Farm workers in South Africa have limited access to health care and health-related information. In this qualitative study, the implementation of a workplace HIV/AIDS policy was evaluated using data gathered through interviews and observation. It was found that, although the farm workers were knowledgeable about HIV and AIDS, this knowledge was insufficient. It was found that the lives of farm workers are deeply affected by HIV and AIDS. It is also suggested that the agricultural sector is not yet able to deal effectively with HIV and AIDS and that, in this regard, urgent planning is needed in respect of HIV and AIDS policies and interventions / Social Work / M.A. (Social Behaviour Studies in HIV/AIDS)

The social needs of farm workers in the Koup : suggesttions for employee assitance programmes (EAPS) from a social work perspectiveBotes, Jacolise 11 1900 (has links)
Farm workers are viewed as a neglected segment in the South African society. This qualitative research study focused on exploring and describing the social needs of farm workers in the Central Koup from the perspectives of samples comprising of farm workers and farm owners and/or managers. The aim was to contribute in finding solutions to address the identified needs through employee assistance programmes (EAPs) as one of the areas that an occupational social worker focuses on. The qualitative data was collected through focus group discussions and semi-structured interviews, and the findings were verified with literature. Tesch’s framework for data analysis (in Creswell, 2003) was employed, and data verification was conducted through Guba’s model (in Krefting, 1991:214-222). The findings indicated that the social needs of farm workers could be addressed through typical EAP-related focus areas such as working- and interpersonal relationships, substance abuse, spiritual well-being, recreation, financial management, conflict management, child care and parenting skills, trauma counselling, and practical assistance regarding transport, housing and accessibility of resources. This research endeavour resulted in recommendations regarding the use of EAPs to address the social needs of farm workers. / M. Soc. Sc.

Summaries in English and Afrikkans / The aim of this thesis is to investigate the labour law position of South African farm workers. For three
and a half centuries farm workers constituted the most neglected group in the South African labour force.
Consequently, an understanding of their present position can only be obtained by investigating their labour
history.
As in other parts of the world, farm workers in South Africa held a subordinate position to agricultural
employers. Discrimination against black persons added to the inferior socio-economic and political
position of South African farm workers. White farmers occupied a strong political position during most
of the time under investigation, which enabled them to institute and apply discriminatory legislation and
informal methods to overcome labour shortages. The freedom of movement of black people and their
access to land were restricted to create a cheap immobile labour force. During the 20th century farmers
prevented the inclusion of farm workers in labour legislation by exercising their political influence.
Pressure by industrial trade unions and encouragement by the International Labour Organisation (ILO)
resulted in the adoption of the Agricultural Labour Act which made labour legislation applicable to farm
workers, but precluded them from striking and made allowance for longer working hours than for
industrial workers.
The new political dispensation facilitated the inclusion of farm workers in general labour legislation
without any discriminatory exceptions and land reform legislation now protects farm workers against
arbitrary evictions. A bill of rights furthermore guarantees the rights of farm workers which were
previously violated. It would superficially seem that farm workers' problems are something of the past.
Farm workers, however, remain handicapped in exercising their new rights by historical factors and
circumstances peculiar to the agricultural sector. Legal comparison with Ontario and California confirms
that legislation alone is insufficient to empower farm workers.
It is recommended that the government amend existing legislation to accommodate the special needs of
farm workers and that relevant ILO conventions, especially Convention 141 of 1975, be ratified to aid the
development of unions for farm workers. This will contribute to the empowerment of and social justice
for farm workers. / Die doel van hierdie tesis is om die arbeidsregtelike posisie van Suid-Afrikaanse plaaswerkers te
ondersoek. Plaaswerkers was vir drie en 'n half eeue die mees afgeskeepte groep in die Suid-Afrikaanse
werksmag. Om die huidige posisie van plaaswerkers te begryp is dus slegs moontlik deur 'n bestudering
van die regsgeskiedenis van plaaswerkers.
Soos in ander werelddele beklee plaaswerkers in Suid-Afrika 'n minderwaardige posisie teenoor
landbouwerkgewers. Diskriminasie teenoor swartpersonehet bygedra tot die sosio-ekonomiese en polities
minderwaardige posisie van Suid-Afrikaanse plaaswerkers.

