Previous issue date: 2016-07-15 / This Doctoral Dissertation in Education is part of the research line Training, Policies and Practices in Education, of the Graduate Program in Education of the Pontifical Catholic University of Rio Grande do Sul (PPGEdu / PUCRS), and presents a study that investigated the pedagogical practices for the teaching of reading and writing developed in the literacy cycle, i.e. the first three years of elementary education in a public school that showed favorable results in a National Assessment that evaluates the level of learning and school flow of students - the IDEB. The research was conducted in a public school of the State Network that obtained, among public schools belonging to the municipality of Porto Alegre, a favorable assessment in the IDEB released in 2013. The choice of this school for the research was for its good reading and writing practices developed in the literacy cycle. The theoretical framework that guided the study was based primarily on authors such as Carvalho (2004), Fernandes (2008), Ferreiro (1993, 2001, 2012), Ferreiro and Teberosky (1999), Freire (2005, 2011), Morais (2012), Mortatti (2000), Russo (2012), Soares (2006, 2008) and Sol? (1998). Methodologically, a qualitative research was done; a case study was developed in the perspective of L?dke and Andr? (2013). The participants were three (3) female teachers, of three (3) classes, 1st, 2nd, and 3rd years of elementary school and the students of these teachers. The research instruments used for data collection were participant observation, developed over thirty-eight (38) lessons, distributed in the three groups investigated and recorded in the class diary; semi-structured interviews applied to three teachers who participated in the research, and documentary analysis of the Study Plans intended for the three groups. Data analysis was developed from the content analysis (BARDIN, 2011), and three categories of analysis were identified: a) reading and writing in the literacy cycle: from teaching the first letters to fluent text writing and reading; b) playfulness in the literacy cycle; c) learning beyond the school curriculum; being each category divided into subcategories. Through these analyses, based on the theoretical framework that supports this dissertation, on the research materials, and on the researcher?s inferences, it is clear that there is, in the investigated school, a well-structured literacy cycle regarding pedagogical practices of reading and writing; a favorable environment for the development of the lessons, as well as support of the school management in pedagogical processes. Another conclusion is that for the carrying out of significant pedagogical practices of reading and writing, it is important to have a pedagogical work that aims to favor the child?s completion of the first year being able to read and having an alphabetic writing. In the following years that complete the literacy cycle, the work that involves reading, writing and text production in a playful manner and with quality is expected to continue. / A presente Tese de Doutorado em Educa??o est? inserida na linha de pesquisa Forma??o, Pol?ticas e Pr?ticas em Educa??o, do Programa de P?s-Gradua??o em Educa??o da Pontif?cia Universidade Cat?lica do Rio Grande do Sul (PPGEdu/PUCRS) e apresenta um estudo que buscou investigar as pr?ticas pedag?gicas de leitura e escrita desenvolvidas no ciclo da alfabetiza??o, ou seja, nos tr?s primeiros anos do ensino fundamental, em uma escola p?blica que apresentou resultados favor?veis em uma Avalia??o Nacional que avalia o n?vel de aprendizagem e o fluxo escolar dos estudantes ? o IDEB. A pesquisa foi realizada em uma escola da Rede P?blica Estadual de ensino que obteve, entre as escolas p?blicas pertencentes ao munic?pio de Porto Alegre, uma avalia??o favor?vel no IDEB divulgado no ano de 2013. A escolha dessa escola para a realiza??o da pesquisa teve como crit?rio a op??o pela busca de boas pr?ticas de leitura e escrita desenvolvidas no ciclo da alfabetiza??o. O marco te?rico que orientou o estudo esteve baseado, principalmente, em autores como Carvalho (2008), Fernandes (2008), Ferreiro (1993, 2001, 2012), Ferreiro e Teberosky (1999), Freire (2005, 2011), Morais (2012), Mortatti (2000), Russo (2012), Soares (2006, 2008) e Sol? (1998). Em termos metodol?gicos, foi desenvolvida uma pesquisa qualitativa, do tipo estudo de caso, na perspectiva de L?dke e Andr? (2013). Os participantes da pesquisa foram tr?s (3) professoras, de tr?s (3) turmas, 1?, 2? e 3? anos do ensino fundamental e as respectivas turmas dessas professoras. Os instrumentos de pesquisa utilizados para a coleta de dados foram a observa??o participante, desenvolvida ao longo de trinta e oito (38) aulas, distribu?das entre as tr?s turmas investigadas e registradas em di?rio de aula; entrevistas semiestruturadas aplicadas ?s tr?s professoras que participaram da pesquisa e an?lise documental dos Planos de Estudo, destinados para as tr?s turmas. A an?lise dos dados foi desenvolvida a partir da An?lise de Conte?do (BARDIN, 2011) e identificou tr?s categorias de an?lise: a) leitura e escrita no ciclo da alfabetiza??o: do ensino das primeiras letras ? leitura e ? escrita fluente de textos; b) a ludicidade no ciclo da