Attitudes of Selected Texas Police and Fire Department Association Members Toward Employee Associations and Their Participation in Collective Bargaining under Texas State Law

The purpose of the study is to investigate attitudes and opinions of police and fire association presidents and members about labor and management relations in their city and collective bargaining in general in the state. Presidents of fourteen police and fire associations were interviewed to obtain information about their experiences with collective bargaining or in seeking collective bargaining in local option elections. They were also asked about necessary changes in state and federal law on public sector collective bargaining. On the survey, the opinions of police officers, fire fighters, and private sector union members were similar. Respondents believe labor and management relations are satisfactory but not better than in past dealings. None of the private sector members believe their union is weaker at the bargaining table, while over a third of the police officers and fire fighters indicate their association is weaker. The primary reason for joining a union or association is to have more influence on issues of job and working conditions. On the survey factors, respondents agree that employee representation is necessary and worthwhile. The IAMAW is more effective in performing representational duties, followed by the fire fighters' associations and the various police associations. All three groups agree that members should support their association or union; however, IAMAW members disagree that employees be required to join. This is somewhat surprising considering union security sentiments. Police and fire fighters are not sure whether collective bargaining or strike rights are sufficient to balance their power in labor and management relations. Some recommendations are made as to the treatment of public sector unions under the law in the state of Texas.

A atuação crescente do setor empresarial, voltado para a defesa dos direitos e da cidadania da população brasileira, apresenta-se como foco do repasse de responsabilidades que o Estado atribui à sociedade civil, com relação à questão da desigualdade social existente. É através de ajuda financeira e de outras ações sociais que as empresas se mobilizam e se colocam a serviço de uma parcela da população, considerando, assim, diminuir os problemas públicos. Para o desvendamento... / The purpose of this study is to analyze social projects developed by businesses that adopt social responsibility as part of their business plan. Of late, the number of social work initiatives taken on by private groups, including businesses, has grown. The growth can be explained, in part, by the government's attempt to shift the locus of responsibility for unequal social rights to civil society. Through financial donations and other activities some businesses have attempted to diminish social problems by developing social responsibility projects. The social responsibility movement first appeared in the United States during the first half of the 20th century. It originated in the philanthropic posture adopted by some North American business leaders, such as Andrew Carnegie, and pursued by some U.S. businesses. Over the decades, the practice of corporate sponsorship of various educational, cultural, and social assistance projects became more and more common. In Brazil, social responsibility by the private sector is relatively new. It takes the form of a new kind of social action designed to confront the challenges of a decreased social integration capacity and the bad image that such a society creates. Businesses benefit from their social responsibility projects by attracting more consumers. Their activities serve as a form of marketing, transmitting to consumers the idea that the company practices good citizenship. This new kind of business activity holds forth the promise of acting like a brake on some of the less desirable effects of a market economy. To understand the complexity of this theme and place it in theoretical context, an extensive review of the literature was combined with empirical research on two Ribeirão Preto/SP businesses. Pena privativa de liberdade : o papel do terceiro setor nas políticas públicas de socialização da pena e inclusão do egresso

