This dissertation presents the theme manager The Public Educational Institution and the New Public Management , as it is a reflection on the overall goal of understanding how the actions of the manager responds to the proposal from New Public Management and the requirements of the National Education Plan in order to contribute to education in public institutions of Rio Grande do Norte and has specific objectives to : review the training of managers to the role of director ; investigate whether the training of managers correspond to the theory of New Public Management and study the formation of the manager reflects on the quality of education. In this sense, did the research with public managers in state educational institutions of DIRED 1st, medium and large (over six hundred students), assessing the training of managers and their expertise involving the practices of focused public management for results and this reflects in the quality of education, as authors such as, Sveiby (1998), Moresi (2001), Brazil (1995), Araujo (2010), Brand?o and Guimar?es (1999), Pacheco (2011), Dahl (1990 ), among others. The research methodology has descriptive, qualitative approach, to understand how the actions of the manager, and the management of public educational institution focused on results are able to respond to social demands. The research is exploratory, since there is little systematic knowledge about public management in education. The studies lead to propositions of results on the improvement of education. Were used as sources of data collection: literature review, desk research and interviews. The autonomy of the manager, the particularities and people's involvement in the management process, as well as the collective planning, joints according to the demands, personnel management and physical spaces, as well as appraisals, are topics studied in this research , in order to provide a more precise analysis of the facts . We start from the perception of school principals, and then analyze their training as an important factor in this analysis. The results relate to the need for changes in the behavior of managers through adequate training for such function since their actions have influenced the results of education.

Tamb?m foi analisado de que forma esses procedimentos podem, se poss?vel, ser ampliados para outros setores da UFRN. / The new management models have led to the reorganization of institutions today. Much is made in improving the delivery of public services entities, and they have sought to adopt these new initiatives in order to improve the quality of the product or service offered to users. The modernization of the management model at the Federal University of Rio Grande do Norte (UFRN) strengthened by the accession of the institution to GesP?blica Program, which focuses on the management modernization leading institutions to seek ways to fit to meet the demands proposed the Program. Therefore, the Department of Personnel Administration (DAP) has structured its processes and procedures using the mapping tool processes. This research starts from the question: what were the results obtained with the implementation of the management and process mapping of PAD? It is proposed as a general objective to analyze the management and the mapping of that Board processes, identifying the possible benefits in improving the quality of the services provided to users. The specific objectives to achieve results, are pointed out: describe how you carried out the implementation of the management and process mapping in DAP and how it is working at the moment; examine the line in the relationship between the actions developed by the DAP and modern theories of this theme; identify the evolution of the sector with the measures adopted and the results obtained with the implementation of the mapping tool. In the theoretical framework, it was approached a brief history of the evolution of public administration in Brazil, GesP?blica program and its importance for process management in public institutions as well as the Management and Process Mapping. The context of the study was the DAP, and participants were managers of the institution in the survey. Data collection was done through the study of the institution's documents, bibliography analysis available on the topic, questionnaires and semi-structured interviews with professionals of the institution involved with the object of study, since its inception until July 2015, when it was finished the search. As a result, were listed: the motivation, importance, benefits and innovations that management and the mapping of processes brought to the institution, point out what has been improved in the service users and the tools used. We also analyze the main problems identified during the implementation of the mapping. As a suggestion, it was analyzed how these procedures can, if possible, be extended to other sectors of UFRN.

To achieve these results, the study is based on theoretically in the assumptions of public administration ? study on the models of public administration and the reforms, demanded in the choice of management model, which brings the prospect of a public administration geared to the needs of the citizen, who must be efficient in the operationalization of its processes and quality in your results ? of the new public management-NGP-fundamentals and principles of GESP?BLICA and model of excellence in public administration-MEGP , that provide practical contributions to the improvement of the management, and the management of processes ? while process improvement tool, geared to results through the cycle that consists of modeling, simulation, and emulation. Methodologically, it is the action research and qualitative approach which contributes to knowledge of reality, as well as guide intervention actions and changes. The results of the intervention are presented in the Current Model, which configures the management of the UAE regarding organizational structure, physical and technical conditions, the administrative, human resources and the services offered, which gave grant for the preparation of professional intervention. These actions are contained in the proposed model, arranged in the form of proposals that indicate the steps, methodology to be applied, the deadlines and the respective responsible. The first proposal concerns the organization chart of the UAE; the second proposes the elaboration of the tasks of the UAE and its subordinate sectors; the third faces the systematization of administrative processes (routine flow of work, documents and forms standardization, standardization, material control and communications; and the fourth suggests actions for the improvement of the physical and technical conditions. It is believed that the implementation of these actions can contribute to the improvement of the working process of the UAE, as well as psychosocial and pedagogical service directed to students of agricultural school of Jundia?-EAJ.

