Les dimensions négligées de l'évaluation de la performance : les valeurs et la qualité de vie au travail

L’objet de cette thèse est l’élaboration d’un modèle logique de mesure du maintien des valeurs, ainsi que son opérationnalisation afin d’entreprendre l’évaluation de la performance des systèmes de santé. Le maintien des valeurs est l’une des quatre fonctions de la théorie de l’action sociale de T.Parsons permettant d’analyser les systèmes d’action. Les autres fonctions sont l’adaptation, la production et l’atteinte des buts. Cette théorie est la base du modèle EGIPSS (évaluation globale et intégrée de la performance des systèmes de santé), dans lequel cette thèse s’insère. La fonction étudiée correspond, dans l’oeuvre de T.Parsons, au sous-système culturel. Elle renvoie à l’intangible, soit à l’univers symbolique par lequel l’action prend son sens et les fonctions du système s’articulent. Le modèle logique de mesure du maintien des valeurs est structuré autour de deux concepts principaux, les valeurs individuelles et organisationnelles et la qualité de vie au travail. À travers les valeurs individuelles et organisationnelles, nous mesurons la hiérarchie et l’intensité des valeurs, ainsi que le niveau de concordance interindividuelle et le degré de congruence entre les valeurs individuelles et organisationnelles. La qualité de vie au travail est composée de plusieurs concepts permettant d’analyser et d’évaluer l’environnement de travail, le climat organisationnel, la satisfaction au travail, les réactions comportementales et l’état de santé des employés. La mesure de ces différents aspects a donné lieu à la conception de trois questionnaires et de trente indicateurs. Ma thèse présente, donc, chacun des concepts sélectionnés et leurs articulations, ainsi que les outils de mesure qui ont été construits afin d’évaluer la dimension du maintien des valeurs. Enfin, nous exposons un exemple d’opérationnalisation de ce modèle de mesure appliqué à deux hôpitaux dans la province du Mato Grosso du Sud au Brésil. Cette thèse se conclut par une réflexion sur l’utilisation de l’évaluation comme outil de gestion soutenant l’amélioration de la performance et l’imputabilité. Ce projet comportait un double enjeu. Tout d’abord, la conceptualisation de la dimension du maintien des valeurs à partir d’une littérature abondante, mais manquant d’intégration théorique, puis la création d’outils de mesure permettant de saisir autant les aspects objectifs que subjectifs des valeurs et de la qualité de vie au travail. En effet, on trouve dans la littérature de nombreuses disciplines et de multiples courants théoriques tels que la psychologie industrielle et organisationnelle, la sociologie, les sciences infirmières, les théories sur le comportement organisationnel, la théorie des organisations, qui ont conçu des modèles pour analyser et comprendre les perceptions, les attitudes et les comportements humains dans les organisations. Ainsi, l’intérêt scientifique de ce projet découle de la création d’un modèle dynamique et intégrateur offrant une synthèse des différents champs théoriques abordant la question de l’interaction entre les perceptions individuelles et collectives au travail, les conditions objectives de travail et leurs influences sur les attitudes et les comportements au travail. D’autre part, ce projet revêt un intérêt opérationnel puisqu’il vise à fournir aux décideurs du système de santé des connaissances et données concernant un aspect de la performance fortement négligé par la plupart des modèles internationaux d’évaluation de la performance. / The purpose of my thesis is to develop a logical model to measure the latency that we also call the values maintenance and its operationalization in order to evaluate health systems performance. Latency is one of the four functions of the general theory of action developed by T. Parsons. His theory is the basis of the EGIPSS model (Comprehensive and Integrated Assessment of the Performance of Health Systems), in which my thesis is inserted. The function of latency is viewed by Parsons as a sub-cultural system. This function reflects the intangible or symbolic universe in which the action takes its meaning. It connects the four functions of the system together. The logical model for measuring latency is structured around two main dimensions, individual and organizational values and quality of life at work. Through individual and organizational values, we measure the intensity and the hierarchy of values, and the level of concordance between individuals and the degree of congruence between the individual and organizational values. Quality of work life is composed of several concepts to analyze and assess work environment, organizational climate, job satisfaction, behavioural responses and health status of employees. The measurement of these aspects has led to the design of questionnaires and thirty three indicators. Thus, my thesis presents each of the selected concepts, as well as, their articulation and measurement tools that were built to assess the latency function. Finally, I present an example of the operationalization of the measurement model and the results of the evaluation which have been taken place in two hospitals in the state of Mato Grosso of south in Brazil. This thesis ends with a reflection on the use of evaluation as a management tool supporting performance improvement and accountability. This project involved a dual challenge. On the one hand, the conceptualization of the construct of maintenance of values from an extensive literature, but lacking of theoretical integration, and the creation of measurement tools to capture all aspects of objective and subjective values and quality of work life. Indeed, we find in the literature many disciplines and multiple theoretical approaches such as industrial and organizational psychology, sociology, nursing, theories of organizational behavior, organizational theory, which developed models to analyze and understand the perceptions, attitudes and human behavior in organizations. Thus, the scientific interest of this project arises from the creation of a dynamic and integrated model which synthesizes different theoretical fields addressing the issue of the interaction between individual and collective perceptions at work, the objective conditions of work and their influence on attitudes and behaviors at work. In addition, this project has an operational interest because it aims to provide to decision-makers knowledge and evidences on aspects of performance that have been neglected by most international models for performance evaluation.

