O estudo buscou pela lente da educação compreender como são elaboradas e implementadas as políticas públicas de esporte e lazer e tomou o Programa Território de Identidade, notadamente o território 18, intitulado Litoral Norte e Agreste Baiano, como campo empírico e lócus privilegiado de diagnóstico e análise. A investigação caracterizou-se como um estudo quali-quanti e utilizou como procedimentos metodológicos a entrevista semi-estruturada, a observação simples e o levantamento documental. Os resultados apontaram que o Programa Território de Identidade desenvolvido pela Secretaria de Planejamento do Governo do Estado da Bahia, é uma importante iniciativa do poder público estadual que deve ser politicamente fortalecido. Ficou evidente que a realidade do esporte e lazer no território é muito precária, principalmente, no que se refere às políticas de infraestrutura (espaço e equipamentos), recursos humanos e financiamento, observou-se, também, que tais aspectos se constituem em entraves reais para o desenvolvimento permanente e socialmente referenciado do esporte e lazer no território. A pesquisa apontou ainda a relevância da formação de gestores, da participação popular e do controle social, bem como, da criação e consolidação dos “Conselhos Territoriais de Esporte e Lazer” – CTEL, como desafios estratégicos para afirmação das políticas públicas de Esporte e Lazer como direito de todos. / ABSTRACT This is a research about public policy of sport and leisure in the state of Bahia. The study sought by lens of education to understand how are developed and implemented the public policies of sport and leisure, and took the program of Territory Identity, especially the territory 18, called North Coast and Baiano Waste, as empirical field and privileged locus of diagnosis and analysis. The investigation was characterized as a qualitative and quantitative study and used as methodological procedures the semi-structured interview, the simple observation and documentary survey. The results indicated that the program of Territory Identity developed by Secretary of Planning Government of the State of Bahia, is an important initiative of the state public power than should be politically strengthened. It was evident that the reality of sport and leisure in the territory is very precarious as regards mainly the political of infrastructure (space and equipment), human resources and financing and that these aspects constitute real obstacles to the permanent development and socially referenced of the sport and leisure in the territory. The research also showed the importance of the managers formation, popular participation and social control, as well as the creation and consolidation of the "Territorial Councils of Sport and Leisure" as strategic challenges for affirmation of the public policy of Sport and Leisure as a right of all. / RESUMEN Se trata de una investigación sobre las políticas públicas del deporte y el ocio en el estado de la Bahia. El estado busca por La vía de la educación comprender como son elaboradas e implantadas las políticas publicas del deporte y El ocio y tomo El programa territorio de identidad, notablemente 18 territorio litoral norte y La escarpada costa norte de Bahia. Como campo empírico y lugar privilegiado de diagnostico y análisis. La investigación se caracteriza como un estudio cualitativo y cuantitativo y se utilizo como procedimientos metodológicos, La entrevista semiestructurada, Las observaciones simples y El levantamiento de documentos. Pais e mães das camadas populares na escola pública fundamental: a participação fragmentada / The parents from the lower social classes in the public elementary school: an incomplete involvement

