Since then competitiveness studies multiply in different literature areas as economy, management, sport and public administration to solve the survival problem and success of organizations involved in different sectors and contexts. This scenario projects into the daily actions and quality of life of different city residents and so is possible to observe the importance of sport to the physiological and social wellness of the individuals and cities, due the power to generate business opportunities in local, regional and international levels. Considering the governmental duty to guarantee necessary infrastructure and service for the cities competitiveness, and the importance of the local public administration and governance to do so, this work tries to identify how the competitiveness elements observed in the context of the new public governance approach in the local sport context may contribute for the sport activity in the municipality. With this goal in mind, an exploratory descriptive research of the competitiveness phenomenon will be held, by the use of a qualitative multiple case analysis involving different interest groups with sport activity in São Bernardo do Campo and São Caetano do Sul cities, located in São Paulo’s metropolitan area. This work aims to contribute to the local sport activities and to achieve elements for the development of the sport management in Brazil. / As mudanças ambientais exercem influência nas atividades de organizações diversas desde o advento da especialização do trabalho. Desde então os estudos da competitividade proliferam na literatura de diferentes áreas, como na economia, na administração, no esporte e na gestão pública para a solução do problema da sobrevivência e sucesso de organizações de áreas de atuação e contextos diversos. Essa situação estende-se ao cotidiano e à qualidade de vida de residentes das cidades, e nesse sentido, observa-se a importância do esporte para o bem estar físico e social do indivíduo e do cotidiano das cidades em geral, pelo seu poder de gerar oportunidades econômicas em nível local, regional e internacional. Considerando-se o papel do Estado em garantir a infraestrutura e a prestação de serviços necessária para a competitividade das cidades e a consequente importância das ações da gestão pública em municípios, este trabalho procura identificar como os elementos de competitividade concebidos nos contextos urbano e do New Public Governance no âmbito do esporte em nível local, podem contribuir para as ações realizadas nas atividades esportivas dos municípios. Para isso, foi realizada uma pesquisa exploratória e descritiva do fenômeno da competitividade, com a utilização de um método qualitativo de análise por meio de um estudo de casos comparativo entre os grupos de interesse com atividade no esporte nos municípios de São Bernardo do Campo e São Caetano do Sul, localizados na região metropolitana de São Paulo. Espera-se, com esse trabalho, contribuir para as ações realizadas na atividade do esporte em municípios, e a observação de elementos que possam contribuir para o desenvolvimento da gestão do esporte no Brasil.

Förvaltningen, styrningen och tilliten - En kvalitativ textanalys av Tillitsdelegationens huvudbetänkande

I juni 2016 fick Tillitsdelegationen i uppdrag av regeringen att undersöka en tillitsbaseradersättningsmodell för styrning av offentlig verksamhet i Sverige. Tillsättandet kom som enreaktion på den i nuläget dominerande styrningen som går under benämningen New publicmanagement, och som enligt kritiker inneburit flertalet oönskade effekter, där misstro motmedarbetares profession är en av dem. Denna uppsats jämför Tillitsdelegationens förslag tillstyrning med styrmodellerna Traditional public administration (PA), New public management(NPM) samt New public governance (NPG). Genom att systematisera och kategoriseraTillitsdelegationens huvudbetänkande syftar uppsatsen till att kunna belysa skillnader ochlikheter mellan modellerna samt att undersöka om delegationens förslag innebär en ny riktningför offentlig verksamhet. Resultatet visar att likheter går att finna med samtliga modeller menatt tillitsbaserad styrning innebär ett visst fokusskifte.

Det regionala spelet : Dynamiken mellan regional enighet och kommunal egenart

This essay maps and analyze the dynamic interaction between the regional and municipal levels. This is based on the case of Region Jönköpings län. The thesis is a qualitative document study that will focus on he municipalities and the region as unitary public actors and their public policy in the development area. The study material is public documents of the municipalities and the region that relates to municipl/regional development.  The essay is based on previous research dealing with New regionalism, Rescaling, Re-territorialization, the Competition state (konkurrensstaten) and New Public Governance. In addition, previous research also handles unity as a factor for regional development and local/regional conditions. Based on these, the study's theoretical approaches and frameworks have constructed and formed the basis of the interpretations for the study's issues.  The conclusions of the study are that the dynamics, attitudes and interactions between the region and its municipalities takes place in a complex system where ach actor's conditions, objectivies and ambitions determine how they view themselves, each other and the region as a whole. The conditions can include anything from the geographical situation, demographics, business composition and communications with the rest of the region. In addition, the municipalities' efforts to be competitive, attractive and distinctive can be linked to the societal developments of the past decades. It is about the impact explained by New regionalism, New Public Governance and the Competition state on the local/regional landscape within which the municipalities and the region reside, as well as creating a landscape where several actors, on several levels, share the same commitments, responsibilities and powers. Which gives us a complex game between regional unity and leadership, and a municipal effort to be singular.

