The federal entity closest to the citizen is the county where your living space is made. The transparency of county information enables better monitoring of public accounts. Thus, the citizen may exercise more effectively their right to accountability. The research objective is to assess the level of transparency of the budget of ABC Paulista´s county, based on compliance with legal standards of fiscal transparency. The research´s nature is exploratory and descriptive, with a quantitative approach. Scores were constructed according to municipalities, allowing classifying them into four categories of transparency: transparent, translucent, transparent and opaque. Data collection was conducted in the period from February to June of 2013 by observing the transparency homepages of each county. Empirical evidence suggests that portals are not in full compliance with legal requirements. Regarding accountability advances are still modest, informational asymmetry persists and published content is very technical. / As normas da transparência fiscal (LC 101/00, LC131/09, Decreto 7185/10) determinam que todos os entes da federação das três esferas de poder disponibilizem na internet, em tempo real, informações pormenorizadas sobre a execução orçamentária e financeira. O ente federativo mais próximo do cidadão é o município, onde o seu espaço de vida é constituído. A transparência das informações municipais possibilita um melhor acompanhamento das contas públicas. Dessa forma, o cidadão poderá exercer de forma mais eficaz o seu direito de accountability. O objetivo da pesquisa é avaliar o nível de transparência do orçamento público dos municípios do ABC Paulista, com base na conformidade com as normas legais da transparência fiscal. A pesquisa é exploratória e de natureza descritiva, com abordagem quantitativa. Foram construídos escores de conformidade para os municípios, permitindo classificá-los em quatro categorias de transparência: transparente, translúcido, diáfano e opaco. A coleta de dados foi realizada no período de fevereiro a junho de 2013 por meio da observação nos portais eletrônicos da transparência de cada município. As evidências empíricas apontam que os portais não estão em total conformidade com as exigências legais. No que tange a accountability os avanços ainda são modestos, a assimetria informacional ainda persiste e o conteúdo divulgado é muito técnico.

This placement of public information in electronic portals is a recent practice in the Brazilian reality, much as are the recent laws created to regulate such access, which ultimately encourage a culture of citizen participation in public life. And to make sure that this transparency provides effective opportunities to citizen control a case study of the transparency portal of the City of Santa Maria, RS is done, due to the fact that it is the closest public sphere to the citizens, with the broader goal of linking public transparency and vertical accountability as redirecting practices of state action. / A presente pesquisa investiga a importância da transparência pública, veiculada nos portais eletrônicos, como mecanismo oportunizador de um efetivo controle cidadão e fortalecimento democrático. Essa veiculação de informações públicas nos portais eletrônicos é uma prática recente na realidade brasileira, tanto quanto são recentes as legislações criadas para regulamentar esse acesso, o que acaba por incentivar uma cultura de participação do cidadão na vida pública. E para que se verifique se essa transparência oportuniza efetivo controle cidadão, é feito um estudo de caso do portal de transparência da cidade de Santa Maria, RS, por ser o município a esfera pública mais próxima do cidadão, com o objetivo mais amplo de relacionar a transparência pública e accountability vertical como práticas reorientadoras da ação do Estado.

