Possible legal instrument that affronts to the Constitution must be removed from the legal system. The infra-constitutional legislation should only be applied if it passes through the filter of the Constitution. The Judicial Law Review can only have a normative instrument object edited under the aegis of the Constitution parameter to control. So for pre-constitutional rules are the theories of reception and revocation, which are used to solve the problem of the law that deals with the judgment assurance requirement to oppose a legal resource for tax foreclosure, since Law No. 6830 / 80 was issued under the aegis of the Federal Constitution repealed by the present Constitutional Book. The new constitutional order as a fundamental right guaranteed broad access to justice, that is, unrestricted, so to require the deposit of certain amount of money to discuss tax enforcement is manifestly against the Constitution because it constitutes obstacle to free access to the judiciary. Including even at the administrative level does not admit anymore the deposit as a condition of admissibility of appeals. / No Estado Democr??tico de Direito as normas devem estar em conson??ncia com a Constitui????o Federal, j?? que at?? mesmo o legislador a ela deve obedi??ncia. Eventual instrumento normativo que afronta a Constitui????o Federal deve ser afastado do ordenamento jur??dico. A legisla????o infraconstitucional somente deve ser aplicada se passar pelo filtro da Constitui????o. O controle de constitucionalidade somente pode ter por objeto instrumento normativo editado sob a ??gide da Constitui????o par??metro para o controle. Ent??o, para as normas pr??-constitucionais existem as teorias da recep????o e revoga????o, as quais s??o utilizadas para resolver o problema da norma que trata da exig??ncia de garantia do ju??zo para opor embargos ?? execu????o fiscal, uma vez que a Lei n.?? 6830/80 foi editada sob a ??gide de Constitui????o Federal revogada pela atual Carta Constitucional. A nova ordem constitucional garantiu como direito fundamental o amplo acesso ao judici??rio, ou seja, irrestrito, de modo que exigir da parte o dep??sito de determinado valor para discutir a execu????o fiscal ?? manifestamente contra a Constitui????o por constituir ??bice ao livre acesso ao judici??rio. Inclusive at?? mesmo na esfera administrativa n??o se admite mais o dep??sito como condi????o de admissibilidade dos recursos.

The authors examine the approach to legislation to tax incentives directed to fishing, from the understanding of the fish potential in the region due to the large volume sold and their allocation to the international market, Leticia - Colombia. In the belief of being the education the way for positive changes, especially in the regional study scenario, students of the Federal Institute of Education, Science and Amazon Technology - IFAM Campus Tabatinga were invited to voluntarily participate in the study, through the Pedagogical Workshop methodology collaborating with the teaching-learning process. observation techniques of data collection, questionnaires and interviews were applied. Results of psychometric scale (Likert) indicate satisfactory learning of the participants, students who did not know or had not discussed topic of knowledge initially showed overall average of 3.79, however after studies began to overall average of 4.64 points. Participants indicate, in their view, the importance of prepare for this market segment studying the Free Trade Area and related matters, in order to be able to exploit legal incentives for the benefit of the region. Fishermen with years of experience in their professional practice were interviewed and demonstrated the meaninglessness that the Free Trade Area of Tabatinga Trade carries in his profession, despite the legal provision to encourage the segment, clearly demonstrating the need for technical professionals with specific knowledge of the subject. We propose that the study of the Free Trade Area of the Campus Tabatinga is real potential to develop professional future technicians able to exploit incentives legislation and local potential in order to achieve the purpose of promoting the development of the western end of the state of Amazonas. / Esta pesquisa abordou a legisla??o existente em torno da ?rea de Livre Com?rcio do munic?pio de Tabatinga - (ALCT) que est? localizado no extremo oeste do Estado do Amazonas, ?rea de tr?plice fronteira Brasil, Col?mbia e Peru, investigando sua import?ncia na forma??o T?cnica do aluno em Administra??o considerando a finalidade da ALCT de promover o desenvolvimento do extremo oeste do estado do Amazonas. O estudo delimitou a abordagem da legisla??o ao incentivo fiscal direcionado ? pesca, a partir do entendimento da potencialidade do peixe na regi?o devido ao grande volume comercializado e sua destina??o ao mercado internacional, Let?cia - Col?mbia. Na cren?a de ser a educa??o o caminho para as mudan?as positivas, principalmente no cen?rio regional do estudo, discentes do Instituto Federal de Educa??o, Ci?ncia e Tecnologia do Amazonas ? IFAM Campus Tabatinga foram convidados a participarem voluntariamente da pesquisa, atrav?s da metodologia de Oficina Pedag?gica, colaborando com o processo de ensino-aprendizagem. Resultados da escala psicom?trica (Likert) apontam