Le phénomène de la Précarité Energétique (PE) ne cesse de gagner du terrain, il concerne 20,4% de la population françaises en 2016 contre 18,4% en 2013 (ONPE ; 2016). Ce constat oblige une attention particulière à la question de la performance énergétique des bâtiments.Malheureusement, cette performance est limitée aujourd’hui à la seule question de l’efficacité énergétique, or, il faudra prendre en compte la sobriété énergétique et le comportement des acteurs pour atteindre une vraie performance. Pour ce faire, nous avons mobilisé le parc de la copropriété qui est un parc avec une gouvernance complexe où la prise de décision commune pour voter les travaux est difficile à atteindre. Afin de répondre à ce problème complexe, une démarche délibérative établissant un dialogue entre les acteurs de la copropriété (syndic, conseil syndical, copropriétaires résidents et copropriétaires bailleurs), mais aussi avec les autres parties prenantes portant des connaissances sur la rénovation énergétique des bâtiments (architecte, thermicien, chargés d’opérations ...etc.), permettrait d’une part d’accompagner les copropriétaires à comprendre et à s’approprier les défis de la performance énergétique et d’une autre part de faire une évaluation pour comprendre comment les copropriétaires prennent des décisions sur des choix de performance énergétique dans une situation de précarité énergétique.Le défi de cette démarche est qu’à travers ce dialogue et évaluation, les copropriétés puissent faire des décisions performantes pour les travaux de rénovation même quand plusieurs de ces copropriétaires sont en situation de PE. / The phenomenon of fuel poverty continues to grow, it is affecting 20.4% of the French population in 2016 against 18.4% in 2013 (ONPE, 2016). This situation requires special attention to the issue of energy performance in buildings energy.Unfortunately, this performance, nowadays is only limited to the question of energy efficiency, it will be necessary to consider the energy saving and the behavior of the actors to achieve true performance. In order to do this, we have mobilized the park of the condominium housing which is a park with complex governance where common decision-making votes for needed tasks is difficult to achieve. To address this complex problem, a deliberative approach establishing a dialogue between co-owners (the managing office, union council, resident co-owners and lessor co-owners) but also with other stakeholders with knowledge on buildings energy renovation (Architect, heat engineer, operation manager…etc.), would enable the co-owners to understand and appropriate the challenges of energy performance and to make an assessment to understand how the co-owners take decisions on energy performance choices in a situation of fuel poverty.The challenge of this approach is that through this dialogue and evaluation, the condominiums housing can make efficient decisions for renovations even when several of its co-owners are in a fuel poverty situation.

On Risk Management of Electrical Distribution Systems and the Impact of Regulations

The Swedish electricity market was de-regulated in 1996, followed by new laws and a new regulation applied to the natural monopolies of electrical distribution systems (EDS). These circumstances have motivated distribution systems operators (DSOs) to introduce more comprehensive analysis methods. The laws, the regulation and additional incentives have been investigated within this work and results from this study can be valuable when developing risk methods or other quantitative methods applied to EDS. This tendency is not unique for Sweden, the results from a comparative study of customer outage compensation laws between Sweden and UK is for example included. As a part of investigating these incentives, studies of the Swedish regulation of customer network tariffs have been performed which provide valuable learning when developing regulation models in different countries. The Swedish regulatory model, referred to as the Network Performance Assessment Model (NPAM), was created for one of the first de-regulated electricity markets in the world and has a unique and novel approach. For the first time, an overall presentation of the NPAM has been performed including description of the underlying theory as a part of this work. However, the model has been met by difficulties and the future usage of the model is uncertain. Furthermore, the robustness of the NPAM has been evaluated in two studies with the main conclusion that the NPAM is sensitive toward small variations in input data. Results from these studies are explained theoretically investigating algorithms of the NPAM. A pre-study of a project on developing international test systems is presented and this ongoing project aims to be a useful input when developing risk methods. An application study is included with the approach to systematically describe the overall risk management process at a DSO including an evaluation and ideas of future developments. The main objective is to support DSOs in the development of risk management, and to give academic reference material to utilize industry experience. An idea of a risk management classification has been concluded from this application study. The study provides an input to the final objective of a quantitative risk method. / QC 20101125

