Investigating teachers' perceptions of integrated quality management system effectiveness on teaching and learning in a rural secondary school

In the quest for education transformation, the South African government employed Integrated Quality Management System (IQMS) in the belief that if teachers were appraised and developed, their performances would be enhanced and the quality of education would be improved. However, teachers had different views and experiences of the effectiveness of IQMS in their work stations. Consequently, the author was interested in “Investigating teachers’ perceptions of Integrated Quality Management System (IQMS) effectiveness on teaching and learning in a rural secondary school”. The investigation was conducted using face to face interviews and document analysis. This study’s findings indicated that IQMS was introduced as a matter of policy compliance, as shown by many teachers’ misunderstandings of its concept. The findings of this study will help to improve IQMS effectiveness or to undertake further research on the feasibility, viability and practicability of IQMS and/or alternatively, the development of a new appraisal system. / Educational Leadership and Management / M. No. of bitstreams: 0 Previous issue date: 2009 / Este estudo trata das questões que envolvem a flexibilização com precarização dos vínculos de trabalho dos enfermeiros do Programa Saúde da Família PSF, procurando confrontar com os limites e possibilidades oferecidos pelas ações e políticas de Gestão do Trabalho e da Educação em Saúde do Ministério da Saúde. O tema da flexibilização que não é setorial afeta a economia brasileira como um todo e, portanto há que se entender o processo histórico da Reforma de Estado no Brasil, a Regulação do Trabalho em Saúde e o Mercado de Trabalho em Saúde. A categoria de Enfermagem ocupa uma função estratégica na política de organização da Atenção Básica no PSF, o que inviabiliza vinculações precárias, pois fragiliza sua fixação no exercício profissional. Para analisar e discutir a precarização para os enfermeiros foram utilizados dados retirados de pesquisas realizadas pela Estação de Pesquisa e Sinais de Mercado de Trabalho em Saúde - Observatórios de Recursos Humanos em Saúde NESCON/UFMG, 2001 e 2006 e a Pesquisa do NERHUS / ENSP / FIOCRUZ, ambas em torno do PSF e sua equipe. Consolidamos as informações que mais particularmente afetavam aos enfermeiros e foram produzidos gráficos e tabelas que apuram a situaçãoda seleção, vinculação, percentual de permanência, salários carga horária e qualificação desses profissionais. A pesquisa conclui que embora a categoria de enfermagem não seja a que evidencie em maior percentual sua vinculação precária com as secretarias de saúde, sua situação, no entanto não é de total amparo social. As políticas eleitas como prioritárias no âmbito da Secretaria de Gestão do Trabalho e da Educação em Saúde muito embora sejam adequadas para a abordagem em desprecarização e em qualificação da força de trabalho em saúde não adquiriram ainda total adesão por parte da gestão estadual e municipal de saúde. / This study treats the questions that involve flexibility with growing instability of nurses’ work links in the Family Health Program – PSF, trying to confront with the limits and possibilities offered by Work Management and Education in Health actions and politics provided by Health Ministry. The subject of flexibility, which is not sectorial, affects Brazilian economy as a whole. Therefore, we can understand the historical process of the State Reform in Brazil, the Work Regulation in Health and the labor market in Health. The Nursing category occupies a strategic function in the organizational politics of the Basic Attention in the PSF – it does not permit precarious contractual forms,because it weakens its fixation in the professional service. To analyze and discuss growing instability for nurses, it was used retired data of researches carried out by Inquiry Station and Labor Market Signs in Health - Human Resources Observatories in Health – NESCON/UFMG, 2001 and 2006 and ERHUS/ENSP/FIOCRUZ Inquiry, both about PSF and its team. We consolidate the information which was more particularly affecting the nurses and it was produced graphs and charts that check the situation of selection, contractual forms, percentage of permanence, salaries, workload and qualification of these professionals. The inquiry ends presenting that nursing category is not the one which shows in a big percentage its precarious links with the general health offices, however its situation does not have total social support. The elected politics as a priority in the context of Work Management and Education in Health General Office are right for betterment and health workforce qualification approach, but they have not acquired total adhesion for part of the State and Municipal Health Management yet.

<p dir="ltr">Engineering Technology (ET) programs are pivotal in preparing graduates for the demands of the modern workforce, particularly in quality management systems (QMS). This study examines the alignment between QMS knowledge and experience gained by graduates in ABET-accredited ET programs and the expectations of industry. Through a dual-survey approach, targeting both industry leaders and academic educators, the research elucidates current QMS practices in industry, the scope of QMS education, and the resulting preparedness of graduates for professional roles. Findings indicate a discernible gap between industry expectations and current academic offerings in QMS education. While industry professionals rely on established QMS frameworks such as ISO 9001 and Lean Six Sigma, academic programs often limit their coverage to theoretical underpinnings rather than hands-on, practical applications. This discrepancy highlights the need for a more robust, application-oriented curriculum that bridges theoretical knowledge with real-world practice. Recommendations include a call for greater integration of practical QMS training within academic programs and stronger partnerships between academia and industry to foster educational content that aligns with professional QMS applications.</p>

