Previous issue date: 2015-01-28 / O presente estudo prop?s apreender as pol?micas que perpassam a
organiza??o pol?tica da categoria na contemporaneidade. A pesquisa estabeleceu
como recorte temporal a d?cada de 2003 a 2013, mais precisamente a conjuntura
que se abre com a elei??o de Lula ? Presid?ncia da Rep?blica e suas repercuss?es
para a esquerda brasileira, os movimentos sociais e para a categoria. Atrav?s de
pesquisa documental, estudamos as vertentes profissionais que se organizam
politicamente em campos distintos, notadamente o Conselho Federal de Servi?o
Social (CFESS) e a Federa??o Nacional de Assistentes Sociais (FENAS). Buscando
apreender sua rela??o com o Projeto ?tico-Pol?tico da profiss?o, foram analisados
documentos p?blicos que expressam as posi??es pol?ticas das referidas entidades,
situando as pol?micas e diferen?as pol?ticas existentes entre elas e entendendo a
organiza??o pol?tica como media??o para a constru??o de projetos profissionais e
societ?rios diversos. / The present study was to apprehend the controversies that underlie the
political organization of the category nowadays. The research established time frame
as the decade from 2003 to 2013, more precisely the situation that opens with Lula's
election to the Presidency and its repercussions for the Brazilian left, social
movements and for the category. Through documentary research, we studied the
professional aspects that are organized politically in different fields , notably the
Federal Council of Social Service (CFESS) and the National Federation of Social
Workers (FENAS). Seeking to understand their relationship with the Ethical - Political
Project of the profession, public documents were analyzed expressing the political
positions of these entities, placing the controversies and political differences between
them and understanding the political organization as a means to building
professionals and corporate projects many.

Previous issue date: 2015-02-27 / A pesquisa aqui apresentada tem como objetivo geral realizar uma avalia??o pol?tica do Programa Nacional de Acesso ao Ensino T?cnico e ao Emprego (Pronatec) como forma de elucidar os seus princ?pios ideol?gicos, valores, objetivos e fundamentos te?ricos e pol?ticos. Com base nas teoriza??es de O?Connor (1977), que enfatiza as duas grandes fun??es do Estado Capitalista, quais sejam, a da acumula??o e a da legitima??o, partiu-se da hip?tese que os princ?pios ideol?gicos, fundamentos, objetivos e valores do Pronatec est?o ligados principalmente ? fun??o de legitima??o do Estado Capitalista. Na condu??o da investiga??o tomou-se por refer?ncia principal Figueiredo e Figueiredo (1985), ao enfatizar que na avalia??o pol?tica busca-se estudar o conte?do de determinada pol?tica p?blica; e Souza (2013a), ao propor que nesse tipo de avalia??o devem-se desvelar a ideologia, teoria e os objetivos expl?citos e impl?citos da pol?tica p?blica. No que diz respeito ao m?todo de pesquisa, procurou-se fazer algumas vincula??es entre a avalia??o pol?tica de pol?ticas p?blicas e o m?todo dial?tico, a partir de Kosik (1976). Seguindo o enfoque espec?fico da avalia??o pol?tica de pol?ticas p?blicas, utilizou-se como fonte de dados os documentos oficiais do Pronatec, al?m de alguns discursos e dados sobre o programa. Para an?lise dos dados, recorreu-se ? an?lise de conte?do a partir de Bardin (1977) e das t?cnicas de interpreta??o de Foucault (1997). Os resultados da pesquisa demonstraram que o Pronatec apresenta o objetivo impl?cito de contribuir para legitima??o do Estado Capitalista, principalmente por meio dos cursos FIC (Forma??o inicial e Continuada de Trabalhadores) e, al?m disso, manifesta-se em alguma medida o cumprimento da fun??o de acumula??o (com as ressalvas necess?rias do que foi teorizado por O?Connor, 1977) por meio da execu??o do Programa pela chamada parceria p?blico-privada. Outra quest?o latente que a avalia??o pol?tica do Programa permitiu apontar ? a de que o mesmo contribui para acentuar a dualidade social, ao passo que refor?a a separa??o entre educa??o proped?utica e a profissional. / The research presented here arose as a general policy goal perform an evaluation of the National Program for Access to Technical Education and Employment (Pronatec) to elucidate their ideological principles, values, objectives and theoretical and political foundations. Based on theories of O'Connor (1977), which emphasizes the two major functions of the capitalist state, which is the accumulation and legitimation, broke the assumption that the ideological principles, rationale, goals and values Pronatec are mainly linked to the legitimation function of the capitalist state. In conducting the research was taken by primary reference Figueiredo