[pt] O licenciamento ambiental na indústria petrolífera offshore no Brasil é o tema dessa dissertação. A questão do licenciamento ambiental para a produção do petróleo e gás na indústria e as possibilidades de se evitar, ao máximo, adversidades que possam degradar o meio ambiente foi o objetivo central desta pesquisa descritivo exploratória A natureza produz o petróleo e gás, mas, como usufrui-lo sem acarretar problemas à própria natureza que o produz? A regulamentação brasileira supõe essa questão? A da preservação da natureza? Analisou-se o processo de licenciamento ambiental para a execução da extração do petróleo e gás no Brasil e, ao mesmo tempo, outras referências mundiais, representadas pelos países: Canadá, Austrália, EUA e Noruega. Após essa análise viu-se que no Brasil o momento ainda é incipiente no desenvolvimento legal no que se refere a regulamentação geral; percebe-se contradições nas legislações pertinentes e a falta de clareza e objetividade (especificidades) no que se almeja regulamentar. Vale dizer, uma legislação pouco esclarecedora e confusa. Conclui-se que o caminho para a diminuição da degradação ambiental na exploração do petróleo e gás, exige, na prática, leis que ampliem e assegurem clareza, principalmente, na preservação do meio ambiente. Falta a definição desse caminho, ou seja, um roteiro explícito dos procedimentos legais necessários a aquisição desse licenciamento. Respeitar a natureza - o meio ambiente, e não somente explorá-lo sem medir as consequências negativas a este meio, deve ser o compromisso de todos os envolvidos. / [en] The main objective of this research was to discuss the environmental licensing in the offshore oil industry in Brazil by its laws and regulations and, at the same time, to have the possibility to avoid, as much as possible, adversities that could degrade the environment. Specifically, an attempt was made to understand the process of its regulation and other world references to understand the functioning of environmental licensing (environmental laws) for the execution of oil and gas extraction, represented by the countries: Canada, Australia, USA, and Norway; and point out necessary advances in environmental laws in preservation actions. In this descriptive exploratory research, the analysis focused on the environmental licensing process in Brazil in the offshore Oil and Gas industry, giving relevance to data for analysis of the bodies involved in the environmental licensing process; procedures and requirements for the offshore Oil and Gas Industry; laws and regulations in the offshore oil industry in Brazil and, finally, some information about the National Petroleum Agency (ANP) and its bidding and concession of exploratory blocks. And how does this interaction occur in other countries. The environmental licensing process is, in a way, old, vast and takes place from the prevention of deforestation established by the Forest Code in 1965 and in the authorizations for hunting and fishing in forests. However, at this time only a simple request was required to obtain authorization to carry out the activities. Law No. 6938 from 1981, which established the National Environmental Policy in Brazil, registered a regulatory milestone in the country s environmental legislation.

A model for information technology optimisation in supply chain and logistics of Libya oil and gas sector: the case of Zueitina oil company

The multiple uses of crude oil are widespread, ranging from the generation of energy to its use as fuel for the petrochemical and transportation sectors. Because of the high use of and demand for crude oil worldwide, the petroleum industry (also known as the oil and gas industry) is a significantly role player in the world economy. Libya‘s oil and gas industry is deemed the most essential and important sector in this country, as Libya is mainly dependent on proceeds from this sector. However, existing information technologies are not always optimally applied and utilised. This, together with the challenge that information technologies in the supply chain system and logistics processes of some of Libya‘s oil and gas companies are not always sufficient, the productivity of the country‘s oil and gas supply chain is compromised, and this results in revenue losses because of wasteful expenditure. This research therefore aimed to determine what innovative information technologies should be considered by Zueitina Oil Company (as case study) in Libya to enhance its supply chain and logistics processes. Two primary research questions (PRQs) were formulated for this research, namely: (i) What is the current status of Libya‘s oil and gas sector in terms of oil production and export? (ii) What innovative information technologies need to be considered by Zueitina Oil Company in Libya to contribute towards optimising its supply chain and logistics processes? This study followed the qualitative research methodology, as the data collected were qualitative and the research design was inductive. A case study strategy was adopted, with Zueitina Oil Company in Libya as the case under study. The primary sources for the research were the management of the supply chain and logistics departments of Zueitina Oil Company. The qualitative data collection method selected was a survey conducted by means of telephone and focus group interviews. The data were analysed using thematic analysis. In total, five themes and six sub-themes emerged from the findings obtained from the analysis. This research contributes to the scientific body of knowledge by proposing an Information Technology Optimisation Model for the Supply Chain of Zueitina Oil Company in Libya in order to achieve increased revenues, reduced costs, and improved customer services, among others.