O processo de desenvolvimento de produto é reconhecido pela literatura como sendo de importância estratégica, mas, apesar disso, existe uma grande dificuldade para se gerenciar este processo, devido a existência de diversas visões parciais sobre sua abrangência e importância, as quais dificultam a integração entre os profissionais que atuam nessa área. No campo de ensino e pesquisa esse fenômeno também ocorre, pois o desenvolvimento de produtos é tratado de maneira incompleta pelas diferentes áreas de conhecimento especializado, criando visões parciais que apresentam linguagem e características próprias, as quais dificultam um entendimento comum dos aspectos desse processo. Para enfrentar esta situação, esse trabalho apresenta a experiência de grupos de pesquisa que formaram uma comunidade de prática em desenvolvimento de produtos, chamada PDPNet (Product Development Process Network), visando minimizar essas visões parciais. Para isso, os membros de tal comunidade envolveram-se no desenvolvimento de iniciativas e atividades conjuntas e têm a sua disposição um portal de conhecimentos para favorecer a sinergia entre os membros, apoiando o ambiente voltado à cooperação e facilitando a troca e criação de conhecimentos, o que é objetivo primordial de uma comunidade de prática. Este trabalho visa relatar e analisar criticamente as características principais da PDPNet, enfocando sua formação, estabelecimento, gestão das iniciativas e atividades para criação de conhecimentos, bem como a tecnologia de informação utilizada. Com esse trabalho, espera-se divulgar essa experiência para o meio acadêmico e empresarial interessado, de forma que suas práticas possam ser propagadas e as dificuldades consideradas. Além disso, espera-se que a análise crítica permita obter subsídios para que seus principais benefícios e dificuldades possam ser identificados e tratados pelos gestores da comunidade. / The product development process is recognized by literature as being of strategically importance, but a great difficulty exists to manage this process due to the existence of several partial visions concerning its scope. This causes some problems to integrate the professionals who work with this area. In the education & research field this phenomenon also occurs, as the product development process is incompletely treated by the different areas of specialized knowledge, creating also partial visions that have their own language and characteristics. This makes it difficult to establish a commom agreement of the aspects involved and they are not understood as complementary visions. To face this problem, this work presents the experience of some research groups that have built a community of practice on product development process in order to minimize these partial visions. The community of practice is called PDPNet (Product Development Process Network) and its practioners have been involved in a set of initiatives and joint activities. They have at hand a knowledge management portal to stimulate its members\'s synergy, supporting the cooperation environment and facilitating the exchange and creation of knowledge, which is the main objective of a community of practice. Thus, this work aims to present and to analyze the main characteristics of the PDPNet, focusing on its formation, establishment, management of the initiatives and activities for knowledge creation and management, as well as the information technology used. With this work, it is expected to disseminate the PDPNet experience for interested people from academic and organization environment, so that its success practices and difficulties can be known. Moreover, it is expected that the critical analysis give subsidies so that its main benefits and difficulties can be identified and treated by the community managers.

A gestão do conhecimento (GC) é fundamental em grupos de pesquisa, pois as atividades dos grupos são diretamente relacionadas com a criação contínua do conhecimento. Para auxiliar e apoiar a GC podem ser implantados sistemas computacionais em que as informações são organizadas e sistematizadas de forma a serem facilmente recuperadas e reutilizadas, apoiando a criação, registro e difusão de conhecimentos. Apesar da importância da GC em organizações de pesquisa, há poucos estudos sobre a implantação de sistemas nessas organizações. A maioria das experiências é relatada em empresas de manufatura e serviços. O objetivo deste trabalho é descrever uma experiência de implantação de um sistema de apoio à GC em uma rede de pesquisas no âmbito nacional, denominada Instituto Fábrica do Milênio. Ela reúne pesquisadores de diferentes áreas ligadas à manufatura. Para atingir esse objetivo fez-se a descrição da implantação do sistema, o levantamento das práticas de GC e dos mecanismos de comunicação nos grupos de pesquisa que constituem a rede. O método empregado foi uma combinação de pesquisa de campo do tipo participante-observador, na descrição da implantação, e entrevista em profundidade, na identificação das práticas e desafios de cada grupo. Como resultado, o trabalho confirma a importância dos sistemas de apoio à GC para melhoria da eficiência das redes de pesquisa, apresenta diretrizes e cuidados que precisam ser tomados na implantação e aponta para necessidades futuras de pesquisa na área. O trabalho inclui também uma lista das melhores práticas de GC observadas na rede estudada. / Knowledge management (KM) is fundamental for research groups, since its activities are directed related with the continuous knowledge creation. Information systems can be applied to support KM, where information is organized and systemized in order to facilitate recovering and reuse. Although KM is essential for research organizations, there are few studies that contemplate systems application on these organizations, the majority of which relate to manufacturing and servicing companies. This work\'s objective is to describe the implantation of a knowledge management system in a nationally extended research network called Institute Factory of Millennium (IFM). It joins researchers from different areas related to manufacturing. To reach this objective, this work describes the system\'s implantation, the identification of KM practices and the communication mechanisms used in the research groups that arrange the net. The adopted methods are a field research participant-observation to describe the implantation, and interviews to identify the practices and challenges on each group. The results confirm the knowledge management system\'s importance for improvement of the research nets\' eficiency, show directions and pitfalls during the implantation, and point out future necessities on this research area. This work also indicates a KM best practices list observed in the studied network.

