O ponto de vista teórico da pesquisa foi ancorado nas categorias filosóficas “totalidade e práxis”, na perspectiva do materialismo histórico e dialético na teoria crítica. O aspecto estudado dos programas e projetos foi a organização, planejamento e o gerenciamento das atividades no contexto do processo de licenciamento. Para tal, foi realizado um relato reflexivo da experiência vivida para definir o tema e o objeto da pesquisa. Os resultados obtidos levaram, por um lado, a uma teorização sobre a organização do Estado e das políticas públicas de gestão ambiental na perspectiva do licenciamento ambiental de atividades poluidoras. Também aportaram o desenvolvimento de uma metodologia de elaboração e planejamento dos programas e projetos bem como possibilidades de avaliação e monitoramento, tendo como base o “Programa de Educação Ambiental com Comunidades Costeiras” – PEAC, realizado no Sergipe tendo como sujeitos do processo educativo os pescadores artesanais. / This study investigated the programs, projects and actions on Environmental Education as the conditioning of environmental licenses for the offshore exploration and production of oil and gas in Brazil. The theoretical basis of the research was grounded in the philosophical categories of totality and praxis from the historical and dialectical materialism in critical theory. The programs and projects were focused with concern to: the organization, the planning, and the management activities in the context of the licensing process. To this end, a reflective experience report was carried out to define the subjects of research. On the one hand, the results led to a theorization on the State organization and the public policies of environmental management, from the perspective of environmental licensing of polluting activities. On the other hand, they led to the development of a method for preparing and planning programs and projects, as well as possibilities for evaluation and monitoring them, based on the Programa de Educação Ambiental com Comunidades Costeiras – PEAC [Program of Environmental Education in Coastal Communities], which was held in Sergipe with the artisanal fishermen as the subjects of education.

This thesis deals with the process of Capacity Management. The main objective of the process is to ensure sufficient capacity of existing infrastructure to support daily business operations and projections of future capacity based on the requirements of the business. In the first part the author focuses on the basic performance characteristics of the Capacity Management coming within the Information Technology Infrastructure Library (ITIL). Also, the author analyzes the process of Capacity Management in an unnamed company and compares it with the best practices of ITIL. The second part is derived from the first, where the author discusses the Business Capacity Management and management of the capacity of IS/ICT. The last part of thesis is about Cloud Computing technologies from the Capacity Management point of view, as well as the introduction of such technologies in selected company. Each part consists of both theoretical backgrounds from diverse sources, as well as practical experience of the author.

Kompletný dátový model ITILu / Complete data model of ITIL

The objective of this thesis is to design a complete ITIL (IT Infrastructure Library) data model by using Entity-Relationship diagram and the argumentation of this model in relation to ITIL Configuration and Asset Management federative approach. The thesis is build of two major parts, where the first one focuses on the theory of recommendations and best practices in the IT Governance processes, its relationship to ITIL and a high-level overview of ITIL history. Theoretical part ends with the brief description of tools and methods used in data modeling. It is followed by practical part in which the content is based on analyzing of ITIL publications in the same order as IT Service Management life cycle phases and designing of the logical data model. Each chapter discusses at its end the abiliity of designed model to cover the data requirements for particular ITSM lifecycle phase. In the very last chapter, all partial models are joined into one complete data model and shown relations are argumented.

The aim of this thesis is focused on service delivery reports at DHL IT Services, primarilly analyzing the current status of available service delivery reports, then designing a new optimized solution, and is presented in both a theoretical and practical sense. Theoretical sections consists of three topics related to report design. Topic one describes managing reports (creation, distribution, change requests, etc.), topic two focuses on identifying service delivery areas within the ITIL framework, by explaining which metrics should be used to measure service delivery. Topic free is devoted to best-practices of visual presentation. Practical sections describe the current solution for measuring service delivery within DHL IT Services, and is analyzed in all three of the above mentioned topics. A streamlined solution design is presented based on personal findings in analysis and information gathered. The main benefits of this thesis is twofold: An analysis of the current solution, and designing a proposed solution for use within the compnay. Benefits for a wider audience, relating to key aspects of service delivery report creation, is found within the teoretical sections of this thesis.

