The Design, Development And Evaluation Of An Electronic Performance Support System (epss) For The Crime Scene Investigation Unit

The purpose of this study is to design, develop and evaluate an electronic performance support system (EPSS) for the crime scene investigation unit (CSI). For this purpose, a sequential explanatory strategy as a procedure of the mixed method design was used in analysis and evaluation of the EPSS. The research was composed of three main phases: analysis / design, development and implementation, and evaluation of the EPSS. In first phase composed of performance and cause analyses, the CSI Unit&rsquo / s existing information, and contributing causal performance factors based on Gilbert&rsquo / Behavior Engineering Model were explored. In performance analysis phase, official documentation of the CSI Unit was reviewed. As for cause analysis, the survey and focus group interviews were conducted to 1176 and 22 CSI officers, respectively. These data were analyzed using with both quantitative and qualitative methods to facilitate the selection of the most appropriate intervention and its components. Analyses results revealed that 14 basic influences grouped under the workplace and competency on human behavior impacted performance of the officers. Based on these results, an EPSS composed of intrinsic, extrinsic and external levels, and support components was designed and developed in the second phase. Having been implemented, the evaluation of the EPSS based on the Kirkpatrick&rsquo / Four Levels of Evaluation Model was conducted v to determine the overall impact, perceived benefits, and effectiveness of the intervention in third phase. In this phase, a survey, interviews, computer logs and a checklist were used so as to assess the accomplishment of the EPSS. While the survey and the checklist were administered to the 191 officers and 2 experts from the field, the interviews were conducted with 12 officers. Evaluation results admitted that the CSI officers&rsquo / reactions were very positive to the EPSS. While, an intrinsic support made a major contribution to their productivity, establishing standardization would be perceived as the major impact of the EPSS. Lastly, increasing identity and simplifying criminal justice system were the two main impact factors on the society that the system would influence positively.

Evaluation Of The In-service Teacher Training Program

The purpose of this study was to examine the effectiveness of the in-service teacher training program, The Certificate for Teachers of English (CTE), run jointly by two departments: The Department of Basic English (DBE) and the Department of Modern Languages (DML) of the School of Foreign Languages (SFL) at Middle East Technical University (METU) in terms of whether it achieved its objectives and to provide suggestions regarding the redesigning of the program for the following years. The model used for evaluating the program was one proposed by Kirkpatrick (1998 / first devised in 1959). This model entails 4 levels of evaluation to carry out while evaluating training programs. Reaction, Learning, Behavior and Results. The research questions focused in this study are all in line with these four levels. The participants of the study were four folded. The main participants were the trainees attending the program. (N=6, 2 from DML / 4 from DBE). Another group of participants were the trainers of the program. (N=2). The third group of participants was the chairpersons at the two departments. Finally, data were collected from the students of the trainees and non trainees. Data was collected via questionnaires from the trainees and their students, interviews with trainees, trainers and chairpersons, observations of sessions of the program and trainees&rsquo / lessons, and related documents of the program. The data collected was analyzed qualitatively using the Miles and Huberman (1994) procedure for analyzing qualitative data: data reduction, data display and conclusion drawing/verification. Results revealed that the CTE program was effective in terms of achieving its objectives. However, there could be improvements in certain components of the program. Another result of the study was that the application of Kirkpatrick&rsquo / s training program evaluation model was not very effective in the evaluation of the CTE program. The main drawback was that the model is a nonlinear one which made it difficult to concentrate on a particular level of evaluation at a particular time. Therefore the suggestion for a more linear and definite model for the evaluation of the CTE program was proposed.

This thesis deals with the practical aspects of corporate training with the main focus on assessment and measurement of its outputs and effectiveness. The theoretical part introduces to the reader the concepts of corporate education and professional development as well as with their current trends. Next chapters describe the methods of analyzing educational needs and defining development goals. Moreover, various models of assessing the training effectiveness are presented. The application part of this thesis consists of empirical research conducted in the FOXCONN corporation. The purpose of this research was to evaluate training effectiveness of two types of trainings, using Kirkpatrick and Brinkerhoff models, and to address current issues of corporate education and propose solutions to them.