alfabetiza??o; c) aprendizagens que ultrapassam os conte?dos escolares, sendo que cada uma das categorias se dividiu em subcategorias. Atrav?s das an?lises realizadas, tendo como base o referencial te?rico que deu suporte para esta Tese, os materiais de pesquisa e as infer?ncias da pesquisadora, ? poss?vel constatar que h?, na escola investigada, um ciclo de alfabetiza??o bem estruturado quanto ?s pr?ticas pedag?gicas de leitura e escrita; um ambiente favor?vel para o desenvolvimento das aulas, bem como o apoio da gest?o escolar nos processos pedag?gicos. Conclui-se tamb?m que, para a realiza??o de pr?ticas pedag?gicas significativas de leitura e de escrita, faz-se importante um trabalho pedag?gico que tenha como objetivo trabalhar para que a crian?a tenha a possibilidade de concluir o primeiro ano lendo e com uma escrita alfab?tica. Aos anos seguintes que completam o ciclo da alfabetiza??o, espera-se a continuidade do trabalho que envolve a leitura, a escrita e a produ??o textual, de forma l?dica e com qualidade.

Previous issue date: 2004-06-28 / The Information Technology has been modifying the form that the companies operate, the way for the which they link with their customers and suppliers. The objective of this work was to analyze the strategies developed by the portals of Electronic Commerce in Brazil as for the use of search engines for the diffusion of the information and popularization. They were selected and analyzed the largest portals of Electronic Commerce of sale to the consumer in agreement with the ranking of the magazine Info Exame of May of 2003. The researched companies were selected and analyzed using an adaptation of the model of CZUCHRY (2002). it was made a quantitative study of cases in way to observe relevant characteristics for the success of companies of this type. The strategies used for each portal were analyzed in terms of products, services, payment conditions, association to mechanisms of searches and electronic shopping centers, delivery logistics and marketing actions and publicity. The action of each site of Electronic Commerce is linked to the objective of each company. Linked Sites to companies that act at the traditional market possess a form of acting different from sites that only act in the virtual world. These should be more efficient, because they cannot take advantage of of the coming savings of the existence of a structure logistics to assist the physical store. On the other hand, the existent stores only in the virtual world they possess the largest agility, exactly for they be not connected to a pr?-existent structure. The success in the electronic retail comes from the offer of quality products with a good price, associated the services rendered with high excellence level. To know to take advantage of the advantages of the Electronic Commerce is key so that one can obtain the largest volume of sales and possible profitability. It was possible to identify that, in general, the great portals of I Commerce Electronic they don't locate among the first ones put in the search mechanisms to the if he/she researches the products marketed by the largest Portals Brazilian B2C. Just some portals present a good collation in the mechanisms of search in solid and independent way of the researched product. These portals also present a good collation in the ranking of the magazine Info Exame, suggesting that a strategy of diffusion of information through search mechanisms can help to resulted best of those companies. On the other hand, the search mechanisms have been neglectful for a significant portion of the companies. The need exists of looking for insert strategies in these important tools of the net. The consumer can compare, through the internet, price and conditions, besides the characteristics of each product in a fast and efficient way. Portals that possess not a solid strategy of diffusion of information through search mechanism can lose sales in the measure in that the Internet and their tools become more and more popular. / A Tecnologia da Informa??o tem modificado a forma que as empresas operam e a maneira pela qual elas se relacionam com seus clientes e fornecedores. O objetivo deste trabalho foi analisar as estrat?gias dos portais de Com?rcio Eletr?nico no Brasil quanto ? utiliza??o de mecanismos de busca para a difus?o da informa??o e divulga??o. Foi feito um estudo quantitativo de casos observando caracter?sticas relevantes para o sucesso de empresas deste tipo. Identificou-se que, de um modo geral, os grandes portais de Comercio Eletr?nico n?o se situam entre os primeiros colocados nos mecanismos de busca ao se pesquisar os produtos comercializados pelos maiores Portais B2C brasileiros. Apenas alguns portais apresentam uma boa cola??o nos mecanismos de busca de forma consistente e independente do produto pesquisado. Foi poss?vel perceber tamb?m que, uma estrat?gia de difus?o de informa??o atrav?s de mecanismos de busca pode ajudar a melhores resultados. Existe a necessidade de buscar estrat?gias de inser??o nestas importantes ferramentas da rede. Portais que n?o possu?rem uma estrat?gia consistente de difus?o de informa??o atrav?s de mecanismo de busca poder?o perder vendas na medida em que a Internet e suas ferramentas se tornam cada vez mais populares.