A critical success factor model for asset management services

Thesis (PhD)--Stellenbosch University, 2014. / ENGLISH ABSTRACT: Business-to-business services relating to physical asset management are playing an increasingly important role in industry. This is in the midst of the current pressures which asset owning organisations are experiencing in realising optimal value from their assets. The pursuit of understanding and complying with asset management standards such as ISO 55000 as well as the potential value to be gained from successful and sustainable business relationships contributes towards the importance of these services. The problem is that there is little or no evidence regarding the critical success factors for collaborating successfully in asset management services. The study identi es these critical success factors and demonstrates how the factors can di er between role players, industries, global regions and service types. A decision support model is developed providing the asset management community with access to the critical success factors for decision-making purposes. Based on the synthesis from internationally conducted Delphi- and survey studies it is found that the continued and sustained commitment from the asset owning organisation's senior management in support of the asset management service is the most critical factor for a successful asset management service partnership. Open and e ective communication is also highlighted as being critical, while it is important to have a process in place to improve the service continuously. Laboratory and eld testing con rm the validity of the decision support model for facilitating the decision-making process to improve asset management services, and in addition it also formalises the commercial and contracting processes relating to these services. / AFRIKAANSE OPSOMMING: Besigheid-tot-besigheidsdienste met betrekking tot siese batebestuur speel 'n toenemende belangrike rol in die industrie. Dit is te midde van die druk wat batebesittende organisasies tans ondervind om optimale waarde uit hul siese bates te verkry. Die strewe na beter begrip en om te voldoen aan batebestuurstandaarde soos ISO 55000, asook die potensiële waarde wat verkry kan word uit suksesvolle en volhoubare besigheidheidsvennootskappe, dra by tot die belangrikheid van hierdie dienste. Die probleem is daar bestaan min of geen bewyse rakende die kritiese suksesfaktore vir suksesvolle samewerking in batebestuurdienste. Die studie identi seer die kritiese suksesfaktore en toon aan hoe hierdie faktore kan verskil tussen rolspelers, industrieë, wêreldstreke en dienstipes. 'n Besluitnemingsmodel is ontwikkel wat die batebestuurgemeenskap toegang gee tot die kritiese suksesfaktore vir besluitnemingsdoeleindes. 工業區管理、產業聚集與土地特徵價格之研究—以桃園縣為例