Disease impact data are scarce in the country, but are essential for better management in public health with consequent better control of the disease in the population. Objective: The aim of our study is to present a longitudinal official data about the impact of asthma in Brazil from 2008 to 2013. Methods: We performed a descriptive study from a Brazilian government database (DATASUS), analyzing hospitalizations, the number of deaths from asthma (between 2008 and 2013), and cost of admissions, with a geographical sub-analysis. Results: In the last year analyzed, 2047 people died from asthma in Brazil (5 deaths/day), with more than 120 000 hospitalizations/year. In the whole period analyzed, the absolute number of deaths and hospitalizations decreased 10% and 36%, respectively. However, the mortality rate in hospitalized patients increased by approximately 25% in this period. Analyzing the different regions of the country, the North/Northeast and Southeast regions have the highest rates of hospitalizations for asthma and deaths of hospitalized patients, respectively. When we evaluated representative states of the regions, we also observed discrepancies in hospitalization numbers and percentage of deaths among patients hospitalized. Finally, in the studied period, hospitalizations cost US$ 170 million to the public health system. Conclusions: Although the number of hospitalizations for asthma has decreased in Brazil since 2009, mortality rates have increased, with high budget costs, showing the importance of the burden of asthma in middle-income countries. / Introdu??o: a asma ? uma doen?a cr?nica que acomete cerca de 20 milh?es de pessoas no Brasil, representando a terceira causa de hospitaliza??es no pa?s. Dados de impacto da doen?a s?o escassos no pa?s, mas s?o essenciais para melhor gest?o em sa?de p?blica com consequente melhor controle da doen?a na popula??o. Com isso, o objetivo deste estudo ? apresentar os dados oficiais longitudinais sobre o impacto da asma no Brasil a partir de 2008 a 2013. M?todos: Realizamos um estudo descritivo de um banco de dados do governo brasileiro (DATASUS), analisando as hospitaliza??es, o n?mero de mortes por asma (entre 2008 e 2013) e custo de admiss?es, com uma sub-an?lise geogr?fica. Resultados: No ?ltimo ano analisado, 2047 pessoas morreram de asma no Brasil (5 mortes/dia), com mais de 120 000 hospitaliza??es/ano. Em todo o per?odo analisado, o n?mero absoluto de mortes e interna??es diminuiu 10% e 36%, respectivamente. No entanto, a taxa de mortalidade de pacientes hospitalizados aumentou cerca de 25% neste per?odo. Analisando as diferentes regi?es do pa?s, as regi?es norte/nordeste e sudeste apresentam as maiores taxas de hospitaliza??es por asma e mortes de pacientes hospitalizados, respectivamente. Quando avaliamos os estados, das regi?es, observou-se tamb?m discrep?ncias nos n?meros de hospitaliza??o e a porcentagem de mortes entre pacientes hospitalizados. Finalmente, no per?odo estudado, as interna??es custaram US$ 170 milh?es para o Sistema de Sa?de P?blica. Conclus?es: Embora o n?mero de interna??es por asma tem diminu?do no Brasil desde 2009, as taxas de mortalidade aumentaram, com elevados custos no or?amento, mostrando a import?ncia da carga da asma em pa?ses em desenvolvimento.

No professor em burnout s?o comuns atitudes negativas e de distanciamento para com os alunos e a autodesvaloriza??o profissional,fazendo com que se distancie do seu papel docente e muitas vezes desista de trabalhar. Essa s?ndrome tem afetado in?meros professores e, com isso, tivemos como quest?o norteadora deste trabalho: O professor j? desistiu de trabalhar? Discutindo aspectos da s?ndrome de burnout em Diamantina. Primeiramente foi realizado uma busca de referencial te?rico para que embas?ssemos o trabalho, sendo esse discutido no primeiro e segundo cap?tulos. O terceiro cap?tulo desta disserta??o tem como t?tulo: Burnout entre os professores de Diamantina, em que avaliou-se a preval?ncia da s?ndrome de burnout nos professores dos ?ltimos anos do ensino fundamental (sexto ao nono ano) das escolas estatuais do munic?pio de Diamantina e sua rela??o com as vari?veis sociodemogr?ficas-laborais. Foi realizado por meio de um estudo descritivo, anal?tico transversal com a aplica??o do Maslach Burnout Invenctory (MBI), e um question?rio sociodemogr?fico laboral elaborado pelos pesquisadores, ambos os question?rios autoaplic?veis. Foram realizadas an?lises descritiva, univariada e de regress?o log?stica, adotando-se n?vel de signific?ncia de p<0,05. Os resultados evidenciaram que 93% dos professores est?o acometidos pela s?ndrome em Diamantina. Ao analisarmos cada dimens?o separadamente podemos constatar que, 64,8%(57) dos professores apresentaram alto/moderado n?vel de exaust?o emocional, 80,7(71) alto/moderado baixa realiza??o pessoal, 39,8(35) alta/moderada despersonaliza??o. Houve associa??o entre exaust?o emocional n?mero de filhos, estado civil, se j? se afastou do trabalho por motivo de doen?a, se acredita que a profiss?o o est? estressando, se sente a profiss?o menos interessante. Quanto ? dimens?o despersonaliza??o, houve associa??o