Hur styrs ett stadsutvecklingsprojekt? : En idéanalys av styrningen av Varbergs kommuns Stadsutvecklingsprojekt

Denna studie handlar om styrningen av Stadsutvecklingsprojektet i Varbergs kommun. Studien syftar till att undersöka vilka styridéer som uttrycks i styrdokumenten för Stadsutvecklingsprojektet och om Varbergs kommun har följt post-NPM-trenderna i styrningen av projektet sett till vilka styridéer som uttrycks i styrdokumenten. Post-NPM-trenderna Tillitsbaserad styrning och ledning, New Public Governance och Public Value Management används tillsammans med New Public Management som idealtyper för att analysera styrdokumenten. Genom att undersöka detta får vi djupare kunskaper om hur förändringen och utvecklingen som skett av den offentliga styrningen senaste decennierna - genom att olika former av styrning har introducerats och trendat - har påverkat styrningen av en svensk kommun. Resultatet visar att styridéer från alla styrformer som nämns ovan uttrycks i styrdokumenten men att idéer från styrformerna inom post-NPM och speciellt Tillitsbaserad styrning och ledning är frekvent förekommande. Detta visar i sin tur på att Varbergs kommun har följt post-NPM-trenderna i styrningen av Stadsutvecklingsprojektet sett till vilka styridéer som uttrycks i styrdokumenten.

Magistro baigiamajame darbe atskleistos NVV pagrindinės atsiradimo priežastys, principai ir disfunkcijos, išaiškintas NVV evoliucijos į naująjį viešąjį valdymą procesas, nagrinėtos naujojo viešojo valdymo ypatybės bei pateiktos sėkmingo įgyvendinimo galimybės ir būtinos sąlygos. Šie procesai įtakoja valstybės viešosios politikos formavimą ir įgyvendinimą, visuomenės narių padėtį bei šalies ekonominę ir socialinę situaciją. Apžvelgti NVV atsiradimą sąlygoję veiksniai, išanalizuota NVV samprata, pagrindiniai principai ir įgyvendinimo trukdžiai. Nagrinėtas NVV evoliucijos į naująjį viešąjį valdymą procesas bei naujojo viešojo valdymo ištakos, specifika ir elementų visuma. Taip pat aptartos šių laikų naujojo viešojo valdymo ypatybės ir įgyvendinimo sunkumai bei pateiktos problemų sprendimų galimybės. NVV, vadybinių principų taikymas viešajame sektoriuje suponavo daug viešojo valdymo pokyčių, siekė viešojo valdymo procesų efektyvinimo ir teikiamų paslaugų kokybės gerinimo. Dėl įgyvendinimo priemonių parinkimo ir tinkamos aplinkos stokos, NVV sąlygojo daug disfunkcijų, kas įtakojo koncepcijos evoliucionavimo būtinybę. NVV evoliucionavo į naująjį viešąjį valdymą, kuris iškėlė efektyvumo ir demokratiškumo derinimo problemą, socialinės gerovės užtikrinimo svarbą. Viešojo valdymo modernizavimui reikalinga derinti įvairias teorines koncepcijas ir ieškoti tinkamiausių įgyvendinimo priemonių bei galimybių. / Master‘s work exposed the main causes of NPM, basic principles and dysfunctions, explained the evolution process from NPM to the new public governance, analyzed the new public management features, necessary conditions and posibility for successful implementation. These processes influence the public policy formation and implementation, public members‘ status and country‘s economic and social situation. There were reviewed factors of NPM‘s emergence, analyzed NPM concept, the basic principles and interference of implementation, considered the evolution process from NPM to the new public governance and the NPM origins, specificity and the set of elements. There were discussed about new public governance properties in these days and implementation problems as well as problems‘ solutions and capabilities. NPM, managerial principles aiming in the public sector, determined the range of public management changes, pursue the public management processes, improving the efficiency and quality of public services. Due to measures of implementation and the lack of appropriate environment, NPM influence some dysfunctions, which caused a necessity of conpet‘s evolution. NPM has evolved into the new public governance, which elevated the problem of efficiency and democracy coordination and importance of social welfare. To modernize public management there is necessary to combine different theoretical concepts and search for the most appropriate implementation‘s measures and opportunities.

The 'death of improvement' : an exploration of the legacy of performance and service improvement reform in English local authorities, 1997-2017

