March 2016. / Education plays an integral role in human development. It encompasses growth in several dimensions of human well-being. The purpose of this study was to explore factors that are contributing to unsatisfactory performance in Government Schools in the area of Duduza Township, a community in the East rand, Gauteng. Based on the qualitative research conducted, the researcher adopted a multiple case study as a research design. The researcher utilised purposive non-probability sampling in selecting the 15 learners and six key informants. Multiple methods of data collection were used through focus group discussions with learners and individual interviews with key informants. The most important problems that emerged from the thematic content analysis of the discussions included factors in the home environment of learners in that there is lack of parental involvement and motivation. In the school environment, the study showed that challenges were faced due to the usage of English as the medium of instruction, teachers’ discrimination of learners aged 18years and above, condoning or progressing of learners, overcrowding in classes and the usage of inexperienced teachers in critical grades. Furthermore, the study highlighted that one of the community related factors affected learners is their socio-economic background. In view of the study’s findings and conclusions in relation to the factors contributing to unsatisfactory performance in Government Schools, the researcher proposed intervention strategies to be implemented on micro, meso and macro level. In addition, emphasis should be put on revisiting the policy of progressing learners, the improvement of learning outcomes and raising passing grades. A multi-sectoral approach is crucial for all stakeholders comprising of the Department of Basic Education, the Department of Social Development, the school, parents and learners. The study was qualitative in nature and concentrated on illegal Zimbabweans and South Africans residing in Western burg(RDP side),Greenside,Lethuli Park,buite and bok streets, Department of health and Social welfare, Department of Labour and the Department of Housing. The area of study was Polokwane Municipality under the Capricorn district. The research findings confirmed that illegal immigrants have negative impacts on the provision of housing, job opportunities and health facilities in Limpopo Province as many respondents indicated that illegal immigrants were residing in RDP houses, all of them have access to health facilities and most of them were employed but only pay tax through the purchasing of goods and commodities for use and resale in the country and back in Zimbabwe.

Cette recherche s’inscrit au croisement de deux problématiques des études urbaines : le gouvernement urbain et les services publics en réseau. Elle étudie le cas de la gestion des déchets ménagers en Égypte à travers trois études de cas (Le Caire, Giza et Alexandrie) où la délégation du service à des entreprises européennes a transformé la gestion urbaine. Avant les Révoltes, l’Égypte, malgré des réformes de libéralisation économique et politique de façade, était demeurée un régime autoritaire et centralisé. Dans ce contexte d’une absence a priori de gouvernement urbain, comment assurer l’adaptation locale et la réponse aux besoins locaux d’une politique publique ? Proposant une grille de lecture du gouvernement urbain, nous étudions sa formation et/ou transformation et les conditions de la territorialisation des politiques publiques à travers la réforme de la gestion des déchets. Définissant ce service public comme « réseau mou », nous postulons qu’il a des caractéristiques propres à modeler le gouvernement urbain dans sa dimension institutionnelle et horizontale. Trois résultats peuvent être tirés de cette recherche. Tout d’abord, si l’État, pendant le processus de réforme, jouait un rôle central, une partie du service lui échappe dans l’implantation de la politique. Deuxièmement, ce réseau « mou » peut atteindre des objectifs de service public au même titre que les réseaux « durs » traditionnels (eau, assainissement, etc.) dans le cadre. Troisièmement, que y compris dans un régime autoritaire, ce service public particulier, a stimulé la formation de gouvernements urbains dans une forme d’autonomie vis-à-vis de l’État / This research is situated at the crossover between two issues in urban studies: urban government and networked public infrastructure. It explores the case of solid waste management reform in Egypt, through three case studies (Cairo, Giza and Alexandria) where the privatization of public utilities involving European companies has affected urban management. Before the Arab Spring (as the uprisings were called), Egypt was governed under an authoritarian and centralized regime, despite some surface economic and political reforms. In this context of an a priori absence of urban government, how can public policy be locally adapted to fit local needs? Developing a framework of analysis related to urban government, we study its formation and/or transformation and the condition through which public policies are translated into action on the ground through the reform of solid waste management. Defining this public utility as a ‟soft-network″, we postulate that it has characteristics, which allow it to shape urban government in its institutional and horizontal dimensions. Three results can be drawn from the research. Firstly, we show that the State played a central role, during implementation at the local level. However, the State lost control of a part of the utility management in the process. Secondly, this ‟soft-network″ was able to attain the objectives of a public utility, just as traditional ‟hard-networks″ do (water, sanitation, etc.). Thirdly, even under an authoritarian regime, this specific public networked utility did indeed participate in the local formation of urban government in Egypt in a kind of autonomy from the State.

Kaplan & Norton於1992年提出平衡計分卡做為績效評估工具後,已被許多國內外企業及政府部門陸續應用,並已產生提升績效的實際效果。臺北自來水事業處為提升機關績效,亦自2004年起應用平衡計分卡做為績效評估工具,其歷年來之推動成效與未來展望甚值探討,此為本文之研究動機與目的。   本文透過文獻研究法,廣泛蒐集各種文獻資料,以分析應用平衡計分卡做為績效評估工具之理論發展與運用趨勢,並以深度訪談法,瞭解研究個案機關各階層人員對平衡計分卡之認識與意見,進而提出更臻完善並具可行性的研究建議。   本研究主要建議有五項,機關策略地圖應適時修正、整合機關評估考核制度、強化機關績效管理能力、加強教育訓練與宣導平衡計分卡、儘速因應未來競爭環境。期待透過相關建議事項的採用,確立績效指標與績效考核標準,以建構出適用於個案機關自身環境的平衡計分卡績效評估模式,並藉由制度之推動,有助機關各單位績效目標更明確具體,在績效評估的衡量上產生良好效益,進而提升機關整體績效。 / Kaplan & Norton proposed the Balanced Score Card as a results assessment tool in 1992, there are many domestic and foreign enterprises and government departments apply the tool, and have produced practical results to enhance performance. Taipei Water Department in order to improve performance, use the Balanced Score Card as a performance assessment tool since 2004. The results of the effort and forecast over the years are very worth exploring. This is the motive and purpose of this study. The study collects all kinds of literature on the subject, and analyzes the development and application tendency of the Balanced Score Card as a performance evaluation tool. And by detailed interview method to realize the knowledge and opinions on the Balanced Scorecard of the study authorities at all levels of staff. Then we can propose more perfect and feasible research suggestion. There are five major recommendations of this study: authority strategy map should be duly amended; integration the assessment system of authority; strengthen the management capacity of agency performance; strengthen education, training and propaganda Balanced Score Card; in response to the future competitive environment as soon as possible. Look forward to adopt relevant recommendations of the matter, and establish performance indicators and performance assessment criteria. Construct a Balanced Score Card performance assessment mode to apply authority’s own environment. It’s helpful for various units of authority to more realize the performance goals by promoting the system. Produce good results on the performance evaluation, further improve the overall performance of organizations.

<p>This study investigates the challenges facing the management of public enterprises in the Democratic of Congo. The study is based on the hypothesis that poor performance by state-owned enterprises in the Democratic Republic of the Congo has been influenced by inadequate management which has led to the dissatisfaction of citizens. Due to this problem increasing attention is being paid by the DRC Government to encouraging private sector involvement in services such as water and electricity. This study investigates the arguments for and against privatization, especially in the water and electricity sectors. In pursuing this debate the study explores the following main research question: To what extent will the DRC Reform Law aimed at transforming the commercialisation of public enterprises enhance the effectiveness of basic services such as water and electricity services in the DRC? A case study of the city of Bukavu in the eastern DRC is used to explore this question.</p>