entre a carga hor?ria de ensino e o tempo de preparo de aula. J? em rela??o a terceira dimens?o, baixa realiza??o pessoal, houve associa??o com a vari?vel preparo de aula. Por meio da an?lise multivariada, pode-se afirmar que aqueles que n?o participam de culto possuem 4,03 vezes maior chance de se despersonalizar em rela??o aos que n?o participam; enquanto que aqueles que se dedicam ao preparo das aulas, mais de 10h t?m 93% de chance de n?o se inserirem nessa dimens?o em rela??o ?queles que se dedicam menos de dez horas. Para a baixa realiza??o pessoal, constatou-se que quem se dedica mais que dez horas ao preparo de aulas possui 76% menos chance de n?o se realizarem pessoalmente em rela??o aqueles que se dedicam menos de dez horas; Para a exaust?o emocional, constatou-se que aqueles que tem dois ou mais filhos possuem 72% menos chance de n?o se exaurirem, os que j? se afastaram do servi?o possuem 3,57 vezes maiores as chances de sofrerem exaust?o que os que n?o se afastaram e, por ?ltimo, o sentimento que a profiss?o est? menos interessante, possuem 3,04 vezes maiores as chances de se exaurirem emocionalmente. Os resultados indicam a import?ncia do entendimento e o reconhecimento dessa doen?a ocupacional na cidade de Diamantina bem como os seus fatores associados, para a inclus?o dos professores nas medidas de pol?ticas p?blicas, atividades de ensino em sa?de voltadas ao bem-estar da categoria. / Disserta??o (Mestrado) ? Programa de P?s-gradua??o em Ensino em Sa?de, Universidade Federal dos Vales do Jequitinhonha e Mucuri, 2013. / ABSTRACT Burnout syndrome (BS) is a chronic adaptive disorder that affects workers and is characterized by three stages: emotional exhaustion (EE), depersonalization (DE) and low personal accomplishment (LPA). In the teacher suffering from burnout syndrome, negative attitudes and distance from students, together with self-deprecation regarding his or her professional role, distance the teacher from his or her position as an educator and often lead to abandoning of the profession completely. The syndrome has affected many teachers and as a result, the aim of this study was to explore the question: ?Has the teacher given up? Discussing aspects of burnout syndrome in Diamantina.? Firstly, a theoretical reference search was performed on which to base the study. This is discussed in the first and second chapter of the dissertation. The third chapter of the dissertation has the title: ?Burnout among teachers in Diamantina? in which the prevalence of Burnout Syndrome in teachers of the upper years of primary level (sixth to ninth grade) state schools in the municipality of Diamantina, and its relationship with sociodemographic and labor variables, is analyzed. A descriptive, analytical cross-sectional study, with the application of Maslach Burnout Inventory (MBI) and a sociodemographic and labor questionnaire created by the researchers, was performed. Both questionnaires were self-administered. Descriptive, univariate and logistic regression analysis was performed, with a significance level of p<0.05. It was found that 93% of teachers in Diamantina suffered from Burnout Syndrome. Separate analysis of each dimension showed that 64.8% (57) of teachers had a high/moderate level of Emotional Exhaustion, 80.7% (71) had high/moderate low personal accomplishment, and 39.8% (35) had high/moderate depersonalization. There was an association between emotional exhaustion and number of children, marital status, whether the teacher had been absent from work due to illness, whether the teacher believed the profession was stressful, whether the teacher felt the profession was less interesting. There was an association between depersonalization and teaching hours and lesson preparation time. In terms of low personal accomplishment, there was an association with lesson preparation time. Multivariate analysis revealed that those that did not participate in religious services had a 4.03 times greater chance of experiencing feelings of depersonalization when compared with those who did not attend such services, while those that spent more than 10h preparing classes had a 93% chance of not experiencing such feelings, in relation to those that spent less than ten hours preparing classes. In terms of low personal accomplishment, it was found that those who dedicated more than ten hours to preparing classes had a 76% lower chance of not experiencing feelings of personal accomplishment than those who spent less than ten hours preparing classes. In terms of emotional exhaustion, it was found that those with two or more children had 72% less chance of not feeling exhausted, those that had been absent from work were 3.57 times more likely to suffer exhaustion than those who had not been absent, and, lastly, those who felt that teaching was less interesting as a profession, had a 3.04 greater chance of being emotionally exhausted. The results indicate the importance of recognizing and understanding this occupational illness in the city of Diamantina, together with its associated factors, to include teachers in public and health education policies aimed at this category.