When Tony Blair's New Labour administration took control in 1997, it sought to establish a programme of organizational, performance, and democratic reform. Initially badged as the modernizing government programme, it was later developed in the Best Value regime for local government, which imposed a centrally-controlled performance regime on all local authorities. This was characterized by a managerialist regime of external inspections, league tables, and reliance on extensive performance management, overseen by the Audit Commission. One of the first acts of the 2010 Coalition government was to dismantle this regime, along with announcing the abolition of the Audit Commission. This research sought to examine the legacy of the 1997-2010 performance regime on six English local authority case studies, identified via a deviant case analysis. An examination of the literature developed a conceptual model of seven dimensions of reform, and the research used an exploratory approach to examine the legacy of the performance regimes through a range of qualitative interviews and focus groups. The inductive analysis of interview data found that financial austerity dominated the local government environment, and the impacts of these cuts were felt across the entire group of case studies. These savings requirements had effectively broken the expectation of continuous improvement explicit in the Best Value duty what we refer to here as the death of improvement . Authorities were reducing staffing, which resulted in the loss of expertise and skills. They were also scaling back many universal services through managed decline , and deregulation of performance regimes was stimulating divergent responses to performance management arrangements, as well as influencing the relationship between politicians and performance management, and central performance staff and departmental staff. There were challenges raised around the residual inspections, largely restricted to social care and education, and how these interacted with central performance team models. The discussion develops a three-part model of performance as a system of governance , which integrates three key areas of theoretical and empirical development: performance management frameworks, accountability, and value for money. This allows four main contributions to knowledge: The concept of public value for money , Further development of our understanding of multiple forms of accountability A new model of performance management zones that articulates different roles for performance management at points within the organization A categorisation of the main changes in reform paradigms It concludes that understanding the values underpinning public sector reforms through a range of interpretive lenses is essential to fully comprehending the impact of reforms at three levels: conceptualization, operationalization, and implementation. The legacy of Comprehensive Performance Assessment and Comprehensive Area Assessment can be seen in the increased capacity and capability of local authorities to engage with performance management, and data and evidence-driven policy making. Yet, these capabilities may not have prepared authorities sufficiently for the demands of significant budget cuts driven by the post-2010 political environment.

This diploma thesis explores the topic of politico-administrative relationships and professional literature. The first part of thesis is based on the theory of politico-administrative relationships using the models created by Aberbach, Rockman, and Putnam (1981) and focuses on the development of the relationships in time. The following part introduces the phenomenon of politicization and several important typologies that specify it and show the multilayer nature of this term - it uses the knowledge of the following authors: Peters (2013), Eichbaum and Shaw (2008) and Hustedt and Salomonsen (2014). In the next part, the thesis focuses on the Czech context of this issues, briefly summarizes Civil Service Act. And introduces its own qualitative research conducted on the sample of ministerial officials. The research reveals 4 essential issues which characterise the politico-administrative relationship and politicization in the Czech Republic. These issues are third parties in in politico-administrative relationship, the position of state secretary, issue of influenzability of personal structure of ministry and positive politicization. The diploma thesis aims to examine and compare public sector structures involved in managing the deals under the Public-Private Partnership (PPP)/Private Finance Initiative (PFI) in the UK and Spain as well as application of Public-Private-Citizen Collaboration (PC2) framework within the two systems in the era of post-New Public Management. The spread and use of knowledge and skills capacities and the overall ability of the national institutional models to protect the public interest in an effective and efficient way is assessed together with openness and transparency of PPP programmes using the Web 2.0 tools able to reach and engage citizens in the process of implementing the policy and procurement of individual schemes. Special attention is paid to the ways in which the private sector entities on the one side and citizens on the other can approach the public authorities and influence the shape and features of the partnership and its results. Syftet med uppsatsen är att undersöka individ- och familjeomsorgens (IFO) enhetschefers upplevelser av tillit, styrning och ledning för att sedan jämföra detta med Tillitsdelegationens (SOU 2019:43) förslag till förändring inom den offentliga sektorn. För att öka kunskapen om ämnet kommer frågor kring deras allmänna uppfattning om tillit, styrning och ledning att redovisas och analyseras gentemot de sju principerna från SOU 2019:43. Skillnaderna samt likheterna i dagens upplevda styrning och ledning har analyserat med organisationsteoretiska teorier för att belysa politiken, ledningen samt andra aktörers inflytande på IFO:s verksamhetsområden. Semistrukturerade intervjuer har använts för att djupare kunna få fram de upplevelser som respondenterna skildrar samt för att belysa det som de själva anser vara väsentligt. Resultatet visar att enhetschefernas organisationer har ett tydligt medborgarfokus, helhetssyn, handlingsutrymme, stödfunktioner, kunskap samt en strävan efter öppenhet. Begreppen finns inom de undersökta organisationerna, men den tidigare forskningen förespråkar att det kan utvecklas ytterligare. Uppsatsen har analyserat den tidigare forskningen från flera nordiska länder som har gått eller går igenom en tillitsreform. Materialet har analyseras tillsammans med de organisationsteoretiska aspekterna som påverkar organisationerna samt den mimik som finns i efterliknandet av andra nordiska länders utveckling. Resultatet, analysen och slutsatsen har visat att enhetschefernas upplevelser av tillit, styrning och ledning på många plan liknar den förändring som Tillitsdelegationen avser att implementera. Även om vissa likheter finns, så är de inte uttalade på samma sätt som Tillitsdelegationen har framfört och beroende på vilken enhetschef det är så finns det olika grader av upplevd tillit, både uppifrån och ner. Det har även visats att om tilliten präglar deras vardagliga arbete så är det inte alla medarbetare som är intresserade av att ha det handlingsutrymmet som tilliten för med sig. Det finns en ambivalent upplevelse tillit, styrning och ledning samt hur utveckling kan ske inom respektive organisation. En av slutsatserna som författaren kommit fram till är att en förändring, liknande tillitsbaserad styrning och ledning, inte bör påverka de undersökta organisationerna markant.
