Anthropocentric development evaluation : making people and their humanity the focus of development and its evaluationMarais, Mark Trevor 01 1900 (has links)
The need for an Anthropocentric Development Evaluation stems from the inability of development theory and praxis, which has informed the past Development Decades, to ameliorate abject poverty experienced by most people throughout the world. Emanating from a hermeneutical-interpretist epistemology the fundamental argument of an Anthropocentric Development Evaluation is that people and the crucial aspects of their humanity should be the central focus in development and evaluation processes. Thus, taking the people-centred approach to development as its starting point, an Anthropocentric Development Evaluation draws attention to the marginalised, particularly the poor, the rural poor, resource-poor primary producers, women and their households. An Anthropocentric Development Evaluation also argues for an actor-orientation to Development Evaluation to emphasise the situational, yet individual behaviour, of people. Alongside such an approach, lies the significance of culture and people's knowledge for development, as well as the limitations, risks, uncertainties and vulnerabilities people face as a consequence of their humanity. These may influence the extent to which they
participate in spontaneous or imposed development initiatives. An Anthropocentric Development Evaluation then comparatively assesses three sets of similar, yet different, methodologies using people and aspects of their humanity described above as the focus for that assessment. The methodologies assessed include Action
Research, Social Impact Assessment and the Complementary Rural Development Field Tools. The purpose of doing so is to obtain a suitable medium through which to test the focus of an Anthropocentric Development Evaluation in a development setting. The testing of an Anthropocentric Development Evaluation in a development setting is done first by providing an Anthropocentric Development Evaluation of aspects of life of people living in the community of Nyanyadu in KwaZulu-Natal. Social Impact Assessments using the focus of an Anthropocentric Development Evaluation are then made of two development initiatives in respect of the people of Nyanyadu. These two initiatives are a nutrition and social development programme and the national land reforms. The

This study looks at the construction of white identity within postcolonial conflict in Zimbabwe. Is it possible to be white and African? And how will the white African look when his identity as 'privileged' is stripped from his/her? This study also challenges the church to respond to the endemic violence by finding ways of bringing hope and healing. The role that trauma plays in our ongoing narratives is explored along with ways to exit these cycles without re-traumatizing large sectors of the community who are considered 'outsiders'. Postcolonial biblical interpretation in the context of the Democratic Republic of the Congo : selected texts from Joshua 1-12Bwalya, Laishi 11 1900 (has links)
The present research has been aimed at investigating how imperialism and colonialism are located both in the biblical text (cf. Joshua 1-12) and in present day interpretive postcolonial contexts such as that of the Democratic Republic of the Congo.
An investigation was made of the unequal power dynamics at play between the Israelites who are depicted as mercilessly conquering the indigenous peoples of Canaan in the name of the deity, and the Canaanites. How were/ are such power dynamics played out in the Katangese, Democratic Republic of the Congo’s context in the relations between the then colonizers, that is, the Belgians as well as the neo-colonial African rulers and the Congolese peoples? It is argued that the Belgians assumed the role akin to that of the Israelite invaders as they mercilessly invaded the “promised land”, that is, the Democratic Republic of the Congo, ending with the brutal extermination of African peoples justified on biblical precedents.
A conclusion is made that within the context of postcolonial biblical interpretation, the conquest narrative of Joshua 1-12 is one of the most traumatic stories in which violence is committed by one nation on another in the name of the deity. Postcolonial biblical criticism was found to be an appropriate approach in assisting the researcher to navigate through violent biblical texts with a view to coming up with a transformative reading of the texts in the (Katangese) context of the Democratic Republic of the Congo. / Old Testament and Ancient Near Eastern Studies / D. Inpact of livelihood diversification on household food security : the case of Hurungwe District, ZimbabweNcube, Admiral 23 October 2012 (has links)
This study examines the role of livelihood diversification in promoting
household food security with particular reference to Hurungwe District in
Zimbabwe. This focuses on assessing the contribution and impact of
predominant livelihood diversification strategies in study area. The study
employed qualitative methods of research entailing focus group discussions,
observation, key informant interviews and literature review as methods of data
collection. The study revealed that limited access to credit, skills development,
markets and transport infrastructure weaken the efficacy of nonfarm livelihoods
to improve food security. Key recommendations are that government, NGOs
and communities must work in tandem to increase livelihood options for food
insecure communities. Suggested strategies include increasing access to micro
finance, vocational skills training and other support services paying attention to
gender considerations. Areas requiring further investigation which emanated
from the study include the impact of the shift to tobacco farming and how biotechnology has affected smallholder farmers. / Development Studies / M.A. (Development Studies)