This kind of methodology allows seeing how is the economical results that came from the each unit which is commercialize. This theme is very important to companies success as same authors says like Porter (1990:469) and Catelli (2001:344). They affirm that the economics result is the best way to identify how are destined to resell, aren?t object of a consensus in the literary middle, and because of this the national?s literature is very shortage in the practical level. Basically the difference between these methodologies that are found in this application of rates and applications, as usual then definition of the local dates. Some authors like Assef (2003) in his book Practice manual of the formation in the sales price (2003), takes in consideration the application tax to being then taxes that incidents in the present sales value, already the KPMG Peat Marwick Dreyfuss?, which is expose in the book Course of Manager Accountancy ,CRC-SP, (1993), takes in consideration the discount taxes. The methodology that are proposal in this work, made use of 3 rates to can put a price where takes in consideration the application tax when the company has excess resorts and pick up tax when the company requires some resorts. The third tax is utilized to analysis the comparative of the economic viable of the rate title. Other difference found between these methodologies is the consideration of the focal date to take the taxes to the present value, where they considerate are the day of the invoice. The oscillation of the results with the found literature in relation to the proposal methodology is to 20%. The principal purpose of this work is to show that purpose methodology is most correct than the others methodologies that are found in the commerce and literary market. Considering the practice need of the mathematics, like a rational speech, and the best method the proposal methodology is more precise and is the best to adapt with the commerce reality inside the methodologies that are researched. / O trabalho trata da precifica??o de mercadorias comercializadas por empresas cujo objeto real consiste na revenda destas mercadorias. A metodologia proposta permite verificar o resultado econ?mico de cada item comercializado. O tema precifica??o ? de suma import?ncia para o sucesso das empresas conforme os autores Porter (1990:469) e Catelli (2001:344). Os autores alegam que o resultado econ?mico ? o melhor indicador de efic?cia empresarial. Por?m, o c?lculo do resultado da venda e da precifica??o de mercadorias destinadas a revenda n?o ? objeto de consenso no meio liter?rio, sendo escassa a literatura nacional que dela trata no modo pr?tico. Basicamente a diferen?a entre as metodologias encontradas esta na aplica??o de taxas de juros e taxas de aplica??o bem como defini??o de datas focais. Outra diferen?a entre as metodologias encontradas ? a da considera??o da data focal para levar as taxas a valor presente onde elas consideram a data do faturamento. A oscila??o dos resultados obtidos com as literaturas encontradas em rela??o a metodologia proposta oscilou em at? 20%. O objetivo principal deste trabalho ? propor uma metodologia diferente das metodologias encontradas no mercado comercial e liter?rio.Considerando a matem?tica, como uma linguagem l?gica, e a necessidade pr?tica do mercado comercial para definir o melhor m?todo de se precificar e calcular a margem de contribui??o de uma venda, conclui-se que a metodologia proposta ? mais precisa e a que melhor se adapta a realidade comercial dentre as metodologias pesquisadas.

