Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / Use of Performance Measurement Systems through multi-criteria analysis to support the decision is constituted as an important tool that can support the diagnosis of competitiveness of organizations. Since the approach is intertwined with the business results and more specifically to the competition, this work focuses on measuring the performance of companies in the wine industry in southern Brazil, from business and industry dimensions. For this we opted for a qualitative and quantitative research, exploratory and descriptive, conducted through a multi case study. From the development of modeling and application in the wine sector in the region under study, it became possible to verify the criteria and critical success factors in the competitive landscape, that through multi-criteria analysis and use of performance indicators enabled the identification of prioritizing factors and the distinction regarding organizational performance in the context of the evaluated dimensions. The overall picture shows that only one of the companies surveyed can be considered fully competitive, confirming the strength of the pressures on the sector and the absence of strategies that allow companies a representative expansion. / O uso de Sistemas de Medição de Desempenho (SMD) através da análise multicritério como suporte a decisão se constitui como uma importante ferramenta capaz de subsidiar o diagnóstico da competitividade das organizações. Visto que a abordagem se entrelaça com os resultados empresariais e de maneira mais específica com a competição, esse trabalho concentra-se em medir o desempenho das empresas do setor vitivinícola na região sul do Brasil, a partir das dimensões empresarial e setorial. Para isso optou-se por uma pesquisa de natureza qualitativa e quantitativa, exploratória e descritiva, realizada através de um estudo multicaso. A partir do desenvolvimento da modelagem e aplicação no setor vitivinícola da região em estudo, tornou-se possível verificar os critérios e os fatores críticos de sucesso do cenário competitivo, que através da análise multicritério e utilização de indicadores de desempenho viabilizaram a identificação da priorização dos fatores e da distinção, no que tange o desempenho organizacional no contexto das dimensões avaliadas. O panorama geral mostra que apenas uma das empresas pesquisadas pode ser considerada plenamente competitiva, o que confirma a intensidade das pressões sobre o setor e a ausência de estratégias que permitam as empresas uma representativa expansão.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / The oil discoveries in Brazilian pre-salt began a strong mobilization of government and also private companies to the rescue of the shipbuilding industry in the country. With the objective to become the Brazilian industry globally competitive, various government incentives provided growth, expansion and modernization of this industry that already ranks fourth in the ranking of the largest craft producing countries of the world. In this context, despite not being a young industry in Brazil, shipbuilding, especially focused on oil exploration (offshore) proved to be important element for the growth of the economy, creating jobs, developing producing regions and boosting the entire chain productive. Despite the favorable environment in which shipbuilding and offshore industries are, there are still gaps that undermine competitiveness these organizations in the global market, as the skilled labor available, the adequacy of suppliers to their demands and the large need for investment in technology. Thus, this dissertation project aims at proposing a model able to measure the level of innovation in Brazilian shipbuilding and offshore, in the structural and business fields, based on a literature and documentary research on the characteristics of the industry sector, using for both assumptions regarding the Key Performance Indicators (KPIs) and the concepts of multi-criteria decision aid. The proposed model will be put to test in real companies, returning in its evaluation phase an index that represents the competitive performance of each industry evaluated, thus allowing comparison and discussion of the results. Subsequently, will be proposed recommendations able to leverage the innovation of those who submit the most unsatisfactory levels, thus demonstrating the relevance of modeling to increase the sector's competitiveness against the scenario that presents itself. / As descobertas de petróleo no pré-sal brasileiro iniciaram uma grande mobilização do governo e também de empresas privadas para o resgate da indústria de construção naval em todo país. Com o objetivo de tornar o setor brasileiro mundialmente competitivo, vários incentivos do governo proporcionaram o crescimento, expansão e modernização desta indústria que já ocupa a quarta posição no ranking dos maiores países produtores de embarcações do mundo. Neste âmbito, apesar de não ser um setor jovem no Brasil, a construção