No cenário de constantes mudanças nos ambientes de negócios, muitas empresas vêm direcionando esforços no desenvolvimento de novos projetos, revisões e adequações dos seus SMD, assim como no uso eficiente dessa ferramenta de gestão. No entanto, muitas organizações se deparam com dificuldades inesperadas durante esta tarefa. Aprimorar o entendimento dos fatores que afetam o sucesso do SMD pode permitir que os profissionais estejam melhor preparados e mais responsivos durante a aplicação do SMD, obtendo estratégias mais eficazes e melhor direcionamento de recursos. Esta dissertação apresenta um estudo de caso múltiplo, a partir da análise de três iniciativas de medição de desempenho aplicadas à cadeia de suprimentos de petróleo e derivados de uma única empresa. É adotada uma abordagem do ciclo de vida completo – projeto, implementação e uso/revisão – na identificação dos fatores críticos que afetaram o sucesso desses SMD. Como resultado da pesquisa, uma lista de fatores críticos de sucesso e barreiras para a aplicação de um SMD foi obtida empiricamente e confrontada com achados anteriores da literatura. Desta lista, foi proposto um guia prático para avaliação dos SMD que se recomenda que seja utilizado pelas organizações a cada desenvolvimento ou revisão de um SMD, a fim de obter um melhor conhecimento dos desafios a serem superados em todo o ciclo de vida dos SMD das cadeias de suprimentos. O resultado do estudo de caso sugere que houve um aprendizado organizacional na maneira de lidar com os fatores críticos que afetam os SMD a cada iniciativa aplicada. / [en] The performance measurement system (PMS) is considered as a fundamental tool that collaborates directly in the evaluation and achievement of the strategic objectives and excellence of the supply chain management. In the scenario of constant changes in business environment, many companies has been directing efforts to develop new projects, reviews and adjustments of their PMSs, as well as in the efficient use of this management tool. However, many organizations are faced with unexpected difficulties during this task. Improving understanding of the factors that affect the success of PMS can enable practitioners to be better prepared and more responsive during their application, achieving more effective strategies and better resource allocation. This dissertation presents a multiple case study, from the analysis of three performance measurement initiatives applied to the petroleum and oil derivates supply chain of a single company. A complete lifecycle approach – design, implementation and use / review – is adopted to identify the critical factors that have affected the success of these PMS. As a result of the research, a list of critical success factors and barriers to the application of a PMS was obtained empirically and compared with previous findings from the literature. From this list, a practical guideline for evaluation of PMS has been proposed, which is recommended to be used by organizations for each PMS development or review, in order to gain a better understanding of the challenges to be overcome throughout the supply chain PMS life cycle. The outcome of the case study suggests that there has been organizational learning in dealing with the critical factors affecting the PMSs from each applied initiative.

