Breaking the Culture of Silence in Checkmating HIV/AIDS as a Teacher-Researcher

Philosophiae Doctor - PhD / This study is about the author, a primary school teacher, who as a teacher-researcher wanted to improve the awareness of HIV/AIDS that has become a major challenge globally and has been on the increase over the past two-and-a-half decades, especially so, in sub-Saharan Africa. This is in spite of an "overflow" of HIV/AIDS information. The thesis documents two action research projects. Both of them are based on an emancipatory action research methodology. It has long been recognised that the HIV/AIDS pandemic requires more than medical attention and that the way in which teachers deal with HIV/AIDS education, especially at primary school level, becomes critical. A fundamental assumption of this study is that teachers play a critical role and are often the main adults, other than family members, with whom young people interact on a daily basis. Teachers can and must play a vital role in the development of valuable behavioural guidelines about reproductive health amongst the youth. This study views teachers, and more so primary school teachers, as important role players in the struggle to come to terms with HIV/AIDS. In reflecting about the HIV/AIDS pandemic, I realised that my classroom practice was characterised by a "culture of silence" when it came to discussing sex and matters concerning sexuality. The study sets out to enhance behavioural change in the way learners think about sex and sexuality and includes a continuous process of self reflection, self-awareness, planning and appropriate action. In Chapter One, I have tried to locate what I would regard as the problem in my teaching. I became increasingly convinced that my classroom practices might well be contributing to a lack of interweaving HIV/AIDS education into curriculum activity, while at the same time, promoting a "culture of silence" when it comes to issues of sex and sexuality. I arrived at this particular point as a result of reflectively looking at my own teaching career, as well as my own historical and schooling background which I felt has impacted on the way I teach. In this chapter I also give a brief historical background of the school where I teach and where I conducted my research. Towards the end of the chapter, I emphasise that teachers, including myself, need to redefine their role so as to empower students by creating the opportunity for their "voices" to be heard. I also explain concepts used in this written account such as "culture of silence" and "transformative intellectuals". In Chapter Two, I address the HIV and AIDS pandemic debate in more detail. I look at the impact of HIV/AIDS on education and how the implementation of an outcomes - based curriculum (C2005) takes up the HIV/AIDS challenge. In addition to this, I attempt to unpack the Western Cape Education Department's plans and policy concerning HIV/AIDS, after which I focus on breaking the HIV/AIDS "culture of silence". Before I conclude the chapter, I critically engage with the idea of the teacher as a researcher and critical change agent in an HIV/AIDS challenged society. In Chapter Three I provide a brief historical background of the development of action research. I point out how Lewin (1948) and Stenhouse's (1975) idea of action research was later taken up further and given a more critical perspective by writers such as Elliott (1985), Hopkins (1985), Walker (1985), Carr & Kemrnis (1986), Grundy (1987), Winter (1989), McKernan (2000), Meerkotter (2002) and McNiff & Whitehead (2006). I start with the defining (with due regard for the pitfalls of definitions) of action research and then focus on the nature and practices of an emancipatory action research approach. In this chapter I also elaborate on the reasons why I have decided on emancipatory action research as the main approach for this investigation. Chapter Four focuses on my first action research project where I set out to hear my students' "voice". And to contribute to the development of their voice to empower them with regard to sex and sexuality issues, a voice reflecting their increasing understanding of the seriousness of the HIV/AIDS pandemic and most of all a "critical voice" as purported by Freire (1972; 1980), Giroux (1988; 1991) and McLaren (1991; 2006). My second action research project "Checkmating HIV/AIDS", which is described in detail in Chapter Five, is a continuation of the first action research project where I tried to break down the "culture of silence" concerning HIV/AIDS and sex and sexuality in my classroom. On reflecting about the first project, I realized that awareness alone was not going to be enough to take up the HIV/AIDS prevention challenge. Infusing awareness with action was my next step, and sport, being a rallying point on our country's Transformation and Nation Building agenda became the ideal educational tool for this process. For successful prevention, individuals must be able to make decisions to protect themselves. In the second project I focus specifically on one code of sport, namely chess. In this second project, I set out to discuss the potential of using this code of sport to take up the HIV/AIDS challenge. Chapter Six is the concluding chapter. The question posed is: Can we ever win the battle against HIV/AIDS? Is it possible to change the way we think about sex and matters concerning sexuality? Thereafter the concept of change is interrogated and "clarified" in the context of my study. This is followed by looking at the two projects, and I specifically focus on whether these projects had been liberatory or transformative. I then address the issue concerning teachers as "transformative intellectuals" and teacher researchers and conclude by proposing emancipatory action research as a "vehicle" for change. Too often the response to the pandemic produces plans that list endless interventions. I strongly recommend that further research relating to the role of sport in education, with specific reference to HIV/AIDS, be prioritised. The argument being that sport, recreation and play are increasingly elements of development programmes around the world, contributing to the well-being, health and education of children and young people. If chess can contribute to checkmating HIV/AIDS and basketball to dunking HIV/AIDS then a big code such as soccer can definitely contribute to "dribbling" and "tackling" the HIV/AIDS pandemic. Especially, in view of the fact, that South Africa is hosting and showcasing the soccer world cup of 2010.

