Thus, we seek to understand the discourses focused on the issues of social insertion and employability for young people in such public policies, as this part of the population has been, since the 1990s, a focus of socioeconomic concern for the country. For the development of the research, it was necessary to collect data from online databases and bibliography for a better understanding of social policies, employability and social insertion in the current social and economic system. It was possible to develop the work in three chapters, in the first one we characterized the educational policies, more directed to the professional education, along with the approach of the social policies for the youth. In the second chapter, we consider the description of the Federal Institute of Professional, Scientific and Technological Education, presenting data from Brazil and Paraná. Finally, in the third chapter, we carried out a socioeconomic exposition of Paraná and the young people of Paraná, in order to analyze the conceptions of social insertion and employability in social and educational policies. In order to conclude that the policies being focused or not are the results of the class struggle, with purposes within the system and overflowed by ideology for the maintenance and reproduction of the imperialism of capital. / O contexto social e econômico atual, mundial e brasileiro vem sofrendo por diversas mutações, o que nos instiga a refletir sobre as políticas sociais para a juventude e as políticas de profissionalização em âmbito federal e estadual, mais precisamente sobre o Instituto Federal de Educação Profissional e Tecnológica do Paraná e as Políticas Sociais para a Juventude. Assim, buscamos compreender os discursos voltados para as questões de inserção social e empregabilidade para os jovens em tais políticas públicas, já que esta parcela da população vem sendo, desde a década de 1990, um foco de preocupação socioeconômica para o país. Para o desenvolvimento da pesquisa foi preciso coletar dados de bases on line, e bibliografias para maior compreensão de políticas sociais, empregabilidade e inserção social no sistema social e econômico vigente. Foi possível desenvolver o trabalho em três capítulos, sendo que no primeiro caracterizamos as políticas educacionais, de maneira mais direcionada à educação profissional, juntamente com a abordagem das políticas sociais para a juventude. No segundo capítulo nos detemos à descrição do Instituto Federal de Educação Profissional, Científica e Tecnológica, apresentando dados do Brasil e do Paraná. Por fim, no terceiro capítulo realizamos uma exposição socioeconômica do Paraná e dos jovens paranaenses, a fim de analisar as concepções de inserção social e empregabilidade nas políticas sociais e educacionais. The bibliographical and documentary research is about the Socioeducational Measure of Internment from the Law No. 8069, July 1990, Child and Adolescent Statute - ECA; from National System of Socioeducational Services - SINASE (BRAZIL, 2006); from Law No. 12,594 of January 2012, which regulates the SINASE; and Notebooks of Socioeducation: Understanding Adolescents (2010a) (Compreendendo o Adolescente); Socioeducational Center Management (2010b) (Gestão de Centro de Socioeducação); Practices of Socioeducation (2010c) (Práticas de Socioeducação); Security Routines (2010d) (Rotinas de Segurança); e Crisis Management in Socioeducational Centers (2010e) (Gerenciamento de Crises nos centros de Socioeducação). The Youthful Protagonism appears in Notebooks of Socioeducation (2010) associated with the terms competence, skills, emancipation, is a precondition to the Socioeducational Service in the state of Paraná, supported by Schooling programs and Professionalization. / Nesta dissertação investiga-se a Escolarização e Profissionalização de adolescentes atendidos pela Política Nacional de Atendimento Socioeducativo, especialmente pela Medida Socioeducativa de Internação, no estado do Paraná. A pesquisa bibliográfica e documental trata da Medida Socioeducativa de Internação a partir da Lei Nº 8.069, de Julho de 1990, Estatuto da Criança e do Adolescente – ECA; do Sistema Nacional de Atendimento Socioeducativo - SINASE (BRASIL, 2006); da Lei Nº 12.594 de Janeiro de 2012, que regulamenta o SINASE; e dos Cadernos de Socioeducação: Compreendendo o Adolescente (2010a); Gestão de Centro de Socioeducação (2010b); Práticas de Socioeducação (2010c); Rotinas de Segurança (2010d); e Gerenciamento de Crises nos centros de Socioeducação (2010e). The profile corresponds to four attributes, gender, age, education and profession of origin politicians. It meant by career government positions occupied by indication and / or won at the polls