The European Enlargement : To the East and Beyond?

<p>The two Eastern enlargements in 2004 and 2007 marked a new chapter in the EU’s history, since it was the first time that the Union turned to enlarge eastwards. This thesis examines the borderline problem that arose with Article 49 of the <em>Maastricht</em> <em>Treaty on the European Union</em>, which gave the right to <em>any European country</em> that respects the principles of: liberty, democracy, human and fundamental rights, and the rule of law, to apply for membership in the EU.</p><p> </p><p>This thesis approaches the EU’s borderline problem by taking on three case studies consisting of Hungary, Lithuania, and Ukraine, for the purpose of analyzing the Eastern enlargement and Ukraine’s potentials of becoming a member of the EU. The reason for doing so is to compare Ukraine’s potentials of becoming a member in the EU with two Eastern states that, like Ukraine, have been involved with the Soviet Union, and that despite their degree of involvement, have been successfully integrated in the EU.</p><p> </p><p>As the EU has turned to enlarge eastwards, it gradually pushes its borderline with every enlargement, closer to Russian territory. Hence, it is necessary to investigate how potential integration of a country like Ukraine can affect the EU’s relations with Russia. The crucial aspect of the current relations between the EU and Russia is the interdependence of energy, where Ukraine is as a strategically important country, since it currently serves as a corridor between East (Russia) and West (EU). This thesis therefore shows that the problematic of potential integration of Ukraine goes much deeper than that of a geographical matter, and therefore touches other problem areas related to domestic political instability in Ukraine, and Russian political influence through its gas supplies.</p><p> </p><p>This thesis approaches the EU’s borderline problem from a foreign political perspective by investigating Ukraine’s potentials of becoming a member of the EU and suggesting, by the assistance of Westberg’s theoretical framework of integration theories, a third generation of integration theories to be needed in order to meet the problematic of the enlargement towards East. Dynamic Clustering and Visualization of Smart Data via D3-3D-LSA / with Applications for QuantNet 2.0 and GitHub

Mit der wachsenden Popularität von GitHub, dem größten Online-Anbieter von Programm-Quellcode und der größten Kollaborationsplattform der Welt, hat es sich zu einer Big-Data-Ressource entfaltet, die eine Vielfalt von Open-Source-Repositorien (OSR) anbietet. Gegenwärtig gibt es auf GitHub mehr als eine Million Organisationen, darunter solche wie Google, Facebook, Twitter, Yahoo, CRAN, RStudio, D3, Plotly und viele mehr. GitHub verfügt über eine umfassende REST API, die es Forschern ermöglicht, wertvolle Informationen über die Entwicklungszyklen von Software und Forschung abzurufen. Unsere Arbeit verfolgt zwei Hauptziele: (I) ein automatisches OSR-Kategorisierungssystem für Data Science Teams und Softwareentwickler zu ermöglichen, das Entdeckbarkeit, Technologietransfer und Koexistenz fördert. (II) Visuelle Daten-Exploration und thematisch strukturierte Navigation innerhalb von GitHub-Organisationen für reproduzierbare Kooperationsforschung und Web-Applikationen zu etablieren. Um Mehrwert aus Big Data zu generieren, ist die Speicherung und Verarbeitung der Datensemantik und Metadaten essenziell. Ferner ist die Wahl eines geeigneten Text Mining (TM) Modells von Bedeutung. Die dynamische Kalibrierung der Metadaten-Konfigurationen, TM Modelle (VSM, GVSM, LSA), Clustering-Methoden und Clustering-Qualitätsindizes wird als "Smart Clusterization" abgekürzt. Data-Driven Documents (D3) und Three.js (3D) sind JavaScript-Bibliotheken, um dynamische, interaktive Datenvisualisierung zu erzeugen. Beide Techniken erlauben Visuelles Data Mining (VDM) in Webbrowsern, und werden als D3-3D abgekürzt. GitHub provides an extensive REST API, which enables scientists to retrieve valuable information about the software and research development life cycles. To transform Big Data into value, in other words into Smart Data, storing and processing of the data semantics and metadata is essential. The dynamic calibration of metadata configurations, TM models (VSM, GVSM, LSA), clustering methods and clustering quality indices will be shortened as "smart clusterization". Data-Driven Documents (D3) and Three.js (3D) are JavaScript libraries for producing dynamic, interactive data visualizations, featuring hardware acceleration for rendering complex 2D or 3D computer animations of large data sets. Both techniques enable visual data mining (VDM) in web browsers, and will be abbreviated as D3-3D. Latent Semantic Analysis (LSA) measures semantic information through co-occurrence analysis in the text corpus. Its properties and applicability for Big Data analytics will be demonstrated. "Smart clusterization" combined with the dynamic VDM capabilities of D3-3D will be summarized under the term "Dynamic Clustering and Visualization of Smart Data via D3-3D-LSA".