A gestão empresarial, de uma forma em geral, enfrenta novos contextos quanto à sua estrutura organizacional que suporte a dinâmica do mercado, que incentive a aprendizagem, que esteja antecipada as tendências de consumo e necessidades dos clientes; e que possa ser criativa o suficiente para promover a inovação. Neste sentido, o conhecimento se torna um recurso estratégico para as empresas. Este estudo teve como objetivo propor diretrizes para um portal colaborativo para a transferência do conhecimento no contexto de ambientes de desenvolvimento de empreendimentos inovadores visando a melhoria no processo de inovação e desenvolvimento dos negócios das empresas incubadas. Quanto ao desenvolvimento, baseado em estudos norteadores sobre gestão do conhecimento, transferência do conhecimento para aspectos da colaboração e portais, foi aplicada a metodologia de modelagem organizacional Enterprise Knowledge Development (EKD). Os resultados abordaram três perspectivas: o modelo do estado atual, a análise das necessidades de mudança e o modelo do estado futuro, que apresentam em principal, o modelo de componentes e requisitos técnicos que norteiam as diretrizes para o portal colaborativo, para a transferência do conhecimento, integrado aos objetivos organizacionais, regras do negócio, atores e recursos. / The corporate management, in a general way, faces new contexts for their organizational structure wich supports the market dynamics, wich encourages learning, that is in advance to consumer trends and customer needs, and wich can be creative enough to foster innovation. In this way, knowledge becomes a strategic resource for companies. This research aims to propose guidelines for a collaborative portal for knowledge transfer in the context of innovative projects development in order to improve the innovation process and the development of business of incubated companies. Regarding development, based on guiding studies on knowledge management, knowledge transfer for collaboration aspects and portals, was applied the organization modeling methodology Enterprise Knowledge Development (EKD). The results discussed three perspectives: the as-is model, needs-for-change analysis and the to-be model, in which presents mainly the technical components and requirements model that provide the guidelines for collaborative portal for knowledge transfer, integrated with organizational goals, business rules, actors and resources.

Incorporação e recuperação de metadados semânticos em vídeos educacionais

Such technologies have helped incorporate semantics in varied contents made available on the Web, including educational portals that are repositories of differentiated Learning Objects (LO), including educational videos. The MPEG-7 standard supports this process by providing a range of standardized instruments for the design of audiovisual contents in several granularities. However, the literature review on this topic pointed out that the searches of those contents by the user still need to be facilitated. In this sense, this qualitative, exploratory and descriptive study aimed to investigate how the incorporation of metadata into audiovisual contents of an Educational Semantic Portal can help retrieve semantically those contents and ensure its reuse. Thus, a prototype of a Semantic Educational Portal that enables users to register and retrieve those semantic contents was designed and constructed. This portal was assessed as recommended for the user interaction design. The results of this study allow us to state that the incorporation of metadata in educational audiovisual contents through related descriptors makes easier and precise the semantic search and the retrieval of specific information contained in such contents. However, this registration done manually takes longer to be carried out than the registration of an audiovisual content that does not use metadata, which suggests future research that would consider the need for more efficient systems to facilitate the registration process of audiovisual contents on educational semantic portals. / O aumento significativo da quantidade de informações nos portais web implicou no surgimento dos portais semânticos, que se servem dos padrões de representação das informações da World Wide Web Consortium (W3C), fundamentados em ontologias que auxiliam na organização, compartilhamento e reutilização dos conteúdos nesses ambientes. Essas tecnologias têm auxiliado na incorporação de semântica em variados conteúdos disponibilizados na Web, inclusive em portais educacionais que se constituem em repositórios de diferenciados Objetos de Aprendizagem (OA), inclusive vídeos educacionais. O padrão MPEG-7 auxilia nesse processo, fornecendo uma gama de instrumentos padronizados para o delineamento de conteúdos audiovisuais em diversas granularidades. No entanto, a revisão da literatura sobre esse tema apontou que as buscas desses conteúdos pelo usuário ainda necessitam ser facilitadas. Nessa direção, este estudo qualitativo, exploratório e descritivo teve por objetivo investigar como a incorporação de metadados em conteúdos audiovisuais de um Portal Semântico Educacional pode auxiliar a recuperar semanticamente esses conteúdos e garantir a sua reutilização. Para tanto, foi arquitetado e construído um protótipo de um Portal Semântico Educacional que possibilita aos usuários o cadastro e a recuperação desses conteúdos semanticamente. Esse portal foi avaliado de acordo com o recomendado para o design de interação com o usuário. Os resultados deste estudo permitem afirmar que a incorporação de metadados em conteúdos audiovisuais educacionais por meio de descritores relacionados facilita e precisa a busca semântica e a recuperação de informações especificas presentes nesses conteúdos. No entanto, esse cadastro feito manualmente leva mais tempo para ser realizado do que o cadastro de um conteúdo audiovisual que não utiliza metadados, o que sugere futuras investigações que considerem a necessidade de sistemas mais eficientes que facilitem o processo de cadastro de conteúdos audiovisuais em portais semânticos educacionais.