Thesis (MA (Political Science))--University of Stellenbosch, 2010. / ENGLISH ABSTRACT: This research examines the extent of participatory democracy, as outlined in government
policy, with particular relevance to the experiences of women living on farms in the Greater
Stellenbosch Area, Ceres and Rawsonville.
The study is based on the notion that effective and meaningful political participation in South
Africa has happened at the exclusion of many of its poor and marginalised citizens, in
particular poor women living on farms. The research hypothesis holds that various factors
relating to the socioeconomic conditions and political orientations of farm women contribute
to their low levels of participation in democratic governance. The research question therefore
is: what are the obstacles that prevent women living on farms in the Greater Stellenbosch
Area, Ceres and Rawsonville from effective and meaningful participation in participatory
democracy?
In answering the research question, mixed methods of data gathering were employed.
Qualitative methods were used, with data-gathering techniques that included modified
participant observation, non-scheduled structured interviews, and a focus group discussion.
As relatively little is known of the experiences of farm women, these techniques were all
geared towards better informing the researcher about relevant questions for the quantitative
component of the research in the form of a survey.
From the findings, the hypothesis that farm women do not participate in a meaningful process
of participation was confirmed. The main findings in terms of the obstacles that prevent
meaningful participation can be discussed in three categories. Firstly, the research indicates
that farm women feel that since their opinions are not considered by politicians there is no
reason for them to participate in governance. Secondly, because of a lack of capacity and
resources critical for optimal participation, the women are also disempowered to not
participate in politics. Finally, farm women are tired of empty promises and the abuse of
power by corrupt officials. Hence they have become very cynical of processes that are
supposed to be participatory, but in effect are not authentic at all.
In conclusion, although participation is advanced on the basis of the principle of enhancing
democracy, the lived realities of farm women cannot be ignored. Therefore, it is vital that
participation in politics be seen from a holistic perspective, relying on both democratic
principles and the socioeconomic development of farm women. Through political

participation, farm women must be empowered to become not only democratic citizens, as
envisioned by theorists of participatory democracy, but also capacitated people who live a
dignified life. / AFRIKAANSE OPSOMMING: Hierdie navorsingsprojek bestudeer die omvang van deelnemende demokrasie, soos
uiteengesit in regeringsbeleid, spesifiek met betrekking tot die ervaringe van vroue wat op
plase in die Groter Stellenbosch Area, Ceres en Rawsonville woon.
Die studie is gebaseer op die argument dat effektiewe en betekenisvolle politieke deelname in
Suid Afrika die meerderheid arm en gemarginaliseerde burgers, en spesifiek arm vroue op
plase, uitsluit. Die navorsingshipotese is dat verskeie faktore wat verband hou met die sosioekonomiese
omstandighede en politieke oriëntasies van plaasvroue bydra tot hulle lae vlakke

betekenisvolle deelnemende prosesse deelneem nie bevestig. Wat die faktore wat deelname
beïnvloed betref, is daar drie verskillende temas. Eerstens dui die navorsing daarop dat
plaasvroue voel dat aangesien hulle opinies nie deur politici in ag geneem word nie, daar
geen rede vir hulle is om aan die politiek deel te neem nie. Tweedens is plaasvroue as gevolg
van ‘n gebrek aan die kapasiteit en hulpbronne noodsaaklik vir optimale deelname ook
geneig om minder aan die politiek deel te neem. Laastens is die vroue moeg van leë beloftes
en die misbruik van mag deur korrupte amptenare. Gevolglik is hul nou meer sinies,

nie. Hiervolgens is dit noodsaaklik dat deelname in die politiek vanuit ‘n holistiese oogpunt

Skills and quality production in the South African wine industryBrown-Luthango, Mercy 03 1900 (has links)