before arrival to the head of the state executive, and leadership positions in political parties and legislatures as well. The sources of the study are: data of Elections, institutional and personal sites, and bibliographic resources, such as the Historical-Biographical Dictionary Brazilian. The hypothesis is that the office of governor, to occupy a central place in the political hierarchy of the states belonging to the executive branch and to be defined by the majority system, is not very open to newcomers, requires its occupants long years devoted to political activity and elective terms prior, which indicates the need for professionalism to obtain the post. / A dissertação tem como objetivo analisar o perfil social e as trajetórias de carreira política dos governadores eleitos no Brasil, entre 1994 e 2010. O perfil corresponde a quatro atributos: gênero, faixa etária, escolaridade e profissão de origem dos políticos. Por carreira se entende os cargos públicos ocupados por indicação e/ou conquistados nas urnas antes da chegada à chefia do executivo estadual, além de cargos de liderança nos partidos e casas legislativas. As fontes do estudo são: dados da Justiça Eleitoral, sites institucionais e pessoais, e recursos bibliográficos, como o Dicionário Histórico-Biográfico Brasileiro. A hipótese é que o cargo de governador, por ocupar um lugar central na hierarquia política dos estados, pertencer ao poder executivo e ser definido pelo sistema majoritário, é pouco permeável a novatos, exige de seus ocupantes longos anos dedicados à atividade política e mandatos eletivos prévios, o que aponta a necessidade de profissionalização para a obtenção do posto.

[pt] Na busca de um melhor desempenho de suas atividades, observa-se um movimento constante das organizações no sentido de aperfeiçoar a eficácia de suas gestões. Nesse movimento, percebe-se que o profissionalismo surge como consenso e requisito fundamental à sobrevivência e crescimento de toda organização, inclusive para organizações esportivas. Este trabalho aborda a profissionalização da gestão de organizações esportivas no Brasil e se propôs a identificar aspectos relativos ao campo organizacional que afetam o processo de profissionalização das organizações esportivas. O Voleibol Brasileiro foi utilizado como estudo de caso, modalidade que é considerada a mais bem organizada no país, e, baseando-se em conceitos da Teoria Institucional, buscou-se compreender a dinâmica do campo organizacional do Voleibol no Brasil e sua influência no fenômeno da profissionalização, justificando o posicionamento estratégico de organizações esportivas. A pesquisa envolveu entrevistas com representantes dos variados conjuntos de atores pertencentes ao campo do Voleibol no Brasil, tais como atletas, equipes, patrocinadores, federações, Governo, entre outros. Os resultados demonstram que a profissionalização surge entre valores, idéias e regras sociais compartilhados entre os atores do campo, sendo considerada importantes para o desempenho das atividades das organizações esportivas e ao alcance de seus objetivos. Apesar de considerada necessária, observa-se, contudo, que há questionamentos quanto ao modo pelo qual a organização esportiva deva implementar a profissionalização. / [en] In order to improve the performance of the activities, organizations continually move towards improvement of their management and structure. In this movement, professionalization rises as a consensus requirement to the survival and development of the organizations, including the sports organizations. This work`s theme is the professionalization of Brazilian sports organization`s management and has the main goal of identifying aspects of the organizational field that affect the process of professionalization of sports organizations. The Brazilian Volleyball was used as a case study, sport that is considered the best organized in the country. Concepts of the Institutional Theory have been considered in order to comprehend the Brazilian Volleyball organizational field`s dynamic and how it influences the process of professionalization, justifying the strategic move of the sports organizations. The research involved interviews with representatives of the Brazilian Volleyball organizational field`s groups of actors, such as players, teams, sponsors, federations, Government, within others. The results show that the professionalization rises within values, ideas and social rules shared by the actors of the field, and is considered important to improve the performance of sports organizations. Although it is a shared value, it has been noticed that there are divergences on the way the sports organization should adopt the professionalization of its management.

