Contesting Risk, Expertise, and Environmental Justice on the Fenceline: The Cases of the Navajo Nation, Radford Arsenal, and Camp MindenNelson, Gregory Douglas 14 September 2016 (has links)
This dissertation examines the contestations over the politics of knowledge, risk, and environmental justice in three fenceline sites. Mobilizing the fenceline standpoint to study risk strengthens our objective understanding of the social situatedness of risk. To illustrate how a fenceline standpoint contributes to stronger objectivity of risk contestations, I survey public discourse of coal slurry extraction in Black Mesa, Arizona using an environmental justice framework. Discursive justifications for the construction of the slurry pipeline reveal how environmental injustice in the fenceline community emerged through urban controversies over water and power generation that excluded a fenceline standpoint. Insights from Black Mesa frame the next two cases: open burning hazardous waste at Radford Army Ammunition Plant, and M6 Disposal at Camp Minden, Louisiana.
At Radford, scholar-activist research examines the contestations of risk at one of the most hazardous waste facilities in the nation. I analyze the construction of risk from open burning of hazardous waste from a fenceline standpoint. I discursively situate the controversy over fenceline community risk from open burning, by showing the inadequacies of official risk assessments. Critical discourse analysis of risk shows the extant contestations over the practice of open burning.
In juxtaposition to Radford, the Camp Minden open burn controversy demonstrates how a fenceline movement successfully constructed alternatives to open burning. Fenceline success in Minden is forcing scrutiny over the risks produced by the practice of open burning explosives across the United States. The activation of fenceline knowledge and expertise, through grassroots organizing, is propelling inquiry from scientific and technical experts of the American Chemical Society who are questioning why the Department of Defense and the Environmental Protection Agency have approved the use of open burning at other sites despite safer alternative technology.
Synthetically, each case illustrates the importance of fenceline knowledge as a crucial site of expertise. I present an argument for how a fenceline standpoint can challenge regulatory and producer constructions of fenceline risk. The creation of a program of research: Critical Risk Analysis, offers a model for scholar-activist intervention on the fenceline. The Camp Minden Dialogue demonstrates a successful example of how fenceline expert-activists can influence the construction of risk. Normatively, I build the argument that environmental justice research within Science and Technology Studies ought to situate the fenceline standpoint as equal to the competing epistemological claims of production and regulatory experts in order to strengthen the objectivity of our research in contested fenceline sites. / Ph. In the field of video surveillance, vast amounts of data are gathered each day. To be able to identify what occurred during a recorded session, a human annotator has to go through the footage and annotate the different events. This is a tedious and expensive process that takes up a large amount of time. With the rise of machine learning and in particular deep learning, the field of both image and video captioning has seen large improvements. Contrastive Language-Image Pretraining is capable of efficiently learning a multimodal space, thus able to merge the understanding of text and images. This enables visual features to be extracted and processed into text describing the visual content. This thesis presents a system for extracting and ranking important events from surveillance videos as well as a way of automatically generating a description of the event. By utilizing the pre-trained models X-CLIP and GPT-2 to extract visual information from the videos and process it into text, a video captioning model was created that requires very little training. Additionally, the ranking system was implemented to extract important parts in video, utilizing anomaly detection as well as polynomial regression. Captions were evaluated using the metrics BLEU, METEOR, ROUGE and CIDEr, and the model receives scores comparable to other video captioning models. Additionally, captions were evaluated by experts in the field of video surveillance, who rated them on accuracy, reaching up to 62.9%, and semantic quality, reaching 99.2%. Furthermore the ranking system was also evaluated by the experts, where they agree with the ranking system 78% of the time. / Inom videoövervakning samlas stora mängder data in varje dag. För att kunna identifiera vad som händer i en inspelad övervakningsvideo så måste en människa gå igenom och annotera de olika händelserna. Detta är en långsam och dyr process som tar upp mycket tid. Under de senaste åren har det setts en enorm ökning av användandet av olika maskininlärningsmodeller. Djupinlärningsmodeller har fått stor framgång när det kommer till att generera korrekt och trovärdig text. De har också använts för att generera beskrivningar för både bilder och video. Contrastive Language-Image Pre-training har gjort det möjligt att träna en multimodal rymd som kombinerar förståelsen av text och bild. Detta gör det möjligt att extrahera visuell information och skapa textbeskrivningar. Denna master uppsatts beskriver ett system som kan extrahera och ranka viktiga händelser i en övervakningsvideo samt ett automatiskt sätt att generera beskrivningar till dessa. Genom att använda de förtränade modellerna X-CLIP och GPT-2 för att extrahera visuell information och textgenerering, har en videobeskrivningsmodell skapats som endast behöver en liten mängd träning. Dessutom har ett rankingsystem implementerats för att extrahera de viktiga delarna i en video genom att använda anomalidetektion och polynomregression. Video beskrivningarna utvärderades med måtten BLEU, METOER, ROUGE och CIDEr, där modellerna får resultat i klass med andra videobeskrivningsmodeller. Fortsättningsvis utvärderades beskrivningarna också av experter inom videoövervakningsområdet där de fick besvara hur bra beskrivningarna var i måtten: beskrivningsprecision som uppnådde 62.9% och semantisk kvalité som uppnådde 99.2%. Ranknignssystemet utvärderades också av experterna. Deras åsikter överensstämde till 78% med rankningssystemet.