Conception en vue de test de convertisseurs de signal analogique-numérique de type pipeline. / Design for test of pipelined analog to digital converters.

La Non-Linéarité-Différentielle (NLD) et la Non-Linéarité-Intégrale (NLI) sont les performances statiques les plus importantes des Convertisseurs Analogique-Numérique (CAN) qui sont mesurées lors d’un test de production. Ces deux performances indiquent la déviation de la fonction de transfert du CAN par rapport au cas idéal. Elles sont obtenues en appliquant une rampe ou une sinusoïde lente au CAN et en calculant le nombre d’occurrences de chacun des codes du CAN.Ceci permet la construction de l’histogramme qui permet l’extraction de la NLD et la NLI. Cette approche requiert lacollection d’une quantité importante de données puisque chacun des codes doit être traversé plusieurs fois afin de moyenner le bruit et la quantité de données nécessaire augmente exponentiellement avec la résolution du CAN sous test. En effet,malgré que les circuits analogiques et mixtes occupent une surface qui n’excède pas généralement 5% de la surface globald’un System-on-Chip (SoC), leur temps de test représente souvent plus que 30% du temps de test global. Pour cette raison, la réduction du temps de test des CANs est un domaine de recherche qui attire de plus en plus d’attention et qui est en train deprendre de l’ampleur. Les CAN de type pipeline offrent un bon compromis entre la vitesse, la résolution et la consommation.Ils sont convenables pour une variété d’applications et sont typiquement utilisés dans les SoCs destinés à des applicationsvidéo. En raison de leur façon particulière du traitement du signal d’entrée, les CAN de type pipeline ont des codes de sortiequi ont la même largeur. Par conséquent, au lieu de considérer tous les codes lors du test, il est possible de se limiter à un sous-ensemble, ce qui permet de réduire considérablement le temps de test. Dans ce travail, une technique pour l’applicationdu test à code réduit pour les CANs de type pipeline est proposée. Elle exploite principalement deux propriétés de ce type deCAN et permet d’obtenir une très bonne estimation des performances statiques. La technique est validée expérimentalementsur un CAN 11-bit, 55nm de STMicroelectronics, obtenant une estimation de la NLD et de la NLI pratiquement identiques àla NLD et la NLI obtenues par la méthode classique d’histogramme, en utilisant la mesure de seulement 6% des codes. / Differential Non Linearity (DNL) and Integral Non Linearity (INL) are the two main static performances ofAnalog to-Digital Converters (ADCs) typically measured during production testing. These two performances reflect thedeviation of the transfer curve of the ADC from its ideal form. In a classic testing scheme, a saturated sine-wave or ramp isapplied to the ADC and the number of occurrences of each code is obtained to construct the histogram from which DNL andINL can be readily calculated. This standard approach requires the collection of a large volume of data because each codeneeds to be traversed many times to average noise. Furthermore, the volume of data increases exponentially with theresolution of the ADC under test. According to recently published data, testing the mixed-signal functions (e.g. dataconverters and phase locked loops) of a System-on-Chip (SoC) contributes to more than 30% of the total test time, althoughmixed-signal circuits occupy a small fraction of the SoC area that typically does not exceed 5%. Thus, reducing test time forADCs is an area of industry focus and innovation. Pipeline ADCs offer a good compromise between speed, resolution, andpower consumption. They are well-suited for a variety of applications and are typically present in SoCs intended for videoapplications. By virtue of their operation, pipeline ADCs have groups of output codes which have the same width. Thus,instead of considering all the codes in the testing procedure, we can consider measuring only one code out of each group,thus reducing significantly the static test time. In this work, a technique for efficiently applying reduced code testing onpipeline ADCs is proposed. It exploits two main properties of the pipeline ADC architecture and allows obtaining an accurateestimation of the static performances. The technique is validated on an experimental 11-bit, 55nm pipeline ADC fromSTMicroelectronics, resulting in estimated DNL and INL that are practically indistinguishable from DNL and INL that areobtained with the standard histogram technique, while measuring only 6% of the codes.