本研究係採用桃園工業區土地實際交易價格作為實證對象,運用特徵價格理論,探討影響工業區土地價格的因素。因桃園縣之地理區位係處於內湖科技園區、新竹科學園區兩大產業聚集重鎮之中間位置,因此亦分析桃園縣輻輳區位與前述兩園區之距離是否成為其地價影響因素之一。故除將一般文獻研究對價格有所影響之宗地條件及區位條件納入分析外,亦將工業區管理服務、產業聚集及桃園縣輻輳位置等要素,測試是否亦為工業區土地價格的影響因素。而研究採用的方法係以特徵價格函數為基礎,工業區地價為應變數,可能影響工業區地價的因素為自變數,並使用一般化的Box-Cox轉換函數測試各種函數型態,最後選擇一最適函數型態進行特徵價格的估算。 實證結果發現,有關工業區之宗地條件中移轉土地面積、臨街路寬、臨街關係等3項變數為工業區地價影響因素。而在區位條件中,與桃園縣政府距離、與內湖科技園區距離等2項變數,對工業區地價具有負向的關係,即與縣政府或內科距離越遠,地價越低。再者,藉以代表產業聚集指標的鄉鎮市製造業勞動力聚集比例亦通過模式檢定,與地價呈現正向關係,顯示勞動力聚集比例越高,能提高廠商設廠的意願,增加工業用地的需求,有助於地價的提昇。此外,有設置服務中心的工業區,因能提供管理服務,對廠商較具有吸引力,反映於地價結構上,是呈現正向關係。 最後則依據實證研究結果,提出以下建議,在產業聚集方面,政府應協助廠商形成產業聚集氛圍,不僅有利於工業區地價的提升,更可提高產業的競爭力;在工業區管理服務的提供方面,政府應由開發工業區導向轉為管理服務導向,由工業區內所設置的服務中心,提供完善管理服務,創造工業區土地價格的提昇。 / This study aims to test the affecting factors of Taoyuan industrial land prices by constructing hedonic pricing functions. The empirical data is complied from market prices. The importance of Taoyuan which is located between Neihu Technology Park and Hsinchu Science Park, lies in an center place of two industrial parks above -mentioned. In order to emphasize the importance of Taoyuan’s location,two variables of distances to Neihu Technology Park and distances to Hsinchu Science Park are tested in this paper. Otherwise, the conditions of lots, location, industrial parks’ management service, industrial agglomeration are considered affecting factors of industrial land prices and all tested in this study. In accordance with hedonic pricing theory, a Box and Cox transformation was applied to the dependent variable to test functional forms. This method was used to identify the preferable functional form for the study data. The preferable functional form that we tested in this study is the basis for evaluating industrial land prices. Based on model testing, this study indicates that variables related to conditions of lots, locational attributes, industrial agglomeration and industrial parks’ management service determine land prices. Variables related to conditions of lots, such as size, the width of street, and a street lot determine land prices. Variables related to locational attributes, such as distances to Neihu Technology Park and distances to local government administration of Taoyuan are negatively related to land price, implying that each additional kilometer of distance from Neihu Technology Park and the nearest center of local government reduces the price of a parcel of land. Moreover, the variable of the percentage of the manufacturing employees related to industrial agglomeration is positively related to land prices; that is, the percentage of the manufacturing employees is higher, it indicates that more firms located together in certain place. And this behavior helped firms to achieve profits from industrial agglomeration economy. And the prices of such land should be higher. Besides, the variable of industrial parks’ management service is positively related to land price.It indicates that industrial parks which have service centers should attract more firms to locate together by management service provided and the prices of such land should be higher. According to empirical results, this study proposes that government should promote the establishment of industrial clustering phenomenon. It is helpful for raising industrial land prices and industrial competitiveness. Otherwise, government should shift development polices to management services of industrial parks, and supply thorough management services to raise land prices.

