiver, unkonventioneller Lagerstätten und von Lagerstätten in tiefen und sehr tiefen Gewässern notwendig ist. Damit es bis zum Jahr 2024 nicht zu einem solchen Angebotsengpass kommt, ist gemäß des ermittelten langfristigen Marktgleichgewichts ein Ölpreis von mindestens 80 (2014er) US-$ je Barrel notwendig.