and Figueiredo (1985), to emphasize that the political assessment is sought to study the contents of certain public and Souza (2013a) policy to propose that this type of evaluation should reveal the ideology, theory and the explicit and implicit goals of public policy. With respect to the research method, we tried to make some connections between the policy evaluation of public policies and the dialectical method from Kosik (1976). Following the specific focus of policy evaluation of public policies, it was used as a data source Pronatec official documents, as well as speeches and some data about the program. For data analysis, we resorted to the content analysis from Bardin (1977) and the techniques of interpretation of Foucault (1997). The survey results showed that Pronatec presents the implicit goal of legitimizing the Capitalist State primarily through courses FIC (Initial and Continuing Education Workers) and, moreover, manifests itself in some measure the performance of the function of accumulation (with the necessary caveats of which was theorized by O'Connor, 1977) through the implementation of the program by calling the public-private partnership. Previous issue date: 2015-12-11 / O Servi?o-Escola de Psicologia constitui-se normativamente com um equipamento indispens?vel para o reconhecimento dos cursos de forma??o de psic?logos pelo Minist?rio da Educa??o brasileiro. A Pol?tica P?blica de Sa?de (Sistema ?nico de Sa?de/SUS) vem se constituindo como campo de inser??o da categoria profissional, mas apresenta enormes desafios ? forma??o. O objetivo deste trabalho ? analisar o funcionamento dos Servi?os-Escola de Psicologia (SEP) das Institui??es de Ensino Superior de Natal compreendidos enquanto dispositivos importantes da forma??o para atender ?s atuais demandas do trabalho do psic?logo no SUS. Para tanto buscou: a) caracterizar as pr?ticas psicol?gicas desenvolvidas nos SEP; b) relacionar as Diretrizes Curriculares Nacionais para os cursos de Psicologia com as habilidades e compet?ncias desenvolvidas nos SEP para atua??o na pol?tica p?blica de sa?de; c) mapear formas de inclus?o dos SEP na rede delineada pela pol?tica de sa?de. Foram realizadas entrevistas com 12 supervisores acad?micos; 09 supervisores de campo e t?cnicos de n?vel superior (TNS) e 09 gestores, sendo 04 de Servi?o-Escola e 05 dos cursos de gradua??o. Foram tamb?m aplicados question?rios com 57 estagi?rios e 24 egressos. Al?m disso, realizou-se duas rodas de conversa com corpo t?cnico e acad?mico de duas das Institui??es de Ensino participantes da pesquisa e uma oficina de trabalho com psic?logos e estudantes promovida pelo CRP 13. Observamos que a maioria dos gestores e docentes conhecem as DCN e compreendem que a forma??o est? em processo de mudan?a no que se refere ? amplia??o da forma??o para atua??o do psic?logo em variados contextos. Entretanto, a maioria dos TNS as desconhece. Ademais, os resultados apontam para a predomin?ncia do modelo de aten??o baseado na psicologia cl?nica tradicional, embora a articula??o com as redes das pol?ticas p?blicas de sa?de e assist?ncia social j? possa ser timidamente visualizada. Diferentes modalidades de pr?ticas nesses Servi?os-Escola foram detectadas como as rodas de conversa, oficinas tem?ticas, consultoria em organiza??es, reuni?o em equipe di?ria de estagi?rios e TNS, matriciamento em sa?de mental, acompanhamento terap?utico, dentre outras. Contudo, os SEP do RN ainda se encontram isolados, seja dos demais cursos que comp?em o rol de categorias profissionais que atuam na sa?de, seja dos servi?os que comp?em as redes da pol?tica de sa?de e demais pol?ticas p?blicas. / The Psychology University Services is stablished normatively as an indispensable equipment to the recognition of the graduation courses of psychologists by the Brazilian Education Ministery. The Public Healthcare Policies (Universal Health System/SUS) constitutes itself as a input field of the professional category, but shows huge challenges in the formation of these professionals. The objective of this work is to analyse the functioning of the Psychology University Services (SEP) and the Superior Educational Institutions from Natal, understood as important formation devices to attend the actual demands of the psychologist's work on SUS. For this, it sought a) characterize the psychological practices developed in the SEP; b) relate the National Curricular Lines of Direction of the psychology courses to the skills and competences developed in the SEP to the performance on the public healthcare policies; c) mapping ways of including the SEP in the network designed by the healthcare policy. Interviews were performed with 13 academic supervisors, 8 field supervisors and