Contratos baseados em resultado estimulam os contratados a atingirem as metas estabelecidas, dado que a remuneração destes est• vinculada a esse atendimento. Entretanto, para que as metas sejam alcançadas, é fundamental que o contrato seja bem gerido tanto pela empresa contratante como pela contratada para a execução do serviço. Contudo, essa boa gestão não é um fator fácil de alcançar e várias barreiras podem surgir, em qualquer fase do processo de terceirização, seja na etapa de preparação, implantação ou manutenção. Considerando o cenário exposto, esta pesquisa tem como objetivo geral propor um conjunto de diretrizes de gestão capaz de suportar a inserção de uma terceirização com contratos baseados em resultado, em ambiente busines-to-business (B2B), de modo que o mesmo agregue valor para a contratante e contratada, sendo que os objetivos específicos são: (a) apresentar a atual prática de gestão de alguns casos de terceirização em ambiente B2B; (b) identificar os objetivos do processo de terceirização baseado em resultado em ambiente B2B, sob o ponto de vista para contratantes e contratados; e (c) identificar os fatores de sucesso e as barreiras para a inserção de uma terceirização baseada em resultados. Para o desenvolvimento da pesquisa, foi elaborado um framework teórico que sustentou a pesquisa de campo. Foram estudados onze contratos baseados em resultado, envolvendo sete empresas contratantes e sete contratadas. Como resultado, identifica-se que os principais fatores de sucesso atrelados ‡ terceirização estão relacionados ao processo de seleção do prestador de serviço, estabelecimento de um contrato específico com objetivos claros, e com uma gestão ativa do contratado e do relacionamento entre as empresas contratantes e contratadas. Como principais barreiras para o processo de terceirização, identifica-se o baixo apoio da alta administração da empresa contratante demonstrando um desalinhamento entre a estratégia de terceirização e a estratégia da organização; uma gestão negligente do contrato após esse ser estabelecido por parte da contratante; uma postura pouco proativa por parte do contratado. A partir desses fatores identificados, foram estabelecidas diretrizes de gestão para o processo de terceirização contemplando as três fases do processo: preparação, implantação e manutenção. Dentre as diretrizes propostas, pode-se destacar o estabelecimento de um processo de seleção do contratado, avaliando capacidade técnica e o alinhamento de objetivo; o estabelecimento de um contrato específico de terceirização incluindo regras, indicadores, punições e recompensas; o estabelecimento de um processo de gestão ativo, contemplado a utilização de indicadores e um processo de análise periódica desses; a gestão do relacionamento baseando em uma postura proativa. Espera-se que este trabalho possa contribuir no avanço do tema dado que se observam lacunas teóricas principalmente relacionadas ‡ gestão estratégica do processo, e contribuir em termos gerenciais possibilitando um aprimoramento do processo de gestão e, por consequência, o alcance dos objetivos esperados da terceirização. / The results-based outsourcing model may be an advantage to organizations seeking to increase their productivity by outsourcing processes. Results-based contracts stimulate the suppliers to achieve their goals because their compensation is commensurate with the achievement of results. However, the achievement of goals calls for a good contract management by the contracting parties, buyer and service supplier. A good contract management, however, is not an easy task and a number of barriers can come up in any step of the outsourcing process, preparation, implementation, and maintenance. In view of this scenario, this research work aims to propose a set of management guidelines capable of supporting the insertion of a results-based outsourcing in a business to business (B2B) environment in such a way as to add value to the buyer and the supplier as well, with the following specific objectives: (a) to present the current management practice from a few outsourcing initiatives in a B2B environment; (b) to identify the objectives of the outsourcing process based on results in a B2B environment from the standpoint of buyers and suppliers; and (c) to identify the success factors and the barriers to the insertion of results-based outsourcing. For the development of the research, a theoretical framework was created which supported the field survey/research. Eleven results-based contracts from seven buyers and seven suppliers provided the basis for the study. As a result, it has been identified that the main success factors for outsourcing are associated with the process of selecting the service provider, the establishment of a specific contract with clear-cut objectives and an active management of the contract, and the relationship with the contracting parties, buyers and suppliers. The main barriers to the outsourcing process were identified as the low level of support from the buyer’s top management demonstrating a misalignment between the outsourcing strategy and the company strategy; a neglectful management of the contract following its establishment by the buyer; a less than proactive posture from the supplier. Based on these research factors, management guidelines were established for the outsourcing process contemplating its three phases: preparation, implementation, and maintenance. Among the proposed guidelines, stands out the establishment of a selection process for the supplier, where the supplier’s technical capabilities and alignment of objective are reviewed; the establishment of a specific outsourcing contract including rules, indicators, penalties, and rewards, the establishment of a process of active management contemplating the utilization of indicators and a process of periodical review of the same; the management of the relationship based on a proactive and fair posture. Hopefully this research work will contribute to the advancement of the theme inasmuch as a number of theoretical gaps can be observed, mainly as regards the strategic management of the process, and to give a contribution in managerial terms, enabling organizations to improve their management process and, as a consequence, to achieve the desired outsourcing results.

Daňové aspekty vysílání zahraničních zaměstnanců do České republiky / Tax aspects of assignment to the Czech Republic

The diploma thesis analyses both legislative and tax aspects of employment assignment structures. First part of diploma thesis summarises data concerning Czech and European labour migration. Second part of the document focuses on the definiton of legal framework of assignment in view of the Czech republic legislation, legislation of the European Union and partly in view of the legislation of non-EU member states. Wide legal framework finally leads to definiton of three basic possible employment structures. Two of them are described in diploma thesis in more detail. The final part of document analyses tax aspects of mentioned assignment structures. This part also refers to international social security and health insurance aspects as well as selected labour law implications. The last part ends with analysis of relevant judicature of The Supreme Administrative Court of the Czech Republic and The Constitutional Court of the Czech Republic.

The topic of this Master Thesis is Incident Management process as well as other processes which are inseparably linked to it, such as Problem Management, Change Management, Knowledge Management, etc. Main focus of this work is taken to the mentioned processes implementation in the real environment of the real company. Those processes are to be supported by selected information system whereas the selection itself is also part of the project. The processess are compared and optimized with use of Information Technology Infrastructure Library (ITIL).