aprendizagem satisfat?ria dos participantes, alunos que n?o conheciam ou tinham pouco conhecimento do tema abordado inicialmente apresentaram m?dia geral de 3,79, entretanto ap?s estudos passaram para m?dia geral de 4,64 pontos. Os participantes indicam, na vis?o deles, a import?ncia de se preparem para este segmento do mercado estudando a ?rea de Livre Com?rcio e assuntos correlatos, a fim de estarem aptos a explorarem os incentivos legais em benef?cio da regi?o. Pescadores com anos de experi?ncia em sua pr?tica profissional foram entrevistados e demostraram a insignific?ncia que a ?rea de Livre Com?rcio de Tabatinga exerce em sua profiss?o, apesar da previs?o legal de incentivo ao segmento, demonstrando claramente a necessidade de profissionais t?cnicos com conhecimentos espec?ficos do assunto. The participative management is guaranteed through the law of SNUC and the decree 4.340/2002 that possesses a chapter exclusively about Conservation Units Council. The objective of this work was to analyze the participative management in conservation Units from one case study, the one of Petr?polis EPA. The present work is organize in three chapters the first treated the mobilization process for the creation of the Petropolis EPA council. In this chapter the period was analyzed from the beginning of the mobilization for construction of the governance, making for the creation of the council in 1997 to the council officialization in 2000. Chapter II treat of the participation and the representativity of this council. In this chapter three analysis were accomplished, the first considered the criterion-stablished by the law 9.985/2000 and of the decree 4.340/2002, the second analysis was made by categories of stablishe analysis for this work that were: numbers of meetings for year; number of participants at the meetings; composition of the Council; number of institutions evvolution; relation between the number of institutions and the population; relation between number of institutions and the municipal sistrict areas belonging to the Unit; institutions not beloning to theCouncil that attend the meetings and closing this chapter, the third analysis was centered in stablished criteria by other tree authors in 2003. The criteria adopted by these author were based on the beginnings of a governance good list of the United Nations Program for the Development (PNUD). In the chapter III were analyzed the implemented actions in the Council ambit, as well as the projects and the way as happens the communication between the Councilo and the populatikon. With this Petropolis EPA Council assisted to stablished criteria for SNUC, it presented good representativity, strong participation of the civil society, however needing incentive to the frequency of institution. The Petropolis EPA Council assisted the criteria of governance good, presenting a good communication with the population. / Unidade de Conserva??o s?o ?reas com limites definidos cuja fun??o ? a conserva??o da biodiversidade. A gest?o participativa nestas ?reas ? garantida atrav?s da Lei do SNUC e do decreto 4.340/2002 que possui um cap?tulo exclusivamente sobre Conselhos de Unidades de Conserva??o. O objetivo deste trabalho foi analisar a gest?o participativa em Unidades de conserva??o a partir de um estudo de caso, o da APA Petr?polis. SCDP as an important regulatory system to enable the expansion of extracurricular activities of Col?gio Agr?cola Dom Agostinho Ikas - CODAI/UFRPE, due to its location in the urban area, and in order to meet the curriculum requirements of the technical course in Agriculture, managing the accommodation and travel tickets offered to support the teachers in their practical lessons, field classes and technical visits. We aim to analyze the functionality of SCDP, barriers and potentials in CODAI. We chose a qualitative approach, to be appropriate to the study in question. As a data collection technique, we applied semi-structured interviews with 06 (six) teachers who use the system regularly, and then we did the content analysis. The results confirmed the need and importance of using SCDP, as a support system for the technical and technological professional education environment of CODAI / UFRPE. / Nesta pesquisa procuramos destacar o uso do Sistema de Concess?o de Di?rias e Passagens ? SCDP, como um sistema normativo importante para possibilitar a expans?o das atividades extraclasse do Col?gio Agr?cola Dom Agostinho Ikas - CODAI/UFRPE, devido a sua localiza??o na ?rea urbana, e para atender ?s exig?ncias curricular do Curso T?cnico em Agropecu?ria, na concess?o de di?rias e passagens para os docentes realizarem suas aulas pr?ticas, aulas de campo e visitas t?cnicas. Temos como objetivo, analisar a funcionalidade do SCDP, seus entraves e possibilidades no CODAI. Elegemos uma abordagem qualitativa, por estar apropriada ao estudo em quest?o, utilizamos como t?cnica de coleta de dados, a aplica??o de uma entrevista semiestruturada, com 06 (seis) docentes que utilizam o sistema com regularidade, e em seguida, fizemos a an?lise de conte?do. Os resultados comprovaram a necessidade e import?ncia do uso do SCDP que funciona como suporte para melhorias no ambiente da educa??o profissional t?cnica e tecnol?gica do CODAI/UFRPE, atendendo as suas popula??es.