The role of instructional leadership in ensuring quality assessment practices in primary schools in the Free State Province

The role of the principal can no longer be viewed as merely being a manager and administrator but rather as learning-expert and lifelong learner. Principals are expected to establish appropriate preconditions for effective teaching, learning and assessment, and flow through with interactions aimed at improving teaching and leaning. The problem statement for this study was based on the researcher’s opinion that the lack of knowledge of effective assessment practices by principals as instructional leaders seemed to have a negative influence on teacher’s perceptions of the implementation of quality assessment practices in their respective classrooms. The reason for this challenge is because principals are not involved in the classroom assessment practices, to revise, support and manage the quality of assessment by indentifying teacher’s assessment to them. The purpose of this study was to design a proposed instructional leadership model/ framework to ensure effective and quality assessment practices at school level. This ILQA framework/model was designed from the literature review, findings and personal experience as a principal. The aim of this ILQA framework/model was to support principals understand their roles in the teaching and learning environment in ensuring quality assessment practices at school level. This study investigates how principals execute their roles as instructional leaders in ensuring effective and the implementation of quality assessment practices using structured questionnaire from a sample of 250 respondents and semi structured interviews with five primary school principals in the Free State Department of Basic Education. It was found that to ensure quality assessment practices, principals should understand their role in assessment for learning, assessment of learning and assessment as learning and integrate them into classroom instruction as an important component of quality teaching and learning. In summary the researcher further hopes that when the findings and the recommendations of this study are implemented, it will add value to the school principals’ instructional leadership roles in ensuring quality assessment practices at school level. / Curriculum and Instructional Studies / D. This dissertation of a limited scope focuses on the Heads of Departments’ perceptions of the Integrated Quality Management System for teachers at selected quintile 5 Primary Schools in the East London Region of the Eastern Cape Province. It reveals the positive and negative aspects of the staff appraisal system, its implementation and purpose, as well as views on its improvement. By means of a qualitative case study and the Cognitive Evaluation Theory as theoretical framework, the researcher has determined that the Performance Measurement component of the appraisal system has a detrimental effect on the intrinsic motivation of teachers and that it should be separated from the Developmental Appraisal. Individual interviews with the Heads of Departments revealed the need for revising the assessment rubric in order for Performance Measurement to be conducted effectively. / Educational Leadership and Management / M. Perceptions of stakeholders on management development programmes for beginning secondary school heads in Zimbabwe

Text in English, abstract in English, Zulu and Sepedi / The education system in Zimbabwe has experienced a wide range of educational reforms and technological changes since the last half of the 20th century. These changes have resulted in a significant expansion of the duties and responsibilities that school heads are expected to perform in schools. Despite these changes, there has not been a comprehensive training programme meant to prepare newly promoted secondary school heads for the daunting task of school leadership in Zimbabwe. The study sought to examine the perceptions of stakeholders regarding management development programmes (MDPs) for beginning secondary school heads (BSSHs). The study employed the descriptive case study approach based on a qualitative research design. A total of 28 participants were initially selected for the study but only 27 took part. The participants comprised five BSSHs, five practising secondary school heads, four deputy heads and 10 senior teachers who were drawn from 10 selected secondary schools in Zaka district. Three school inspectors from the district education office in Zaka district also took part. The participants were purposively sampled using the maximum variation sampling approach to account for the differences of their professional categories. Individual semi-structured interviews were used to collect data from the BSSHs, practising secondary school heads and school inspectors, while focus group interviews were used to collect data from deputy heads and senior teachers. A review of relevant documentary sources such as vacancy announcement circulars, the Civil Service Commission (CSC) training and development policy and policy circulars from the Ministry of Primary and Secondary Education (MoPSE) was also undertaken. The findings indicated that there was a need for a management development programme that would equip newly promoted school heads with the relevant technical skills and competencies that would enable them to provide sound leadership to schools. The role of heads of departments in the teaching of mathematics in primary schools of the Eastern Cape Province

The study sought to investigate the role of Heads of Departments (HoDs) in the teaching of mathematics in primary schools of the Eastern Cape Province in the OR Tambo Inland District using a qualitative approach and a case study design in particular. Data was collected using both semi-structured and focus group interviews with eight purposively selected heads of departments in the district in six schools. Data was analysed using Colaizzi’s method of data analysis from which three themes emerged. The first one was that the current performance management system interfered with the roles and responsibilities of the HoDs in schools in their daily activities and in the organisation of their work. Second, the barriers in achieving learners’ good performance in mathematics interfered with the HoDs’ responsibilities to achieve good learner performance in the subject. Third, a weak support system and inadequate resources interfered with the learners’ performance in the subject. The results here indicate that HoDs for mathematics experience various obstacles, which affect subject teachers’ implementation to yield positive results, ultimately leading to poor teaching and learning of the subject. These include the admission of learners without the necessary foundations in mathematics which was viewed as an obstacle to learner performance. The study further suggested that the HoDs of mathematics should be capacitated on use of teaching aids, management and administration to improve learner performance in the subject. / Educational Management and Leadership / M.
