Migration Experiences of Quota refugees in Sweden

This study explores how quota refugees who were resettled from Botswana to Sweden in 2014 experience migration and how these experiences are shaped by opportunities and limitations of refugee mobility rights between resettlement and naturalization. The study is grounded in a qualitative and constructivist methodological framework, and answers the question; how are quota refugees’ migration experiences in Sweden shaped by the opportunities and limitations of refugee mobility rights between resettlement and naturalization? Migration systems theory is used to analyze data gathered through semi-structured interviews. It is argued in this study that refugee migration is more socially motivated than it is economic and data shows that resettlement gives quota refugees mobility rights which in turn provide more opportunities than limitations that positively shape their migration experiences. Data also show that social reasons such as love, marriage and ethnic gatherings are the most dominant reasons why quota refugees travel.

Studien belyser uttagningsprocessen och mottagandet av kvotflyktingar ur de arbetandes perspektiv samt studerar samverkan mellan olika aktörer som arbetar med frågan. Studien är uppdelad i fyra delar där första delen tar upp processen och samverkan mellan aktörer. Andra delen belyser problematik och konsekvenser kring samverkan samt olika aktörers synsätt. Granskning av likheter och skillnader mellan kvotflyktingar och andra flyktinggrupper belyses i tredje delen och sista delen tar upp hur lagstiftning och kriterier inverkar i processen.

Integration challenges for quota refugees in Skåne and its implication : The receiving municipality's perspectives

This study aims to investigate challenges within the provision of integration support to quota refugees and municipal integration staffs understanding of these challenges in Skåne. It was conducted through questionnaires and semi-structured interviews with municipal integration staffs in Skåne. The research findings indicate three key challenges in the reception of quota refugees namely lack adequate housing, lack of financial resources from the region and government, and lack of provision of psychosocial support. Further challenges are connected to the lack of translators available to municipalities in the quota refugees’ mother tongue, the lack of English or major refugee languages among quota refugees, and often poor mental health which slow down Swedish language learning process and affect integration negatively. As its contribution, this study provides a broader view on challenges with the provision of integration support by municipalities regarding reception capacity, housing, and integration programs to quota refugees simultaneously. Thereby, it points out the differences among municipalities in terms of resource allocation for integration, as well as the political will to integrate quota refugees which create unequal chances for integration.

Bosättningslagen - Om lagens möjligheter och brister utifrån ett kommunalt perspektiv

Syftet med vår uppsats är att undersöka om bosättningslagens möjligheter och brister, detta genom att undersöka hur yrkesverksamma under lagen upplever sitt arbete. Vi har i studien utgått ifrån ett kommunalt perspektiv i form av en fallstudie där vi studerade en kommun på djupet. Propositionen för bosättningslagen tillkom mitt i flyktingkrisen i slutet av år 2015, detta då regeringen menade att många kommunala verksamheter, exempelvis socialtjänsten, var hårt ansträngda eller stod inför stora prövningar. Propositionen lagstiftades hastigt och många kommuner runt om i landet menade på att det fanns brister och otydligheter gällande lagens riktlinjer. Vi genomförde studien med en kvalitativ metod i form av semistrukturerade intervjuer med anställda inom kommunens sektion som arbetar under lagen. Den teoretiska utgångspunkten i vår studie har varit en kombination av två teorier, Lundquists implementeringsteori gällande begreppen: förstå, kan och vill, som fungerar som en generell teori. Samt Qvists forskning gällande samverkan inom integration. Qvists forskning fungerar som en operativ teori om hur det fungerar i praktiken, och har hjälpt oss se implementeringsteorin kring bosättningslagen ur ett samverkansperspektiv. Vårt empiriska material visade att individerna vi intervjuade menade på att det fanns ett stort tomrum i bosättningslagen i form av riktlinjer av mottaget och introduktionsstödet för en av målgrupperna, ett bristande barnperspektiv, brist på resurser, en bristande samverkan mellan kommun och statlig myndighet, samt att lagen hade ett för stort tolkningsutrymme. Vilket de menade lämnade tolkningen av lagen till kommunerna. Det framkom även att kommunen i studien inte visste vad de ska göra år 2020 då deras första anvisade nyanlända familjer som bosattes år 2016 i kommunen, kommer ha nått max antal år av bosättning enligt lagens bestämmelser. Intervjupersonernas berättelser visade på en vilja inom kommunen då de berättade om vilka möjligheter det fanns i deras arbete, de har inom kommunen själva startat projekt med frivilligorganisationer, för att sammanknyta människor och arbeta utifrån barnets bästa utifrån deras resurser. / The Purpose of our study is to investigate the possibilities and deficits of the law (2016:38) of settlements, this by examining how professionals under the law experience their work. We based the study out of a municipal perspective in the form of a case study where we have studied a municipality in depth. The bill for the law of settlement came into act in the middle of the refugee crisis at the end of 2015, when the government believed that many municipal activities such as the social services, were severely strained or were facing major trials. The bill was swiftly legislated and many municipalities around the country believed that there were deficits and ambiguities regarding the law´s guidelines. In the study, we implemented a qualitative method in the form of semi- structured interviews with employees in the municipal section working under the law. The theoretical starting point in our study has been a combination of two theories, Lundquist´s implementation theory concerning the concepts: understanding, can and will, which functions as a general theory. As well as Qvist´s research on the importance of collaboration between different parts of the government for a more effective integration- process. Qvist´s research serves as an operational theory of how it works in practice and has helped us see the implementation theory around the law of settlement from a collaborative perspective. Our empirical material showed that the individuals we interviewed, meant that there was a large void in the law of settlement in the form of guidelines for the reception and introduction support for one of the two target groups. A lack of children´s perspective, a lack of resources, a lack of cooperation between the municipality and the state authority, and the law had an excessive scope of interpretation, which they believed left the interpretation of the law to the municipality itself. It also emerged that the municipality in the study, did not know what to do in 2020 when their first assigned newly arrived families who settled in the municipality in 2016, will have reached the maximum number of years of residence in accordance with the law´s directions. The interviewees told stories of a desire within the municipality when they talked about the opportunities that existed in their work, within the municipality they have started projects with voluntary organizations to connect people and work based on the best interests of the child according to their resources they have at their disposal.