A study of merit pay factors as perceived by members of the Florida Teaching Profession-National Education Association

This study was designed to discover which merit pay evaluation and implementation factors were considered important by members of the Florida Teaching Profession - National Education Association (FTP-NEA). Comparisons were made of opinions within various subgroups (district size, position within organization, sex, race, age, years teaching, highest degree earned, assignment, secondary assignment). The sample included the State Board of Directors, the Board of Directors of the United Faculty of Florida CUFF-university personnel), and FTP-NEA members in two-thirds of the local affiliates. All districts with support personnel groups were included. The questionnaire was comprised of merit pay factors which were cited most often in the literature, and factors being considered for Florida's State Master Teacher Program. The instrument included 15 evaluation and 25 implementation factors. Questionnaires were distributed by local affiliate presidents. The UFF board and state FTP-NEA board members were surveyed by mail. The results of 662 surveys were analyzed, using a Chi-square test for each factor for each subgroup within the sample. Respondents felt most strongly that "teaching experience/number of years teaching" and "administrator observations/evaluations" should be used as evaluation criteria in a merit pay plan. They were most opposed to "standardized teacher test scores" and "standardized student test scores," both "by school" and "by teacher." They agreed strongly with several of the implementation factors, including "each teacher should ahve access to his/her own records" and "an evaluation instrument should stress performance on the job in the assigned area." They were strongly against the use of a quota, extra pay for tecahers in shortage or alternative areas, and the involvement of business persons and legislators in planning a merit pay system. There were several Chi-square tests which produced valid, significant differences among various subgroups. Significant differences were evidenct in 26 cases for evaluation factors, and 14 cases for implementation factors. The largest numbers of significantly different opinions were in the categories of "sex" (10 factors) and "assignment" (8 factors). There were no significant differences among respondents with various seconday assignments and one significant difference between black and white responses.

Issues and trends in shaping black perspectives on education in South Africa : a historical-educational survey and appraisal

This study entails a critical investigation into the issue and trends that shaped Black perspectives on education in South Africa in the period between 1652 and 1993. A theoretical-philosophical exposition is presented to establish the fundamental characteristics of education and therefore characteristics valid for every human being under any circumstances at any time. These characteristics were used to eventually appraise the issues and trends underlying the shaping of Black perspectives on education in South Africa. This study has revealed that the shaping of Black perspectives on education in South Africa goes hand in hand with the growing realization among Blacks that education is not merely a political issue but also deeply imbedded in the interconnectedness and/or differences between social realities such as the church, the school itself, teachers' associations, the news media et cetera. 'British values'? 'Chinese values'? : governing and reimagining nation through values-based education policies in Britain and Hong Kong

