Mine planning - a study in developing a life of mine plan

M.Phil. / A research report, such as provided for Kenya Fluorspar, plays an integral part of the life of mine or project and creates a practical plan of running and developing the mine. This research report is used by the client as a practical strategic mine plan, and thus if followed as stipulated, will in the end not only pro-long the life of the mine but will achieve targeted value and tonnes for the specific plant. In many cases the smaller mining companies will attack an ore body and will as is called “pick the eyes out” of that specific ore body, thus mining just the high grade ore, make your money and get out. But if it comes to a mine that needs to pro-long the life of the mine due to community responsibility and the creation of work, then it is of essential value to do a technical strategic planning study on the ore body, creating different scenarios as to mine the ore body with emphasis on Life of the mine and in the same breath the economic viability of mining in the chosen scenario. The research report have a look at four different scenarios whereby there are certain constraints applied, and the outcome of the schedules are used to make a calculated decision on the best way of mining this specific ore body. Pit designs have been created from Whittle optimized pitshells which then have been incorporated within the schedules. It has been found that Scenarios 1 and 2 will have some years with very high waste removal, which will be above the current fleet capacity, but the required plant feed and grade would be possible from period one. Scenario 3 have proven that if fleet capacity is the main constraint then steady state of feed to the plant can only be achieved in the 7th year of production, but render no extra fleet requirements. As recommended, Scenario 4 stood to be the best if the acquisition of extra equipment is possible, and then steady state in the plant can be achieved in the 4th year with the lowest production percentage of 84% in the first year.

When is compensation payable for breach of a stabilisation clause? The case for the cancelled mining development agreements in Zambia

The main focus of this thesis is the threshold beyond which compensation is payable for breach of a stabilisation clause. The discussion is based on the tax stability clauses contained in the mining development agreements unilaterally cancelled by the Government of the Republic of Zambia in early 2008. The outstanding characteristic feature of the tax stability clauses was government’s undertaking that it shall not, for the stability periods ranging between 10 to 20 years, introduce new fiscal measures resulting in a “material adverse effect” on the distributable profits of the mining companies or the dividends received by the shareholders of the companies. Government further undertook to ‘fully’ and ‘fairly’ compensate mining companies should such measures be introduced during the stability periods. The question investigated by the thesis is whether the fiscal measures introduced by government in early 2008, as amended in 2009, have resulted in a “material adverse effect” on the distributable profits of mining companies or the dividends received by the shareholders of the companies and, therefore, entitle mining companies to compensation from government. The main findings of the thesis, among others, are that: <ul> <li>The threshold beyond which the obligation to pay compensation is triggered varies considerably depending on the specific contractual formulation of the stabilisation clause involved. However, it is significantly lower than the threshold beyond which host States must pay compensation in regulatory taking cases.</li> <li>Although there are several international arbitral awards in which payment of compensation has been ordered for breach of a freezing stabilisation clause, there is no known similar award in cases involving breach of an economic equilibrium stabilisation clause.</li> <li>Even in cases in which compensation has been ordered for breach of a stabilisation clause, there is no evidence of how much the presence of a stabilisation clause contributes to the total quantum of the compensation awarded. The tribunals either take a "contractual perspective" or an "expropriation perspective" to arrive at their respective decisions on the quantum of compensation.</li> <li>International arbitral tribunals take into account any ‘excessive’ or ‘windfall profits’ made by investors in deciding the quantum of compensation payable to the investor for breach of a stabilisation clause.</li> <li>The tax stability clauses contained in the mining development agreements cancelled by the Zambian government are typical economic equilibrium stabilisation clauses.</li> </ul> Based on these findings, among others, the thesis has concluded that there are equal chances that the Zambian government may or may not be ordered to pay compensation to the aggrieved mining companies. Notwithstanding this conclusion, however, the thesis has noted that government’s unilateral cancellation of the mining development agreements has potential to negate the country’s investment image. Against this background, the recommendation of the thesis is that government and the aggrieved mining companies must engage in discussions with a view to reaching at an amicable solution to their standoff. The rationale behind the recommendation is that an amicable solution presents a perfect opportunity for both parties to come up with a decision that is mutually beneficial to their interests. An investigation into strategy implementation : the case of the Zimbabwe mining development corporation