naval, em especial a voltada para exploração de petróleo (offshore) mostrou-se elemento importante para o crescimento da economia, criando empregos, desenvolvendo regiões produtoras e impulsionando toda a cadeia produtiva. Apesar do ambiente favorável em que se encontram as indústrias de construção naval e offshore na última década, ainda existem lacunas que prejudicam a inovação e a competitividade destas organizações no mercado global, como a qualificação da mão-de-obra disponível, as adequações dos fornecedores às suas demandas e a grande necessidade de investimento em tecnologia. Assim, este projeto de dissertação tem por objetivo propor uma modelagem capaz de mensurar o nível de gestão da inovação em indústrias de construção naval e offshore brasileiras, fundamentada em uma pesquisa bibliográfica e documental sobre as características do setor, utilizando-se para tanto dos pressupostos referentes aos Key Performance Indicators (KPIs) e dos conceitos da abordagem multicritério de apoio à decisão. A modelagem proposta foi submetida a teste em empresas reais, retornando em sua fase de avaliação um índice que representa o desempenho em inovação de cada indústria avaliada, permitindo-se assim a comparação e discussão dos resultados obtidos. Posteriormente, foram propostas recomendações capazes de alavancar a gestão da inovação daquelas que apresentaram os níveis mais insatisfatórios, demonstrando-se assim a relevância da modelagem para elevar a inovação do setor frente ao cenário que se apresenta.

Previous issue date: 2015-08-24 / Diante da necessidade de alinhamento entre a estratégia corporativa, a estratégia de
produção e as decisões tomadas no âmbito da função produção, neste trabalho é apresentada
uma proposta de modelo de decisão para priorização de projetos na manufatura sob uma ótica
multicritério para integrar os aspectos estratégicos relevantes que devem ser priorizados
conforme a estratégia de produção. A literatura apresenta procedimentos que permitem a
identificação e definição de uma estratégia de produção alinhada com os objetivos da
estratégia corporativa e requisitos da manufatura, para que esta possa alcançar os níveis de
desempenho requeridos para atender à estratégia corporativa. A partir de procedimentos
encontrados na literatura, a proposta deste trabalho busca integrar através de um modelo de
apoio multicritério a decisão a priorização de projetos no âmbito da função produção e demais
funções de apoio tomando por base as prioridades identificadas na estratégia de manufatura
ou de produção da empresa. A motivação para desenvolver um modelo que pudesse ser
aplicável em diferentes contextos levou à proposição de um modelo multicritério de apoio a
decisão através da estruturação de um framework que pode ser facilmente adaptado para
viabilizar sua aplicação em empresas com diferentes particularidades e requisitos de
desempenho em relação aos objetivos estratégicos de produção. Para ilustrar a proposta deste
trabalho, é apresentado um estudo de caso tomando por base uma indústria de transformação
de plástico situada no Agreste pernambucano. Através da aplicação do modelo proposto, os
resultados obtidos através do método PROMETHEE II com apoio da metodologia ROC
indicam a prioridade entre os projetos para a manufatura e validam o modelo. / Due to the need of alignment amongst the corporate strategy, manufacturing strategy
and the decision made within the system’s production function, this work presents a proposal
for a decision model for establishing priorities over projects for manufacture considering
multiple criteria to integrate strategic aspects, which should be prioritized according to the
manufacturing strategy. The literature offers procedures that allow identifying and defining a
manufacturing strategy aligned with the objectives defined in the corporate strategy
considering manufacture requisites in order to achieve the required performance levels that
shall meet the corporate strategy. Based on the procedures found on the literature, this work
seeks to integrate through an MCDM model the prioritization of projects for the system’s
production function and support functions based on the priorities identified on the
manufacturing strategy. The motivation to develop a model that could be suitable for different
contexts lead to the proposition of an MCDM model through a framework that can be easily
adapted to enable its application in different types of companies regarding its particularities
and performance requisites. To illustrate the proposal of this work is presented a case study on
a plastic transformation manufacture located in midlands of Pernambuco. Through the case
study, it was possible to observe the regional needs for projects and techniques that enable a
management, control and improvements in order to achieve higher levels of productivity and
quality for example. From the proposed model application, the results obtained by means of
the PROMETHEE II method and the ROC technique reflects the priorities amongst the
manufacture projects.