Dimensionnement de canalisations sur des critères en déformation dans des environnements extrêmes / Strain-based design of pipelines in extreme environments

Les standards consacrés à la conception des oléoducs se concentrent principalement sur les chargements opérationnels, tels que les pressions internes et externes, et les procédures d'analyse de défauts actuelles n'exploitent pas les capacités d'écrouissage du matériau. Pourtant, dans des conditions extrêmes, les oléoducs peuvent être soumis à des contraintes au-delà de la limite d'élasticité jusqu'à atteindre 2.5% de déformations plastiques. Ici, les procédures proposées par ExxonMobil et PRCI basées sur des critères en déformation sont présentées, et l'utilisation de l'éprouvette SENT (Single Edge Notched Tension) pour caractériser la ténacité est étudiée, en comparant les différentes procédures d'essais recommandées. Puis, une importante campagne expérimentale a été réalisée pour caractériser deux aciers pour oléoducs à température ambiante et à basses températures. Les comportements mécaniques des matériaux de base et d'apport ont été identifiés grâce à l'utilisation de l'analyse inverse, et il est montré que le modèle d'endommagement GTN permet de modéliser finement les essais sur éprouvettes de laboratoire. Enfin, deux essais sur structures (pression et flexion, puis pression et traction) ont été réalisés de manière à comparer les approches globales et le modèle d'endommagement GTN. Ce dernier démontre une bonne transférabilité de l'éprouvette vers la structure. / Pipeline design codes and standards traditionally focus on the operational loadings such as internal and external pressures that are likely to exist over the entire lifetime of the pipeline. Existing Engineering Critical Assessments are mostly based on stress considerations, where the design margin is given as a percentage of the yield strength. In extrem environments, pipelines may experience stresses beyond the yield and plastic deformations up to 2.5 %. In such conditions, strain-based design procedures apply. In this work, a literature review of the existing strain based methods is proposed, including ExxonMobil and PRCI multi-tier approaches. The use of the Single Edge Notched Tension (SENT) specimen to measure the material toughness is then studied, benchmarking the recommended testing procedures from literature. A comprehensive experimental campaign was carried out to fully characterize two actual line pipes at room and low temperatures. The mechanical behavior of parent and weld materials are identified using an inverse analysis, and GTN damage model is shown to allow accurate modeling of the laboratory testings. Finally, two full scale tests (pressure + bending or pressure + tension) were carried out to benchmark the global approaches and GTN damage model. The latter showed a very good transferability from specimens to the structure.

FATIGUE CHARACTERIZATION OF RISERS AND PIPELINES UNDER REALISTIC VARIABLE AMPLITUDE LOADING AND THE INFLUENCE OF COMPRESSIVE STRESS CYCLES