industry to sustain the success it has enjoyed thus far in export markets like the United Kingdom,
the Netherlands and Sweden and to become even more internationally competitive, its has to
improve the quality of its wine and move into higher price categories of the wine market. Skills’
training has been highlighted as a significant component of a strategy to improve the quality of
South African wine and its competitiveness in world markets. The aim of this study was to find
out how the South African wine industry is adapting to new vineyard practices necessary for
quality production at farm level, especially as far as training of vineyard workers is concerned.
Four theoretical perspectives are discussed in relation to the restructuring of the world agro-food
industry, the question of quality and the issue of training as it relates the production of quality
wine. These theoretical perspectives are regulation theory, global commodity chain analysis,
actor-network theory and the ergonomics perspective on the skills needed for the production of
quality wine. The focus of the study was on different kinds of producers, i.e. co-operative
cellars, private cellars and estates. The research covered two of the main wine-producing areas,
namely Paarl and the Robertson area. At each farm, interviews were conducted with the farm
owner, farm manager or viticulturist as well as a number of workers. Interviews were also
conducted with prominent wine makers, skills trainers and facilitators and other industry experts.
This was done to gain a better understanding of the South African wine industry as well as the
major issues and debates as far as quality production and skills training are concerned. The study
found that although there has been a general upgrading of skills in relation to new vineyard
practices for quality production, workers at the co-operatives and estates studied do not yet
receive the kind of in-depth knowledge which the theory argues is necessary for the production
of quality wine. The private cellars invest much more time and resources in the training of their
workforce. As far as the private cellars and estates are concerned there is a correlation between
the quality of wine and training. The private cellars sell more than 50% of their wine in the
premium, super-premium, ultra-premium and icon categories of the international wine market.
The estates sell 70% and more of their wine in the basic category. The co-operatives on the other
hand do not confirm the theory. In the absence of formal training, they manage to produce wine
that competes well on an inter and intra-regional level. The evidence suggests that in a country
like South Africa, in the context of a legacy of low education and literacy levels amongst
workers, repeated demonstration and strict supervision can compensate to a certain degree for a
lack of in-depth knowledge and discretion amongst workers.

Evaluating the performance of farmworker participation schemes in the Western Cape ProvinceNdlozi, Collen Vusi 04 1900 (has links)
Thesis (MScAgric)--Stellenbosch University, 2005. / ENGLISH ABSTRACT: It is generally acknowledged that South African commercial agriculture will
have to be restructured to integrate the previously disadvantaged communities
in the agricultural economy of the country. This is so because of the prevailing
disparities between agriculture amongst the black societies and the traditional
"white" commercial agriculture. After the inception of the ANC governance in
1994, affirmative action measures viz inequalities and inequitable access to
resources and markets became necessary to remove these imbalances.
However, it is not seen as a quick fix; it will take decades to eradicate the
imbalances created during the period of apartheid rule.
A farmworker equity-sharing scheme (FWESS) was first introduced at the
Whitehall farm in the Grabouw area of the Western Cape in 1992. The South
African Department of Land Affairs adopted this strategy in the face of land
reform as one of the major Land Redistribution for Agricultural Development
programmes to provide basic support to the farmworkers in order to enable
them to participate in the financial stakes of the commercial farming in South
Africa.
The main research objective of this study was to evaluate the performance of
FWESSs and assess the contribution of the programme to the improvement of
the living standards of the previously disadvantaged individuals, viz
farmworkers. This was achieved through a survey, which included five
FWESSs administered by the Cape Town regional office of the Department of
Land Affairs (DLA). Interviews were conducted amongst the ordinary
farmworkers, members of the board of worker trustees and the original
owners. Among other things, the motivations, characteristics of governance,
socio-economic factors and financial performance of the schemes were
evaluated.
It is evident from the investigation that the original owners are in the forefront
in the initiation of the equity-sharing schemes on their farms. Job security was
shown as the most important motivation by some farmworkers for their
participation in equity-sharing schemes, while other shareholders (original owners) indicated that the initial capital injection in the business and the
empowerment of the farmworkers through capital appreciation and dividends
was the most important motivation. Equity-sharing schemes are a relative new
concept in farms that were included in this study and after the initial negative
impact with the change in the management of the organisation, the schemes
are faring good financially. / AFRIKAANSE OPSOMMING: Dit word algemeen erken dat die Suid-Afrikaanse kommersiële landboubedryf
herstrukturering sal moet ondergaan om voorheen-benadeelde gemeenskappe
by die landbou-ekonomie van die land te integreer. Dit is toe te skryf aan die
ongelykhede wat ten opsigte van die landboubedryf tussen swart
gemeenskappe en die tradisionele "blanke" landboubedryf bestaan. Na die
bewindoomame van die ANC-regering in 1994, is maatreëls vir regstellende
aksie ten opsigte van ongelykheid en onregverdige toegang tot hulpbronne en
markte in werking gestelom hierdie ongelykhede uit die weg te ruim. 'n
Kitsoplossing is egter nie moontlik nie; dit sal tientalle jare neem om die
ongelykhede wat gedurende die apartheidsbewind geskep is, uit te wis.
Die eerste plaaswerker kapitaaldelingskema is in 1992 op die Whitehall-plaas