Ces dernières décennies, l'industrie en microélectronique s'est astreinte à suivre la loi de Moore pour améliorer la performance des circuits intégrés (Integrated Circuit, IC). Cependant, il sera sans doute impossible de suivre cette loi dans le futur à cause de limitations physiques apparaissant avec la miniaturisation des transistors en-dessous d'un certain seuil si aucune innovatio n'a lieu. Afin de surmonter ce problème, de nouvelles technologies ont émergées, et parmi elles les circuits 3D (3D-Stacked Integrated Circuit, 3D-SIC) ont été proposés pour maintenir l'évolution de la loi de Moore. Les 3D-SIC peuvent apporter de nombreux avantages dans le design des futurs IC mais au coût d'une complexité de design accrue étant donné leur nature fortement combinatoire, et l'optimisation de plusieurs critères conflictuels. Dans cette thèse, nous présentons une première étude des outils qui pourraient aider dans le design de 3D-SIC, en utilisant l'optimisation multi-objectifs (multiobjective optimization, MOO) et l'aide multicritère à la décision (multi-criteria decision aid, MCDA). Notre étude vise l'une des problématiques principales dans le design de 3D-SIC: le partitionnement avec estimation du floorplanning en tenant compte de plusieurs objectifs. Cette thèse montre que l'utilisation d'un paradigme multicritère peut fournir une analyse pertinente et objective du problème. Cela peut permettre une exploration rapide de l'espace de design et une amélioration des flots de conception actuels étant donné qu'il est possible de fournir des informations qualitatives et quantitatives par rapport à l'espace de design qui ne seraient pas disponibles avec les outils actuels. De même, de par sa flexibilité, la MOO peut tenir compte des multiples degrés de liberté des 3D-SIC, ce qui permet plus de possibilités de design qui ne sont généralement pas prises en compte avec les outils actuels. De plus, les algorithmes développés peuvent montrer des propriétés de robustesse même si le problème est complexe. Enfin, appliquer l'aide multicritère à la décision pourrait permettre aux designers de faire des choix pertinents selon un processus transparent. / In the past decades, the microelectronic industry has been following the Moore's law to improve the performance of integrated circuits (IC). However, it will probably be impossible to follow this law in the future due to physical limitations appearing with the miniaturization of the transistors below a certain threshold without innovation. In order to overcome this problem, new technologies have emerged, and among them the 3D-Stacked Integrated Circuits (3D-SIC) have been proposed to keep the Moore's momentum alive. 3D-SICs can bring numerous advantages in the design of future ICs but at the cost of additional design complexity due to their highly combinatorial nature, and the optimization of several conflicting criteria. In this thesis, we present a first study of tools that can help the design of 3D-SICs, using mutiobjective optimization (MOO) and multi-criteria decision aid (MCDA). Our study has targeted one of the main issues in the design of 3D-SICs: the partitioning with floorplanning estimation under multiple objectives. This thesis shows that the use of a multi-criteria paradigm can provide relevant and objective analysis of the problem. This can allow a quick design space exploration and an improvement of the current design flows as it is possible to provide qualitative and quantitative information about a design space, that would not be available with current tools. Also, with its flexibility, MOO can cope with the multiple degrees of freedom of 3D-SICs, which enables more design possibilities that are usually not taken into account with current tools. In addition, the developed algorithms can show robustness properties even if the problem is complex. Plusieurs problématiques de gestion d’opérations peuvent être formalisées avec un problème d’optimisation discret. Ces modèles d’optimisation sont traditionnellement développés sous l’hypothèse que les données d’entrée sont déterministes, non impactées par des changements inattendus ou des incertitudes. Au cours des dernières années, le besoin en modèles performants, incluant des outils efficaces et permettant de réagir de manière optimale aux imprévus (perturbations), n’a cessé de croitre. En phase d’exécution d’un système, plusieurs événements imprévus (incertitudes) peuvent le perturber et le faire dévier de son parcours original voire rendre son exécution impossible. Il est vrai que ces incertitudes peuvent être