Online community portals for enhanced alumni networking

A university’s alumnus grouping is one of its most valuable assets in terms of its potential financial, strategic and social contribution towards the credibility and longevity of the institution. The goodwill and support of a primary stakeholder grouping such as the alumni is crucial to the aspirations of a Higher Education institution wanting to prosper in a fast-changing and highly competitive market. Alumni members have the capacity to assist in strategically positioning a tertiary institution as a market leader in the South African Higher Education Sector (SAHES) by means of representation on the institutional council and their involvement in networking, lifelong learning, career services, mentoring, fundraising and community development activities. In light of the restructuring and transformation that this sector has undergone since 1994, building and maintaining valuable relationships with alumni stakeholders of tertiary institutions in South Africa has become a new and more difficult challenge. The integrated network approach of relationship management could give an institution the opportunity to create a win-win situation for all stakeholders involved. Information technology has had a significant impact on the power structure and relationship between organisations and their publics, stakeholders and the media. It has become extremely difficult for organisations to define and segment these audiences as, for example, Internet audiences are widely spread across geographical, cultural, and economic boundaries. This makes the packaging and dissemination of information a much more challenging task, as information needs to be generic enough to be commonly understood, but should also be personalised in such a way that it still addresses the different audience segmentations effectively. However, the identification and profiling of target audiences is critical for successful information dissemination, as this knowledge will guide the information managers within organisations in compiling relevant (to the target audiences) content and packaging the information in a way that is most suitable to the needs and resources of the targeted group. At the core of developing an alumni network is a secure database with an interactive Web-based platform allowing the alumni management teams and members to disseminate and share relevant information freely. According to a research project (the first phase of a longitudinal study) about disseminating information to UJ alumni, 98,2% of the respondents indicated that they wanted to have contact with the UJ Alumni Relations Office (Barnard, Rensleigh & Niemann, 2005). The majority of respondents, 86,7%, indicated that they preferred to receive the information via electronic mail or from the website. The research findings indicated that the UJ alumni stakeholder group is part of a privileged section of the South African population in the global and national digital divide. Thus, the alumni management of UJ had the opportunity to explore and use the information-sharing options offered by online and digital technologies. This research project forms the second phase of the ongoing research project in an attempt to discard the “one-size-fits-all” notion with regard to information sharing with the alumni stakeholders of tertiary institutions in South Africa. The aim of this research project is to determine the extent to which an online community portal could manage the information needs of alumni stakeholders in the SAHES, using the alumni of the University of Johannesburg as a case study. Establishing an online (virtual) community Web portal for UJ alumni will support a customised approach in terms of information content, dissemination, context and commerce. An online community environment will offer alumni opportunities to re-establish contact with peers and nurture relationships with one another through frequent social interaction (chat). Such a facility would allow and encourage conversations that are of value to all stakeholders, as these communities can exist beyond the boundaries of location and time. They foster not only the potential to promote business-to-business (B2B) and business-to-consumer (B2C), but also consumer-to-consumer (C2C) interaction and could even exploit the possibilities of human-resource placements. The research consisted of an extensive literature review followed by a quantitative empirical survey and a qualitative discussion forum. The purpose of the literature review was to establish a theoretical framework in order to lay a solid foundation from which the empirical research was conducted. The different components of the research problem were discussed as well as possible variables that could influence the research problem. The restructuring of the South African Higher Education Sector was investigated, with specific focus on the University of Johannesburg and its alumni stakeholder group, taking an in-depth look into the value that an alumni stakeholder group holds for an institution. The management of alumni information needs was discussed, using Web-technology as focal point. Online community portals were defined, emphasising the benefits that this information tool could have for Higher Education alumni. As part of the quantitative study, an empirical survey was conducted in April 2006 among the alumni of the University of Johannesburg to determine their information needs concerning an online community portal, and the content required of such an online community model. A total number of 10 380 questionnaires was distributed to graduates of the University of Johannesburg at the Autumn Graduation ceremonies. The questionnaire consisted of four sections, namely Section A: Biographical Information, Section B: Online Activities, Section C: Alumni Information Services and Section D: Alumni Community Needs. In total, 1 703 questionnaires were completed and returned by these graduates to the UJ Alumni Relations Office. In addition, a qualitative discussion forum was conducted among 35 alumni management representatives from fourteen SAHES institutions during August 2006. The representatives indicated how information was disseminated electronically to alumni target audiences and their opinions towards alumni online community portals were tested. The research results indicated that an online community portal, could manage, to a great extent, the information needs of alumni in the South African Higher Education Sector (UJ alumni case study). Consequently, a prototype was proposed for an online community portal for SAHES alumni that would have a significant impact on the information and communication methods used to build alumni networks, for the benefit of both the alumni stakeholders and the Higher Education institutions in South Africa. Although the alumni of the University of Johannesburg served as a case study for this research project, the proposed prototype could be tailored to the needs of other alumni organisations throughout the South African Higher Education Sector. In terms of inter-institutional collaboration, this research project offers an opportunity to liaise and share information with other alumni organisations of the SAHES. This could result in successfully identifying a best practice model for managing the information needs of alumni stakeholder groups of tertiary institutions in developing countries, which is significantly different from the philanthropic approach to these stakeholder groups in first world countries. As a result, the employment sector of Higher Education institutions in South Africa could gain from the research outcomes, as the proposed prototype will offer an ICT and Web-based solution which could be applied for the mutual benefit of the relevant stakeholder groups and the institutions. / Prof. Chris Rensleigh