The first in this ranking is Toyota Motor Company, a Japanese manufacturer who constructed a successful history since the postwar crisis period in Japan and assumed the world-wide sales leadership in 2007. This system production benchmarking is widely accepted and it is explored by the whole world assembly plants, even so its application doesn t occurs in the same standards of Toyota, what means partial implantations, mistakes in the concept or hybrid solutions that alternate between a production system and another one. This work makes an analysis on the process of lean production implantation applied in a French automobile company. The objective of this work is to identify level of adequacy of the company analyzed in relation to the rules and lean production tools in its productive process. To reach this objective company employees interviews is used, the author direct observations, searches in internal organizations documents and theoretical survey of the study object, searching to identify the employees knowledge level and the existing practical in the company that is not lined up to the lean production principles. / No cen?rio globalizado atual, onde a concorr?ncia ? crescente, destaca-se a disputa dos grandes fabricantes de ve?culos. Previous issue date: 2008-12-15 / The present study approaches the outsourcing as an alternative for the forms of school s meal management. The National School s Meal Program is the oldest and biggest program of alimentary supplementation of the Country. Considering it the demand created by it s range, the supply of school s meal woke the interest of enterprises specialized in this type of service, and that were already acting together with the Worker s Food Program. In this way, it was looked to compare two forms of school s meal management: the outsourcing, modality implemented recently in the county of Barra Mansa, RJ, and the schooling, process of management that is characterized for the auto-management of the schools in what concerns of the meals? productions for the students, process adopted in the schools of the General Office of Education of Rio de Janeiro s State. Questionnaires were applied to the students of two municipal schools and for one state school, to check the acceptance of the school s meal in the different forms of management. Through technical interviews with the responsibles of the meal s projection, and of the observation in the schools, a parameter was established between the two forms of the school s meal administration. The managers were unanimous in affirming the advantage of the employment of enterprise for the production of the meal, what disponibilized them to give more attention to the pedagogic s practices. The meal s school adhesion, in the three schools, was similar, being situated below in what it would be considered ideal. Meantime, the reasons of the not acceptance of the school meal diverges in the analyzed schools, showing up the necessity of adaptation of the school s meal and the activities of food education. / O presente estudo aborda a terceiriza??o como uma alternativa ?s formas de gest?o em merenda escolar. O Programa Nacional de Merenda Escolar ? o mais antigo e o maior programa se suplementa??o alimentar do Pa?s. Considerando-se a demanda criada pela sua abrang?ncia, o fornecimento de refei??es escolares despertou o interesse das empresas especializadas neste tipo de servi?o, e que j? atuavam junto a Programa de Alimenta??o do Trabalhador. Desta forma, buscou-se comparar duas formas de gest?o de merenda: a terceirizada, modalidade implementada recentemente no munic?pio de Barra Mansa, RJ, e a escolarizada, processo de gest?o que se caracteriza pela auto-gest?o das escolas no que concerne ? produ??o de refei??es para os educandos, processo adotado nas escolas da Secretaria de Educa??o do Estado do Rio de Janeiro. Foram aplicados question?rios aos estudantes de duas escolas municipais e uma escola estadual, para verificar a aceita??o da merenda escolar nas diferentes formas de gest?o. Atrav?s de entrevistas t?cnicas com os respons?veis pelo planejamento da merenda, e da observa??o nas escolas, estabeleceu-se um par?metro entre as duas formas de se administrar a merenda escolar. Os gestores foram un?nimes em afirmar a vantagem da contrata??o de empresa para a produ??o da merenda, o que os disponibilizou para dar mais aten??o ?s pr?ticas pedag?gicas. A ades?o ? merenda, nas tr?s escolas, foi semelhante, situando-se abaixo do que seria considerado ideal. Entretanto, os motivos que levam ? n?o aceita??o da refei??o escolar divergem nas escolas analisadas, evidenciando a necessidade de adequa??o da merenda e de atividades de educa??o alimentar.

Previous issue date: 2016-03-08 / CAPES / With increasing market competitiveness, customer satisfaction has become a loyalty strategy adopted by companies. The main objective of this research was to measure the degree of satisfaction of customers' Farm Hotel located in region of Vale do Caf? (RJ). In addition to the study, the most important aspects were identified to the satisfaction of the customers' Farm Hotel located in region of Vale do Caf? (RJ), and also, to analyze the results, methods Client Window and Cross-tabulations were used. Thus, through a cross-sectional study of qualitative and quantitative research, with steps of bibliographic research and field interviews. The findings show that: the variables that had a higher degree of importance were Cleaning, Comply promised, Sympathy staff, Food and Ready service employees to solve problems and desires of customers. Regarding the satisfaction of the customers, in a scale Likert of 5 points, was obtained an average of 4.26 in relation to all the attribute studied. In relation to general satisfaction of customers' Farm Hotel, was obtained an average grade of 8.79 in a scale of 0 - 10. With the results of the survey, it was also possible to draw a Socio-economic profile of customers, to better understand the needs and desires and so provide quality care, resulting in high levels of satisfaction. / Com o aumento da competitividade do mercado, a satisfa??o dos clientes tornou-se uma estrat?gia de fideliza??o adotada pelas empresas. O objetivo geral dessa pesquisa foi mensurar o grau de satisfa??o dos clientes dos Hot?is Fazenda localizados na regi?o do Vale do Caf? (RJ). Em adicional ao estudo, foram identificados os aspectos mais importantes para a satisfa??o dos clientes frequentadores de Hot?is Fazenda, na regi?o do Vale do Caf? (RJ), e ainda, para an?lise dos resultados, foram utilizados os m?todos Janela do Cliente e Tabula??es Cruzadas. Sendo assim, atrav?s de um estudo transversal, de car?ter qualitativo-quantitativo, com etapas de pesquisa bibliogr?fica, e entrevistas de campo. As descobertas revelam que: as vari?veis que tiveram maior grau de import?ncia foram Limpeza, Cumprir o prometido, Simpatia dos funcion?rios, Alimenta??o e Pronto atendimento dos funcion?rios para resolver os problemas e desejos dos clientes. Com respeito a satisfa??o dos h?spedes, em uma escala Likert de 5 pontos, obteve-se uma m?dia de 4,26 referente a todos os atributos pesquisados. Em rela??o a satisfa??o geral dos clientes sobre os Hot?is Fazenda, obteve-se uma nota m?dia de 8,79 em uma escala de 0 - 10. Com os resultados da pesquisa, tamb?m foi poss?vel tra?ar um perfil Socioecon?mico dos clientes, para compreender melhor suas necessidade e desejos e ent?o prover um atendimento de qualidade, resultando em altos ?ndices de satisfa??o.

