Reconsidering The Role Of Civil Initiatives In The Disaster Management System Of TurkeyTurhan, Ayca 01 April 2005 (has links) (PDF)
The 1999 earthquakes revealed serious gaps in the Turkish disaster management system. The lack of coordination and cooperation between governmental and non-governmental organizations, limits in the legal framework and the lack of policies and plans about disaster preparedness and mitigation are basic. It is highly relevant therefore to expose these deficiencies and find which changes are necessary for capacity building in civil initiatives and which policies can be put into practice to form a strong and a sustainable organizational structure between governmental organizations and civil initiatives. This required reconsidering the events of 1999 Marmara earthquakes and civil initiatives&rsquo / activities. The analyses have been made among civil initiatives to expose their objectives, their response to earthquakes and future plans. Futher, this required discussion of the current state of disaster management system and legal structure.
Findings are that a number of creative activities of civil initiatives can be observed after the Marmara earthquakes. However, the existing level of collaboration with governmental organizations is inadequate, considering the magnitude of disasters taking place in Turkey and the degree of the people&rsquo / s vulnerability. Efforts such as new draft of law of Turgey Emergency Management General Directorate (TEMGD) seem to provide means to meet the requirements. This draft law could provide the tools to accommodate civil initiatives
The law could be revised so as to maintain a legal basis for civil initiatives&rsquo / activities as part of disaster management system indicating that governmental organizations should work together in coordination with civil initiatives. Secondly, to encourage voluntary activities, a number of provisions should be available such as life insurance against accidents for the accredited volunteers. Thirdly, TEGMD should also act to find partners for supporting civil initiatives in their financial, personnel training and management needs. With increasing conviction in the need for participatory approaches and people-oriented developments, civil initiatives are committed to face challenges in mitigating and preparing for the variety of disasters facing Turkey.

O objetivo do presente trabalho é analisar uma proposta de prática sócio-educativa de uma ONG chamada Fundação EPROCAD, buscando verificar as potencialidades e limites de suas estratégias socializadoras para a constituição das formas de ser, pensar e agir de jovens das camadas populares enquanto cidadãos. Neste sentido procurou-se: 1) constatar que tipo de disposições de habitus políticos a maioria dos jovens pesquisados possuía, classificando-os a partir das categorias cidadão passivo; sujeito à intervenção e sanção de uma ordem político-jurídica que lhe atribui deveres e direitos, mas que não são exercidos, nem questionados, e/ou cidadão ativo; que incorpora em suas disposições a vontade de participação nas esferas públicas de poder, reivindicando direitos e inserindo-se nas relações sociais transformando-as; 2) analisar a ONG a partir de sua história, missão, ações, objetivos, relações institucionais etc, procurando desvendar sua proposta em termos de socialização política dos jovens; 3) examinar a prática educativa desta instituição a partir do conteúdo abordado, das estratégias/ metodologias utilizadas, dos sujeitos envolvidos e do tipo de relação estabelecida entre eles, buscando comparar esta prática com o discurso da organização; e, por fim, 4) comparar o tipo de disposições de habitus políticos dos jovens pesquisados com o tipo de cidadão que a instituição se propõe a formar, para entender a) as potencialidades e limites do poder de socialização política da ONG sobre os jovens e, finalmente, b) que tipo de cidadão ela contribui para formar efetivamente. A pesquisa de campo se deteve em torno de documentos institucionais, da observação de campo, de entrevistas e do desenvolvimento de uma atividade de dramatização com alguns jovens alunos da ONG. Foi possível verificar que a contribuição da ONG no processo socialização política dos jovens é marcada por uma série de contradições, contribuindo de forma tímida, mas efetiva, para que alguns jovens constituam-se como cidadãos que mesclam características ativas e passivas em suas formas de ser, pensar e agir politicamente no mundo. / The objective of the present work is to analyze a proposal of practical social-educative of a NGO called Foundation EPROCAD, being searched to verify the potentialities and limits of its socializadoras strategies for the constitution of the forms of being, thinking and to act of young of the popular class while citizens. In this direction it was looked: 1) to evidence that type of politicians disposals of habitus the majority of the searched young heaved, classifying them from the categories passive citizen; subject to the intervention and sanction of a politician-legal order that attributes to duties and rights to it, but that they are not exerted, nor questioned, and/or active citizen; that it incorporates in its disposals the will of participation in the public spheres of being able, demanding right and inserting themselves in the social relations transforming them; 2) to analyze the NGO from its history, mission, actions, objectives, institucional relations etc, looking for to unmask its proposal in terms of politics socialization of the young; 3) to examine the educative practical of this institution from the boarded content, the strategies and methodologies used, the involved citizens and the type of relation established between them, searching to compare this practical with the speech of the organization; e, finally, 4) to compare the type of politicians disposals of habitus of the young searched with the type of citizen who the institution if considers to form, to understand a) the potentialities and limits of the NGO power of politics socialization on the young and, finally, b) what type of citizen it contributes to form effectively. The field research if withheld around institucional documents, field observation, interviews and the development of an activity of dramatization with some young pupils of the NGO. It was possible to verify that the contribution of the NGO in the process of politics socialization of the young is marked by a series of contradictions, contributing of form shy, but effective, so that some young consists as citizens who mix active and passive characteristic in its forms of being, thinking and to act politically in the world.