It has a relevant impact on the lives of citizens and one of the objectives proposed here refers to the extent to which this social participation can contribute to the debate and discussion of the management of public safety policies in the city of Porto Alegre. This dissertation explores the dynamics of functioning of the Municipal Council of Justice and Security of Porto Alegre in the year 2015, observed in its monthly meetings of that year. It can be said that the space model is adequate, but participation is very incipient, dependent on public management. As well as pointing out that, prior to the idea of how to think about public security policy, there is the reform and strengthening necessary for institutions, such as police. As a proposal of continuity of this study is the research of strategies of motivation between the residents and institutional representatives. Stimulating knowledge of their realities to align with political practice. / Este estudo aborda a participa??o Social na Gest?o Municipal da Seguran?a P?blica: Analisando o Conselho Municipal de Justi?a e Seguran?a de Porto Alegre. Regarding such theme, the first subject to be addressed herein shall be the prohibition contained in sole paragraph of Article 1 of the Public Interest Civil Action Act, which prohibits the use of such instrument in claims involving taxes. Such rule, when confronted with the constitutional principle of non-obviation of jurisdiction, in its collective dimension, is deemed as unconstitutional in this paper, because, in such case, a collision of fundamental rights capable of justifying such a restriction of access to the collective action, could not be verified. Along with the legal issue, this research analyzes the precedents of the Supreme Federal Court on the subject, once it was verified that, already in the systematization of general repercussion, the court denied the legitimacy of the Public Prosecutor's Office to file civil actions in the public interest in favor of taxpayers, whereas such actions were admitted when the participation of the Public Prosecutor's Office was in favor of tax authorities. It turns out that after confronting such decision with the specialized doctrine, including previous precedents of the Supreme Federal Court itself, it appears that none of the commands, i.e., the one lacking standing (in the case of actions in favor of taxpayers), and the one with standing (in the case of defense of the tax authorities) should be regarded in a restrictive way, as if worthy of being relativized, because it is necessary to verify, in a concrete case, if there is social interest capable of supporting the legitimacy of the Public Prosecutor's Office. In the case of actions defending taxpayers, such social interest can be demonstrated both by the social dimension inherent to the majority of tax relations and by the broad scope of the claim discussed herein, or even by the taxpayers??? condition. Regarding the demands in favor of tax authorities, although the conclusion is similar, it is more restrictive considering that the legitimacy of the Public Prosecutor's Office shall be characterized only when there is evidence of the existence of primary public interest justifying the actions of the ???parquet???. / O trabalho versa sobre a legitimidade do Minist??rio P??blico para propor a????o civil p??blica em mat??ria tribut??ria. Para avan??ar em tal tem??tica, aborda-se, inicialmente, a veda????o contida no par??grafo ??nico do artigo 1?? da Lei da A????o Civil P??blica, que pro??be a utiliza????o do instrumento em pretens??es que envolvam tributos. Regra esta que, ao ser confrontada com o princ??pio constitucional da inafastabilidade de jurisdi????o em sua dimens??o coletiva, ?? considerada inconstitucional neste estudo. Isso porque n??o se verifica na hip??tese uma colis??o de direitos fundamentais apta a justificar tal restri????o de acesso ao processo coletivo. Al??m da quest??o legal, a presente pesquisa analisa a jurisprud??ncia do Supremo Tribunal Federal sobre o assunto, verificando-se que a corte, j?? na sistem??tica da repercuss??o geral, negou a legitimidade do Minist??rio P??blico para propor a????o civil p??blica em favor do contribuinte ao passo que admitiu tais a????es quando a atua????o do Minist??rio P??blico for em favor do Estado. Ocorre que, ap??s confrontar tais julgados com a doutrina especializada e inclusive com precedentes do pr??prio supremo, constata-se que tais comandos, de ilegitimidade (no caso de a????es em favor do contribuinte) e de legitimidade (no caso de defesa da Fazenda P??blica), n??o devem ser vistos de forma taxativa, merecendo relativiza????es. Isso porque ?? necess??ria uma verifica????o se, no caso concreto, existe interesse social apto a fundamentar a legitimidade do Minist??rio P??blico. No caso das a????es em defesa do contribuinte, esse interesse social pode ser demonstrado tanto pela dimens??o social inata ?? maioria das rela????es tribut??rias, como pelo largo alcance da pretens??o discutida, ou ainda, pela condi????o dos contribuintes. Com rela????o ??s demandas em favor do Patrim??nio P??blico, a conclus??o ?? semelhante, todavia, mais restritiva, tendo em vista que a legitimidade do Minist??rio P??blico ficar?? caracterizada somente quando se evidenciar a exist??ncia de interesse p??blico prim??rio que justifique a atua????o do parquet.