technicians of superior level (TNC), along with 9 managers, being for of the Psychology University Services and 5 of the graduation programs. Questionnaires were also applied to 57 interns and 24 graduates. Besides that, two conversation circles were performed with the faculty and technician members from two of the Educational Institutions that were participating of the research, as well as a workshop with students and psychologists, promoted by the CRP 17. We observed that most part of the faculty members and managers know the DCN and comprehend that the formation is in process of change in what concerns to the extension of the formation to the performance of the psychologists in various contexts. However, most part of the TNC don't know about them. Moreover, the results point to the predominance of the assisting model based on the traditional clinic psychology, although the articulation with the public healthcare and social assistance networks can already be timidly visualized. Different modalities of practices in theses Psychology University Services were also detected, such as conversation groups, thematic workshops, organizational consultancies, team meetings with the interns and TNS in a daily basis, matriciament in mental health, therapeutic monitoring, among others. Yet, the SEP in Rio Grande do Norte are still isolated from the other courses that perform in the healthcare area and also from the services that compose the public healthcare and public policies.

O territ?rio assume novos significados que, influenciado pelo movimento da Economia Solid?ria, busca racionalidades alternativas a ordem social estabelecida. Entretanto, esses diferentes usos se revelam de forma complexa e contradit?ria, uma vez que nos empreendimentos solid?rios diferentes agentes coorporativos passa a atuar, tendo o Estado como intermedi?rio em ?ltima inst?ncia desse processo. Diante dessa realidade, objetivamos no presente estudo analisar os diferentes usos do territ?rio a partir dos empreendimentos econ?micos solid?rios rurais e as rela??es que estes estabelecem com os diferentes agentes envolvidos na din?mica s?cio-territorial do Rio Grande do Norte. A partir de um estudo cr?tico que contemple as formas e conte?dos da organiza??o territorial do fen?meno analisado, a metodologia adotada para a realiza??o deste trabalho pautou-se num estudo bibliogr?fico, tanto de autores da Geografia como de tem?ticas afins ao estudo da Economia Solid?ria, al?m do uso de dados secund?rios, obtidos juntos aos ?rg?os oficiais, como o SIES e o IBGE, da pesquisa documental, realizada junto a SENAES, e de campo, com entrevistas efetivadas junto aos empreendimentos solid?rios do RN, no intuito de fundamentar nossas an?lises. Os resultados obtidos no estudo demonstram a complexidade nos usos agr?colas do territ?rio pela Economia Solid?ria no RN, intensificando o uso enquanto recurso, a partir da atua??o do Estado e dos grandes agentes econ?micos, e regulando o uso enquanto abrigo, que marginalizam trabalhadores solid?rios, tornando-os sujeitados a uma l?gica hegem?nica. Dessa forma, conclu?mos que a Economia Solid?ria, apesar de configurar como uma nova forma de organiza??o entre os agricultores, dada a expressividades que os empreendimentos solid?rios rurais apresentam no RN, esta n?o vem possibilitando um desenvolvimento social pleno, enquanto um instrumento de reprodu??o e emancipa??o dos associados. Todavia, os empreendimentos articulados em redes se sobressaem, embora de forma pontual. Tais contradi??es evidencia que ? necess?rio fortalecer uma constru??o horizontal e de base popular para Economia Solid?ria, a fim de superar a a??o reguladora do Estado capitalista. / The solidary economy as the organization of production, alternative to the capitalist economy provides new forms of organization and social behavior, that, in the sight of geography, it is shown by the different territory uses. The territory assume new meanings that, influenced by the Solidary Economy movement, tries to reach for new ways of acting that differ from social order already stablished. However, the different uses show themselves in a more complex and contradictory way, given that, in solidary undertakings, different corporative agents start to act, the State being a last resource on this process. Given this reality, our goal on the present paper is to analyze the different uses of the territory from the rural economic solidary undertakings and the relationship it establishes to the different agents involved on the socio-territorial dynamics on Rio Grande do Norte. Starting from a study that contemplates the territorial organization forms and contents of the analyzed phenomena, the methodology utilized for this