Desde sua emergência no cenário público nacional no início do século passado até os dias de hoje, as camadas populares1 têm mostrado formas de participação política distintas que acompanham as transformações econômicas, sociais e políticas por que passa o país ao longo desse período. Embora as péssimas condições de vida que experimentavam os primeiros operários no começo do século 20 tivessem projetado na cena pública os trabalhadores das nascentes indústrias, o reconhecimento das camadas populares como um novo ator político, entre outros já existentes, se dá apenas no início da década de 30, marcado por dois eventos - um em âmbito mundial e outro de caráter local - que irão promover as áreas urbanas, em detrimento das áreas rurais, como o local que sintetiza as condições econômicas e políticas do conjunto do país naquela época. Com efeito, a crise de 29 - que põe fim à primazia dos interesses agrários vinculados à economia de exportação do café - e a revolução de 30 - que abala a supremacia das oligarquias rurais na sociedade brasileira - dão livre curso às mudanças sociais e econômicas associadas ao desenvolvimento industrial, levando à necessidade de incorporação das camadas populares ao processo político. / Since its emergence on the national political scene at the beginning of the last century, the working class has had different forms of political participation that have accompanied the economic, social and political transformations which the country has undergone during this period. If, immediately after the 1930 revolution until the mid-60s, the presence of the working class on the political scene was tied to the State which, to gain legitimacy, had to incorporate it into the political process as a new actor whose demands had to be recognized, in the 1970s and the 1980s, this same social class challenged the State, which had imposed a new discipline on social life, bringing to collective life the individual experiences of private life, arising from urban privations. Nowadays, in view of the relative obscurity of the working classes in national affairs - when compared with the two previously mentioned periods - one can infer that the crisis afflicting collective mobilization is very much a reflection of the absence of participation of these social classes. In a survey carried out in a municipal public school, located in a working class district in the town of Itaguaí/RJ, an attempt was made to assess forms of participation - in the guise of fragmented participation - which, recovering the meaning of social actions for the actors themselves, seeks to show the scope of collective participation for reconstructing the meaning of such actions. This stems from the fact that the meaning that people, as individuals, confer on what they do, remains as a clear link between routine daily life and times of mobilization and struggle, between particular needs and collective needs.

Memórias de educadoras sobre a gestão de Paulo Freire na Secretaria Municipal de Educação de São Paulo / Teachers memories on Paulo Freire management in the Municipal Secretary of Education of São Paulo

Este trabalho apresenta os resultados da pesquisa sobre a gestão de Paulo Freire na Secretaria Municipal de Educação da Cidade de São Paulo. Foi utilizada a metodologia da história oral, entrevistamos professoras da rede municipal de ensino de São Paulo que atuaram durante o período em que Paulo Freire foi secretário de educação desse município. Paulo Freire foi principal teórico brasileiro no campo da educação e também desempenhou o papel de gestor público. Ficou a frente de programas de alfabetização de adultos de governos do nordeste do Brasil e participou da equipe do MEC que pretendia promover o Programa de Alfabetização de Adultos durante o governo João Goulart. Em 1989, participou do governo de Luiza Erundina na prefeitura de São Paulo. Ocupou o cargo de Secretario Municipal de Educação até maio de 1991. Algumas das marcas de sua gestão foram a luta pela construção de uma escola popular e democrática, a conquista de direitos para os professores como a criação do Estatuto do Magistério Municipal, o restabelecimento dos Conselhos de Escola, a organização dos Ciclos nas escolas de ensino fundamental. Durante a pesquisa, foram entrevistadas dez professoras, utilizando-se a metodologia da História Oral. As professoras apresentaram relatos autobiográficos destacando o período em que Freire foi secretário de educação em São Paulo. Assim, registramos visões amplas sobre os eventos ligados à reconstrução democrática que marcaram a sociedade brasileira naquele período. No que tange ao campo educacional, a pesquisa apresenta algumas reflexões acerca da imagem de Paulo Freire e aspectos sobre a memória docente relacionados às condições de trabalho e às relações no interior das escolas. As entrevistadas abordaram temas como participação da comunidade na escola, a relação dos professores e o governo, o funcionamento dos conselhos de escola, entre outros. A pesquisa ainda reflete sobre os impactos de políticas públicas sobre a população a partir da ótica das professoras. / This work presents the research results of oral history conducted by São Paulos County teachers that worked during the period in which Paulo Freire was secretary of education. Paulo Freire was Brazil\'s main theoretician in the area of education and also played the role of public manager. He was in charge of adult literacy programs in many northeast Brazilian states, also attended MEC (Ministry of Education) staff that wanted to promote the Adult Literacy program during the government of João Goulart. In 1989, he took part of Luiza Erundinas government in the city of Sao Paulo. He served as Municipal Secretary of Education until May 1991. Some of the hallmarks of his tenure were the struggle to build a popular and democratic school, the rights of achievements for teachers as the creation of the Municipal Statute of the Magisterium, the restoration of School Councils and the organization of learning cycles in elementary schools. During the research ten teachers were interviewed, using the methodology of oral history. Regarding the educational field, the research presents some reflections about the image of Paulo Freire and the teaching aspects of memory related to working conditions and relations within schools. The interviews covered topics such as community participation in school, the relationship between teachers and Government, the functioning of school boards, among others. The survey also reflects about the public policy impacts on the population from the perspective of the teachers.