The problem that guided the reflexion and the analysis of the presented topic involves constant worries and reflexions about the process of evaluation of the educational learning, emphasising the learning assessment in higher education: Teaching as an including or excluding practice?. Several discussions were sparked involving the evaluation of the teaching and learning process over the years, both in the educational field and in the Physical Education area as well. This process has undergone several changes due to the structural changes in society, the changes in human behavior, the scientific and technological progress, among other factors. In order to have a more significant assessment form, new meanings were being incorporated to this process, trying , this way to eradicate the traditional evaluation method used before. The methodology assumes a qualitative research.The method used for data collection was a semi-structured questionnaire composed of ten questions, both opened and closed.Data analysis was performed using the content analysis method proposed by Bardin (2011). Nineteen learners of the referred course contributed to this research. The obtained and analyzed data indicate that, for this group of students, the evaluation of learning is an important element of the teaching process and if it is held in a fair and inclusive way, it can contribute to the learning process. Hence, it is concluded that the discussions that involve the theme of this research has been contributing to some teachers to incorporate new concepts and perspectives about assessment, but this does not reflect significant changes in the accomplishment of the evaluative practices, since much of it still reproduces non-inclusive and classificatory assessment forms. / Essa pesquisa se prop?s investigar as pr?ticas avaliativas do processo de ensino-aprendizagem no curso de Licenciatura em Educa??o F?sica da UFRRJ. O problema que norteou a reflex?o e a an?lise da tem?tica apresentada envolve as constantes inquieta??es e reflex?es acerca do processo de avalia??o da aprendizagem educacional, com ?nfase na avalia??o da aprendizagem no ensino superior: a doc?ncia como pr?tica de Inclus?o ou Exclus?o?. No decorrer dos anos foram deflagradas diversas discuss?es envolvendo o processo de avalia??o do ensino aprendizagem, tanto no campo educacional, como na ?rea da Educa??o F?sica. Este processo sofreu diversas modifica??es em decorr?ncia das transforma??es estruturais na sociedade, das mudan?as no comportamento humano, dos avan?os cient?ficos e tecnol?gicos, entre outros fatores. Novos significados foram sendo incorporados a este processo, com o intuito de tornar a avalia??o mais significativa para a aprendizagem, tentando desta forma desenraizar-se daquele m?todo de avalia??o tradicional do qual este processo se originou. A metodologia parte de uma pesquisa qualitativa. O m?todo utilizado para a coleta de dados da foi um question?rio semiestruturado composto por dez perguntas, abertas e fechadas. A an?lise dos dados foi realizada com o m?todo de an?lise de conte?do proposto por Bardin (2011). Contribu?ram, como sujeitos da pesquisa, dezenove discentes do referido curso. Os dados obtidos e analisados apontam que, para esse grupo de discentes, a avalia??o da aprendizagem ? um elemento important?ssimo do processo de ensino e que se realizada de forma justa e inclusiva pode contribuir para o processo de aprendizagem. Assim, conclui-se que as discuss?es que envolvem a tem?tica dessa pesquisa tem contribu?do para que parte dos docentes incorporem novos conceitos e perspectivas sobre a avalia??o, mas isso n?o reflete mudan?as expressivas na realiza??o das pr?ticas avaliativas, tendo em vista que grande parte ainda reproduz formas de avalia??o n?o-inclusivas e classificat?rias.