Já os estudos que abordam tal etapa relatam diversas barreiras, o que corrobora com a necessidade de considerar a etapa piloto antes da implementação completa. Essa dissertação de mestrado tem como objetivo: propor um framework conceitual com diretrizes para o redesenho de SMD já existentes comtemplando formalmente uma etapa piloto e realizar o redesenho de um SMD através da utilização de um estudo empírico utilizando o framework conceitual proposto. Além redesenhar o processo e avaliar as barreiras enfrentadas em sua implantação, a dissertação fornece uma avaliação da forma com que a etapa piloto introduzida conseguiu mitigar os riscos mapeados na literatura. / [en] Performance Measurement Systems (PMS) are extensively studied through theoretical and practical work. In the scope of practical work, a lack of empirical studies concerning the implementation stage is identified in the literature. The studies that approach this stage report several barriers, which corroborates with the need to consider the pilot stage before full implementation. This dissertation aims to: propose a conceptual framework with guidelines for the redesign of existing PMS by formally contemplating a pilot phase and carry out the redesign of an PMS through the use of an empirical study using the proposed conceptual framework. In addition to redesigning the process and evaluating the barriers faced in its implementation, the dissertation provides an evaluation of the way in which the pilot stage introduced managed to mitigate the risks mapped in the literature.

Protection of petrolium resources in Africa : a comparative analysis of oil and gas laws of selected African States

The resource curse is a defining feature of the African content. Despite vast resource wealth, Africa remains the poorest and most underdeveloped continent in the world. The aim of this study is to conduct a comparative analysis of the primary laws regulating of oil and gas exploration and product activities in Angola, Nigeria and South Africa in order to determine their effectiveness in protecting the continent's depleting petroleum resources. Different regulatory models apply to Angola, following the Norwegian carried-interest model, Nigeria, where a British discretionary model has been retained, an a South africa, where a unique model has been developed. The comparison is conducted by analysing and comparing these different regulatory systems in terms of legal frameworks; the legal nature of the regulatory systems; ownership of the oil and gas resources; legal nature of licenses; organisational or institutional structures; fiscal systems; local communities benefits from these proceeds of oil and gas resources; local content; state/government participation arrangements; and environmental challenges. The study evaluates the effectiveness of these regimes by examining the extent to which they recognise and enforce state ownership of he oil and gas resourcs in situ; recognise and enforce the doctrine of Permanent Sovereignty over Natural Resources (PSNR); protect the environment; how they provide for institutional capacities for the management of resources; and the protection of local communities from exploitation and abuse by recognising their rights to benefit from revenues derived from these resources. An overall assessment of the three systems reveals that there is no ideal model for oil and gas regulation in Africa. The Norwegian model might well be considered an ideal model if it was applied with care and correctly in Angola. The study hopes to gain practical importance for the proper regulationof the oil and gas industries' upstream activities in Africa and assist governments of the selected jurisdictions in their policy revisions, as some recommendations are made. / Economics / LLD.

Managing political risk : corporate social responsibility as a risk mitigation tool. A focus on the Niger Delta, southern Nigeria

Thesis (MA)--Stellenbosch University, 2012. / ENGLISH ABSTRACT: The petroleum industry concern itself with natural resource extracting activities which are highly sensitive for contributing to environmental degradation by oil spills or gas flaring. A large proportion of the world’s oil and gas reserves is located in developing countries where the presence of multinational oil corporations (MNOCs) is high as host countries often lack the infrastructure needed or are financially unable to conduct extracting operations on their own. The Niger Delta in southern Nigeria has one of the largest oil reserves in Africa and is one of the world’s leading oil exporters. MNOCs like Shell, Chevron, Total, ExxonMobil and Statoil are some of the firms present in the Niger Delta region. The oil-rich area in the developing country poses high levels of political risk for the MNOCs. Local grievances, paired with environmental degradation and human rights violations by the oil companies, have led to a tense relationship between the local stakeholders and the MNOCs, with so-called petro-violence at the center of the oil conflict. Frequently, oil installations are sabotaged and crude oil is stolen, causing major financial losses for the firms, and armed attacks on oil facilities and kidnapping of MNOCs’ staff constitute the majority of political risks facing MNOCs operating in the Niger Delta. This study investigates how MNOCs can successfully manage such political risks, providing a business advantage in a challenging business environment. By addressing the companys’ own behaviour, the research analyses if social engagement through corporate social responsibility (CSR) can mitigate political risk in the Niger Delta. The study looks at two different MNOCs operating in the Niger delta, Shell and Statoil, and scrutinises their methods of implementation of their CSR initiatives. The difference in approaches to CSR is elucidated where Shell claims it has repositioned its approach from a top-down angle during the first years of conducting CSR projects, to a more stakeholder-oriented approach. Yet, their approach is still found to carry elements of the previous top-down approach, and has not resulted in satisfactory performance in relation to stated goals. Statoil undertakes a stakeholder-oriented bottom-up approach, executed with a high level of commitment. The stated CSR goals have to a great extent been met. By assessing the two companies’ CSR strategies in relation to the frequency of political risks experienced by each MNOC, the study finds that CSR has the potential to mitigate political risk depending on the approach to implementation, and could serve as a political risk management strategy. / AFRIKAANSE OPSOMMING: Die brandstofbedryf is betrokke by die ontginning van natuurlike hulpbronne, ’n aktiwiteit wat hoogs sensitief is vir sy bydrae tot omgewingsbesoedeling as gevolg van storting van olie en opvlamming van gas. ’n Baie groot deel van die wêreld se olie en gas reserwes word aangetref in ontwikkelende lande. Integration and Simulation of a Bitumen Upgrading Facility and an IGCC Process with Carbon Capture