This dissertation presents research that is broadly concerned with comparative understanding of the concept of citizenship and its relationship to nationhood, most particularly as it relates to contemporary government policies - what Michel Foucault refers to as 'studies of governmentality' - in Britain and Hong Kong. A major consideration is the assessment of how modern states seek to imbue citizenship with new meanings by mobilising connections to reimagined 'national cultures' and 'national values' as a way of expanding power and limiting access to citizenship. Two cases are selected and examined in this research to elucidate the above concern and consideration. The first is Hong Kong, where a compulsory subject Moral and National Education was proposed in 2012 to cultivate students' positive values and enhance their 'national qualities'. The second is Britain, where all schools and universities since 2015 must by law carry out the Prevent Duty to assess the risk of students becoming terrorists and beginning in 2014 where all schools must actively promote 'fundamental British values'. In both contexts, the education policies and their associated discourses claimed to protect 'our culture', defend 'our values', and promote understanding of 'our nation' Curriculum documents, policy documents, and parliamentary reports related to these education policies are collected and critically analysed in a genealogical approach to reveal (a) the expressions of 'national values' and citizenship in these policy and associated political texts, (b) how these texts and associated discourses influenced the re-imagination of nations, and (c) how the national perspectives expressed ideologically - especially in relation to the narrowing of borders through policies - recast, mediate or alter conceptions of citizenship. The comparative policy landscape in Britain and Hong Kong is assessed by deploying an interdisciplinary framework that addresses nation, citizenship, borders, and governmentality in a unique way. The study of the cases, in return, demonstrates how this framework can be applied to analysing education policies and assessing the rationalities and effects of these policies.

Ten slotte is bevindinge en 'n gevolgtrekking rakende Christelik-nasionale onderwys in Suid-Afrika verwoord. Enkele aanbevelings vir die voortbestaan van Christelik-nasionale onderwys is ook gemaak. / In this study, the genesis and course of Christian National Education, as historic cultivated educational ideal of the Afrikander, are examined and assessed in order to be able to predict its future in times to come. First of all, the relation between view of life and education is indicated, with special reference to the genesis and nature of the Christian National view of life and doctrine of education. In the historical survey the course and position of Christian National Education from 1652 to 1997 are indicated. Attention is focused on the following educational aspects: aim of education, governance of education, content of education (with special reference to religious instruction) and medium of instruction. Intercultural understanding in global education communities : tracing intercultural education in a pre-service teacher training program at the University of Stellenbosch