Previous issue date: 2016-06-10 / The government has counted there are many years ago with the growth of a workforce often determinative of the results of those organs in which it is inserted. Those are outsourced workers in a continuously way. They were present for consecutive years personally way and even in a functional way, these workers establish a bi-univocal and symbiotic relationship with those who surround them. It is not different at the Rural Federal University of Pernambuco (UFRPE), which has a significant contribution from the workers. This study intends to understand the correlation of concepts involved in the appropriation of knowledge of these workers in service and how this knowledge could be measured and formally recognized through a Certification System for their own knowledge. In the investigations that deal with the Certification by already developed habilities was found the concept of skills. To a better comprehension about the problem we sought to understand how this concept would be or not be useful in this purpose. Having established the possible conceptual space to work, it was intent in an exploratory research allied with case study, since the sample cut focused on workers of Vet UFRPE Hospital, the identification of a certification model that make the most of these workers. Among the methods studied, one has presented as the most appropriate, perhaps because it is more directed to the recognition of acquired skills and not necessarily intrinsic skills. The results, rather than allow the understanding of the elements involved in this relationship UFRPE / worker, brings to light the individual value of each one dedicated to the daily task of contributing to the objectives of the institution, in which they work with care and diligence, though not confirm the possibility and certify them the competences in terms of the study has show. However, it maintains that it can certify them the knowledge and skills gained in services in order to give them a formal qualifying title of his professional status. / A administra??o p?blica tem contado h? j? um bom n?mero de anos com o incremento de uma for?a de trabalho muitas vezes determinante dos resultados daqueles ?rg?os nos quais est? inserta. Trata-se dos trabalhadores em servi?os terceirizados de forma continuada. Presentes por anos seguidos seja essa presen?a de forma pessoal ou at? mesmo funcional, esses trabalhadores estabelecem uma rela??o biun?voca e simbi?tica com seu entorno. N?o ? diferente na Universidade Federal Rural de Pernambuco (UFRPE), que conta com uma significativa contribui??o deles. Este trabalho procurou compreender a correla??o de conceitos envolvidos na apropria??o do conhecimento desses trabalhadores em servi?o e como esses conhecimentos poderiam ser aferidos e reconhecidos formalmente, atrav?s de um Sistema de Certifica??o por seus conhecimentos. Nas investiga??es que tratam sobre o assunto da certifica??o por habilidades j? desenvolvidas encontrou-se o conceito de compet?ncias. Para melhor compreender o problema buscou-se entender como este conceito seria ou n?o ?til a este prop?sito. Estabelecido o espa?o conceitual poss?vel para se trabalhar, buscou-se numa pesquisa explorat?ria aliada ao estudo de caso, uma vez que o recorte amostral centrou-se nos trabalhadores do Hospital Veterin?rio da UFRPE, a identifica??o de um modelo de certifica??o que aproveitasse a esses trabalhadores. Dentre os m?todos estudados, um se apresentou como mais adequado, talvez porque seja mais direcionado ao reconhecimento de habilidades adquiridas e n?o necessariamente ? compet?ncias intr?nsecas. Os resultados, mais do que possibilitar a compreens?o dos elementos envolvidos nessa rela??o UFRPE/trabalhador, nos trazem ? luz o valor individual de cada um dos dedicados ? tarefa di?ria de contribuir com os objetivos da institui??o na qual laboram com zelo e dilig?ncia, embora n?o confirmem a possibilidade e certificar-lhes as compet?ncias nos termos do que este estudo mostrou. Contudo, sustenta que se pode certificar-lhes os conhecimentos e habilidades adquiridas em servi?os com o fim de conceder-lhes um t?tulo qualificativo formal de sua condi??o profissional.