The Development and Validation of a Novice Nurse Decision-Making Skills Education Curriculum

Novice nurses (NNs) are entering critical care environments with limited knowledge, skills, and decision-making expertise. They are expected to care for complex patients in a dynamic healthcare setting. The research question for this project examined whether NNs improve their knowledge and skills by participating in a nursing decision-making skills curriculum. The purpose of the project was to develop and validate a nursing decision-making skills education curriculum working in an intermediate critical care unit. Taba's instructional theoretical model was used to guide the new curriculum development along with current evidence based practice found in the current literature. Scaffolding approach theory encouraged the use of more knowledgeable peers or educators to assist NN with skill acquisition. Project participants consisted of 5 local learning specialists in critical-care nursing with a minimum of a bachelor's of science degree in nursing as well as national certifications. Upon curriculum review completion, each of the 5 specialists were asked to complete a 5-point Likert scale survey to evaluate the content of the newly developed curriculum. Descriptive analysis was completed on the survey data. Three of the 5 learning specialists agreed and 2 strongly agreed that the program met its stated objectives. Three of the learning specialists strongly agreed and 2 agreed that the course content was relevant to NNs' day-to-day roles and that the material and resources facilitated the development of decision-making skills. Adjunct NN education may promote positive social change by providing an effective strategy for improving decision-making skills among NNs, potentially leading to improved patient outcomes in a healthier community with a skilled healthcare workforce.

Efectividad de un Curso de Formación Directiva en Modalidad B-Learning en una Universidad Tecnológica del Sureste de México. Sergio Roberto Preza Medina, 2015: Disertación Aplicada, Nova Southeastern University, Abraham S. Fischler College of Education. Términos Descriptores de ERIC: Ambientes Virtuales de Aprendizaje, B-Learning, Efectividad, Diseño Instruccional, Modelo de Kirkpatrick. Las autoridades de una Universidad Mexicana, desde hace algún tiempo, habían implementado cursos en modalidad B-Learning. No obstante, desconocían la efectividad de estos. Por lo tanto se estableció como propósito determinar la efectividad del curso de Dirección de Equipos de Alto Rendimiento en modalidad B-Learning. Para lograrlo, se empleó el Modelo de Kirkpatrick y Kirkpatrick (2007). Este sugiere cuatro niveles para su identificación: reacción, aprendizaje, comportamiento y resultados. La investigación se enmarcó en una metodología cuantitativa con un diseño transeccional descriptivo-longitudinal de tendencia. Considerando para ello dos muestras, la primera de 45 estudiantes que tomaron el curso, para medir los niveles de satisfacción y aprendizaje. Y la segunda de 10 participantes que cumplieron con el rol de líderes, para medir los niveles de comportamiento y resultados. En ese sentido, se plantearon cuatro preguntas de investigación y se administraron seis instrumentos válidos y confiables para la recolección de datos. La primera pregunta fue, ¿cuál fue la reacción de los estudiantes del curso Dirección de Equipos de Alto Rendimiento en modalidad B-Learning?, y el instrumento aplicado fue Cuestionario 1.- Satisfacción. La segunda pregunta planteada fue, ¿cuál fue el aprendizaje de los estudiantes del curso Dirección de Equipos de Alto Rendimiento en modalidad B-Learning?, y los instrumentos administrados fueron Cuestionario 2.- Conocimientos y Cuestionario 3.- Habilidades. Respecto a la tercera pregunta, ¿cuál fue el comportamiento del conocimiento adquirido de los estudiantes del curso Dirección de Equipos de Alto Rendimiento en modalidad B-Learning?, el instrumento aplicado fue Cuestionario 4.- Comportamiento. Y para dar respuesta a la cuarta pregunta ¿cuál fue el resultado de los estudiantes del curso Dirección de Equipos de Alto Rendimiento en modalidad B-Learning?, se administró el instrumento Cuestionario 5.- Resultados. El análisis de datos indicó que los participantes se sintieron satisfechos después de haber finalizado el curso. Así mismo, se observó que aumentaron su aprendizaje. Respecto al comportamiento, este presentó un ligero incremento que estuvo orientado hacia los niveles medios y altos de la escala. Así mismo, los estudiantes mostraron un incremento significativo en el nivel de resultados. Considerando lo anterior, se concluyó que el curso impartido en la modalidad B-Learning fue efectivo.