Along side of this herald are demonstrations of active mobilizations on the part of institutions of higher learning to "internationalize" their policies and programs to help to produce global citizens that effectively interact in international settings. As South Africa experiences changing scenes in educational reform government officials, practitioners, and educators face a number of challenges. Particularly, those related to cultural interactions when engaging in activities across the diaspora of school environments. Often these challenges serve as impediments to open communication, understanding and sensitivity amongst diverse cultural groups. As these impediments are faced in classrooms teachers increasingly find themselves at a deficit to adequately host learning environments conducive to its participants. Institutions of higher learning have a responsibility to provide the kind of intercultural dialog that entrenches policies and program curricula that speak to the needs of diverse communities, in particular those preparing future teachers. The research introduces the concept of global education communities to contribute towards shaping the kind of institutions that provide opportunities for students to practice, and become skilled in intercultural understanding. The research also raises serious discussion through the proposal of the elements of intercultural education towards contributive measures to address intercultural education, communication, and training. A case study of a four year pre-service general education training program (BEd GET) at the University Stellenbosch was conducted to trace and examine the presence of intercultural education. Data was collected by means of triangulated document analysis, interviews, and questionnaires. The research looked to a metaphoric analogy using Appreciative Inquiry, power with, and elements of intercultural education. The data was analyzed using qualitative strategies including classification and category construction, with imaginative variation and heuristic inquiry. The findings revealed that themes from intercultural education found expression or appearance in some aspects of the program outcomes, various module offerings, and teacher practice and approaches of the BEd GET curriculum. While the research also revealed that intercultural education does not appear to be a wholly attended pedagogy and practice in the GET program, the findings and interpretations revealed that intercultural education has numerous opportunities for expression and appearance to lay foundations for intercultural practice in theory. Another dimension of the research also revealed that students and lecturers collectively were not familiar with the concept of intercultural education, nor could a distinction between multicultural, and intercultural education be made. Furthermore, students' understandings and feelings reveal some resistance to themes in cultural diversity. The findings seem to reveal a need to incorporate strategies that raise intercultural consciousness. In view of the University of Stellenbosch's plan to internationalize, the findings present critical implications and recommendations toward incorporating intercultural pedagogy and practice into the methodological framework of the BEd General Education program. It finally poses future program and module development with respects to intercultural education and practice through the suggested use of the Hammer and Bennett's (1998, 2002) Intercultural Development Inventory (IDI). / AFRIKAANSE OPSOMMING: Die wereld word teen 'n versnelde tempo gekonfronteer met die noodsaaklikheid om nasionale onderwysbeleid wat menseregte, veral billikheid en regverdigheid, op die voorgrond stel. Saam met hierdie oproep is daar aanduidings van die mobilisering van institusies van hoer opvoeding om hu1le beleid en programme te "internasionaliseer" om burgers te vorm wat effektief met 'n globale wereld kan omgaan. Soos wat Suid-Afiika veranderende situasies ervaar in onderwyshervorming, word amptenare, praktisyns, opvoeders en ander betrokke in onderwysgemeenskappe gekonfronteer met 'n verskeidenheid uitdagings. Veral die verbonde aan kulturele interaksies betrokke by 'n diaspora van skoolomgewings. Die uitdagings dien dikwels as hindernisse vir oop kommunikasie, begrip en sensitiwiteit tussen verskillende kulturele groepe. In besonder wanneer hierdie hindernisse in klaskamers aangedurf word deur onderwysers wat meesal self 'n tekort aan voldoende leerervaring het om leeromgewings in belang van die deelnemers te fasiliteer. Die bevindings toon dat temas van interkulturele onderwys uitdrukking vind of verskyn in aspekte van die programuitkomste, verskillende module aanbiedings, en onderwys praktyke en benaderings van die BEd Algemeen kurrikulum. Terwyl ook bevind is dat interkulturele onderwys nie werklik in die pedagogie en praktyk van die program figureer nie, toon die interpretasie talle geleenthede om interkulturele praktyk te vestig en tot uitdrukking te bring. In die lig van die Universiteit van Stellenbosch se planne om te internasionaliseer, hou die bevindinge kritiese implikasies en aanbevelings in vir die inkorporasie van interkulturele pedagogie en praktyk in die metodologiese raamwerk van die BEd Algemeen-program. L'école algérienne à l’épreuve de la violence : contribution à une compréhension du phénomène au sein de collèges constantinois / The algerian school in the event of the violence : contribution to an understanding of the phenomenon within middle schools (college) constantine region