Previous issue date: 2016-05-02 / This research aimed at knowing the representation of the ones conventionally called "amnestied" ? a group of public agents dismissed at the mandate time of the former President Fernando Collor de Mello, and readmitted after a period of almost 20 years at the Rural Federal University of Rio de Janeiro. Through their narratives, it was possible to analyse the process of arbitrary dismissals occurred under that government management, to know the history of struggles of those professionals to return to work, to make a critical analysis of some moments of the historical context in the late twentieth century and early twenty-first in relation to neoliberal public policies and their impacts. Through their memories, understand the meanings that were built concerning the group's situation and the process of building their individual and collective identities, and ending up with the importance of the human formation process at the university environment.
For this purpose, we used, as research basis, the phenomenological thought of Jacques Le Goff (1990), a French author who reflects on history and memory; Pierre Nora (1993), who understands that memory is important for its lack; Castoriadis (1982), who says that every society is a creation inserted in a given historical moment, therefore the establishment of the society as such implies the creation of a world of meanings; and to complete the theoretical basis, we highlight the work of Paulo Freire, who thinks the dimension of collective knowledge construction for human development, and especially, the importance of a collective construction, which involves not only the individuals, but also the institutions. The qualitative research conducted to a critical analysis based on the perspective of Minayo (1993), and, thereunto, we proceeded into a data collection with the subjects by means of individual interviews, closed questionnaires, and audio recordings. With the analysis of the collected material, it was possible to get to know the injustice done by a ?neoliberal? form of government, and through discourse analysis procedures, we rose categories that allowed to describe the outcomes of this late happening in our country. / Esta pesquisa objetivou conhecer a representa??o do que se convencionou chamar de ?anistiados? ? um grupo de funcion?rios p?blicos demitidos no governo do ex-presidente Fernando Collor de Mello e readmitidos ap?s um per?odo de quase 20 anos na Universidade Federal Rural do Rio de Janeiro. Atrav?s de suas narrativas foi poss?vel analisar o processo de demiss?es arbitr?rias ocorridas naquele governo, conhecer o hist?rico de lutas desses profissionais na busca do retorno ao servi?o, fazer uma an?lise cr?tica de alguns momentos da conjuntura hist?rica no final do s?culo XX e in?cio do s?culo XXI em rela??o ?s pol?ticas p?blicas neoliberais e seus impactos. Atrav?s de suas mem?rias compreenderam-se os sentidos atribu?dos ? situa??o do grupo, bem como o processo de constru??o de suas identidades individuais ou coletivas e finalizando com import?ncia do processo de forma??o humana no ambiente universit?rio.
Para isto recorreu-se, como fundamento da pesquisa, ao pensamento fenomenol?gico de Jacques Le Goff (1990), autor franc?s que faz uma reflex?o sobre Hist?ria e Mem?ria. Pierre Nora (1993), este faz entender que a mem?ria ? um tema relevante pela sua falta. Castoriadis (1982), diz que toda sociedade ? cria??o inserida em dado momento hist?rico, portanto cria??o da sociedade como tal implica na cria??o de um mundo de significa??es e para concluir a fundamenta??o, destacamos a obra de Paulo Freire que pensa na dimens?o da constru??o coletiva do conhecimento, na forma??o humana e, sobretudo na import?ncia de uma constru??o coletiva, que envolve n?o s? os sujeitos, como tamb?m, as institui??es.
A pesquisa de natureza qualitativa realizou uma an?lise cr?tica baseada na perspectiva de Minayo (1993) e para isto foi realizada uma coleta de dados dos sujeitos atrav?s de entrevistas individuais, question?rios fechados e grava??es de ?udio. Com a an?lise do material coletado foi poss?vel conhecer a injusti?a cometida por uma forma de governo ?Neoliberal? e atrav?s da an?lise dos discursos, levantaram-se categorias que permitiram descrever todo o desfecho dessa hist?ria acontecida em nosso pa?s.