Esta dissertação dedica-se ao estudo das consequências da aplicabilidade da pena privativa de liberdade e das condições de possibilidade de legitimá-la, através de propósitos ressocializadores. Parte-se do princípio de que a pena carcerária é um mal que ainda se apresenta necessário, e para tanto não merece total extinção, mas sim significativas reformas. Toma-se como base dessa hipótese a desvinculação dos crimes que atingem bens jurídicos de maior relevância e propostas alternativas de encarceramento. Como fundamento, analisa-se os reflexos do encarceramento e suas diferentes propostas, enquanto medida indutora à reincidência, pretendendo sugerir propostas de modificação dos caminhos que provocam o sempre crescente índice de reincidência, embasando-se na participação da sociedade nos processos de reconstrução da dignidade profissional do apenado e do egresso. Nesse contexto, sugere-se que as parcerias entre o poder público e a iniciativa privada haveriam por emprestar ferramentas hábeis a esse desiderato, sugerindo o estudo e a implementação de estratégias que minimizem os efeitos perniciosos da pena convencional. O propósito último é estabelecer processos interativos que liguem a sociedade ao infrator com vista à inclusão desse último à vida social / The broad aim of this dissertation is critically develop a social and legal analysis of the actual, situation of the political system of imprisonment in the penitentiaries of Brazil. Specifically, the focus of the research is directed toward those people who were condemned to imprisonment through long length sentences, due to have been accused and convicted of serious crimes against individuals, the social order and its security. The hypothesis raised here based upon careful empirical observations is that the State, alone, is weak and unprepared to cope with programs of re-socialization of these people; there is no serious academic and educational strategies directed to help them to reach dignity and professional and social respectability; nor have been introduced effective policies toward a professional training, or re-training, in order to integrate them in industrial or commercial activities. By contrast, what has happened is that prisons have frequently be transformed in a web of delinquence, tying, inside and outside the prisons, criminal leaders and their gangs. So, once they leave prison, (when and if they do) they are again engaged in different types of criminal actions. Objectively, this research tries to conceive a new and revolutionary project, on the basis of establishing agreements between state partners and private ones, concentrating both money, social services, and technologies, able to provide educational and professional means and efforts, not only in order to low the level of criminality, but mainly to create new and more effective alternatives to the prisoners to reach moral, social and professional reintegration within the community, as well as regain their citizenship

This study is part of the research between institutions entitled The educational provision in kindergarten: arrangements between public and private (Borghi coordinator, 2010), financed by the National Council for Scientific and Technological Development (CNPq) and developed within the Group Studies and Research in Educational Policy (Greppe). Este trabalho caracteriza-se por ser um estudo qualitativo que busca verificar como surgiu, se consolidou e qual o aporte da Câmara de Turismo do Rio Grande do Sul ao desenvolvimento do turismo no estado e os desafios que enfrenta como pioneira das organizações do terceiro setor no turismo no Brasil. A partir deste estudo pretende-se evidenciar o papel que as organizações do terceiro setor poderão vir a desempenhar no desenvolvimento da atividade no Brasil e quais poderão ser os desafios que enfrentarão ao ocupar esse novo espaço em um ambiente tradicionalmente compartilhado pelo poder público e a iniciativa privada. / This work is a qualitative study that attempts to analyze the emergence, development and contributions of the Chamber of Tourism of Rio Grande do Sul to the development of tourism in this State. It also looks into the challenges it faces as a pioneer of third sector organizations in the tourism of Brazil. Taking this study as an initial stage, the objective is to pinpoint the role that third sector organizations may play in the development of the touristic activity in Brazil and identify the challenges they might face when operating in this new environment, traditionally shared by public and private sectors.