Les déterminants de l’évaluation de la formation et de son rendement perçu : le cas des employeurs assujettis à la Loi favorisant le développement et la reconnaissance des compétences de la main-d’œuvre au Québec

La formation de la main-d’œuvre est l’objet d’une littérature scientifique abondante depuis plusieurs années. D’une manière générale, les principaux sujets étudiés dans la littérature scientifique, les travaux empiriques et dans les politiques publiques traitent du rendement de la formation de la main-d’œuvre ou plus récemment de la dimension stratégique de la formation de la main-d’œuvre sur la performance organisationnelle. Or, les résultats produits sont mitigés, peu convaincants, voire contradictoires (Cedefop, 2013, 2005). En conséquence, les chefs d’entreprises et les décideurs en matière de politiques publiques manquent de démonstrations claires pour évaluer les impacts de la formation sur la performance des organisations. Dans cette recherche, nous proposons justement d’apporter un nouvel éclairage théorique et empirique pour mieux comprendre les caractéristiques des entreprises qui évaluent le rendement de la formation, comment le font-elles et quelles sont les retombées perçues en la matière. Sur le plan théorique, cette recherche mobilise trois approches différentes dans un modèle analytique qui se veut intégratif. Dans la partie plutôt hypothético-déductive, la théorie du capital humain ainsi que le modèle de Kirkpatrick et de la gestion stratégique de ressources humaines permettent de vérifier la rationalité des employeurs en matière d’évaluation de la formation et de la perception de son rendement. Dans la partie la plus exploratoire de la thèse, nous avons mobilisé les pouvoirs conceptuels et explicatifs de l’approche institutionnaliste pour comprendre le comportement des organisations qui ne font pas d’évaluation formelle mais qui perçoivent quand même des retombées positives de leurs activités de formation. Sur le plan méthodologique, il s’agit d’une recherche explicative et d’une démarche en partie exploratoire quantitative faite à partir des données de l’enquête menée en 2003 par Emploi-Québec et l’Institut de la statistique du Québec auprès de 4600 entreprises assujetties à la Loi favorisant le développement et la reconnaissance des compétences de la main-d’œuvre. Nos principaux résultats de recherche soutiennent l’existence de trois types de facteurs explicatifs de la perception des retombées de la formation : des facteurs liés à l’organisation (profil et expérience en formation), des facteurs liés à la nature de la formation et des facteurs liés à l’intervention institutionnelle en matière de formation. / Labour force training has been the object of an extensive body of scientific literature for many years. In general, the main subjects examined in the scientific literature, in professional studies and in public policy discussions concern the effectiveness of labour force training and, more recently, the strategic dimension of labour force training with regard to possible effects on organisational performance. The results produced, however, have been qualified, unconvincing and at times contradictory (Cedefop, 2013, 2005). As a consequence, business leaders and public policy decision-makers lack the clear evidence needed to evaluate the impact of training on the performance of organisations. In the present study, a new theoretical and empirical perspective is offered with which to better understand the characteristics of businesses which evaluate the effectiveness of training, how the evaluations are conducted and the perceived effects thereof. In terms of its theoretical basis, this study utilises three different approaches in an integrative analytical model. In the hypothetical-deductive section of the study, the theory of human capital as well as the Kirkpatrick model and the strategic management of human resources allows for the verification of the motivation of employers with regard to training evaluation and the perception of its utility. In the more exploratory section of the thesis, the conceptual and explanatory powers of an institutionalist approach have been mobilised to understand the behaviour of organisations that do not conduct formal evaluations but which nonetheless perceive the positive effects of their training activities. In terms of methodology, this is an explicative analysis and an in-part exploratory quantitative approach based on the results of a study conducted in 2005 by Emploi-Québec and l’Institut de la statistique du Québec of businesses subject to the Loi favorisant le développement et la reconnaissance des compétences de la main-d’œuvre. Our main research findings suggest the existence of three types of factors which explain the perception of the effects of training: factors related to the organisation in question (the nature and extent of experience in training), factors related to the type of training and factors related to institutional action concerning training.