<p>The two Eastern enlargements in 2004 and 2007 marked a new chapter in the EU’s history, since it was the first time that the Union turned to enlarge eastwards. This thesis examines the borderline problem that arose with Article 49 of the <em>Maastricht</em> <em>Treaty on the European Union</em>, which gave the right to <em>any European country</em> that respects the principles of: liberty, democracy, human and fundamental rights, and the rule of law, to apply for membership in the EU.</p><p> </p><p>This thesis approaches the EU’s borderline problem by taking on three case studies consisting of Hungary, Lithuania, and Ukraine, for the purpose of analyzing the Eastern enlargement and Ukraine’s potentials of becoming a member of the EU. The reason for doing so is to compare Ukraine’s potentials of becoming a member in the EU with two Eastern states that, like Ukraine, have been involved with the Soviet Union, and that despite their degree of involvement, have been successfully integrated in the EU.</p><p> </p><p>As the EU has turned to enlarge eastwards, it gradually pushes its borderline with every enlargement, closer to Russian territory. Hence, it is necessary to investigate how potential integration of a country like Ukraine can affect the EU’s relations with Russia. The crucial aspect of the current relations between the EU and Russia is the interdependence of energy, where Ukraine is as a strategically important country, since it currently serves as a corridor between East (Russia) and West (EU). This thesis therefore shows that the problematic of potential integration of Ukraine goes much deeper than that of a geographical matter, and therefore touches other problem areas related to domestic political instability in Ukraine, and Russian political influence through its gas supplies.</p><p> </p><p>This thesis approaches the EU’s borderline problem from a foreign political perspective by investigating Ukraine’s potentials of becoming a member of the EU and suggesting, by the assistance of Westberg’s theoretical framework of integration theories, a third generation of integration theories to be needed in order to meet the problematic of the enlargement towards East. Mit der wachsenden Popularität von GitHub, dem größten Online-Anbieter von Programm-Quellcode und der größten Kollaborationsplattform der Welt, hat es sich zu einer Big-Data-Ressource entfaltet, die eine Vielfalt von Open-Source-Repositorien (OSR) anbietet. Gegenwärtig gibt es auf GitHub mehr als eine Million Organisationen, darunter solche wie Google, Facebook, Twitter, Yahoo, CRAN, RStudio, D3, Plotly und viele mehr. GitHub verfügt über eine umfassende REST API, die es Forschern ermöglicht, wertvolle Informationen über die Entwicklungszyklen von Software und Forschung abzurufen. Unsere Arbeit verfolgt zwei Hauptziele: (I) ein automatisches OSR-Kategorisierungssystem für Data Science Teams und Softwareentwickler zu ermöglichen, das Entdeckbarkeit, Technologietransfer und Koexistenz fördert. (II) Visuelle Daten-Exploration und thematisch strukturierte Navigation innerhalb von GitHub-Organisationen für reproduzierbare Kooperationsforschung und Web-Applikationen zu etablieren. Um Mehrwert aus Big Data zu generieren, ist die Speicherung und Verarbeitung der Datensemantik und Metadaten essenziell. Ferner ist die Wahl eines geeigneten Text Mining (TM) Modells von Bedeutung. Die dynamische Kalibrierung der Metadaten-Konfigurationen, TM Modelle (VSM, GVSM, LSA), Clustering-Methoden und Clustering-Qualitätsindizes wird als "Smart Clusterization" abgekürzt. Data-Driven Documents (D3) and Three.js (3D) are JavaScript libraries for producing dynamic, interactive data visualizations, featuring hardware acceleration for rendering complex 2D or 3D computer animations of large data sets. Both techniques enable visual data mining (VDM) in web browsers, and will be abbreviated as D3-3D. Conception en vue de test de convertisseurs de signal analogique-numérique de type pipeline. / Design for test of pipelined analog to digital converters.Laraba, Asma 20 September 2013 (has links)