research is based on a bibliographic review, with authors from the geography and areas related to the Solidary Economy, besides the use of secondary data, acquired from official offices such as SIES and IBGE, from the documented research, SENAES and field interviews conducted with local solidary undertakings. The results obtained in the study reveal the complexity of the agricultural use of the territory by Solidary Economy on the RN, while a resource of intensified use, from the state actions and important economical agents, and regulating the use while shelter, that marginalize solidary workers, making them subdued to the hegemonic logic. Therefore, we can infer that the solidary economy, despite its image of new form of organization between agricultural workers, given the expressivity of the rural solidary undertakings presented on RN, it hasn?t shown a full social development as an instrument of reproduction and emancipation of the associates. Nevertheless, the undertakings articulated in nets excel, even when considering its punctual and residual form. The given contradictions show that it is necessary to fortify the building of the solidary economy as being horizontal and popular based for it to have strength to surpass the regulative actions of the capitalist state and ownership created by the Capital.

Previous issue date: 2015-10-16 / Os investimentos em moradia realizados pelas Caixas e Institutos de Aposentadoria e Pens?es em Natal, entre as d?cadas de 1930 e 1960, viabilizou a libera??o de cr?dito para constru??o e compra de casas, que contribu?ram para dinamizar o mercado imobili?rio natalense, em processo de consolida??o ? ?poca. Inseridas numa primeira proposta de pol?tica p?blica com abrang?ncia nacional delineada para habita??o social no pa?s, essas a??es demandaram a cria??o de uma s?rie de estruturas descentralizadas, sobretudo nas capitais, vinculadas aos Escrit?rios Centrais no Rio de Janeiro. Nas ag?ncias locais, uma rede de profissionais desenvolviam atividades variadas, que iam desde a concep??o e constru??o de empreendimentos at? o estudo rotineiro de propostas de financiamento de unidades isoladas. Esse contexto traz ? lume a avalia??o de im?veis, operada na escala local, como elemento essencial ? efetiva??o da pol?tica, permitindo a produ??o e a troca de dados sobre o valor de mercado das propriedades, fundada sobre a observa??o e interpreta??o dos espa?os de resid?ncia de diferentes grupos sociais, da cidade e de seus bairros. Dessa forma, objetiva-se contribuir para o entendimento da operacionaliza??o dessas a??es imobili?rias na legitima??o de pondera??es sobre o espa?o urbano e as resid?ncias disponibilizadas aos trabalhadores na capital potiguar. As fontes prim?rias principais foram as fichas de avalia??o imobili?rias dos processos prediais das CAP/IAP, arquivados no INSS-RN e sistematizados em parte no Banco de Dados Empreendimentos do HCURB. Tendo como fontes auxiliares jornais da ?poca, entrevistas e registro fotogr?fico in loco, foi poss?vel refletir sobre a constru??o de imagens fragmentadas da cidade, em fun??o dos interesses de investimentos particulares, dos associados, e com a produ??o direta das institui??es - enquanto autarquias corporativas de seguro social. Isso converge para um entendimento do papel dos engenheiros avaliadores no ?mbito dessas institui??es. As t?cnicas e os profissionais de avalia??o vinculados a ela podem ser vistos, nesse sentido, como parte de um sistema t?cnico-operacional que se estrutura sobre uma matriz de valores preconcebidos acerca dos significados da ?casa?. A busca por essa ?ess?ncia cient?fica? da avalia??o, mais a efici?ncia para a manipula??o de sistemas de cr?dito e investimento, mostram como estes ?rg?os, tanto marcam como representam, at? certo ponto, as faces contradit?rias de um grande esfor?o coletivo de constru??o de um ?Brasil moderno-industrial? e do ?novo homem trabalhador brasileiro?. / The investments of Caixas and Institutos de Aposentadoria e Pens?es (CAP and IAP) in homes of
Natal, between the decades of 1930-60, helped to boost up the local real estate market in consolidation
at the time. Inserted in the first national policy on social housing in the country, these operations have
demanded the creation of a wide qualified organizational structure, which would be from the "Central
Offices" of Rio de Janeiro to the decentralized units of the federal states. The professionals linked to
the Local Agencies have developed, on this matter, from activities related to the design and
construction of residential complexes, to the daily study of financing proposals in isolated units. As
from these studies, the evaluation of shelters was essential to the effectiveness of the policy, resulting
