The open access movement in Canada: a case for government action2013 December 1900 (has links)
This thesis builds a public goods case for government intervention in the academic journal market. Synthesizing information from interviews with the existing quantitative and qualitative literature accomplishes this goal. The cost of doing business in the academic publishing market has steadily risen over time. In response, an “open access” (OA) movement has formed. Members of the movement argue that making academic research freely accessible to anyone with an Internet connection is the ideal way to control these costs. Others, however, are satisfied with the status quo. Determining who pays what price to allow free access has become increasingly important. National open access initiatives could be implemented without government aid if universities and academic libraries worked together; however, a collective action problem prevents cooperation. The government has tools that could be used to help these stakeholders transition to an open access status quo.

Previous issue date: 2009-09-11 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPES / The study examined the Brazilian Digital Library of Thesis and Dissertations like a memory preservation strategy. This way, discussed about information, memory, preservation, inclusively digital, as well as the open archives and the open access to scientific information, because they constitute fundamental issues to the comprehension of this topic. The methodology used consisted of bibliographic search on web pages, books, scientific articles and technical reports, as well as with professionals of the institutions that made part of the sample used. It was identified and analyzed information politics adopted by the institutions that made part of the inter-institutional consortium of IBICT, as well as issues related to the kind of software and work methodology that are used. The study concluded that the BDTD is a feasible preservation model and an efficient way to promote the access to thesis and dissertations that historically were limited by geographic and financial barriers. However, to get succeed, its necessary qualified professionals, technical tools and public and institutional information politics as instruments to support the process. / O estudo buscou analisar a Biblioteca Digital Brasileira de Teses e Dissertações como uma estratégia de preservação da memória. Neste sentido, fez discussões acerca da informação, memória, preservação, inclusive digital, bem como os arquivos abertos e o acesso livre a informação, por constituírem-se de tópicos fundamentais para a compreensão deste assunto. A metodologia utilizada consistiu de pesquisa bibliográfica em páginas da Internet, livros, artigos de periódicos e relatórios técnicos. Os procedimentos de coleta de dados, foram realizados tanto na Internet, quanto também no conjunto das instituições que participaram da amostra do estudo. Foram identificadas e analisadas políticas de informação adotadas pelas instituições participantes do consórcio interinstitucional do IBICT, bem como questões relacionadas a software e metodologias de trabalho. Concluiu-se que a BDTD se apresenta como um modelo viável de preservação e ainda eficiente veículo de promoção do acesso aos trabalhos de teses e dissertações que historicamente estiveram limitados por barreiras geográficas e financeiras. Porém, para que estes repositórios desempenhem, todavia, a contento o seu objetivo, faz-se necessário a participação de profissionais qualificados, instrumentos tecnológicos e políticas públicas e institucionais de informação que apóiem o processo.

Open Source in Higher Education: A Situational Analysis of the Open Journal Systems Software ProjectQuint-Rapoport, Mia 01 March 2011 (has links)
This research study looks at digital academic space, which is defined here as web-based digitally mediated artifacts produced by universities and their members. Open source software projects and the Open Access movement play large roles within digital academic space, not only because of their strong historical academic roots, but also because these projects are growing in prevalence in many universities. Framed by theories from the field of higher education and media studies, this research study is an analysis of the dynamics and effects of one open source software project that produces Open Access electronic journals. The software system, called the Open Journal Systems (OJS), originally developed by an education professor from a Canadian university, has been adopted by thousands of universities world- wide to publish electronic peer reviewed academic journals. OJS users distributed at universities throughout the world have contributed software code back to the system, by for example, creating translation modules enabling users to publish journals in a range of languages thus adding an interesting global dimension to the project. Based on interviews with the OJS software developers, administrators, and users, as well as a range of material culled from online, this situational analysis of the OJS sketches out the conditions, dynamics, discourses and professional identities that form the basis of an emerging phenomenon within universities that is named here the digitally mediated open research project (DMORP

Reveals the emergence of institutional repositories in the world movement in favour of open access to scientific information as a tool for strategic technology management, storage, dissemination, preservation and access to the intellectual output of educational institutions and research and its scientific communities. Specifically highlights the Pedro II College which is a traditional public education institution throughout its history of 175 years of existence has produced historical documents which refer to the teaching activities and the daily life of the school administration and depict the history of Brazilian education.