The process of globalization over the past five decades has given impetus to drivensustainability and related thinking in business. It is also observed that there areunprecedented trends in corporate strategy towards sustainable thinking - the emergenceof sustainability as corporate strategy and the concern of business for ecology and society.This forces companies to rethink their standard business models and increase theirinterest in innovating products and services based on the challenges of global sustainabledevelopment. The pressure from external stakeholders, mainly non-governmentalorganizations (NGOs), as drivers of change may also contribute strongly to thisendeavour. This substantial change pressure clearly reflects companies’ recognition of themounting pressures for social responsibility and governance. The overall aim of this thesisis to describe and understand how social responsibility and value-creation of customers’influence the overall service quality of companies in developing a sustainable servicebusiness. The theoretical and conceptual frame of reference finds its stimulation from the researchin sustainable development – corporate social responsibility, service research and qualitymanagement. In this way it attempts to bridge the gap between business and socialresponsibility. Theoretically and conceptually, the thesis amalgamates sustainabilitythinking and the service logic. Here, value creation and co-creation of Service DominantLogic (S-D logic) approach expands to integrate the values based approach of CorporateSocial Responsibility (CSR) in management thinking and have created the prevailingbusiness practices and service quality (SQ) improvement. This thesis is a compilation offive different papers that follow an interpretative case study approach. The empiricalstudy developed from the cases of multinational companies, small and mediumenterprises, smallholders and NGOs. In this thesis, ‘Sustainable Service Dominant Logic’ (SSDL) was labelled to argue thatvalue-based co-creation of the S-D logic framework can be used to create values-basedservices for sustainable business by examining the link between CSR and S-D logic basedon value, values and service quality for sustainable business. This is this thesis’scontribution to the ongoing discussion of the paradigm shift in service research. Theframework is of the integration of CSR thinking into service business to create sustainablebusiness thinking. This signifies the new thinking of incorporating different managementsystems in creating the organizational change process, sustainability and finally SQimprovement. This counters the critique against S-D logic by expanding the societal andethical dimensions by using CSR, and showing real business cases. This depends on theintegration of different change pressures for value creation, whether related to economicand social resource integration. This involves the shift of the focus of managerial controlfrom a preoccupation with financial issues to a wider awareness of CSR thinking. Theseissues are also explored by demonstrating, based on cases, how the adoption of thisperspective can also enable the Base of the Pyramid (BoP) framework to become animportant aspect of value creation. Finally, the paradigm shift can be generalized to newthinking in S-D logic and the social responsibility of businesses as the major phenomenonof the changing and globalizing business environment; time for the CSR framework to permeate S-D logic.