Thesis (MPA)--Stellenbosch University, 2014. / ENGLISH ABSTRACT: The aim of this research was to investigate the challenges to effective strategy implementation at the Zimbabwe Mining Development Corporation (ZMDC). Strategic planning is argued to have overshadowed the area of actual strategic implementation. Organisations put a lot of effort into drafting good plans, but do not put equal effort into their realisation. It was assumed that there is a big gap between strategic planning and implementation. This is what drove the researcher to go into the field and explore the situation at the ZMDC in greater depth in a bid to bridge the gap through research on the subject matter. Literature on strategy and strategy implementation was analysed critically. The research was guided by the post-positivism research philosophy. This research paradigm enabled the use of qualitative methods, which facilitated the interaction with respondents. The case study research design was adopted, as the research sought to discover the impediments to strategy implementation and the best way forward in turning the strategies on paper into action. The major findings were that there indeed were loopholes in strategy implementation at the ZMDC. The challenges to the strategy implementation process at the ZMDC were noted to be poor delegation, lack of training and development, poor ethical values, limited resources, low motivation of employees, poor communication and coordination, lack of control and poor teamwork. The organisation was noted to have deficient communication processes, which contributed to the challenges facing strategy implementation. The findings brought to light the fact that strategic planning starts with the executive management, hence the need for their commitment to owning the entire process of strategic planning and execution. The study revealed limited involvement of staff in the initial stages of developing strategy. In order to enhance the implementation of strategies, it was recommended that motivational leadership at the ZMDC had to be ensured. Leadership, ownership and drive are required to compete effectively and to deliver growth. Management should adopt the „Strategy into Action‟ planning approach, charting a course through performance factors, linking strategic thrusts to projects, as well as departmental and individual activity, with the ultimate goal being to enable the ZMDC to effectively translate strategic goals into results in a clear and inclusive process. To turn strategic desires into action that drives results, the ZMDC leaders need to develop strategic thrusts and broad-based action plans, putting the vision to light, and picturing to everyone what would be viewed as strategic success and what it takes to achieve and measure the desired outcomes. / AFRIKAANSE OPSOMMING: Die doel van hierdie navorsing was om ondersoek in te stel na die uitdagings vir doeltreffende strategie-implementering by die Zimbabwe Mining Development Corporation (ZMDC). Daar word aangevoer dat strategiese beplanning wesenlike strategiese implementering oorskadu. Organisasies werk hard aan die opstel van goeie planne, maar werk nie ewe hard aan die verwesenliking daarvan nie. Die aanname is gemaak dat daar ʼn groot gaping tussen strategiese beplanning en implementering is. Dit het die navorser aangemoedig om die situasie by ZMDC prakties en op diepgaande wyse te ondersoek ten einde hierdie gaping deur navorsing oor die onderwerp te oorbrug. Die literatuur oor strategie en strategie-implementering is krities ontleed. Die navorsing is gerig deur ʼn post-positivisme-navorsingsfilosofie. Hierdie navorsingsparadigma het die gebruik van kwalitatiewe metodes moontlik gemaak, wat interaksie met die respondente in die hand gewerk het. ʼn Gevallestudie-navorsingsontwerp is gebruik, aangesien die doel van die navorsing was om die struikelblokke tot strategie-implementering en die beste pad vorentoe om strategie op papier in aksie oor te skakel, te bepaal. Die vernaamste bevindings was dat daar wel skuiwergate in strategie-implementering by ZMDC is. Die uitdagings rakende die strategie-implementeringsproses by ZMDC is geïdentifiseer as swak delegering, gebrek aan opleiding en ontwikkeling, swak etiese waardes, beperkte hulpbronne, lae motivering van werknemers, swak kommunikasie en koördinering, gebrek aan beheer en swak spanwerk. Daar is gemerk dat die organisasie gebrekkige kommunikasieprosesse het, wat tot die uitdagings vir strategie-implementering bydra. Die bevindings het aan die lig gebring dat strategiese beplanning by die uitvoerende bestuur begin, en dus is hul toewyding tot eienaarskap van die algehele strategiese beplannings- en uitvoeringsproses noodsaaklik. Die studie het beperkte betrokkenheid van personeel by die aanvanklike fases van strategie-ontwikkeling getoon. Ten einde die implementering van strategieë te bevorder, is die aanbeveling om motiveringsleierskap by ZMDC te verseker. Leierskap, eienaarskap en dryfkrag is nodig om doeltreffend mee te ding en te groei. Die bestuur moet die beplanningsbenadering van „Strategie in Aksie‟ aanneem, wat die weg deur prestasiefaktore aantoon en strategiese dryfkragte aan projekte asook aan departementele en individuele aktiwiteit koppel. Die uiteindelike doelwit is om ZMDC in staat te stel om strategiese doelwitte doeltreffend in ʼn duidelike en insluitende proses in resultate om te skakel. Ten einde strategiese strewes in aksie wat resultate lewer om te skakel, moet ZMDC se leiers strategiese dryfkragte en breedgebaseerde aksieplanne ontwikkel, waardeur die visie duidelik gemaak word en almal duidelikheid het oor wat as strategiese sukses beskou word en wat dit verg om die gewenste uitkomste te bereik en te meet.