Cette thèse retrace la formation de deux mondes professionnels de la danse hip hop française, du soutien à sa reconnaissance artistique par des institutions et des politiques publiques au milieu des années 1980 à sa dualisation au sein de deux réseaux de production distincts observés au début des années 2000. Cette étude s’appuie sur l’analyse des carrières de plusieurs représentants des deux premières générations de danseurs hip hop français. Elle repose sur le recueil de documents d’archives, d’interviews de professionnels de la danse hip hop, sur l’analyse d’un corpus d’évènements diffusés en région parisienne de 2007 à 2012, sur des séances d’observations menées au cours de ces représentations et sur l’examen des chaînes de coopérations contribuant à leur réalisation. Ces données mettent en évidence les processus conduisant à la formation de deux modèles de professionnalisation et de reconnaissance du genre, défendant des conceptions différentes de la discipline : l’une fondée sur une danse hip hop de création bénéficiant d’une reconnaissance artistique institutionnelle, l’autre se référant à une danse hip hop de compétition se développant en marge des mondes de l’art et de toute reconnaissance officielle. Ces deux mondes se caractérisent dans leur capacité à incarner des voies d’insertion professionnelle pour les artistes et pour l’ensemble des individus dédiant leur activité à la production du genre. / This thesis explores the development of two professional worlds of French hip hop dance, from its initial public support and artistic recognition in the 1980s to its split into two distinct production networks in the 2000s. This study focuses on the analysis of the careers of the first two generations French hip hop dancers in order to understand how these two dance types were established. It is also based on a collection of archives and interviews of various hip hop professionals. Finally, this thesis also analyzes the development of various hip hop events in the Parisian region between 2007 and 2012, the collaboration required to produce them and several observations during these performances. The information thus acquired shows the processes leading to the formation of two models of professional French hip hop dance genres, and their recognition by distinct networks. These two types of French hip hop dance differ mainly in the aspect of the genre that they primarily based on: the first is a creative type of hip hop dance, recognized by the artistic community; the second is a competitive type of hip hop dance, developing behind the scenes of the art world, without any official recognition. These two worlds of French hip hop dance can therefore coexist, and provide professional opportunities for various artists and others who are active in the dance community.

Elle examine la problématique d'adaptation de leurs sortants dans le milieu professionnel et les politiques éducatives actuelles de l'état. Nos travaux de recherche ont essentiellement porté sur le rapport de la dynamique économique et l'offre de formation des jeunes dans un système éducatif dual (écoles française et daaras). Il s'agit d'une étude méticuleuse conjuguée à la prise en compte effective des réalités socioéducatives et socioéconomiques et la demande locale. / The objective of this thesis is to analyze the impact of Koranic schools or "daaras" in the social and solidary economy development in Senegal. It examines the problematic of the adaptability of their outgoing in the professional community and the current educational policies of Senegal. Our research focused essentially on the relationships of the economic dynamics and the offered formation to the youth in a dual educative system (French and Koranic schools). This is a meticulous study combined with the effective taking into account of socio-economic and socio-educational reality and the local needs.

Quand le contexte organisationnel d'une entreprise évolue, quelles sont les conséquences sur le rôle des managers ? La littérature traitant du travail managérial a longtemps considéré que le rôle du manager était stable et unique quel que soit l'environnement organisationnel dans lequel il prenait place. Pourtant les recherches en design organisationnel montrent que les évolutions profondes des modes de coordination ont un impact sur la hiérarchie et la chaîne d'encadrement verticale qui la caractérise, donc sur le rôle des managers dans la coordination. On peut alors se demander comment procéder pour faire évoluer les rôles managériaux. Quels leviers peuvent servir à transformer les pratiques des managers ? Pour étudier cette question, nous avons suivi pendant plusieurs années en recherche intervention une administration publique qui a entrepris de transformer ses rôles managériaux suite à une évolution forte de son environnement et de ses missions. Nous avons appliqué une grille d'analyse conçue à partir des travaux sur les dynamiques de rôles des managers qui permet d'étudier le nouveau rôle de manager et la capacité des managers à entrer dans ce rôle. Pour parvenir à jouer leur rôle les managers mobilisent des ressources cognitives, stratégiques et subjectives. Un diagnostic des ressources disponibles individuellement et collectivement est donc nécessaire pour étudier la capacité des managers à entrer dans le nouveau rôle.L'étude de la démarche de professionnalisation des managers mise en place dans cette administration montre la volonté de faire acquérir des compétences aux managers. Or nous démontrons la difficulté à expliciter et à transmettre ces compétences via ce type de formation. D'autre part les managers ne disposent pas collectivement des ressources stratégiques nécessaires pour faire ce qu'on leur demande. Et on constate parfois individuellement des déficits de ressources subjectives. On pourrait donc anticiper un blocage dans la dynamique d'appropriation des rôles.Une étude des évolutions sur plusieurs années