A juventude enquanto segmento social relevante tende a impulsionar demandas específicas na educação, na saúde, no trabalho, na participação política, na cultura, no consumo, entre outras, cujo atendimento exige por parte do Estado e da sociedade civil uma ação que contemple essas demandas. Diante disto, o advento e a atualidade das denominadas Ongs, bem como os pressupostos políticos e ideológicos que as orientam são examinadas a partir da experiência da Ong objeto de estudo, em sua atuação recente. Os elementos para a realização da pesquisa são obtidos, primeiramente, através de uma pesquisa bibliográfica sobre as seguintes temáticas: políticas públicas de juventude e Ongs. Também foram adotados como procedimentos metodológicos, a pesquisa documental, observações de campo e entrevistas semi-estruturadas. As considerações acerca do papel da PJG resultaram contraditórias. Sua intervenção atua na lógica do enfraquecimento das políticas públicas de Estado, mas por outro lado a Ong movimenta ações por parte do próprio Estado. Por fim cabe enfatizar que as Ong, atua num reposicionamento da sociedade civil diante do Estado, pois ela existe em espaços onde o poder público está ausente ou presente de forma tímida / The objective of this work is to analyze aspects peculiar of the performance of NGO denominated Juvenile Patrol of Garça in what it plays to your intervention in the ambit of youth's public politics. The youth while I segment social important it tends to impel specific demands in the education, in the health, in the work, in the political participation, in the culture, in the consumption, among other, whose attendance demands on the part of the State and of the civil society an action that contemplates those demands. Due to this, the coming and the present time of denominated NGOs, as well as the political and ideological presuppositions that guide they are them examined starting from the experience of NGO study object, in your recent performance. The elements for the accomplishment of the research are obtained, firstly, through a bibliographical research on the following ones thematic: youth's public politics and NGOs. They were also adopted as methodological procedures, the documental research, field observations and semi-structured interviews. The considerations concerning the paper of PJG resulted contradictory. Your intervention acts in the logic of the weakness of the public politics of State, but on the other hand NGO moves actions on the part of the own State. Finally it fits to emphasize that NGO, acts in a repositionament of the civil society before the State, because she exists in spaces where the public power is absent or present in a shy way

The role of school governing bodies in the implementation of safety policy : a case study of the Mamabolo Circuit, Limpopo

Thesis (MPAM.) -- University of Limpopo, 2021 / Safety in schools has become an issue of concern in the whole country. The Department of Basic Education’s record of safety in schools is being questioned by a number of incidents and cases that indicated that schools are indeed unsafe. Therefore, this study focuses on the role of the School Governing Bodies in the implementation of Safety Policy in the rural primary and secondary school areas of Mamabolo. The study focused on three secondary schools and four primary schools. The research concentrated only on the views of chairpersons of SGBs, principals, teachers and Assistant Director for governance in schools. Qualitative data was collected through observations, semi-structured interviews and document analysis. Data was transcribed, coded and categorised into themes. The findings revealed that the School Governing Bodies lack capacitation in the promotion of safety in schools. Challenges that were identified include lack of training, lack of funds, unavailability of police, unavailability of security officers, and lack of support from the Limpopo Department of Education. The study recommends that schools be provided with security personnel to regulate access control and conduct searches and seizures, addition of safety course or module to teacher training at institutions of higher learning and a design of a common safety policy by the circuit office. Additionally, parents should take part in the discipline of their children at home. Last, but not least, the department should provide schools with thorough training on the promotion of safety in schools.

The aim of my diploma paper is to approximate the period of the divided world in the area of Novohradské hory in South Bohemian region in the twentieth century. The paper is based on many unpublished archive materials, scientific literature and mainly on many interviews with the personal observers living in this area. At first, I try to capture general events at the Bohemian {--} Austrian state boundary from the eldest time to the present. Next chapters deals with the problems of locating border patrols, the lives of members of the Frontier police and the attendance of local people at security of the state boundary. Based on the unpublished materials, the paper introduces destinies of the detained people and the dead who tried to cross the state boundary illegaly. I would also like to mention the main illegal groups of the III. anticommunist revolt, which were operating in the Budweis region, and also the agents of foreign intelligence services. Generally, I try to capture destinies of not only direct victims of the Iron Curtain {--} who were in fact vulnerable runners, but also destinies of soldiers executing compulsory millitary services, who were unfortunatelly forced to execute their national duty {--} to protect the state boundaries of totalitarian regime.

The critical analysis of the role of the military police in crime prevention

MPD is an entity within the SANDF responsible for maintaining law and order, prevent and combat crime, investigates criminal cases or alleged within the DoD. The role of the MPs has changed drastically over the past years especially after the integration of the non-statutory and statutory forces with all changes in crime growth increased in South Africa and affected the DoD. This led to the MPD shifting from disciplinary crime prevention issues to criminal crime prevention, as the basic mission of the police is to prevent crime and disorder. MPs form part of the police agencies that are within South Africa, the uniqueness of the MPs they operating within the SANDF but they cannot be isolated from the complicated growing crime phenomenon that affects the whole South African community. As crime prevention is the catchphrase for all the police agencies and government departments, it is imperative for the MPs to align its crime prevention to the modern policing. This study gives a comprehensive explanation of what crime prevention is, from the literature reviewed relevant to the study, with the aim to critically analyse the role of the MPs in crime prevention within the military proclaimed environment. The researcher collected data in the form of unstructured interviews, documents and literature. Collected data was transcribed; larger text was broken into smaller segments, coded and then selected into themes. Participants had different views of the understanding of the meaning of crime prevention and different comprehension of the MPs crime prevention guideline and procedures. This analysis was done in order to determine the level of understanding of the role of the MPs, in crime prevention within the military proclaimed environment and how MPs can be effective and efficient within this environment. / Police Practice / M. 摘要 本研究採用賽局理論 (stag-hunt model) 來推論假設南海海上交通線 (SLOCs) 安全合作的情形.根據結果顯示,爭奪南海的國家,其解決衝突最好的策略應以合作的方式來提昇無論是在石油進口、貿易活動以及該地區船隻航行等方面的安全性。 為縮短假設情境與現實情況的差距,一方面,我們找出海上交通線安全合作之難點:主權、資源、和軍事發展;另一方面,也提出能促進其合作的正面因素:舊有的海上聯合巡邏、非傳統安全合作相關領堿、以及未來的南海行為準則 (SCS COC)。 最後我們介紹了「南海太平島提案」,試圖建立與協調新的海上聯合巡邏來降低該地區的緊張關係,建立彼此之間的信任,並改善衝突的情況。 根據本研究結論表示,我們的研究發現以及一些政策將能協助實施南海海上交通線安全的合作。 / Abstract This research applies game theory (stag-hunt model) to a hypothetical situation of cooperation on Sea Lines of Communication (SLOCs) protection in South China Sea (SCS). The results indicate that, in theory, the best option for all disputant countries in the issue is to cooperate in order to increase the security of their oil imports, trade, and ships crossing the region. To overcome the gap between the theoretical model and the reality, we have identified those factors that will hinder the implementation of cooperation on SLOCs protection, sovereignty, resources, and military development; as well as those that can be used to counterbalance the effect of negative ones, previous joint maritime patrols, non-traditional security cooperation, and the future South China Sea Code of Conduct (SCS COC). Finally, we have presented the South China Sea Peace Island Initiative, a proposal to coordinate and create new joint maritime patrols in the region as a mean to reduce tensions, build confidence, and improve the relationship between disputants. We conclude presenting the main findings of this research, as well as those policies that will be useful to implement cooperation on SLOCs protection in SCS.