Cette étude s’intéresse au village de squatters de Roc-d’Or, surnommé Putainville, qui apparaît en 1936 avant d’être détruit par le gouvernement provincial au milieu des années 1940. Notre but est de comprendre pourquoi cette agglomération, qui est érigée illégalement sur les terrains gouvernementaux et qui est réputée pour être un important foyer de déviance, est relativement tolérée pendant une décennie avant que les résidences soient détruites ou déménagées à Malartic. D’abord, nous expliquons pourquoi cette agglomération, sans reconnaissance légale et dans laquelle les résidents ne sont pas propriétaires des terrains sur lesquels leurs bâtiments sont érigés, apparaît en Abitibi-Témiscamingue au début des années 1930. Ensuite, nous nous intéressons à l’aspect physique et à la population de Roc-d’Or. Le taux de masculinité, la mobilité, la diversité d’emploi et l’origine ethnique des résidents sont analysés. De plus, nous nous penchons sur la mauvaise réputation de Putainville : autant le contrôle judiciaire que la présence du monde interlope sont étudiés. Finalement, comme les mœurs légères des résidents et l’influence du curé de Malartic sont souvent considérées comme étant à l’origine de la décision d’éliminer ce village, nous évaluons la pertinence de cette croyance et nous déterminons si d’autres motifs, notamment monétaire ou politique, sont aussi entrés en ligne de compte. / This research is about the squatters’ village of Roc-d'Or nicknamed Putainville. It was established in 1936 and demolished by the Québec government in the mid 1940. Our objective is to learn why this town with a lawless reputation that was built on the government fields has been tolerated for a decade even if it was considered as illegal by the authority and to learn why all the buildings were destroyed or moved to Malartic. First of all, we will explain why this village without any legal status was built in the 1930s and why all the people who have lived in Roc-d'Or were not owners of their field. After that, the memoires will focus on the geographical and architectural aspect and on the population of Roc-d'Or. We'll explore the gender rate, the mobility of the people, the different kinds of jobs we found in Roc-d'Or and the ethnical origins of the inhabitants. Furthermore in this research, it will be about how was the reputation of the town. We will develop about the judicial intervention and the underworld. Finally, the last part of this dissertation will look at the idea that Roc-d'Or was shut down by the clerical authorities due to the deviant behavior, or we will try to see if it's a myth.