permet de constater trois situations où les blocages sont levés :1. les rôles ne sont pas les mêmes pour tous les managers et certains disposent de davantage de ressources que les autres quand l'activité requiert une évolution forte de leur rôle. 2. quand ils ne disposent pas des ressources suffisantes, certains managers s'efforcent d'acquérir de nouvelles ressources 3. ou bien, il arrive que l'organisation évolue vers des situations de management partagé pour prendre en charge une fonction managériale que les managers ne peuvent prendre en charge, faute de ressources individuelles et/ou collectives suffisantes. / When organisational context is evolving, what are the consequences for the role of managers ? Litterature about managerial work considered for a long time that the managerial role was single and steady whatever was its organisational background. Nevertheless, researches in organizational design point that a deep development of organizational configuration impact the company's hierarchy and the managerial role of coordination. How to proceed to change managerial roles ? Which actions can transform managers practices?This thesis adressed this issue on the basis of a several years collaborative research in a public administration. This administration decided to transform managerial roles after a deep change of its environment and its missions. We applied an analytical framework built from a review of managerial identity work litterature. The framework guides us to study the new managerial role and how managers can perform this new role. The study implies a diagnosis of cognitive, strategic and subjective ressources available for managers individually and collectivelly.The case of a procedure of management professionalization, set up in this administration, shows the means used to have managers acquire new competences. This also shows how difficult it is to explicit and to transfer the managerial competences by this type of training. Moreover, managers don't have collectively the required strategic ressources to do what they are supposed to do. Besides, some managers don't have individually the needed subjective ressources. Hence a block of role dynamic could be anticipated.A study of evolutions during severals years allow to show three situations where block are resolved :1. roles are not the same for all managers and some of them have more ressources than others when activity requires a deep role evolution. 2. when ressources are insufficient, some managers tried to acquire new ressources. 3. or, sometimes the organization evolved towards situations of shared management to take charge of the managerial function, which managers can't stand because of a lack of ressources, collectively and/or individually.

Ces vingt dernières années, le vin est devenu l’objet d’une pluralité de traitements éditoriaux créant une exubérance discursive sur cet univers complexe. Le numérique et les dispositifs sociaux du Web participent à cette surabondance éditoriale. Les pratiques numériques, dans l’univers professionnel du vin répondent à des ambitions stratégiques, des logiques multiples. Notre intérêt se situe du côté des blogs des producteurs de vin français. Le blog permet la création et la publication de contenus. Son projet repose sur une dynamique relationnelle d’échanges et de conversations numériques. Dans les blogs des producteurs de vin, les billets publiés renseignent sur des situations de travail en lien avec les cycles de la vigne et du vin sans aucune dynamique d’échanges et de conversations. Compte tenu des enjeux qui caractérisent la filière du vin, notre hypothèse de recherche est de considérer que les blogs des producteurs de vin français soutiennent un processus de professionnalisation. L’objectif de cette étude est de montrer comment une production éditoriale singulière, le blog a une raison d’être en dehors de tout échange ou dialogue numérique. Une part conséquente des contenus publiés concerne le récit détaillé d’activités professionnelles. Les contextes narratifs s’apparentent à l’expression d’une professionnalité. L’autre partie des publications regroupe des faits et des évaluations honorables produits par d’autres instances. Ce type de publication touche aux principes de la réputation qui est une des formes du professionnalisme. Le blog est ici au service d’un processus de reconnaissance et de légitimation sociale caractéristique de la professionnalisation. / For the last twenty years, wine has been dealt with in various editorial ways creating therefore a discursive exuberance about this complex topic. Digital and social technologies available on the Internet contribute to this editorial overabundance. Digital experiences in professional wine field respond to strategic ambitions, to multiple logics. French wine makers’ blogs aroused interest. A blog enables people to create and publish contents. Its project is based on an interpersonal exchange dynamic and digital talks. On French wine makers’ blogs, published posts give information about work situations linked with both vine and wine cycles without any exchange dynamic and digital talk. Considering the typical stakes of the wine industry, we assume here that French wine makers’ blogs are supporting a professionalization process. This research aims to show how a unique editorial production – blogs – is meant to be without being involved in any digital exchange or dialogue. A substantial part of the published contents is about detailed storytelling regarding professional activities. Narrative contexts relate to the expression of professionality (all necessary professional skills) . The other posts gather some honourable facts and evaluations produced by other authorities. This kind of posts is linked with reputation principles which are one of the many forms of professionalism. Blogs are here helping a recognition and social legitimisation process that is typical for professionalization.