van arbeidertrustees en die oorspronklike eienaars gevoer. Evaluering is onder
andere gerig op die motivering agter deelname aan die skemas, kenmerke van

die skemas.
Dit het uit die ondersoek duidelik geword dat die oorspronklike eienaars die
voortou geneem het met die inisiriëng van die kapitaaldelingskemas op hul
plase. Werksekuriteit is as die belangrikste motivering deur plaasarbeiders gegee vir die deelneming aan die kapitaaldelingskemas, terwyl die ander
deelnemers (oorspronklike eienaars) die aanvanklike kapitaal-inspuiting in die
boerderyen die bemagtiging van die plaasarbeiders deur kapitaalappresiasie
en dividende as die belangrikste motiverings aangedui het.
Kapitaaldelingskemas is 'n relatiewe nuwe konsep by boerderye wat in hierdie
studie betrek is en na die aanvanklike negatiewe bëinvloeding met die
verandering in die bestuur van die organisasie, is die skemas besig om
finansiël goed te vaar.

Evaluation of the performance of equity-sharing schemes administered by the Department of Land Affairs, Worcester district office of the Western Cape ProvinceRalehoko, Enoch Ntala 12 1900 (has links)
Thesis (MAgricAdmin)--Stellenbosch University, 2005. / ENGLISH ABSTRACT: The study evaluated farmworker equity-sharing schemes administered by the
Worcester regional office of the Department of Land Affairs in the Western Cape.
The objectives were to investigate the performance of farmworker equity-sharing
schemes against recent literature, to evaluate the motivation for the establishment of
these schemes and whether they served the purpose for which they were established.
Through investigating the role these schemes play in improving the farmworkers '
livelihood, the study investigated the changes farmworkers experienced on the farm
since the establishment of the schemes. The perceptions of farmworkers regarding the
schemes were also investigated.
The study found that at all the farms evaluated there was a lack of formal training to
all the levels of farmworkers, including committee members and shareholder workers.
These farms did not have the funds to finance training programmes for their
farmworkers. Poor training impeded farmworkers to utilise their skills and participate
in decision making on the farm. Contrary to the objectives of financial participation
and farmworker equity-sharing schemes, most of these schemes did not achieve the
broad objectives of the participation schemes such as empowering their workers.
Living and working conditions seem to have improved on most of the farms although
some farms seem to have experienced no change at all. The ESTA Laws could be the
cause of the improvements in housing and working conditions but not the
implementation of the farmworker equity-sharing schemes. Respondents did not seem
to experience discrimination due to gender. Financially the schemes are not
performing well. This is evident from the number of schemes that were liquidated due
to financial problems and for which financial statements could not be obtained. These
schemes face various institutional and structural challenges, which includes financial
challenges. / AFRIKAANSE OPSOMMING: Hierdie studie het plaaswerker-aandeelhouerskemas wat deur die Worcesterstreekskantoor
van die Departement van Grondsake in die Wes-Kaap bestuur word,
geëvalueer. Die oogmerke van die studie was om die verrigting van plaaswerkeraandeelhouerskemas
teenoor onlangse literatuur te ondersoek, om die motivering vir
die vestiging van hierdie skemas te evalueer en te bepaal of hulle wel die doel dien
waarvoor hulle gevestig is. Deur die rol van hierdie skemas in die verbetering van
plaaswerkers se bestaan te ondersoek, het die studie ook ondersoek ingestel na die
veranderinge wat sedert die vestiging van die skemas deur plaaswerkers ervaar is. Die
plaaswerkers se persepsies van die skemas is ook ondersoek.
Die studie het bevind dat daar by al die plase wat betrek is 'n tekort aan formele
opleiding aan al die vlakke van plaaswerkers was, met inbegrip van komiteelede en
aandeelhouer-werkers. Hierdie plase het nie oor die fondse beskik om
opleidingsprogramme vir hulle plaaswerkers te finansier nie. Swak opleiding strem
plaaswerkers in die toepassing van hulle vaardighede en in hulle deelname aan
besluitneming op die plaas. In stryd met die doelwitte van finansiële deelname en
plaaswerker-aandeelhouerskemas het hierdie skemas nie in hulle doel geslaag nie.
Woon- en werksomstandighede op die meeste plase het blykbaar sedert die vestiging
van die skemas verbeter, alhoewel sommige plase skynbaar geen vemaderinge
ondergaan het nie. Die Wet op die Uitbreiding van Sekerheid op Verblyfreg kan 'n
verklaring vir die verbetering in behuising en werksomstandighede wees, en nie
noodwendig die implementering van die plaaswerker-aandeelhouerskemas nie.
Respondente het volgens alle aanduidings nie diskriminasie op grond van geslag
ondervind nie. Die skemas presteer finansieel nie goed nie. Dit is duidelik uit die getal
skemas wat as gevolg van finansiële probleme gelikwideer is en waarvoor finansiële
state nie verkry kon word nie. Hierdie skemas staar verskeie institusionele en
strukturele uitdagings in die gesig, waaronder ook finansiële uitdagings.