This study analyses the impact of land registration and certification scheme on sustainable
use of farmlands in Debre Mawi and Densa Bahta rural kebeles of Amhara region in
northwestern Ethiopia, with a view to contributing to the theoretical debate on tenure security
and more realistic policy advocacy on the sustainable use of farmlands. Within the
framework of qualitative research methodology, the case study approach helps to observe and
understand the relationship between land titling and sustainable use of farmlands in Densa
Bahta and Debre Mawi kebeles of the Amhara region in Ethiopia. Specific methods employed
were focus group discussions, in-depth interviews and observation, complemented by context
analyses of relevant documents. It was found that land titling has contributed to a high
perception of security of land tenure among study respondents. However, results show that
land titling has both positive and negative impacts on sustainable use of farmlands. The
positive impact of land titling is ascribed to its assurance effect and legal obligation imposed
on farmers to adopt proper land management practices. The negative impact of land titling
arises from its failure to address the existing inequality in possession of farmlands among the
village communities. Failure of farmers’ high perceptions of their security of land tenure to
translate into sustainable land use practices has implications for the relative importance of
productive asset endowments, self-efficacy and risk perception on the sustainable use of
farmlands in the Amhara region. Interviewees that follow unsustainable farming practices
were endowed with relatively lower pieces of farmland and disadvantaged in possession of
other productive assets. They also demonstrated a low level of self-efficacy and a risk-averse
attitude to adopting conservation technologies, as they possessed smaller sizes of farmland compared with the village and regional average. The study urges a holistic approach and

Appropriating Judean post-exilic literature in a postcolonial discourse : a case for ZimbabweRugwiji, Temba 06 1900 (has links)
The narratives about the postexilic Judean community are an ancient biblical account of the
socio-economic and political experiences of the Judeans when they were finally restored back to
Judah from Babylonian captivity. Although the Judean restoration was celebrated when they
were restored by King Cyrus’ decree, real freedom did not prevail in the Persian province of
Yehud; corruption, usury, greed, oppression, enslavement and loss of property impacted
negatively on the poor. The leadership expropriated from poor citizens land, vineyards, and
houses in exchange for food. In addition, the governors also charged heavy interest on money
borrowed by poor members of society. Parents and their children were subjected to enslavement.
In response to these corrupt practices, Nehemiah challenged the leadership to stop oppressing the
poor. Nehemiah went further to provide food to the starving Judeans and other people from
surrounding nations which served as a stimulus to strive towards alleviating poverty and starvation among communities.
By employing an approach known as hermeneutics of appropriation, this thesis
appropriates the experience of the postexilic Judean community to the post-independence
Zimbabwean context. Between the years 1999 and 2008 many people lost their lives due to
unemployment and lack of income, shelter, nutrition, and access to health-care facilities because
of the economic meltdown following the controversial fast-track land reform programme in
Zimbabwe. The majority of people are still experiencing the negative impact of the land reform
as people strive to make a living in the absence of jobs and income scarcity. Corruption by the
leadership has continued to further exacerbate starvation among the poor until today.This study attempts to employ the biblical Nehemiah’s social justice reforms (Neh 5) to
challenge the Zimbabwean leadership to focus on rebuilding the country which was ravaged by a
decade of both political and socio-economic crises. Lessons drawn from Nehemiah would be
used to stimulate the leadership in the Zimbabwean government and members of society at large,

Enfrentam desafios, preconceito, são vistos como desrespeitadores das leis, enfrentam os poderosos, lutam, sofrem e, com o suor de seu trabalho, constroem uma história diferente. Trabalharam a terra, adubaram, estão sempre repondo os nutrientes do solo, embaixo de sol e chuva e quantas não foram as vezes que dormiram em barracos e comeram o que havia. Nunca perderam a esperança de que a semente desse bons frutos. Infelizmente, alguns desistiram no caminho, e os que permaneceram hoje estão colhendo o fruto e o alimento da semente que plantaram, têm moradia, respeito e dignidade, e a luta continua. Esta dissertação mostra um aspecto da questão fundiária e agrária da realidade brasileira e evidencia a necessidade da Reforma Agrária como expressão da justiça social. / Abstract: The settled landlessþs struggle at Horto Florestal Guarany is a very beautiful story. They have planted the seed in a depleted soil, with few conditions to obtain any crop. However, they have been producing and building a new world for future generations. They face challenges and prejudice. They are considered to be disrespectful to laws, they face the magnates, fight, suffer, break their backs writing a different story. They have worked the land and fertilized it. They are always replacing soil nutriments, no matter sun or rain. How many times have they slept in slums and eaten only what is left? They have never been hopeless expecting the seed to turn into the fruit. Unfortunately some have given up along the way, and those remaining today are picking the fruit from the seed they have planted, the food, their housing, respect and dignity. And the fight keeps up. This paper displays one aspect of the agrarian problem in the Brazilian reality, making it clear that the Land Reform is very necessary as an expression of social justice. / Mestre