Isto porque, colocou-se em prática uma série de medidas neoliberais com o intuito de integrar macroeconomicamente países em desenvolvimento, como o Brasil. Dentre tais medidas se destaca a desresponsabilização do Estado em relação à garantia dos direitos sociais historicamente construídos por meio dos diversos processos de luta dos movimentos sociais. O esporte e o lazer, entendidos como direitos, não escaparam às consequências de tais políticas, passando a ser, em grande medida, oferecidos por entidades de direito privado, o que coloca em cheque - dentre outras questões - a garantia de acesso universal a estas práticas. Diante desse processo, o presente trabalho aborda a presença do setor privado sem fins lucrativos no interior das políticas públicas de esporte e lazer por meio do financiamento público de suas ações. Para tanto, analisamos o projeto de um "terceiro setor" em contraposição às proposições centradas no conceito de sociedade civil. Para alcançar tal objetivo realizamos um mapeamento das organizações privadas que foram financiadas pelo Governo Federal para executar ações de esporte e lazer no Brasil no período de 2008 a 2011. Tal levantamento possibilitou que desconstruíssemos a proposta de um "terceiro setor" tido como um espaço homogêneo, no qual prevaleceria a solidariedade, justiça, eficiência e de representação das aspirações dispersas na sociedade. Ao contrário, os resultados encontrados evidenciam um grupo extremamente heterogêneo, no qual estão presentes organizações com as mais distintas metas. Por fim, buscamos demonstrar que a transferência do papel do Estado, enquanto instância garantidora de direitos, para o setor privado sem fins lucrativos é funcional a lógica do capital na medida em que não contribui para a real universalização dos direitos sociais, e, por consequência, não caminha rumo ao estabelecimento da democracia enquanto projeto societário de caráter totalizante / Abstract: The strong growth of the non-profitable private sector from the 1990s generated a series of studies, mainly due to the impacts suffered by social policies during that period. This is because, it was put into practice a series of neoliberal measures in order to integrate macro-economically developing countries such as Brazil. Among such measures, the process in which the State abdicates the responsibility related to the guarantee of social rights - historically constructed through the various processes of struggle of social movements - stands out. Sport and leisure, comprehended as rights, did not escape the consequences of such policies, becoming, largely provided by private entities, which jeopardizes - among other issues - the universal access to these practices . Given this process, this paper investigates the presence of the non-profitable private sector in the public policies of sport and leisure through the public financing of their actions. Therefore, we analyzed the design of a "third sector" as opposed to the proposals centered on the concept of civil society. To achieve this goal, we conducted a mapping of private organizations that were funded by the Federal Government to run sports and leisure activities in Brazil during the period 2008 to 2011. This survey enabled us to deconstruct the proposal of a "third sector" taken as a homogeneous space, that represented the aspirations dispersed in society and in which solidarity, fairness and efficiency prevail. Instead, the results present an extremely heterogeneous group, composed by organizations with a variety of distinct goals. Impact of the private sector initiative on the job satisfaction of hospital pharmacists in Lagos state

Master of Public Health - MPH / Background: Hospital pharmacy practice is an important aspect of healthcare, as drugs are a key component of patient treatment in hospitals. In Lagos state, Nigeria, provision of healthcare services, including drugs, was at one time entirely free but in the face of ever dwindling resources and increasing government responsibility, the health sector has to compete with other sectors for scarce public funds. Therefore, in 2002, a private sector initiative (PSI) in hospital pharmacy was implemented in seven hospitals in Lagos state as an alternative financing system for managing drug procurement and supply to fee-paying patients. Each of these seven hospitals now has two pharmacies, one providing free drugs to certain categories of patients entitled to this service and the second providing services to all other patients. Aim: This study aimed to explore and describe the impact of this private sector initiative on the job satisfaction of the pharmacists working in these hospitals from the viewpoint of the hospital pharmacists and relevant stakeholders, and to suggest ways of improving the job satisfaction of hospital pharmacists in Lagos state. Study Design: The study utilized a qualitative research design to explore the perceptions and experiences of government-employed pharmacists and key stakeholders on the impact of the private sector initiative. Study Population and Sampling: Individual interviews were conducted with three key informants and two focus group discussions were carried out, one with hospital pharmacists from the fee-paying pharmacies and the second with pharmacists from the free pharmacies from the seven hospitals in Lagos state where the private sector initiative was in operation. Data Collection and Analysis: The audio-taped interviews and focus group discussions were transcribed and analysed to identify the key categories and themes raised by the participants. Results: The study found that most pharmacists felt that the PSI has met the main objective for which it was set up, that is, improving availability of drugs in the hospital but there were some attendant factors like inadequate funding of the free health unit, increased workload of the fee-paying unit and poor working conditions, which affect the job satisfaction of pharmacists. The study however showed that the introduction of the PSI has led to improved performance of roles and recognition of the pharmacists and better working relationships between pharmacists and other healthcare workers which have impacted positively on the job satisfaction of pharmacists. Recommendations: The study recommended that the working conditions should be improved and issues of staffing and workloads should be addressed. Also, alternative but effective means of drug financing should be sought to ensure availability of drugs to all categories of patients.