Mehrebenen-Evaluation von Maßnahmen der betrieblichen Gesundheitsförderung

Die Dissertation beschreibt am Beispiel einer Längsschnittstudie in der Papierindustrie, wie Effekte von Maßnahmen der betrieblichen Gesundheitsförderung in geschätzten ökonomischen Nutzen übertragen werden können. Ausgangspunkt der Untersuchung ist das Variablen-Modell nach Locke und Latham (1990). Darauf aufbauend wurden geeignete Indikatoren und Messinstrumente ausgewählt und in mehreren Voruntersuchungen überprüft. Hauptinstrument ist ein Fragebogen, der im quasiexperimentellen Design zur Ist-Analyse und nach Umsetzung der Maßnahmen eingesetzt wurde. An der ersten Befragung im Oktober 2000 nahmen 320 Gewerbliche und Angestellte des Unternehmens (Rücklauf 89%), an der zweiten drei Jahre später 402 Mitarbeiter (Rücklauf 91%) teil. Für den Längsschnitt standen die Fragebögen von 118 Mitarbeitern zur Verfügung. Neben den Fragebogendaten wurden personbezogene Daten zum Krankenstand erhoben, die auf freiwilliger Basis mit den Fragebogendaten verknüpft wurden, worauf sich 71% der im Jahr 2000 Befragten und 80% der im Jahr 2003 Befragten einlassen konnten. Zur Absicherung der Validität kamen weitere Untersuchungsmethoden zum Einsatz: für 19 Tätigkeiten wurde eine objektive arbeitspsychologische Tätigkeitsanalyse (Pohlandt, Schulze, Jordan & Richter, 2002) durchgeführt, die beteiligten Bereiche wurden in einem Rankingverfahren durch betriebliche Experten eingeschätzt, die organisationale Einbindung der betrieblichen Gesundheitsförderung wurde zu beiden Untersuchungszeitpunkten mit Hilfe des Fragebogens von Breucker (Prävention online, 2000) erfasst, es fanden 22 strukturierte Interviews mit den Beschäftigten zur Einschätzung der durchgeführten Maßnahmen statt. Die Ergebnisse der ersten Mitarbeiterbefragung wurden zurückgemeldet, diskutiert und zu 12 Maßnahmen verdichtet. Diese 12 Maßnahmen wurden in die Zweitbefragung mit aufgenommen, wobei die aktive Beteiligung an ihnen und die Zufriedenheit mit ihrer Umsetzung eingeschätzt werden sollten. Anforderungen nach Drummond, O´Brien, Stoddart & Torrance, 1987/1997). Im Vergleich zur Kosten-Nutzen-Analyse wurden bei der Kosten-Nutzwert-Analyse deutlich andere Rangreihen ermittelt. Die kritische Gesamtschau der Ergebnisse ermöglicht spezifische Empfehlungen für fünf Maßnahmengruppen. Es zeigte sich, dass die gemeinsame Erörterung von Kosten-Nutzen-Analyse und Nutzwert zusätzliche und bisher nicht erfasste Aspekte beim Umgang mit den Maßnahmen eröffnet. / The thesis illustrates a longitudinal study in the paper industry. It shows how effects resulting from measures of occupational health promotion may be translated into an estimated economic advantage. The starting point of the study is the high performance cycle (Locke & Latham: 1990). Proceeding from that, appropriate indicators and measuring instruments were selected and tested in several pre-studies. The main instrument is a questionnaire, used in a comparative design before and after the translation of the measures into practice. 320 white- and blue-collar workers took part in the first survey in October 2000 (response rate 89%), whereas 402 workers participated in the second survey which was conducted three years later (response rate 91%). After all, complete data sets for the longitudinal analysis were available from 118 participants. Apart from that personal data concerning absenteeism were used, which were then connected to the questionnaire data on a voluntary basis. Whereas in 2000, in the first survey, 71% of the participants agreed to the connection of their personal data with the questionnaire, 80% agreed to it in the second survey, in 2003. To guarantee the questionnaire?s validity an array of additional methods was used: an objective occupational job analysis (Pohlandt, Schulze, Jordan & Richter, 2002) of 19 different occupations was carried out and the company?s experts evaluated the branches involved by ranking. Furthermore the organizational embedding of occupational health promotion measures was investigated in both surveys with the help of Breucker?s questionnaire (Prevention online, 2000) and additionally 22 structured interviews with the employees took place in order to evaluate the acceptance of the measures conducted. The results of the first employee survey were reported back, discussed and condensed into 12 measures. These 12 measures were then included in the second survey when the employees? active participation in the measures? implementation and their satisfaction with the measures? effects should be evaluated. To determine the measures? actual efficiency an extended cost-benefit-analysis (with reference to Schmidt, Hunter & Pearlman: 1982) and a cost-utility-analysis (with reference to Rinza & Schmitz: 1992) were conducted. Nearly all variables investigated in the questionnaire had significantly improved between the first and the second survey (indicators of job demands, occupational scope, motivational potential of occupation, social support, social stressors, commitment, job satisfaction, well-being, psychosomatic complaints). Changes in (multi-modally influenced) absenteeism and in the evaluation of the management?s style of leadership were not significant. Referring to the effects? impact 9 out of 12 measures proved to be positively significant in at least one criterion, whereas referring to (subjectively felt) utility all 12 measures turned out to be positively significant. In six of the remaining nine measures the cost-benefit-analysis resulted in a positive cost-benefit-relation (between 1:71 and 1:1,5). These results were critically discussed and taking into account discounting, specific result-criteria, sensitivity analyses and worst case assessment (see quality principles by Drummond, O´Brien, Stoddart & Torrance, 1987/1997) finally adjusted. Comparing the cost-benefit and cost-utility analyses resulted in significantly different rankings. The critical overall view allows for specific recommendations for five measure-groups. Finally, the joint discussion of the cost-benefit analysis and utility turned out to open up additional aspects of how to conduct the measures in future, which have not been described so far.