considérées de manière proactive par le biais d’une optimisation stochastique ou des modèles d'optimisation robustes. Mais même avec des solutions robustes, des événements inattendus peuvent encore se produire nécessitant de revoir le plan robuste en cours d’exécution. Dans cette thèse, l’objectif est de prendre en compte ces incertitudes de manière réactive dans les modèles. Ainsi, une nouvelle méthodologie générique est proposée pour les problèmes d'optimisation de réparation / récupération. En considérant les solutions réparées / récupérées fournies par cette méthodologie appliquée à un plan initial en cours de mise en oeuvre, un décideur peut vouloir minimiser les coûts d'exploitation, mais aussi limiter les changements par rapport au plan initial. Le problème de réparation / récupération est formulé comme un problème d'optimisation multiobjectif, qui minimise des fonctions spécifiques relatives à divers critères de réparation (pilotés par les choix du décideur). / A wide variety of operations management problems can be formulated and solved as discrete optimization problems. Traditionally, these models have been mostly developed and used under the assumption that the input data are known in advance, not subject to unexpected changes, nor impacted by uncertainty. In recent years, the need for improved models providing efficient tools for quickly and optimally reacting to the occurrence of unexpected events (disruptions) has become a more and more important issue. In the execution phase, various unanticipated events will disrupt the system and make the plan deviate from its intended course and even make it infeasible.Uncertainty can be taken into account in a proactive way with stochastic optimization or robust optimization models. However, even with robust solutions, unexpected events can still occur requiring to reconsider the robust plan under execution. In this thesis, we are interested to cope with uncertainty in a reactive way. We propose a new generic methodology for repair/recovery optimization problems. When considering repair/recovery solutions for the initial plan under implementation, the decision-maker may want to minimize operating costs, but also limit the changes with respect to the initial plan. We formulate the repair/recovery problem as a multiobjective optimization problem minimizing specified functions for various repair criteria.

Entretanto, para esta conversão, empresas necessitam desenvolver novas capacidades e aprimorar as existentes para tornarem-se empresas aptas ao desenvolvimento e comercialização de novos produtos. Esta tese apresenta uma sistemática para a avaliação da evolução e (re)configuração das capacidades para a gestão do Processo de Conversão de Tecnologia em Produtos e Serviços (PCTPS). Este tipo de avaliação adequa-se no contexto de projetos de desenvolvimento radicais, como o que ocorre em novas empresas de base tecnológica, com destaque às empresas do tipo spin-off acadêmico. A sistemática foi representada por meio de um framework de forma a atender as premissas identificadas a partir da literatura. Para fins de avaliação das capacidades, foram elaborados constructos de níveis de desenvolvimento e de ajuste de capacidades e, a partir destes, foram propostas métricas para avaliação. A sistemática e seus componentes foram validados através da avaliação junto a especialistas, análise experimental e simulação e aplicação em um estudo de caso de um empreendimento liderado por uma spin-off acadêmica para análise de usabilidade. Para operacionalizar a sistemática proposta, métodos, formulários e índices foram incorporados em uma ferramenta. Esta ferramenta apresenta-se como um método de decisão multicriterial, com uma estrutura de combinação dos índices e de elaboração de relatórios. Multi-criteria decision aid has emerged from the operational research field as the answer given to a couple of important questions encountered in complex decisions problems. Firstly, as decision aiding tools, such methods do not replace the decision maker with a mathematical model, but support him to construct his solution by describing and evaluating his options. Secondly, instead of using a unique criterion capturing all aspects of the problem, in the multi-criteria decision aid methods one seeks to build multiple criteria, representing several points of view. <p>This work explores the application of multi-criteria decision aid methods for optimising food chain countermeasure strategies after a radioactive release to the environment. <p>The core of the thesis is dedicated to formulating general lines for the development of a multi-criteria decision aid model. This includes the definition of potential actions, construction of evaluation criteria and preference modelling and is essentially based on the results of a stakeholders’ process. The work is centred on the management of contaminated milk in order to provide a concrete focus and because of its importance as an ingestion pathway in short term after an accident.