Biodiversity conservation and land rights in South Africa : whither the farm dwellers?Crane, Wendy 12 1900 (has links)
Thesis (MPhil (Public Management and Planning))--University of Stellenbosch, 2006. / ENGLISH ABSTRACT: South Africa is unique in that its globally significant biodiversity, which is under major threat,
coexists with an apartheid history of dispossession that produced a starkly unequal land
ownership pattern and widespread rural poverty. It is in this context that the post-apartheid
government must fulfil constitutional and international obligations to safeguard environmental
assets as well as undertake land reform benefiting the previously dispossessed. Consequently,
there is a continuous challenge of reconciling complex and often conflicting relationships
between poverty, inequitable access to resources, and the protection of biodiversity. Current
efforts to conserve the Cape Floral Kingdom emphasise partnerships between private
landowners and existing nature reserves to promote sustainable utilisation of biodiversity. This
paper explores the potential impact of this approach on farm dwellers, and how changing land
use may affect their land tenure rights and livelihoods. Primary research was undertaken in the
Baviaanskloof, where this model is in an early stage of implementation. The paper identifies
systemic and structural tensions in current attempts to reconcile biodiversity conservation and
farm dwellers’ interests, and documents issues of process and principle that could become
important in the future. In doing so, it highlights the influence of on-farm power relations and
highly complex institutional arrangements in determining the real extent of participation by
affected farm dwellers and the efficacy of social safeguard policies. Findings also caution
against an over-reliance on ecotourism as the major occupation and argues instead for support
to multiple livelihood strategies.

Oregon's nursery and greenhouse industry has ranked the first in the State's agricultural for 18 years. The majority of nursery sales from the Pacific Northwest come from Oregon. Due to data limitations, empirical study of the Oregon nursery industry is rare. The present dissertation consists of three essays that analyze the demand and supply of inputs and outputs and the relationship between producers and retailers in the Oregon nursery industry.
Chapter 2 identifies the major factors affecting farm labor supply and demand and evaluates their relative importance in the Oregon nursery industry from 1991 to 2008. Empirical results show that border control effort doesn't have an influential role in labor supply, while the Oregon and Mexican minimum wage do. It is because of the substantial gap between the U.S. and Mexican economies, reflected for an example in the minimum wage gap, which attracts a continual flow of immigrants. Risk of border apprehension is not great enough to prevent the flow. Increases in Oregon minimum wage is more effective than border apprehension policies in boosting the average wage and in reducing the number of hours that illegal immigrants work in the nursery sector.
Chapter 3 investigates producers' and retailers' choices of, and reactions to, various contract types in the Oregon nursery industry from 2005 to 2010. As new and fast-growing retailers in the industry, big-box stores are less likely than independent retailers to make pre-order contracts with the producer. However, once a pre-order contract is chosen, big-box stores demand more days of pre-order interval than independent retailers do. Transactions with independent retailers exhibit – on average over the sample range – scale economies and scope diseconomies. Boosting per-transaction revenue scale and the number of species sold to big-box stores enhances transaction efficiency.
Chapter 4 examines the interaction between supply and demand in Oregon nursery products. The result indicates that the production and transaction costs are major drivers on the supply side, while transportation costs and consumer demand for nursery products play important roles on the demand side. At the genus level, the supply elasticities of coniferous plants are larger than those of deciduous plants, which in turn are higher than those of flowering plants. The demand elasticities are the lowest in coniferous trees followed by deciduous plants, then flowering plants. Price discounts on plants with high demand elasticities would significantly boost sales and enlarge the market, while those on plants with low demand elasticities would have less sales impact. Empirically, patenting seems to bring no direct signs of greater profitability. The wholesale nursery may wish to reconsider the pricing and marketing policies of its patented plants to differentiate them more effectively from its non-patented plants. / Graduation date: 2013