Es zeigte sich, dass die gemeinsame Erörterung von Kosten-Nutzen-Analyse und Nutzwert zusätzliche und bisher nicht erfasste Aspekte beim Umgang mit den Maßnahmen eröffnet. / The thesis illustrates a longitudinal study in the paper industry. It shows how effects resulting from measures of occupational health promotion may be translated into an estimated economic advantage. The starting point of the study is the high performance cycle (Locke & Latham: 1990). Proceeding from that, appropriate indicators and measuring instruments were selected and tested in several pre-studies. The main instrument is a questionnaire, used in a comparative design before and after the translation of the measures into practice. 320 white- and blue-collar workers took part in the first survey in October 2000 (response rate 89%), whereas 402 workers participated in the second survey which was conducted three years later (response rate 91%). After all, complete data sets for the longitudinal analysis were available from 118 participants. Apart from that personal data concerning absenteeism were used, which were then connected to the questionnaire data on a voluntary basis. Whereas in 2000, in the first survey, 71% of the participants agreed to the connection of their personal data with the questionnaire, 80% agreed to it in the second survey, in 2003. To guarantee the questionnaire?s validity an array of additional methods was used: an objective occupational job analysis (Pohlandt, Schulze, Jordan & Richter, 2002) of 19 different occupations was carried out and the company?s experts evaluated the branches involved by ranking. Furthermore the organizational embedding of occupational health promotion measures was investigated in both surveys with the help of Breucker?s questionnaire (Prevention online, 2000) and additionally 22 structured interviews with the employees took place in order to evaluate the acceptance of the measures conducted. The results of the first employee survey were reported back, discussed and condensed into 12 measures. These 12 measures were then included in the second survey when the employees? active participation in the measures? implementation and their satisfaction with the measures? effects should be evaluated. To determine the measures? actual efficiency an extended cost-benefit-analysis (with reference to Schmidt, Hunter & Pearlman: 1982) and a cost-utility-analysis (with reference to Rinza & Schmitz: 1992) were conducted. Nearly all variables investigated in the questionnaire had significantly improved between the first and the second survey (indicators of job demands, occupational scope, motivational potential of occupation, social support, social stressors, commitment, job satisfaction, well-being, psychosomatic complaints). Changes in (multi-modally influenced) absenteeism and in the evaluation of the management?s style of leadership were not significant. Referring to the effects? impact 9 out of 12 measures proved to be positively significant in at least one criterion, whereas referring to (subjectively felt) utility all 12 measures turned out to be positively significant. In six of the remaining nine measures the cost-benefit-analysis resulted in a positive cost-benefit-relation (between 1:71 and 1:1,5). These results were critically discussed and taking into account discounting, specific result-criteria, sensitivity analyses and worst case assessment (see quality principles by Drummond, O´Brien, Stoddart & Torrance, 1987/1997) finally adjusted. Comparing the cost-benefit and cost-utility analyses resulted in significantly different rankings. The critical overall view allows for specific recommendations for five measure-groups. Finally, the joint discussion of the cost-benefit analysis and utility turned out to open up additional aspects of how to conduct the measures in future, which have not been described so far.