Many of the key dilemmas in contemporary studies about development were focused on the disjunction among innovations in theory, politics and practice (Simon, 2003). Meanwhile, the discussion that involves a relationship between development and mining, which interests our study, still remains acritical within the dominant literature. According to Graulau (2008), the topic of mining oscillates between favoritism and oposition. From a normative point of view, the study of mining within the topic of development shows the longtime economic mentality that prevails in this field. In Peru, the neoliberal reforms put in practice since the decade of 1990 have strongly promoted the mining sector. Certainly, national and foreign investments, the volume of exportations and taxes have favorably influenced the economy in macroeconomical terms, obtaining considerable quantities of reserves (UNCTAD, 2008). Nevertheless, corporate mining didn't seem to benefit local communities involved in mining extraction (Barrantes, 2005; Glave e Kuramoto, 2007; Zegarra, Orihuela e Paredes, 2007). The quantity and gravity of the conflicts the have been ocurring shows a rejection to the mining sector, opposite to the discursive action of the Peruvian State that guarantees the 'development' brought by mining. In this context, the main objective of this study is to analize the discursive practices of Peruvian mining politics in relationship with the construction of development discourse in the decade of 1990-2009. Therefore, it was necessary to study the main theories about development, mining and mining in Peru. About the methodology used in this work, we used two analysis techniques: First, the Critical Discourse Analysis, based on the tridimensional method proposed by Fairclough (2001). This technique was used to analyze the speeches of three representatives of Peruvian mining politics. The second technique we used was Content Analysis proposed by Bardin (2009). This technique helped us in the analysis of mining politics articles published in the main specialized magazines of this area - Mineria and Desde Adentro. One of the guides in this research was also defined by a set of categories that were constant and convergent related to the concept of mining. Finally, conclusions suggest that mining politics applied by Peruvian State officers introduced discourse practices about sustainable development and that these are coherent with the new orders of discourse: Social Responsability, Sustainable mining, Modern mining, Environmental Management. / Os estudos sobre desenvolvimento, sem dúvida, se mantiveram como um dos últimos bastiões do modernismo nas ciências sociais (Rapley, 2004). Muitos dos dilemas chave em estudos contemporâneos sobre desenvolvimento se centraram nas disjuntivas entre inovação teórica, política e prática (Simon, 2003). No entanto, a discussão que envolve a relação entre desenvolvimento e mineração, que interessa neste estudo, ainda permanece acrítica dentro da literatura dominante. Segundo Graulau (2008), o tema de mineração encontra-se num vaivém entre o favoritismo e a oposição. O estudo sob o ponto de vista normativo da mineração no campo de desenvolvimento mostra a mentalidade econômica de longa data que prevalece nesse campo. No Peru as reformas neoliberais implantadas desde a década 1990 têm promovido fortemente o setor de mineração. Os investimentos nacionais e estrangeiros, o volume das exportações e impostos certamente têm influenciado favoravelmente na economia em termos macroeconômicos, obtendo quantidades consideráveis de divisas (UNCTAD, 2008). Não obstante, a grande mineração parece não ter beneficiado as comunidades envolvidas com a extração de minérios (Barrantes, 2005; Glave e Kuramoto, 2007; Zegarra; Orihuela e Paredes, 2007). A quantidade e gravidade dos conflitos que vem acontecendo evidenciam a resistência ao setor, frente à ação discursiva do Estado peruano sobre o 'desenvolvimento' que assegura o que a mineração traz. Neste contexto este estudo tem como objetivo analisar as práticas discursivas das políticas de mineração peruana em relação a construção do discurso de desenvolvimento no período compreendido entre 1990-2009. Com esse objetivo, foi necessário abordar primeiramente as principais teorias sobre desenvolvimento, mineração e mineração no Peru. No que diz respeito à metodologia o presente estudo utilizou duas técnicas de análise: a Análise Crítica de Discurso, baseado no método tridimensional proposto por Fairclough (2001), para realizar a análise de três discursos de representantes da política de mineração peruana, a segunda abordagem utiliza a Análise de Conteúdo de Bardin (2009), para examinar os artigos relacionados à política de mineração entre as principais revistas especializadas do setor–Mineria e Desde Adentro. Foram utilizadas também categorias de análise constantes e convergentes ao conceito de desenvolvimento para orientar a presente pesquisa. Finalmente as conclusões sugerem que as políticas de mineração reproduzidas pelas autoridades do Estado peruano introduziram práticas discursivas sobre desenvolvimento sustentável e que essas se mantêm relacionadas com as novas ordens de discurso: Responsabilidade Social, Minerção Sustentável, Mineração moderna, Gestão ambiental.