in the production of data on the market value of the properties by observing and issuing judgments
upon the living quarters of different social groups. Given these considerations, the aim here is to
contribute to the understanding on how to operate these real estate actions in the legitimization of
boundaries about the urban space and dwellings available to workers in Natal. Therefore, the views of
the city and constructions expressed by the evaluating engineers in their technical reports have been
taken as the focus. Being the main primary sources of work, these reports are part of the edifices
process of CAP/IAP regarding Natal, whose content is systematized in the database "Enterprises", the
HCUrb Research Group. In addition, there were used local newspapers at the time and interviews with
professionals as complementary sources. It was found that, in general, the evaluations have configured
? in a more everyday dimension of bureaucratic routines - a vehicle, among others, circulating ideas
about "home" within the social security institutions, being imbued with assumptions historically
constructed about the "modern habitat". Filled in loco, the reports expose the clash between
modernizing ideals in vogue and clear limitations in the city scenario at the time. Fragmented images
of the town are given to read through the labels assigned to the evaluated sites ? these being coated of
certain "scientific" character - which both legitimated and contributed to the dynamics of
appreciation/depreciation of the soil and to the socio-spatial differentiation. Contradictions were
evident in the endorsement given by the technicians when financing of admittedly precarious homes
for insured disadvantaged categories at the local level - such as industrial workers - while strict
regulations were imposed to new construction, designed, above all, to better paid categories. By
identifying raters engineers as urban agents, members of a technical-focused operating system for
safety and efficiency in the real estate investments of those authorities corporatist, it is desired the
usefulness of further studies on these characters, their training, professional activity and participation
in the construction of discourses and practices of intervention about the city and its buildings,
discussing individual and grouped interests that were left behind.

Previous issue date: 2014-08-29 / No decorrer das ?ltimas d?cadas, iniciando, principalmente, nos anos de 1960, o contingente de idosos tem crescido no pa?s e o envelhecimento populacional ? considerado um not?vel fen?meno mundial. Dada ? rapidez desse processo, esse crescimento tem produzido diferentes implica??es na estrutura das rela??es sociais, econ?micas e culturais das sociedades e, como tal, constitui novos desafios para as pol?ticas p?blicas e, particularmente, para a pol?tica de assist?ncia social brasileira. Considerando o expressivo aumento da popula??o idosa natalense e os desafios da pol?tica de assist?ncia social, essa pesquisa objetiva identificar e analisar as demandas e os desafios da Pol?tica de Assist?ncia Social no munic?pio de Natal/RN, na particularidade do acesso da popula??o idosa ? Prote??o Social B?sica nos Centros de Refer?ncia da Assist?ncia Social. A presente pesquisa norteia-se pelo m?todo cr?tico dial?tico, sendo os procedimentos metodol?gicos que nortearam o estudo: as pesquisas bibliogr?fica, documental e campo, bem como a observa??o sistem?tica. Algumas perguntas de partida foram importantes para nortear este trabalho: Quais as demandas que chegam ao CRAS pela popula??o idosa? Quais as respostas a estas demandas pela PSB? Como os CRAS vem implementando a prote??o social em respostas a essas demandas como garantia de direitos a popula??o idosa? Os servi?os oferecidos pelos CRAS atende as necessidades do usu?rio idoso? Para se chegar aos resultados desta pesquisa, foram realizadas pesquisa a documentos e pesquisa de campo em 4 (quatro) CRAS das diferentes zonas distritais do munic?pio de Natal. Os resultados desta pesquisa apontam que a prote??o social b?sica ? bastante fr?gil, deixando parcela da popula??o em situa??o de risco e vulnerabilidade social ainda sem aten??o devido a diversos fatores, dentre eles a reduzida equipe t?cnica e a impossibilidade de atendimento a todos os bairros referenciados pelos CRAS nas respectivas zonas, sendo 85% dos idosos atendidos advindos de demandas espont?neas. / Over the past decades, starting mainly in the 1960s, the number of elderly has grown
in the country and an aging population is considered a remarkable global
phenomenon. Given the speed of this process, this growth has produced different
implications for the structure of the social, economic and cultural societies and, as