Hydrocracking and hydrotreating are bitumen upgrading technologies designed to enhance fuel quality by decreasing its density, viscosity, boiling point and heteroatom content via hydrogen addition. The aim of this thesis is to model and simulate an upgrading and integrated gasification combined cycle then to evaluate the feasibility of integrating slurry hydrocracking, trickle-bed hydrotreating and residue gasification using the Aspen HYSYS® simulation software. The close-coupling of the bitumen upgrading facilities with gasification should lead to a hydrogen, steam and power self-sufficient upgrading facility with CO2 capture. Hydrocracker residue is first withdrawn from a 100,000 BPD Athabasca bitumen upgrading facility, characterized via ultimate analysis and then fed to a gasification unit where it produces hydrogen that is partially recycled to the hydrocracker and hydrotreaters and partially burned for power production in a high hydrogen combined cycle unit. The integrated design is simulated for a base case of 90% carbon capture utilizing a monoethanolamine (MEA) solvent, and compared to 65% and no carbon capture scenarios. The hydrogen production of the gasification process is evaluated in terms of hydrocracker residue and auxiliary petroleum coke feeds. The power production is determined for various carbon capture cases and for an optimal hydrocracking operation. Hence, the feasibility of the integration of the upgrading process and the IGCC resides in meeting the hydrogen demand of the upgrading facility while producing enough steam and electricity for a power and energy self-sufficient operation, regardless of the extent of carbon capture.

A Multidisciplinary Approach for Determining the Extents of the Beds of Complex Natural Lakes in Louisiana

In Louisiana, the beds of natural lakes are owned by the state. The locations of property boundary lines separating state property from private lands have usually been set by determining the levels of natural monuments known as ordinary high water marks. The term is confusing and subjective, leading to controversy in reference to its determination. Catahoula Lake in central Louisiana was chosen as a study site because of its large size, its 20-foot variation in water levels, and its low-relief perimeter. Geology, geomorphology, hydrology, archaeology, vegetation, dendrochronology and dendrohydrology of the ancient cypress fringe, nineteenth century land survey records, historical records, and time-series statistics were applied to determine the elevation range of ordinary high water. Research suggests that the level of the ordinary high water natural monument used universally in Louisiana to define lake boundaries is not the correct natural monument. This research suggests that, for example, the natural monument that defines the Catahoula Lake boundary is not a vertical monument, but rather an areal monument that was originally recognized by nineteenth century U.S. government surveyors and embedded in the evidence extracted from their original field notes. The solution coincides with the boundaries of regional land patents and offers a consistent solution to determining the boundaries of thousands of acres of disputed lands. The procedure is applicable to other lake and swamp boundaries in Louisiana and other states.