Die LPG-Bildung als wichtigstes Element der "sozialistischen Umgestaltung" der Landwirtschaft der DDR ist Hauptinhalt der vorliegenden Dissertation. Auf beschreibendem und analytischen Wege wird die gravierende Umwälzung der gesamten ländlichen Struktur als integrierter Bestandteil der Schaffung der Grundlagen des Sozialismus in seiner Komplexität und Widersprüchlichkeit dargestellt. Den Ausgangspunkt der Schrift bildet die Bodenreform in der Sowjetischen Besatzungszone als Voraussetzung für die späteren Veränderungen auf dem Lande. Im Mittelpunkt der Arbeit steht der Prozeß der LPG-Bildung in den Dörfern des Kreises Haldensleben. As basis for this paper serves the land reform in the sowjet sector of Germany as preassumption for later changes in the rural areas. The focus of this work is on the process in which the LPGs around Haldensleben were set up. Previous issue date: 2014-07-01 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPES / This dissertation aims to analyze the relationship between the action of landless rural workers, especially the activities of members of the Landless Rural Workers Movement (MST), and the criminalization process of his conducts by Criminal Law. Therefore, this study aims to verify scientifically know as the criminal knowledge can be a legitimate instrument to promote the criminalization and stigmatization of these landless workers. Thus, the work takes as its starting point the characterization of their research subject, namely, the landless rural workers in its meaning of agrarian social movement, why it held an approach to the construction of social inequality and its correlation with the emergence and structuring of social movements, for, in the end, weave important considerations about what is meant by social Movement and Agrarian MST. Following aimed to explain how the criminal know contemporary Brazilian still shows a strong influence of the positivist criminological thought inaugurated by the Italian school centuries ago. It is shown how positivist criminology was responsible for creating a conception of social dangerousness and embrace a segregationist and selective criminological project, such that those individuals who were "classified" as a threat, should be removed from social interaction. We report how this discourse entered " the back door " of the criminal laws homelands and enabled the creation of an ideology of social defense and the criminalization of minorities (poor, landless ruais, black and so on). Finally, aiming to
demonstrate the hypothesis elected, held a review of the work conducted by the Joint
Parliamentary Committee of Inquiry ( CPMI ) and Urban Land Reform, known as "CPMI of
Land ", specially her Final Report , highlighting Project Senate n . 264/2006 ( PLS No. 264 /06 ) and Project of House of Representatives n . 7485/2006 ( PL No. 7485 / 06 ), whose
proposals are, appropriately, intended to spearhead a process of criminalization of landless legitimized by criminal law. / A presente dissertação objetiva analisar a relação entre a atuação dos trabalhadores rurais sem
terra, em especial a atuação dos integrantes do Movimento dos Trabalhadores Rurais Sem
Terra (MST), e o processo de criminalização de suas condutas por parte dos operadores do
direito. Para tanto, este estudo se propõe a verificar cientificamente como o saber penal pode
ser um instrumento legítimo para promover a criminalização e estigmatização penal destes
trabalhadores. Desta forma, o trabalho toma como ponto de partida a caracterização do seu
sujeito de pesquisa, qual seja, os trabalhadores rurais sem terra em sua acepção de movimento
social agrário, razão por que se realizou uma abordagem da construção das desigualdades
sociais e a sua correlação com o surgimento e estruturação dos movimentos sociais, para, ao
final, tecer importantes considerações sobre o que se entende por Movimento Social Agrário e
MST. Na sequência, objetivou-se explanar como o saber penal brasileiro contemporâneo
ainda ilustra uma forte influência do pensamento criminológico positivista inaugurado pela
Escola Italiana séculos atrás. Demonstra-se como a criminologia positivista foi responsável
por criar uma concepção de periculosidade social e abraçar um projeto criminológico
segregacionista e seletivo, de tal forma que aqueles indivíduos os quais fossem “classificados”
como uma ameaça, deviam ser afastados do convívio social. Relata-se como esse discurso
adentrou “pelas portas dos fundos” das legislações penais pátrias e possibilitou a criação de
uma ideologia da defesa social e da criminalização das minorias (pobres, trabalhadores ruais
sem terra, negros e etc.). Ao final, objetivando demonstrar factivelmente a hipótese de
trabalho eleita, realizou-se uma análise dos trabalhos realizados pela Comissão Parlamentar
Mista de Inquérito (CPMI) da Reforma Agrária e Urbana, conhecida como “CPMI da Terra”,
em especial os encaminhamentos por ela declarados em seu Relatório Final, com destaque
para o Projeto de Lei do Senado n. 264, de 2006 (PLS N. 264/06) e o Projeto de Lei da
Câmara dos Deputados n. 7485/2006 (PL N. 7485/06), cujas propostas revelam, com
propriedade, a intenção de encabeçar um processo de criminalização dos trabalhadores rurais
sem terra legitimado pelo próprio Direito Penal.