This research aims to identify, through the use of free evocations technical, social representations of the management of the Instituto Federal do Maranh?o ? Campi S?o Lu?s - Maracan? and Cod? about efficiency in the management of public schools of the Federal Network. The research was conducted among a universe of 73 (seventy-three) of these managers Campi. The theoretical framework on which this research was supported was Social Representation Theory, of Serge Moscovici, and its complementary approach, the Central Nucleus Theory, developed by Jean-Claude Abric. The free evocations were analyzed by the technique of frame construction of four houses, after using the software EVOC 2003 ?, which sued the combination of the frequency of recall of each word and its order of evocation. The results of this research show how the core elements of social representations of managers, the words: commitment, accountability, transparency and ethics. The word dedication represented the first periphery. The words training, commitment, planning, organization and quality formed the third quadrant, where are the contrasting elements of representation. And the words: agility, punctuality and respect formed the Periphery Second of the representation. Maracan? e Cod? acerca efici?ncia na gest?o da escola p?blica da Rede Federal. A pesquisa foi realizada junto a um universo de 73 (setenta e tr?s) gestores dos Campi. O referencial te?rico sobre o qual se apoiou esta pesquisa foi a Teoria das Representa??es Sociais, de Serge Moscovici, e a sua abordagem complementar, a Teoria do N?cleo Central, desenvolvida por Jean-Claude Abric. As evoca??es livres foram analisadas por meio da t?cnica de constru??o do quadro de quatro casas, ap?s o uso do software EVOC 2003?, que processou a combina??o entre a frequ?ncia de evoca??o de cada palavra e a sua ordem de evoca??o. Os resultados desta pesquisa apontaram como elementos centrais das representa??es sociais dos gestores, os termos: compromisso, responsabilidade, transpar?ncia e ?tica. A primeira periferia foi representada pela palavra dedica??o. As palavras capacita??o, comprometimento, organiza??o, planejamento e qualidade constitu?ram o terceiro quadrante, onde se localizam os elementos de contraste da representa??o. E as palavras agilidade, pontualidade e respeito formaram a Segunda Periferia da representa??o. Por meio desta pesquisa, foi poss?vel ainda identificar o perfil dos gestores e suas opini?es acerca de v?rios aspectos relacionados ? efici?ncia na gest?o de institui??es p?blicas de ensino.

The experiment was conducted in 2012 on the premises of SIPA (Integrated Agroecological Production System), located in Serop?dica, state of Rio de Janeiro. The cultivation of lettuce was developed in a randomized complete blocks design with four treatments randomized in six replicates, totalizing 24 plots. The treatments consisted of four different managements of irrigation, characterized by the use of automatic irrigation device in two unevenness of pressostate (0.90 m and 1.20 m), Irrigas? system and Class A pan. It were evaluated data of temperature and air humidity, soil moisture, irrigation depth, water use efficiency and crop productivity, beyond production variables - fresh and dry weight of shoot, head height and diameter, leaf area. The production variables studied were subjected to analysis of variance using the F test. Data analysis showed that there wasn?t significant difference between the production variables evaluated and the irrigation depth did not differ significantly between treatments; although differences have been observed in the frequency of irrigation among the treatments had no irrigation schedule pre-established, it is not possible to establish a fixed interval of days to describe them. The data water use efficiency in the treatment Class A pan, AAI90 (9kPa), Irrigas?, AAI120 (12kPa), (241,4; 217,9; 205,5; 267,1 kg ha-1 mm-1, respectively) as well as for crop yield (32,80; 28,86; 28,80; 35,45 ton ha-1), are close to the values commonly found in the literature for lettuce varieties from the same study group. Thus it is concluded based on direct responses obtained from crops, all management methodologies evaluated were effective for growing lettuce, although they showed marked differences regarding the operation, which could be a deciding factor in choosing the farmer by what methodology