Staff perceptions of the implementation of a performance management and development systems: Father Smangaliso Mkhatswa case study

The advent of democracy in the Republic of South Africa has brought about fundamental changes in the spheres of governance. One of these changes is the implementation of the employee performance management and development system in the public service. One of the Constitutional imperatives of the country requires all government institutions to cultivate good human resource management and career development practices to maximise human potential. The Gauteng Department of Social Development and in particular, Father Smangaliso Mkhatswa Centre, is also expected to implement the employee performance management and development system. The study seeks to examine to what extent performance management can enhance employee‟s performance. To achieve this, a semi-structured interview was conducted with employees of Father Smangaliso Mkhatswa Centre. The findings indicate that managers use performance management as a tool to control and discipline subordinates, whilst subordinates use performance management as a means of getting extra money through performance bonuses. 目前我國公務人員考績制度中的「考列甲等比率設限」措施,乃係考試院為改善公務人員考績長期以來評價浮寬(rating inflation)現象所為,然此舉卻使考核者深感打考績是一項沉重的行政負擔,而改以「均賞少罰」心態,對受考核者核予偏離實際工作表現的評價,導致考績綜覈名實、信賞必罰的績效管理功能嚴重失靈。故本研究以新北市政府一級機關業務單位為研究對象,探討渠等在「考列甲等比率設限」措施下,是否具有按受考核者客觀工作表現作出排序的能力,及影響渠等依此做出適當績效評價意願的因素。 本研究採用深度訪談法,藉由Park於2014年提出的公部門考核者動機模型,抽取與本文研究興趣有關的因素後,重新歸納建構本研究的分析模型,並以此模型內所用分析元素作為訪談設計、資料蒐集、分析的依據。研究後得出以下結論:(一)考核者具有考評能力,且辦理考績的過程乃是一個具有時間序列概念的動態性過程;(二)所感受到的課責強度將視來源而異且具有正、負面效果;(三)誘因設計牽動考核者動機與相應考核策略;(四)業務性質將影響考核動機與考核策略二者間之關係;(五)現行考績制度對積極管理作用是有限的。 綜上,本研究提出三項建議:(一)授權各主管機關視整體施政目標及業務特性研訂考績評比及平時考核指標;(二)考績辦理方式多元化,藉由增列「優等」及透過團體績效評核等方式,發揮獎賞及汰劣功能;(三)賦予考核者更多權力,透過允許機關作出更具多元化的裁量或對制度設計擁有較多的自我控制,以增加考核者管理工具並發揮考績積極管考功能。

Real-time Assessment, Prediction, and Scaffolding of Middle School Students’ Data Collection Skills within Physical Science Simulations

Despite widespread recognition by science educators, researchers and K-12 frameworks that scientific inquiry should be an essential part of science education, typical classrooms and assessments still emphasize rote vocabulary, facts, and formulas. One of several reasons for this is that the rigorous assessment of complex inquiry skills is still in its infancy. Though progress has been made, there are still many challenges that hinder inquiry from being assessed in a meaningful, scalable, reliable and timely manner. To address some of these challenges and to realize the possibility of formative assessment of inquiry, we describe a novel approach for evaluating, tracking, and scaffolding inquiry process skills. These skills are demonstrated as students experiment with computer-based simulations. In this work, we focus on two skills related to data collection, designing controlled experiments and testing stated hypotheses. Central to this approach is the use and extension of techniques developed in the Intelligent Tutoring Systems and Educational Data Mining communities to handle the variety of ways in which students can demonstrate skills. To evaluate students' skills, we iteratively developed data-mined models (detectors) that can discern when students test their articulated hypotheses and design controlled experiments. To aggregate and track students' developing latent skill across activities, we use and extend the Bayesian Knowledge-Tracing framework (Corbett & Anderson, 1995). As part of this work, we directly address the scalability and reliability of these models' predictions because we tested how well they predict for student data not used to build them. When doing so, we found that these models demonstrate the potential to scale because they can correctly evaluate and track students' inquiry skills. The ability to evaluate students' inquiry also enables the system to provide automated, individualized feedback to students as they experiment. As part of this work, we also describe an approach to provide such scaffolding to students. We also tested the efficacy of these scaffolds by conducting a study to determine how scaffolding impacts acquisition and transfer of skill across science topics. When doing so, we found that students who received scaffolding versus students who did not were better able to acquire skills in the topic in which they practiced, and also transfer skills to a second topic when was scaffolding removed. Our overall findings suggest that computer-based simulations augmented with real-time feedback can be used to reliably measure the inquiry skills of interest and can help students learn how to demonstrate these skills. As such, our assessment approach and system as a whole shows promise as a way to formatively assess students' inquiry.