Alfredo Molano, écrivain et sociologue colombien contemporain, remet en question la concentration de la propriété terrienne et la distribution inégale des richesses. L'étude de son oeuvre explore trois axes centraux. Premièrement, la transformation de son écriture, qui évolue d'un format propre au discours scientifique vers le témoignage journalistique et littéraire. Cet écart par rapport à l'objectivisme scientifique entraîne un certain risque de fictionnalisation, que l'écrivain assume, car, d'après lui, il ne porte aucune atteinte à la factualité des récits et favorise en revanche leur lecture et leur diffusion. Nous avons également analysé la technique, chère à l'écrivain, de l' « imputation », consistant en la fusion de plusieurs témoins en un seul personnage, qui garde les traits des individus dont il s'est inspiré. Notre intérêt s'est aussi porté sur l'hybridation générique, puisque le Colombien fait appel aux récits de vie, de voyages et d'apprentissage, autant qu'aux textes sentimentaux, d'action et d'aventures, et à l'essai, entre autres. Cette confluence reflète la complexité d'une société féodale et postmoderne, et permet l'expression d'une variété de témoins hétérogènes, notamment les Amérindiens, les paysans, les activistes politiques, les délinquants et les prisonniers. Ils sont, pour la plupart, victimes de l'inégalité et du conflit permanent entre le centre hégémonique et la périphérie opprimée, deux pôles aussi flous que la violence est tangible, sanglante et multiforme. Alfredo Molano, comme la plupart des témoins, ne s'en tient pas au constat de cette violence, il la dénonce ouvertement et propose des solutions structurelles. Il s'oriente vers la construction d'une « mémoire historique », reconnaissant la souffrance des victimes, et vise une société non seulement hybride, mais surtout juste et égalitaire. / Alfredo Molano, a contemporary Colombian writer and sociologist, calls into question the concentration of land property and the unequal distribution of wealth. The study of his writing explores three main axes. At first, the transformation of his writing, which advances from a scientific discourse to the journalistic and literary testimony. This distance concerning the scientific objectivism carries away some risk of fictionnalisation. The writer assumes because, according to his point of view, his writing has no effect on the factuality of the stories but it is quite easy to read and to circulate. Then, the writer's technique of the "imputation" has been analysed. The author is really attached to. It consists on the fusion of many witnesses into a single character, who keeps the characteristics of people he was inspired by. Finally, our study of his writing is also focused on generic hybridisation, since the Colombian refers not only to the stories of Life, travel and learning, as well as sentimental texts, action and adventures, but also to the essay, among many others. This confluence reflects the complexity of a feudal and postmodern society, and allows the expression of heterogeneous diversity of witnesses, particularly Amerindians, farmers, political activists, offenders and prisoners. Most of them are victims of the inequalities and the continuous conflict between the hegemonic center and the oppressed periphery, two poles as fuzzy as the violence is palpable, bloody and multiform. Alfredo Molano, like most of his witnesses, does not content himself by the recording of this violence, but he denounces it openly and proposes structural solutions. He turns himself towards the development of a "historical memory", recognizing the suffering of victims and targeting a society not only hybrid, but most of all just and egalitarian. / Alfredo Molano, escritor y sociólogo colombiano, critica la concentración de la propiedad de la tierra y la distribución desigual de la riqueza. Este estudio de su obra explora tres ejes principales. Primeramente, la transformación de su estilo, de un formato propio del discurso científico, hacia el testimonio periodístico y literario. Tal distanciamiento frente al objetivismo científico conlleva cierto riesgo de ficcionalización, asumido por el escritor, para quien ésta no afecta de manera alguna el carácter fáctico de los relatos y, en cambio, facilita su lectura y su difusión. Analizamos igualmente la técnica "molanesca" de la "imputación", consistente en fusionar varios testigos en un solo personaje, el cual conserva los rasgos de los individuos en los que se inspira. Esta confluencia refleja la complejidad de una sociedad tan feudal como posmoderna y permite la expresión de una serie de testigos heterogéneos, como los amerindios los campesinos, los activistas políticos, los delincuentes y los reclusos. Son ellos, en su mayoría, victimas de la desigualdad y del permanente conflicto entre el centro hegemónico y la periferia oprimida, dos polos tan difusos como tangible, sangrienta y multiforme es la violencia. Alfredo Molano, como casi todos sus testigos, no se limita a constatar dicha violencia; la denuncia abiertamente y propone soluciones de fondo. El escritor trabaja en la construcción de una “memoria histórica” y vislumbra una sociedad no sólo híbrida, sino ante todo justa e igualitaria.