Designing accessible portals in South Africa: a case study

Web portals are considered “gateways” to the World Wide Web. These portals are becoming very popular entry points to the Web by offering important services such as email, news, weather reports, course notes and general information. In addition, some portal sites allow users the option of customising the site according to their personal interests. However, disabled and elderly people encounter many accessibility and usability barriers while accessing web portals. A preliminary review of a university portal was conducted to identify some of these accessibility problems. Patient and Clinician Perspectives on Patient Portal Use in the Mental Health Context

Patient portals facilitate patients' access to their electronic health care records, and may also include features such as patient-clinician messaging, prescription renewal, and educational resources. There is evidence that portals support patient empowerment, therapeutic communication, adherence to treatment, and satisfaction with care. Nonetheless, patient portals are underutilized in mental health settings, with policies in some health care organizations restricting all access to mental health records through patient portals. A qualitative evidence synthesis was conducted to explore the perspectives of clinicians and patients on portal use in the mental health care context represented in the current literature. A systematic search of relevant databases, followed by citation and article screening, yielded 24 qualitative and mixed-methods studies for inclusion, and a thematic synthesis was performed. The synthesis yielded five themes: impacts to the efficiency of mental health care delivery; effects on therapeutic relationships between clinicians and patients; changes to the patient-clinician power balance; the suitability of patient portals for patients with mental illness; and the complexities of information management in mental health care. Ultimately, both clinicians and patients acknowledged numerous potential benefits of patient portals, but there were also concerns about their use specific to the mental health context. These concerns were voiced primarily by clinicians, and originated in part from concern for patient safety, but also from stigmatizing attitudes and the perceived threats of portals to clinicians' workloads and control over the record. This systematic review of qualitative studies highlights opportunities for organizations to support their clinicians through the implementation of recovery-oriented initiatives like patient portals, and to support patients with mental illness by ending discriminatory policies limiting access to their records.