La Non-Linéarité-Différentielle (NLD) et la Non-Linéarité-Intégrale (NLI) sont les performances statiques les plus importantes des Convertisseurs Analogique-Numérique (CAN) qui sont mesurées lors d’un test de production. Ces deux performances indiquent la déviation de la fonction de transfert du CAN par rapport au cas idéal. Elles sont obtenues en appliquant une rampe ou une sinusoïde lente au CAN et en calculant le nombre d’occurrences de chacun des codes du CAN.Ceci permet la construction de l’histogramme qui permet l’extraction de la NLD et la NLI. Cette approche requiert lacollection d’une quantité importante de données puisque chacun des codes doit être traversé plusieurs fois afin de moyenner le bruit et la quantité de données nécessaire augmente exponentiellement avec la résolution du CAN sous test. En effet,malgré que les circuits analogiques et mixtes occupent une surface qui n’excède pas généralement 5% de la surface globald’un System-on-Chip (SoC), leur temps de test représente souvent plus que 30% du temps de test global. Pour cette raison, la réduction du temps de test des CANs est un domaine de recherche qui attire de plus en plus d’attention et qui est en train deprendre de l’ampleur. Les CAN de type pipeline offrent un bon compromis entre la vitesse, la résolution et la consommation.Ils sont convenables pour une variété d’applications et sont typiquement utilisés dans les SoCs destinés à des applicationsvidéo. En raison de leur façon particulière du traitement du signal d’entrée, les CAN de type pipeline ont des codes de sortiequi ont la même largeur. Par conséquent, au lieu de considérer tous les codes lors du test, il est possible de se limiter à un sous-ensemble, ce qui permet de réduire considérablement le temps de test. Dans ce travail, une technique pour l’applicationdu test à code réduit pour les CANs de type pipeline est proposée. Elle exploite principalement deux propriétés de ce type deCAN et permet d’obtenir une très bonne estimation des performances statiques. La technique est validée expérimentalementsur un CAN 11-bit, 55nm de STMicroelectronics, obtenant une estimation de la NLD et de la NLI pratiquement identiques àla NLD et la NLI obtenues par la méthode classique d’histogramme, en utilisant la mesure de seulement 6% des codes. / Differential Non Linearity (DNL) and Integral Non Linearity (INL) are the two main static performances ofAnalog to-Digital Converters (ADCs) typically measured during production testing. These two performances reflect thedeviation of the transfer curve of the ADC from its ideal form. In a classic testing scheme, a saturated sine-wave or ramp isapplied to the ADC and the number of occurrences of each code is obtained to construct the histogram from which DNL andINL can be readily calculated. This standard approach requires the collection of a large volume of data because each codeneeds to be traversed many times to average noise. Furthermore, the volume of data increases exponentially with theresolution of the ADC under test. According to recently published data, testing the mixed-signal functions (e.g. dataconverters and phase locked loops) of a System-on-Chip (SoC) contributes to more than 30% of the total test time, althoughmixed-signal circuits occupy a small fraction of the SoC area that typically does not exceed 5%. Thus, reducing test time forADCs is an area of industry focus and innovation. Pipeline ADCs offer a good compromise between speed, resolution, andpower consumption. They are well-suited for a variety of applications and are typically present in SoCs intended for videoapplications. By virtue of their operation, pipeline ADCs have groups of output codes which have the same width. Thus,instead of considering all the codes in the testing procedure, we can consider measuring only one code out of each group,thus reducing significantly the static test time. In this work, a technique for efficiently applying reduced code testing onpipeline ADCs is proposed. It exploits two main properties of the pipeline ADC architecture and allows obtaining an accurateestimation of the static performances. The technique is validated on an experimental 11-bit, 55nm pipeline ADC fromSTMicroelectronics, resulting in estimated DNL and INL that are practically indistinguishable from DNL and INL that areobtained with the standard histogram technique, while measuring only 6% of the codes.