The aim of this diploma thesis is methodical recommendation to the management of education in a given area of culture for individual culture bearers represented by the founders of historical monuments and their administrators. Stated goals have been achieved through content analysis of strategic materials and their reflections in specific organizations, based on interviews with culture representatives in the field of historical monuments on one side and education experts on the other side. The aim of the interviews is to identify the consistencies, differences and tendencies in the explored sector, which will then be reflected in the methodological recommendations to the individual cultural bearers. Author defines basic terminology related to the culture and its historical development in the theoretical part of the thesis, placing a significant focus on the definition of cultural and Christian values that have shaped modern-day Europe. These theoretical principles are then developed through a chronologic overview of main activities and strategic documents of the Czech Republic as well as by the European Union and international expert institutions taking care of maintenance and development of culture and cultural heritage in education. 5 ABSTRACT The presented thesis, which is complemented with a case study, deals with education of employees in the process of adaptation. Attention is paid to the theoretical anchoring of this issue by specialised literature. On the theoretical level, the thesis outlines adaptation and adaptation process, employee training as well as education of employees who are in the adaptation process. This theme is deliberately shown in connections and actual context through introduction of the system of education of employees in the adaptation process as it is set in a selected company. It discusses the way of identification of educational needs, and the planning, implementation as well as subsequent evaluation of the education. The effectiveness of the integrated quality management system to improve the performance of educators in the East London District

This study aimed to evaluate the effectiveness of the Integrated Quality Management System (IQMS) in improving the performance of educators. While literature exists on IQMS as a performance management system for educators in South Africa, no research examines it as a Performance Improvement (PI) system. Given the gap in the literature, this study aimed to answer the question: How effective is the IQMS in improving the performance of educators? The IQMS policy mandates the District Office to design and implement Performance Improvement interventions. This study investigated the effectiveness of the IQMS as a PI system with specific reference to the interventions designed and implemented by the East London District of Education. The introduction of the IQMS marked a paradigm shift from the inspectorate system. It introduced a democratic system of teacher evaluation. It put consultative structures in place and allowed educators to make their voices heard during the evaluation process through pre-evaluation meetings and feedback. The IQMS is a standards based system of evaluation. As such it is morphed with the use of rating scores and rubrics to identify the performance gap, which is followed by the development and implementation of intervention strategies to close the gap. The concept of Performance Improvement (PI) which is the process of identifying and analyzing individual performance gaps, planning for future performance improvement, designing and implementing interventions to close performance gaps, comes into play. This study was conducted using qualitative research methods. Data from questionnaires and the interviews were triangulated with information from a review of policy documents from the Department of Basic Education, pertinent documents from the East London District of Education and sampled high schools in Mdantsane. The Post Level 1 Educators are primary stakeholders in this study, and the School Principals and Education Specialists are secondary stakeholders. In this qualitative study, forty-two high school Post Level 1 (PL1) educators provided responses to an open-ended questionnaire. Six PL1 educators were interviewed. Three high school principals and three education specialists provided responses to open-ended questionnaires. Pertinent documents were surveyed. Qualitative responses were categorized and analyzed into themes and sub-themes. The findings of the current study indicate that the IQMS in its current form did not impact positively on the Performance Improvement of educators. Five specific findings emerged from this study: Educators have not embraced IQMS as a Performance Improvement system; The twofold purpose of the IQMS: development and salary progression renders it ineffective in improving the performance of educators; The logical framework for the implementation of the IQMS is not adhered to; The implementation of the IQMS is not monitored; The IQMS has no impact on learner attainment. This study also documents other positive areas in the implementation of the IQMS. This study has implications and recommendations for further research, practice and provides valuable information to the Department of Basic Education and the teacher unions in the Education Labour Relations Council as they review the IQMS and in implementing future teacher performance evaluation policies.