<p>Among other issues, the public acceptance of milk countermeasures as a key evaluation criterion is analysed in detail. A comparison of acceptance based on stochastic dominance is proposed and, based on that, a countermeasures’ acceptance ranking is deduced.<p>In order to assess “global preferences” taking into account all the evaluation criteria, an ordinal method is chosen. This method allows expressing the relative importance of criteria in a qualitative way instead of using, for instance, numerical weights. Some algorithms that can be used for robustness analysis are also proposed. This type of analysis is an alternative to sensitivity analysis in what concerns data uncertainty and imprecision and seeks to determine how and if a model result or conclusion obtained for a specific instance of a model’s parameters holds over the entire domain of acceptable values for these parameters.<p>The integrated multi-criteria decision aid approach proposed makes use of outranking and interactive methodologies and is implemented and tested through a number of case studies and prototype tools. / Doctorat en Sciences de l'ingénieur / info:eu-repo/semantics/nonPublished

La conception des ouvrages en Génie Civil se fait habituellement de manière semi-probabiliste en employant des valeurs caractéristiques auxquelles sont associées des facteurs partiels de sécurité. Toutefois, de telles approches ne permettent pas de garantir la robustesse de l’ouvrage conçu vis-à-vis des sources d’incertitudes susceptibles d’affecter ses performances au cours de sa réalisation et de son fonctionnement. Nous proposons dans ce mémoire une méthodologie d’aide à la décision pour la conception robuste des ouvrages qui est appliquée à une structure métallique reposant sur des fondations superficielles. La conception de cet ouvrage est conduite en intégrant le phénomène d’interaction sol-structure qui implique que les choix de conception faits sur la fondation influencent ceux faits sur la structure supportée (et réciproquement). La démarche de conception proposée fait appel à des outils d’optimisation multi-objectif et d’aide à la décision afin d’obtenir une solution qui offre le meilleur compromis entre l’ensemble des préférences énoncées par le décideur sur chaque critère de conception. Des analyses de sensibilité sont menées parallèlement dans le but d’identifier et de quantifier les sources d’incertitude les plus influentes sur la variabilité des performances de l’ouvrage. Ces sources d’incertitude représentées sous une forme probabiliste sont intégrées dans la procédure de conception et propagées à l’aide d’une méthode d’échantillonnage par hypercube latin. Une partie du mémoire est consacrée à l’analyse des effets de l’incertitude relative à la modélisation des paramètres géotechniques sur la réponse de l’ouvrage et sur la démarche plus globale d’optimisation. / Design in Civil Engineering is usually performed in a semi-probabilistic way using characteristic values which are associated with partial safety factors. However, this approach doesn’t guarantee the structure robustness with regard to uncertainties that could affect its performance during construction and operation. In this thesis, we propose a decision aid methodology for robust design of steel frame on spread foundations. Soil-structure interaction is taken into consideration in the design process implying that the design choices on foundations influence the design choices on steel frame (and vice versa). The proposed design approach uses multi-objective optimization and decision aid methods in order to obtain the best solution with respect to the decision-maker’s preferences on each criterion. Furthermore, sensitivity analyzes are performed in order to identify and quantify the most influencing uncertainty sources on variability of the structure performances. These uncertainties are modeled as random variables and propagated in the design process using latin hypercube sampling. A part of this dissertation is devoted to the effects of uncertainties involved in soil properties on the structure responses and on the design global approach.