Previous issue date: 2016-03-31 / This dissertation investigates how the democratic management is embedded in normative documents and inside Technological Educational Institutes, in State schools in Rio de Janeiro, focusing on Foundation of Support to Technical School (FAETEC). In this study the advances of educational policy will be discussed concerning the incorporation of the principle of democratic management in public system, since the Federal Constitution of 1988 until the PNE (the National Education Plan) of 2001 and, more specifically, in 2014. In this research, we try to identify how the question of participation has been incorporated by the FAETEC schools, analyzing the rules o the school councils. This study is concerned with the consolidation of the democratic management in this Institution and its branches, according to the Federal Constitution of 1988, the LDB (Brazilian Educational System) and to the National Education Plan. The implementation of School councils in Public schoolsis believed to represent a privileged forum to actualize the participation and the democratic management, besides promoting changes towards the participation of the school community into the decisions made there. It's intended, in the first place, to analyze how FAETEC was leading the implementation of the democratic management, the role of participation and the establishment of School councils in its branches in order to find out if the strategies and goals defined by the PNE were being accomplished. More specifically, this work claims to: (1) Analyze the power structure and how the decisions are made, according to the rules of the aforementioned institution; (2) Identify the obstacles that burden the proper implementation of actions oriented by participation nature and (3) Describe how the institution is organized to accomplish the pro participation demanded by the guidelines that can be found on the Federal Constitution/1988, LDB/1996 and the PNE/2014. A weak participation of the school community can be identified when the decisions are made, which lead to centralization of the power benefiting only the local managers. Although the professionals seem to comprehend the importance of the democratic management, the documents analyzed show how some behaviors try cover the lack of participation by the school community, even with democratic speeches and principles being announced as they were being applied. It's been concluded that the institutionalization of the School Council is guaranteed by legal documents, but it does not assure the proper establishment of it. It's understood that FAETEC was conceived taking into consideration the educational policies of the federal government, thus, it's identified that this institution has a ?hybrid? conception, in other words, its organization system follows the changes of the federal technical education and this hybridization may represent another defying factor to the consolidation of the democratic management. / Esta disserta??o investiga como a gest?o democr?tica se insere em documentos normativos e nas institui??es dedicadas ? educa??o profissional tecnol?gica, na rede estadual do Rio de Janeiro, focalizando a Funda??o de Apoio ? Escola T?cnica (FAETEC). Neste trabalho discutimos os avan?os da pol?tica educacional no que se refere a incorpora??o do princ?pio da gest?o democr?tica da educa??o p?blica, a partir da Constitui??o Federal de 1988, na LDB, e por fim, no Plano Nacional de Educa??o, de 2001, e mais especificamente de 2014.Nesta pesquisa, buscamos identificar como a tem?tica da participa??o tem sido incorporada pela rede FAETEC, atrav?s da an?lise de suas normativas, por meio dos conselhos escolares. Nosso estudo se preocupa com a consolida??o da gest?o democr?tica na institui??o e em suas unidades, conforme prev? a Constitui??o Federal de 1988, a Lei de Diretrizes e Bases da Educa??o, bem como o Plano Nacional de Educa??o. Partimos do entendimento deque os conselhos escolares s?o uma inst?ncia privilegiada na efetiva??o da participa??o e da gest?o democr?tica e que sua implanta??o e funcionamento nas escolas p?blicas promovem mudan?as na cultura pol?tica organizacional no sentido de estimular a participa??o da comunidade escolar. Objetivamos, inicialmente, analisar como a FAETEC estava conduzindo o processo de implanta??o da gest?o democr?tica e qual o papel da participa??o, em sentido lato e dos conselhos escolares, mais especificamente, nas suas unidades, face ?s metas e estrat?gias previstas para a gest?o democr?tica da educa??o p?blica no atual PNE. De forma mais espec?fica, s?o objetivos deste trabalho: (1) Analisar a estrutura de poder e os processos decis?rios, segundo as normativas da institui??o investigada; (2) Identificar quais s?o os principais obst?culos encontrados para a defini??o e implementa??o de a??es de car?ter participativo na institui??o e (3) Descrever como a institui??o se organiza para atuar conforme ?s diretrizes pr?-participa??o presentes na Constitui??o Federal/1988, LDB/1996 e PNE/2014. Identificamos uma t?mida participa??o da comunidade escolar nas tomadas de decis?es e, de certa forma, beneficiando os processos de centraliza??o de poder e os atores que est?o como gestores locais. Embora os profissionais demonstrem compreens?o da import?ncia da gest?o democr?tica, percebemos nos documentos analisados que a par de princ?pios e discursos democr?ticos persistem pr?ticas que mascaram e encobrem a aus?ncia de participa??o da comunidade escolar nos processos decis?rios. Conclu?mos que a institucionaliza??o do Conselho Escolar ? garantida pelos documentos legais, mas isso n?o assegura a efetiva??o dos conselhos escolares. Inferimos que a FAETEC foi concebida levando em considera??o as pol?ticas educacionais do governo federal, assim, identificamos que esta institui??o tem uma concep??o "h?brida", ou seja, sua forma de organiza??o acompanha as mudan?as do ensino t?cnico federal e essa hibridiza??o pode ser considerada como mais um fator desafiante na consolida??o da gest?o democr?tica.