Social welfare delivery: a case of government funded NGOs in Worcester

Social welfare plays a pivotal role in enabling the impoverished and vulnerable communities and households to lead their lives through provision of care, social relief, stability and human resource development. Non-Governmental Organisations form an integral part of the welfare system through their formal and informal welfare and residential and non-residential welfare services. The role of the NGOs becomes imperative precisely because of their inherent empathy and proximity to the communities they serve. Government itself has been engaged in the process of transformation and the same challenges of transformation, governance, and effectiveness still profound the NGO sector. Notwithstanding the contribution of the NGOs in the welfare system, it is crucial to scrutinise the nature of their work and the rate of transformation to flourish in the democratic dispensation. To enhance the process of transformation in the NGO sector, government passed a plethora of policies and legislative requirements, inter alia, White Paper for Social Welfare 1997, Non-Profit Organisations Act of 1997. The role of institutions in state-private sector interaction: the case of the management contract for water and wastewater services in the Amman Governorate, Jordan

Magister Administrationis - MAdmin / This research investigates the performance of private sector participation (PSP) in the water sector from a governance perspective. It is concerned with the role that institutions play in the interaction between the state and the private sector, which occurs with respect to the regulation and implementation of such PSP arrangements. The research takes place within the context of a development debate and practice, which identifies water as a key poverty issue in a substantial part of the developing countries, which advocates private sector participation as a remedy to inadequate water management and which acknowledges good governance as a crucial requirement for development. Nevertheless, few studies have scrutinized the impact of governance and institutions on the outcome of PSP arrangements in the water sector. Most research on the performance of PSP arrangements has examined exogenous and endogenous determinants, such as the price mechanism and the property rights allocation, but these factors proved unsatisfactory as explaining variables in the context of natural resource management. To contribute to filling a gap in research this study aims at evaluating the impact of institutional frameworks on the outcome of private sector participation in water supply and sanitation through a case study of the Management Contract for Water and Wastewater Service in the Amman Governorate, Jordan. At the end of the 1990s the quality of water supply and sanitation in the Jordanian capital Amman was unsatisfactory, as supply was insufficient and entailed high costs. Therefore, in 1999, the government of the Hashemite Kingdom of Jordan contracted a private joint venture to improve water service provision in the Amman Governorate. The research takes into account the specific institutional framework for the mentioned arrangement in Amman, which is comprised of the national judicial and political institutions, the specific regulatory institutions as well as relevant international institutions. These institutions are not limited to laws and regulations only, but also include informal institutions such as traditions. The specific objective of this study is to show how the institutional framework of a transaction affects regulatory processes by abating and amplifying the potential for opportunistic behavior of the contracting parties, and thereby affecting the performance of a privately operated water utility. The examination of the institutional framework of the Amman Management Contract revealed that mainly judicial and international institutions and specific contract rules were constraining the discretion of the contracting parties. Political checks and balances were insufficiently established and the regulatory institutions of the water sector were set up in an improper way. The field study discovered that the resulting discretionary power of certain actor was used opportunistically, which had a detrimental effect on the outcome of the PSP arrangement. Nevertheless the overall performance of the arrangement was good from which the general insight was drawn that regulatory credibility may be developed even in unpropitious environments. However, to be able to judge upon the effect of governance and institutions on a planned or existing PSP arrangement each time a complex assessment of the respective institutional environment is necessary. This is because institutions may not be seen as independent building blocks but rather form a network which is likely to be unique for each country and situation. The mini-thesis is organized as follows. In Chapter 1 an outline of the study and its problem background is provided. Chapter 2 provides a detailed literature review and sets out the theoretical framework and research hypotheses of the study. Chapter 3 outlines the research design and methodology that was used for the study. Chapter 4 provides background detail on the Jordanian political, economic and social situation, on the issues pertaining to the water sector, andon the Amman water contract. Chapter 5 provides a description and analysis of the main research findings. Chapter 6 provides a summary as well as final conclusions and considerations.