such, constitutes new challenges for public policy, and particularly for the Brazilian
social assistance policy. Considering the significant increase aging population in
Natal and the challenges of social welfare policy, this research aims to identify and
analyze the demands and challenges of Social Assistance Policy in the city of Natal /
RN, in particular the access of the elderly to social protection basic in the Reference
Centers of Social Assistance. This research uses a critical dialectical method, and
the methodological procedures that guided the study: the bibliographical research,
documentary and field as well as systematic observation. Some initial questions were
important to guide this work: What are the demands that come to CRAS the elderly
population? What are the answers to these demands by the Basic Social Protection?
How this CRAS has implemented social protection responses to these demands as
rights guarantee the elderly population? The services offered by CRAS meets user
needs? To get the results of this research, bibliographic sources were used,
documentary and observation for four (4) CRAS of different district areas of the city of
Natal. The results of this research show that basic social protection is quite fragile,
leaving part of the population at risk and social vulnerability still without attention due
to several factors, including the reduced technical team and the impossibility of
service to all neighborhoods referenced by CRAS in the respective zones, and 50%
of elderly assisted arising from spontaneous demands.

Previous issue date: 2007-11-01 / To the observe the periods of electoral campaigns, we can realize sharply the abundance of political propaganda that announces the candidates, their campaign record, their proposed and everything that can carry them to the victory in the urns. The propaganda is today an essential tool in the votes dispute, in consequence of this, there is, in Brazil, the increasing participation of the Politics Parties in seminars of electoral marketing. They are varied strategies of the media used in the divulging of the candidacies, among them the slogan. Instigated by the explicit relation media/political, this work intends to investigate the ideologies (values) announced by the slogans of political propaganda that circulated in electoral periods. Thus, we base on the theory of the Circle of Bakhtin, who considers the statement as unit of the verbal communication, and that conceives the language as phenomenon dialogical, and, too, in the conceptions of alien words, social voices and dialogical relations formulated by the referred theory. We use, for better to comprehend, the slogan as strategy mediatic, of the classical study done by Olivier Reboul
concerning the slogan; and, like starting point of a conception about ideology, studied John Thompson to comprehends the ideological phenomenon. Our corpus it constitutes of 14 political slogans announced in the campaigns for mayor of the cities in Natal and Mossor?, both located in Rio Grande do Norte s state, Brazil, in 1996, 2000 and 2004. For the analysis of these slogans, we consider the social-historical context in which were announced, being contemplated the linguistic and discursive aspect, according to the following methodological order: the identification of alien words (interdiscours); the social voices and the kinds dialogical relations established; and, finally, the ideology announced by the statement. This way, we can arrive to the conclusion that in the electoral context occurs a true ideologies war , in other words, in the political game of an electoral campaign, the slogans announces different values, which vary in several factors function, for example, the historicity, the subject that enunciates, the discursive positionings. / Ao observarmos os per?odos de campanhas eleitorais, podemos perceber nitidamente a abund?ncia de propaganda pol?tica que divulga os candidatos, sua agenda de campanha, suas propostas e tudo o mais que possa lev?-los ? vit?ria nas urnas. A propaganda ? hoje uma
ferramenta essencial na disputa de votos, em conseq??ncia disso, h?, no Brasil, a crescente participa??o dos partidos em semin?rios de marketing eleitoral. S?o variadas estrat?gias midi?ticas utilizadas na divulga??o das candidaturas, dentre elas o slogan. Instigados pela