L'évolution des pratiques d'enseignement des arts visuels et arts plastiques dans le cadre de la commande institutionnelle préconise le recours à l'œuvre d'art authentique. Par ailleurs, l'enseignement des arts doit contribuer, au-delà de ses apports propres aux « apprentissages fondamentaux » aussi bien culturels que techniques.La mise en place et en œuvre, l'exploitation de la situation de rencontre avec l'œuvre ainsi définie requiert de la part des enseignants un ensemble de compétences qui demandent à être éclairées et problématisées. La recherche porte sur la genèse de gestes professionnels, sur le rapport à l'œuvre et le développement de compétences professionnelles, ainsi que sur la nature des objets d'enseignement, (transposition des savoirs de référence, compétences d'ingénierie didactique, articulation des savoirs spécifiques avec les « apprentissages fondamentaux » et socialisation scolaire). La problématique s'est construite sur des questions qui croisent le rapport à l'œuvre de ces enseignants, les gestes professionnels et la construction d'une théorie que nous avons explicitée comme une « théorie personnelle-en-acte ».Le recueil de données s'est fait au niveau de l'école primaire et du collège. L'enquête a intégré la spécificité d'une école maternelle possédant une Petite Galerie (espace spécifique dédié dans l'établissement où les élèves, très jeunes rencontrent des œuvres d'art « authentiques » ou réelles). Elle a apporté un éclairage sur les pratiques pédagogiques des enseignants.Les méthodologies s'appuient sur l'enquête de terrain par observation participante, l'entretien d'explicitation de type Vermersch et l'analyse du discours. Les cadres théoriques confrontent des angles d'attaque habituellement cloisonnés : esthétique, sciences de l'art, histoire des arts (Goodman, Arasse, Pélissier, Château...) ; sociologie (Heinich, Lahire) ; la didactique des arts visuels, arts plastiques (Chanteux, Gaillot, Lagoutte, Reyt...) et la didactique comparée des arts (Goodman, Rickenmann...); la théorie du développement professionnel dans les situations (théorie de l'action située, des gestes professionnels).Le rapport à l'œuvre s'est construit dans une dynamique familiale, scolaire et professionnelle et la recherche de la genèse de ce rapport à l'œuvre nous fait constater le rôle joué par certaines rencontres séminales. Les éléments d'une théorie personnelle de l'art, de l'œuvre, de l'expérience qui sous-tendent ce rapport à l'œuvre, montrent une interdépendance. La rencontre de l'art favorise la mise en place de cette « théorie-en-acte ». Enfin, le rapport à l'œuvre de nos interlocuteurs détermine leur pratique professionnelle : des liens entre rapport à l'œuvre, conceptions et gestes professionnels clefs de leur métier, ont été mis en évidence. / Changes in teaching practices of the visual arts visual arts in the context of institutional control and advocates the use of authentic artwork. She shed light on teaching practices.The methodologies are based on fieldwork through participant observation, maintenance of explaining Vermersch type and discourse analysis. Theoretical frameworks confront angles of attack usually compartmentalized: aesthetics, art sciences, art history (Goodman, Arasse Pelissier, Castle ...) Sociology (Heinich Lahire); the teaching of visual arts, visual arts (Chanteux, Gaillot, Lagoutte, Reyt ...) and comparative arts teaching (Goodman, Rickenmann ...) theory development in professional situations (theory of situated action, professional gestures).The report on the work was constructed in family dynamics, school and work and the search for the origins of this report at work makes us see the role played by some seminal events. The elements of a personal theory of art, the work experience behind this report to work, show an interdependence. The meeting of art promoting the establishment of this "theory-in-action." Finally, the relation to the work of our interlocutors determines their professional practice: links between relation to the work, designs and professional acts keys to their profession, were highlighted.