The critical role that an effective systematic training evaluation practice plays is in its ability to collect value systematically. The collected data is utilised to make a judgement or to evaluate learnings contribution. Without the training evaluation practice learning value is obscured. The instructionnal systems design (ISD) Addie is assessed as the systematic structure that can greatly assist the training evaluation practice. It supports the proposal of collecting value throughout the training lifecycle for the holistic view of learning value. The Kirkpatrick and Phillips (K/P) summative framework will be used to assess the current practice in collecting post-learning data. Addie was highly valued by the survey participants. The current summative practice in the organisation stops mainly at level two of the Kirkpatrick/Phillips model. The practice lacks comprehensive data collection at recommended best practice levels and is therefore, not effective, efficient and systematic in its approach to declare learning value. / Human Resource Management / M. The results reported in this thesis contribute to the understanding of disordered systems, to mesoscopic physics on the one hand, and to the physics of spin glasses on the other hand. The first part of this thesis studies numerically coherent electronic transport in a non magnetic metal accurately doped with frozen magnetic impurities (a low temperature spin glass). Thanks to a recursive code that calculates the two terminal conductance of the system, we study in detail the metallic regime of conduction (large conductance) as well as the insulating regime (small conductance). In both regimes, we highlight a universal behavior of the system. Moreover, a study of correlations between the conductance of different spin configurations of impurities allows us to link these correlations with correlations between spin configurations. This study opens the route for the first experimental determination of the overlap via transport measurements. A second part of this thesis deals with the study of the mean field Sherrington-Kirkpatrick model, which describes the low temperature phase of an Ising spin glass. We are interested here in the generalization of this model to quantum spins (i.e including the possibility to flip by quantum tunneling) of this classical model that was well studied during the past thirty years. We deduce analytically motion equations at the semi-classical level, for which the influence of quantum tunneling is weak, and we compare them with the classical case. We finally solve numerically these equations using a pseudo-spectral method.