Avec l’émergence des ONG dans nos économies globalisées, les grandes entreprises développent divers types de partenariats ONG-entreprise (POE). Les chercheurs s’interrogent sur leurs enjeux stratégiques. Dans notre thèse, nous étudions la contribution spécifique des POE à l’évolution du business model (BM) de la grande entreprise.Une étude de cas longitudinale processuelle chez Suez-Environnement met en lumière trois grands apports des POE : les POE, selon leur type, influencent la stratégie de l’entreprise par leur concours à la segmentation des activités ; ils contribuent à la conception et au déploiement des BM issus de la nouvelle segmentation ; et ils jouent un rôle moteur dans l’évolution du portefeuille de BM de l’entreprise.À partir de ces résultats, nous proposons : une conception élargie de la finalité du BM intégrant la performance sociétale ; une représentation enrichie du concept de BM, baptisée modèle RCOV-EPs, articulant quatre dimensions en interactions ; et le concept de métabusiness model que nous définissons comme : une métalogique de création de valeur socioéconomique émergeant de relations inter-BM. / With the emergence of the NGOs in our globalized economies, large companies developdiverse types of corporate-NGO partnerships (CNPs). Some researchers raised interrogations on their strategic issues. In our thesis, we study the CNPs specific contribution to the evolution of large companies’ business model (BM).Drawing on a longitudinal processual case study at Suez-Environnement, we highlight three main contributions of CNPs: first, some types of CNPs influence company’s strategy by taking part in the activities’ segmentation; second, they contribute to design and to implement the BMs resulting from the new segmentation; third, they play a driving role in the company’s BMs portfolio evolution.From these results, we suggest: an extended approach of BM’s purpose including societalperformance; an enhanced representation of the BM concept, called RCOV-PsE model,structuring four interacting components; and the meta business-model concept that we define as: a socio-economic value creation logic appearing from inter-BM relations.

Previous issue date: 2006-02-20T00:00:00Z / This dissertation examines private nonprofit organizations operating in the public sphere and their accountability relationships with the State and with other societal actors, with the purpose of evaluating the regulatory needs and possibilities for the accountability of such organizations in Brazil. Drawing on international academic and normative parameters, the research seeks to assess to what degree Brazilian regulation of private nonprofit organizations operating in the public sphere ensures ― and what is needed for it to ensure ― the accountability of such organizations before the State and society, indicating the main merits and shortcomings of the corresponding regulatory apparatus and presenting possibilities for its improvement. This analysis highlights that while such organizations have numerous duties of demonstrating their anagerial and financial rectitude and the activities they carry out, they have very little obligation to validate that any intended results have been achieved. Furthermore, one realizes that the State has ample power to monitor such organizations and apply sanctions thereto, but society as a whole has considerably less opportunities to demand their accountability. This reveals the importance of such organizations broadening their duties of transparency and of ensuring the prevalence of public interest, so as to ensure to any citizen the prerogative of monitoring private nonprofit organizations operating in the public sphere. / Esta dissertação examina as organizações do espaço público não-estatal e suas relações de accountability com o Estado e com outros atores da sociedade, com o propósito de avaliar as necessidades e possibilidades de regulação para a responsabilização de tais organizações no Brasil. A partir de parâmetros normativos e acadêmicos internacionais, a pesquisa busca apreciar em que medida a regulação brasileira das organizações do espaço público não-estatal assegura ― e o que é necessário para que assegure ― a accountability destas organizações perante o Estado e a sociedade, indicando os principais méritos e falhas do correspondente aparato regulatório e apresentando possibilidades para seu aprimoramento. Esta análise salienta que apesar de tais organizações terem numerosos deveres de demonstrar sua probidade administrativa e financeira e as atividades executadas, são pouquíssimas as obrigações de comprovar o cumprimento dos resultados pretendidos. Além disso, depreende-se que o Estado detém amplos poderes para fiscalizar tais organizações e aplicar-lhes sanções, mas a sociedade como um todo tem consideravelmente menos oportunidades de demandar sua accountability. Isto evidencia a importância de tais organizações ampliarem seus deveres de transparência e de assegurar a prevalência do interesse público, de modo a garantir a qualquer cidadão a prerrogativa de fiscalizar as organizações do espaço público não-estatal.

Non-governmental non-profit organisations (NGOs) constitute an important actor and partner in implementing gender equality and formulating gender-related public policies. Their functioning and thematic portfolios are for the most part influenced by existing possibilities for funding, which have been significantly transformed by the Czech Republic joining the European Union. This research project aims to determine how EU frameworks established in the area of gender-related policies and financial resources derived from them have been influencing the thematic portfolios of gender- focused NGOs in the Czech Republic. It is divided into two sections. First, it discusses the theoretical basis of the research, introducing the problematics, identifying main gender-focused themes and embedding them within the EU agenda while defining aspects of their practical implementation through mechanisms of the structural politics of the EU. Further, the research paper concentrates on describing the means through which gender-related topics have been treated on the national level, how they are being defined and how the EU setting is being translated into the national context through the offered funding opportunities.