expl?cita rela??o m?dia/pol?tica, este trabalho pretende investigar as ideologias (valores) veiculadas pelos slogans de propaganda pol?tica que circularam em per?odos eleitorais. Para tanto, nos ancoramos na teoria do C?rculo de Bakhtin, que considera o enunciado como unidade da comunica??o verbal, e que concebe a linguagem como fen?meno dial?gico, e, ainda, nas concep??es de j?-dito, vozes sociais e rela??es dial?gicas formuladas pela referida teoria. Lan?amos m?o tamb?m, para melhor compreender o slogan como estrat?gia midi?tica, do estudo cl?ssico feito por Olivier Reboul acerca do slogan; e, como ponto de partida de uma concep??o sobre ideologia, vimos como John Thompson compreende o fen?meno ideol?gico. e Mossor?, ambas localizadas no estado Rio Grande do Norte, Brasil, em 1996, 2000 e 2004. Para a an?lise desses slogans, consideramos o contexto s?cio-hist?rico nos quais foram veiculados, sendo contemplado o aspecto ling??stico e discursivo, de acordo com a seguinte ordem metodol?gica: a identifica??o dos j?-ditos (interdiscurso); as vozes sociais e os tipos de rela??es dial?gicas estabelecidas; e, por fim, a ideologia veiculada pelo enunciado. Com isso, podemos chegar ? conclus?o de que no contexto eleitoral ocorre uma verdadeira guerra de ideologias, ou seja, no jogo pol?tico de uma campanha eleitoral, os slogans veiculam diferentes
valores, que variam em fun??o de diversos fatores, por exemplo, a historicidade, os sujeitos enunciadores, os posicionamentos discursivos.

The study presents theoretical and empirical reports of regional political blogs. In this issue, it looks for understand the political participation in the Internet space, examining the reconfigurations that accompany social relations and new forms of interaction that are merged in the media scene. The ambience of the study limits comments of readers in two political blogs in Rio Grande do Norte, Territ?rio Livre, and Thaisa Galv?o. The observation concerns about the democratic participation of citizens in matters of collective interest, during the 2010 election. The analysis update the debate on democratic discussion and conversation everyday, trying to grasp changes in social practices in virtual platforms. From this perspective, the work restores some conceptual notions that involve the public places, identifying the changes that appear in the virtual and traditional spheres, with the emergence of new places of conversations, from the Internet usage. Are also compared to similarities and differences between the two elements of the analysis. It is possible, therefore, the communication process of the two discursive spaces with ideas from the public sphere, trying to analyze the duality between public, private, and political participation in these virtual places / Este trabalho discute a transforma??o do espa?o p?blico com base nos desafios impostos pelas pr?ticas comunicativas, que se renovam e se recopiam nos contextos socioculturais da vida di?ria. Os conselhos gestores assumem institucionalmente a prerrogativa de materializar a participa??o social para a democratiza??o das pol?ticas p?blicas, sendo sua exist?ncia uma condi??o legal para a transfer?ncia de recursos federais no ?mbito da Assist?ncia Social. A literatura demonstra que essas institui??es est?o consolidadas para esse processo, contudo, ? necess?rio compreender a din?mica de funcionamento dos conselhos e sua rela??o com os ?rg?os gestores para analisar a qualidade da participa??o social e a sua influ?ncia no ?mbito do processo decis?rio e do exerc?cio do controle social. Assim, o objetivo deste trabalho, ? analisar a din?mica de funcionamento dos conselhos municipais de Natal e Parnamirim (RN), com base nos pressupostos das teorias da democracia participativa e deliberativa, apreendendo as categorias anal?ticas da participa??o, da representa??o pol?tica, da efetividade deliberativa e da accountability. A partir da pesquisa documental (leis de cria??o dos conselhos, regimentos internos, atas, resolu??es e relat?rios de gest?o), bem como da participa??o em reuni?es dos colegiados e das entrevistas com conselheiros e gestores, buscou-se empreender uma an?lise sobre como o compartilhamento do poder acontece nessas institui??es e como elas influenciam as respectivas gest?es municipais. Os resultados demonstram que a din?mica de funcionamento dos conselhos relaciona-se tanto ? abertura da gest?o ? participa??o social quanto ao protagonismo dos conselheiros em promover debates, apresentar demandas e exercer o controle social sobre as a??es e presta??es de contas dos gestores. Nesse sentido, ? poss?vel afirmar que as institui??es participativas atuam qualitativamente para a democratiza??o das pol?ticas p?blicas, mesmo que a correla??o de for?as desigual entre Estado e sociedade civil ainda esteja presente no processo decis?rio de alguma maneira nos casos analisados. / The Public Policy of Social Assistance established by the Federal Constitution of 1988 is a duty of the State and the right of the citizen and is carried out through a decentralized and participatory