One of the most prominent factors affecting the performance and longevity of risers is vortex induced vibration (VIV), which can cause severe fatigue damage, especially in risers used in deep waters. The available approaches for analyzing VIV induced fatigue in risers mainly focus on the VIV aspect of the problem; indeed less attention has been paid on the effect of VIV on a riser’s fatigue life and in prediction of fatigue life using various models. This dissertation first demonstrates how one can characterize fatigue of pipes and risers using an equivalent plate specimen as opposed to using a pipe specimen, thereby simplifying the task, yet obtaining good accuracy. Actual variable amplitude loadings (VAL) are used to study the fatigue crack growth in risers’ material with a focus on the various influencing parameters. Extensive experimental investigations are performed, followed by analytical and computational nonlinear finite element analyses. It is shown that the higher harmonics do cause significant fatigue damage, thus their influence should not be ignored. The influence of load interaction effects is also investigated, focusing on the fatigue crack growth retardation effects due to tension overloads, as well as the acceleration effects due to compression underloads. The crack closure concept is then used to explore into both the fatigue retardation and acceleration effects within a VAL scenario. An effective method for calculation of the stress intensity factor is proposed, which considers only the tensile portion of the stress range, while proposing another effective approach for accounting for the influence of compressive stress cycles. Moreover, a two-parameter approach is used in this dissertation, relating the fatigue crack growth rate (FCGR) to the crack tip opening displacement (CTOD). It is shown that the CTOD provides adequate information for calculating the FCGR under VAL, and it can be effectively used to account for the influence of the compressive stress cycles. The experimental investigation also considers the retardation effect resulting from the applied peak tensile overload cycles (TOLC) and the influence of various so-called “clipping” levels, demonstrating the significant influence of the TOLC on crack growth retardation in VAL.

It consists in determining what will be done in each production stage given a time horizon, concerning the distribution of products from source nodes to demand nodes, passing through intermediate nodes. Constraints concerning storage limits, delivering time, sources availability, limits on sending or receiving, among others, have to be satisfied. This problem can be viewed as a biobjective problem that aims at minimizing the time needed to for transporting the set of packages through the network and the successive transmission of different products in the same pipe is called fragmentation. This work are developed three algorithms that are applied to this problem: the first algorithm is discrete and is based on Particle Swarm Optimization (PSO), with local search procedures and path-relinking proposed as velocity operators, the second and the third algorithms deal of two versions based on the Non-dominated Sorting Genetic Algorithm II (NSGA-II). Ce travail est le résultat de recherches réalisées d’abord dans le cadre d’un programme d’archéologie préventive (2001-2004), puis d’une bourse doctorale à l’ULB entre 2004 et 2010 (Introduction générale). Les sites étudiés sont localisés dans la région de Kribi (côte camerounaise) et sont essentiellement composés de fosses, qui sont très certainement les vestiges des premières entités villageoises ayant habité la zone forestière atlantique du Cameroun vers ca. 3000BP (Chap. 1). La méthodologie adoptée varie sensiblement selon les deux programmes (Chap. 2). Le matériel analysé, surtout la céramique (Chap. 3, 4 et 5), a été récolté au cours des fouilles de sauvetage et programmées et a permis de définir une chronoséquence générale entre ca. 1000 BC et ca. AD 1000 (Chap. 6) qui comprend trois traditions céramiques :la Tradition de Bissiang (période de Transition Âge de la Pierre/Âge du Fer, Cal 1000-400 BC), le Groupe de Mpoengu (Âge du Fer I, Cal 400-50 BC) et la Tradition de Bidjoka (Âge du Fer II, Cal AD 0-1000). Cette dernière tradition est aussi contemporaine de l’apparition de sociétés complexes sur la côte méridionale camerounaise et ses environs, dont les sites se caractérisent surtout par la présence de ce qui semble être des structures funéraires, dans lesquelles on trouve de nombreux objets en fer (parures, armes, etc.) disposés de manière particulière et généralement associés à de poteries carénées décorées.<p>Une étude comparative de la chronoséquence de la zone côtière a été faite avec celles déjà établies pour les zones avoisinantes, notamment au centre du Cameroun et dans les pays voisins (Chap. 7). Ce rapprochement a permis de conclure, entre autres, à une parenté culturelle entre la Tradition de Bissiang et celle d’Obobogo identifiée dans la région de Yaoundé (zone de forêt mixte). This diploma thesis deals with rainwater harvesting system in the company premises and the design of plumbing system in the newly built training center and storage hall. The new standard EN 16941-1 is described in the teoretical part. This standard deals with the use of rainwater. The experimental part solves the measurement of the non-potable water in this area. In the practical part, the acquired information is applied to the newly built object in the company premises. A project is created in the form of a technical report and drawing documentation for the use of rainwater and plumbing system.