Pesquisa do Estado do Rio Grande do Sul - FAPERGS / The present dissertation aims to approach the ongoing development of teachers and presents the findings of a survey consisting of 14 public school teachers in the Basic Education who act as supervisors of a Biology subproject in the Institutional Scholarship Program for Beginning Teachers (PIBID) in seven Higher Education Institutions of Rio Grande do Sul (RS). The purpose of this paper is to understand the impacts of the Institutional Scholarship Program for Beginning Teachers of the Biology subproject from different Higher Education Institutions for the ongoing development of the supervising teachers who work in the Basic Education schools in Rio Grande do Sul. In order to deepen the understanding about the contributions of PIBID to the ongoing development of teachers, an investigation of the teachers? perceptions from different mesoregions of the State has been proposed. According to the criteria set by the Brazilian Institute of Geography and Statistics (IBGE), Rio Grande do Sul (RS) is divided into seven mesoregions (Mid-Western; Mid-Eastern; Metropolitan area of Porto Alegre; Northeast;
Northwest; Southeast; South-West), from where the subjects of this survey were taken. For this purpose, a Higher Education Institution in each region was chosen as a sample. The data were collected by means of semi-structured recorded interviews and transcribed accurately by the researcher and analyzed through Discursive Textual Analysis. As the results of the analysis, categories that show an encouraging overview regarding the positive aspects that the program may offer to the ongoing development of teachers came out, especially with regard to the supervisors who work directly with the program. The engagement with the PIBID proposals renew the interest and affection for teaching. According to the teachers? accounts, it is possible to observe significant changes in their teaching practice. From the activities carried out and developed in partnership with the scholars who supervise, we could notice that they adopted a more reflective attitude, reconsidering some perceptions and conceptions regarding their teaching performance. Therefore, from their personal accounts, it is possible to realize that the adoption of new methodologies and practices have become part of their teaching actions. / A presente disserta??o aborda a forma??o continuada de professores e apresenta os resultados de uma pesquisa envolvendo 14 professores da rede p?blica de educa??o b?sica que atuam como supervisores no subprojeto de Biologia do Programa de Bolsas de Inicia??o ? Doc?ncia (PIBID) em sete Institui??es de Ensino Superior do Rio Grande do Sul (RS). Tem como objetivo compreender as influ?ncias do Programa Institucional de Bolsas de Inicia??o ? Doc?ncia (PIBID) do subprojeto de Biologia de diferentes Institui??es de Ensino Superior para a forma??o continuada dos professores supervisores que atuam nas escolas de educa??o b?sica no Rio Grande do Sul. A fim de aprofundar a compreens?o em rela??o ?s contribui??es do
PIBID para a forma??o continuada dos professores, prop?s-se investigar a percep??o dos docentes das diferentes mesorregi?es do Estado. De acordo com os crit?rios estabelecidos pelo Instituto Brasileiro de Geografia e Estat?stica (IBGE), o Rio Grande do Sul (RS) encontra- se dividido em sete mesorregi?es (Centro Ocidental Rio-grandense; Centro Oriental Riograndense; Metropolitana de Porto Alegre; Nordeste Rio-grandense; Noroeste Rio-grandense; Sudeste Rio-grandense e Sudoeste Rio-grandense), a partir das quais se estabeleceram os sujeitos da pesquisa. Para tanto, elegeu-se uma IES em cada regi?o para compor a amostra. Os dados foram coletados por meio de entrevistas semiestruturadas, gravadas em ?udio e transcritas fidedignamente pela pesquisadora, e foram analisados por meio da An?lise Textual Discursiva (ATD). Como resultados da an?lise emergiram categorias que vislumbram um panorama motivador relacionado ?s positividades que o programa pode oferecer ? forma??o continuada de professores, especialmente no que se refere aos supervisores que atuam diretamente com o programa. O envolvimento com as propostas do PIBID renovam o interesse e o gosto pela doc?ncia. Nos relatos dos professores, podem-se constatar mudan?as consider?veis em sua pr?tica. A partir das atividades engendradas e desenvolvidas em parceria com os bolsistas que supervisionam, percebeu-se que eles demonstraram adotar uma atitude mais reflexiva, reconsiderando algumas percep??es e concep??es em rela??o ao seu fazer profissional. Evidenciam, a partir de seus testemunhos, a ado??o de novas metodologias e pr?ticas que passaram a integrar suas a??es docentes.