system, articulating the State and civil society in the decision-making process of management and in the inspection of actions and public resources. The managing councils institutionally assume the prerogative to materialize social participation for the democratization of public policies, and its existence is a legal condition for the transfer of federal resources in the scope of Social Assistance. The literature shows that these institutions are consolidated for this process, however, it is necessary to understand the dynamics of the functioning of the councils and their relationship with the management bodies to analyze the quality of social participation and its influence in the decision-making process and the exercise of Social control. The objective of this work is to analyze the dynamics of the municipal councils of Natal and Parnamirim (RN), based on the assumptions of theories of participatory and deliberative democracy, apprehending the analytical categories of participation, political representation, deliberative effectiveness and Accountability. Based on documentary research (council creation laws, internal regulations, minutes, resolutions and management reports), as well as participation in meetings of the collegiate and interviews with directors and managers, an attempt was made to analyze how sharing of power takes place in these institutions and how they influence the respective municipal administrations. The results demonstrate that the dynamics of functioning of the councils is related to the opening of management to social participation and to the role of directors in promoting debates, presenting demands and exercising social control over the actions and rendering of accounts of managers. In this sense, it is possible to affirm that participatory institutions act qualitatively for the democratization of public policies, even though the unequal correlation of forces between State and civil society is still present in the decision-making process in some way in the analyzed cases.

Assim, o presente projeto de pesquisa trata da avalia??o da implementa??o do PRONATEC Mulheres Mil do munic?pio de Maxaranguape/RN e tem como objetivo geral avaliar o processo de implementa??o do programa em quest?o, ? luz do modelo de anatomia do processo geral de implementa??o e seus subprocessos e sistemas desenvolvido por Draibe (2001). A pesquisa em quest?o se classifica como um estudo de caso, do tipo descritivo, com abordagem qualitativa e quantitativa, e adotara como procedimentos de coleta de dados, pesquisa bibliogr?fica, question?rio fechado e entrevista semiestruturada com os gestores, t?cnicos e beneficiarias. Para a an?lise dos dados ser?o utilizados as t?cnicas de an?lise de conte?do de Bardin e an?lise documental. Espera-se com os resultados da pesquisa contribuir para a constru??o do conhecimento com vistas a proposi??es de corre??es de processos para o atingimento das metas pr?-estabelecidas pelo programa / This study evaluated the implementation process of PRONATEC Mulheres Mil offered by the Escola de Sa?de of the Federal University of Rio Grande do Norte, using the model developed by Draibe (2001), called the anatomy of the overall implementation process. To achieve the objectives, we carried out a qualitative study of a case study, using documentary research and semi-structured interviews with three groups of subjects belonging to the program and with direct involvement in the implementation of processes: coordinator, while managers, supervisors and advisor, as formulators agents of the courses, and technical, administrative and academic supporters. The results showed that: the implementation strategy was a challenge for the implementers actors due to the lack of experience in the type of the program, where the decision-making process to define the courses are presented subject to government interference; limiting disclosure was characterized by the features of a professional and technological training program focused on gender; the selection of the implementation of the actors with experience to perform their duties contributed to the implementation of the program, which resulted in the absence of formal training; monitoring and internal evaluation, even if not formalized by own instruments, reduce the risk of failure in the implementation of policy and contribute to the improvement of the implementation process when there is socialization of results; centralized management of the budget facilitates the planning and implementation of policy actions, although inconstancy in the decentralization of financial resources by the federal government committed to attendance of beneficiaries, revealing a bottleneck in the program implementation process.