to use.? / O presente estudo teve como objetivo comparar diferentes t?cnicas de manejo da irriga??o na cultura da alface (Lactuca sativa L.) O experimento foi conduzido em 2012, nas instala??es do SIPA (Sistema Integrado de Produ??o Agroecol?gica), localizado no munic?pio de Serop?dica-RJ. O cultivo da alface foi desenvolvido em delineamento experimental de blocos ao acaso (DBC), com 4 tratamentos casualizados em 6 blocos, totalizando 24 parcelas experimentais. Os tratamentos constitu?ram-se por quatro diferentes manejos da irriga??o, caracterizados pelo uso de um acionador artesanal de baixo custo para irriga??o (AAI) em 2 tens?es distintas de ?gua no solo (9kPa e 12kPa), sistema Irrig?s? e tanque Classe A. Foram avaliados dados de temperatura e umidade do ar, umidade do solo, l?mina aplicada, efici?ncia no uso da ?gua e produtividade da cultura, al?m das vari?veis de produ??o: massa fresca e massa seca da parte a?rea, di?metro e altura da cabe?a, ?rea foliar de cada planta. As vari?veis de produ??o estudadas foram submetidas ? an?lise de vari?ncia utilizando o teste F. A an?lise dos dados demonstrou que n?o houve diferen?a significativa entre as vari?veis de produ??o avaliadas e, as l?minas aplicadas n?o diferiram de forma expressiva entre os tratamentos; muito embora tenha se observado diferen?as na frequ?ncia da irriga??o, entre os tratamentos que n?o tinham turno de rega pr?-estabelecido; n?o sendo poss?vel estabelecer um intervalo fixo de dias para descrev?-los. Os dados de efici?ncia no uso da ?gua nos tratamentos Tanque, AAI90 (9kPa), Irrig?s, AAI120 (12kPa); (241,4; 217,9; 205,5; 267,1 kg ha-1 mm-1, respectivamente) assim como, para produtividade da cultura (32,80; 28,86; 28,80; 35,45 ton ha-1), est?o pr?ximos ? valores comumente encontrados na literatura para variedades de alface do mesmo grupo em estudo. Dessa forma conclui-se com base nas respostas diretas obtidas dos cultivos, que todas as metodologias de manejo avaliadas foram eficientes para o cultivo de alface, embora tenham apresentado diferen?as marcantes quanto ? operacionalidade, o que poder? ser um fator decisivo no momento da escolha do agricultor por qual metodologia utilizar.

Regulation of Heparan Sulfate 6-<i>O</i>-Sulfation Patterns

<p>Heparan sulfates (HSs) are linear, negatively charged polysaccharides composed of alternating hexuronic acid (glucuronic acid or iduronic acid) and glucosamine residues that can be substituted to varying degrees with sulfate groups. HS, localized in the extracellular matrix and on the surface of most cells, interacts with a large number of proteins. The actions of HS largely depend on the amount and distribution of its sulfate groups, that provide binding sites for proteins. </p><p>This thesis focuses on the regulation of the structural diversity in HS, in particular the regulation of its 6-<i>O</i>-sulfation patterns that are generated by the combined action of 6-<i>O</i>-sulfotransferases (6OSTs) during biosynthesis, and 6-<i>O</i>-endosulfatases (Sulfs) after completed biosynthesis. In addition, a new model organism is introduced that offers good prospects for investigating the evolutional aspects of HS structural heterogeneity.</p><p>Our studies showed that the three mouse 6OSTs (6OST1-3) exhibit similar substrate specificities <i>in vitro</i>, with minor differences in target preferences. Overexpression of the 6OSTs in cells resulted in increased 6-<i>O</i>-sulfation of both <i>N</i>-sulfated and <i>N</i>-acetylated glucosamine residues. The changes were independent of enzyme isoform but positively correlated to the level of enzyme expressed.</p><p>Quail Sulf1 and Sulf2 enzymes were shown to be cell surface HS 6-<i>O-</i>endosulfatases with preference towards a subset of trisulfated disaccharides within HS chains. The Sulfs contain a “hydrophilic domain” that was shown to be essential for binding of HS, anchorage to the cell surface and endosulfatase activity. QSulf1 was also shown to promote Wnt-Frizzled signaling in cells. </p><p>An HS-like polysaccharide was isolated from the sea anemone <i>Nematostella vectensis</i> and characterized, and all the enzyme families involved in HS biosynthesis and modification in mammalian model systems were also identified. Our results suggest that <i>Nematostella</i> may be a useful tool for understanding the role of evolution in generating HS structural diversity.</p>