Aujourd’hui, la violence scolaire est souvent évoquée et invoquée. Elle retient l'attention de la communauté éducative et constitue une préoccupation majeure pour les politiques. Tout d'abord, parce qu’elle revêt divers aspects, quantitatifs et qualitatifs. Ensuite, parce qu'il existe une forte demande sociale et institutionnelle envers la cessation de cette violence sous toutes ses formes. En Algérie, ce phénomène n’est certes pas nouveau mais il a commencé à prendre de l’ampleur quelques années après le déclenchement d’une violence politique et criminelle sanglante (le terrorisme). Comment, et sous quelles formes, un tel phénomène se produit-il au sein de l’école algérienne ? Afin d’éclairer non seulement ses modalités, mais aussi ses enjeux et sa structure, nous nous sommes intéressé à la manière dont les différents acteurs de la communauté éducative se représentent la violence ainsi que sa genèse et son développement en prenant l’exemple de collèges constantinois. Cette recherche nous a permis, à travers une enquête par questionnaires et par entretiens menée auprès d’un échantillon de 545 personnes, dont 388 élèves et 157 adultes, de mieux comprendre le processus complexe de cette spirale et de mettre en exergue les perceptions de ces acteurs, eu égard à leurs logiques d’action. Les résultats ont mis en évidence le lien entre l’école et son environnement à la lumière d’une pluralité de variables telles que le contexte familial et urbain, le climat scolaire, la situation socio-économique, les groupes de pairs, les valeurs, les aspirations, l’usage de drogues. / Today, the school violence is often raised and invoked. It holds the attention of the educational community and is a major concern for the politics. First of all, because it covers various aspects, both quantitative and qualitative. Then, because there exists a strong social and institutional request toward the cessation of this violence in all its forms. In Algeria, this phenomenon is certainly not new, but it has begun to expand a few years after the outbreak of bloody political and criminal violence (the terrorism). How, and in which forms, such a phenomenon does it occur within the Algerian schools ? To clarify not only its modalities, but also its issues and its structure, we were interested in the way in which the various actors of the educational educative community represent violence as well as its genesis and its development by taking the example of middle schools (colleges) in the city of Constantine. This research has enabled us, through an investigation by questionnaires and interviews conducted with a sample of 545 people, among which 388 pupils and 157 adults, to better understand the complex process of this spiral and to put forward the perceptions of these actors, in view to their logics of action. The results highlighted the link between the school and its environment in the light of a plurality of variables such as the family and urban context, school climate, the socio-economic situation, peer groups, the values, aspirations, the use of drugs

Esta dissertação reflete sobre as possibilidades da escola no cumprimento das determinações da atual Lei de Diretrizes e Bases da Educação Nacional (LDB) nº 9394/96, que a reconhece como núcleo gestor responsável pelo seu próprio projeto político-pedagógico. Problematiza em que medida essa prática escolar tem influenciado os resultados obtidos pelas escolas públicas e viabilizado, localmente, a implementação das políticas educacionais desenvolvidas no âmbito dos sistemas de ensino. Caracteriza as concepções estruturantes sobre projeto político-pedagógico por meio de uma análise bibliográfica, discutindo o alcance que tais teorizações têm alcançado no cotidiano escolar. Apresenta os resultados de uma pesquisa, realizada junto a uma rede pública de ensino, apontando potenciais evidências da crise de sentido e de método que tal prática revela. Recupera ainda o processo histórico que marcou a tramitação da atual LDB, demonstrando que a referida crise deve ser entendida primeiro como crise congênita, herdada da própria lei que a concebeu. No contexto do sistema educacional, essa crise também é caracterizada ao reunir elementoschaves presentes no pensamento pedagógico contemporâneo, que exploram o conceito de sistema e a sua relação com a unidade escolar. Finaliza a pesquisa problematizando princípios fundamentais para se pensar o projeto políticopedagógico na perspectiva do movimento da educação cidadã, com vista à superação da crise de sentido e de método que essa prática escolar tem demonstrado. / This paper reflects on the possibilities of the school in compliance of the determinations of the current Law of Directives and Bases of National Education (LDB) nº 9394/96, which recognizes it as the core manager responsible for its own political and pedagogical project. It questions the extent to which this educational practice has influenced the results obtained by the public schools and facilitated, locally, the implementation of educational policies developed within the education systems. It characterizes the structural concepts of political and pedagogical project through a literature review, discussing the scope that these theories have reached in the school day. Presents the results of a survey, carried out with a public school system, pointing out potential evidences of the crisis of meaning and method that this practice reveals. Recovers even the historical process that marked the course of the current LDB, demonstrating that the crisis must be understood first as a crisis congenital, inherited from the law that has conceived it. In the context of the educational system, this crisis is also characterized by bringing together key elements present in contemporary pedagogical thinking, exploring the system concept and its relationship with the school unit.