Implementation of integrated quality management systems in selected schools, Cofimvaba education district

This study evaluates the implementation of Integrated Quality Management System (IQMS) policy to improve the quality of teaching and learning at schools in the Cofimvaba Education District. IQMS involves the measurement and evaluation of teacher performance for developmental purposes and to reward the best performers in order to improve teaching. A qualitative research approach was adopted and data was collected using questionnaires distributed and retrieved from schools in order to determine educators’ experience of IQMS implementation. The data were then analysed using constant comparative methods. The findings indicate that most participants agreed with the objectives of the policy and felt that it should be retained to evaluate teacher performance for accountability purposes and improved teaching and learning results. The system has the potential to develop educators if is implemented honesty and as long as educators trust the evaluation processes to identify weaknesses and strengths. A key recommendation is that IQMS should be part of the school management team’s responsibilities, which must report quarterly on implementation.

Developing a model for improving secondary schools effectiveness in the Northern Free State district.

M.Ed. / The researcher’s initial observations and discussions with educators revealed that secondary schools in the Northern Free State district perform below the required standard. The problem of this research lies in the lack of effectiveness in secondary schools which is due to factors such as historical political development, the collapse of the culture of teaching and learning at schools, under qualified teachers and poor infrastructure. These factors made worse by lack of clearly defined models for improving school effectiveness. The purpose of this research is to suggest and develop a model for improving schools effectiveness in the Northern Free State district and to determine the extent to which secondary schools in the Northern Free State district are using the Total Quality Management approaches or the Integrated Quality Management Systems (IQMS) approaches as well as characterizing those secondary schools that are viewed as effective or ineffective. The research method is qualitative in nature. The researcher collected data through observations, interviews and analysis of school records. The findings of this research support the purpose of the study which is to develop a model for improving secondary schools effectiveness. This research is regarded as a direction pointer in the development of the model that can be effectively applicable to improve effectiveness of the secondary schools in the Northern Free State district and the country as a whole hence it is recommended that the suggested model which is a combination of the known powerful models for improving school effectiveness be expanded to other schools.

The topic of this thesis is the evaluation of education in a healthcare facility. The aim of the thesis is to evaluate selected educational events in a healthcare facility and to propose changes in educational activities based on the acquired knowledge. In the theoretical part, which is divided into three chapters, the introductory chapter identifiesd the concept of human resources and its development from the identification of educational needs, fromr planning to implementation. The importance of managers in the management and education of human resources and the subsequent evaluation process is also mentioned. The second chapter defines the concept of evaluation, including individual models of subsequent evaluation, which constitute a key source of information on the effectiveness of selected educational programs. The concept of efficiency is also clarified here. The third chapter deals with education in medical facilities with a focus on teaching hospitals. Impact of Quantitative Feedback via High-Fidelity Airway Management Training on Success Rate in Endotracheal Intubation in Undergraduate Medical Students—A Prospective Single-Center Study

Endotracheal intubation is still the gold standard in airway management. For medical students and young professionals, it is often difficult to train personal skills. We tested a high-fidelity simulator with an additional quantitative feedback integration to elucidate if competence acquisition for airway management is increased by using this feedback method. In the prospective trial, all participants (n = 299; 4th-year medical students) were randomized into two groups—One had been trained on the simulator with additional quantitative feedback (n = 149) and one without (n = 150). Three simulator measurements were considered as quality criteria—The pressure on the upper front row of teeth, the correct pressure point of the laryngoscope spatula and the correct depth for the fixation of the tube. There were a total of three measurement time points—One after initial training (with additional capture of cognitive load), one during the exam, and a final during the follow-up, approximately 20 weeks after the initial training. Regarding the three quality criteria, there was only one significant difference, with an advantage for the control group with respect to the correct pressure point of the laryngoscope spatula at the time of the follow-up (p = 0.011). After the training session, the cognitive load was significantly higher in the intervention group (p = 0.008) and increased in both groups over time. The additional quantitative feedback of the airway management trainer brings no measurable advantage in training for endotracheal intubation. Due to the increased cognitive load during the training, simple airway management task training may be more efficient for the primary acquisition of essential procedural steps.