Sverige tar sedan 2018 emot 5 000 kvotflyktingar om året. De kommer direkt från tredje land och mottages av Sveriges kommuner direkt på flygplatsen. Mycket är annorlunda, inte minst den digitala nivån som möter dem i det nya samhället. Sverige siktar på att bli bäst i världen på digitalisering genom Vision e-hälsa 2025 med målsättningen om en god och jämlik hälsa. WHO understryker att digitalisering är avgörande för hälsolitteracitet. Folkhälsomyndigheten lyfter att utrikesfödda personer generellt har sämre hälsa och trycker på att det finns behov av att hitta vägar för att nå fler individer med hälsoinformation. 2020 publicerades en svensk intervjustudie som betonar behov av språk och kulturmedvetenhet. Digital hälso-sjukvård belyses inte närmare. Den här studiens syfte är att undersöka kommunala tjänstemäns erfarenheter av att arbeta med kvotflyktingar med avseende på kvotflyktingars kontakter med den svenska digitala hälso- och sjukvården. Den aktuella undersökningen är en kvalitativ studie med induktiv ansats. Analysmetod är innehållsanalys och semistrukturerade intervjuer har använts. Urvalet är strategiskt, sex kommunala tjänstemän från mindre och mellanstora kommuner i Västra Götaland har deltagit. Resultaten kopplas till tillgänglighet, empowerment och hälsolitteracitet samt digital literacy. I den här studien har det framkommit att kommunala tjänstemäns erfarenhet av kvotflyktingars kontakt med den digitala hälso- och sjukvården i Sverige består av både svårigheter och utmaningar liksom att det ses möjligheter och lösningar. Studiens forskningsfrågor har besvarats och sex kategorier presenteras; otillräcklig ansvarsfördelning, begränsad tillgänglighet, kvotflyktingars förutsättningar beaktas inte tillräckligt, kommunikation är avgörande, förståelse för lärprocess och avvägda stödfunktioner. / Since 2018, Sweden has received 5,000 quota refugees a year. They come directly from third countries and are received by Sweden's municipalities at the airport. Much is different, not least the digital level that meets them in the new society. Sweden aims to become the best country in the world at digitization through Vision e-health 2025 with the goal of good and equal health. The WHO emphasizes that digitization is crucial for health literacy. The Public Health Authority highlights that people born abroad generally have poorer health and stresses that there is a need to find ways to reach more individuals with health information. In 2020, a Swedish interview study was published that emphasizes the need for language and cultural awareness. Digital healthcare is not elucidated in more detail. The purpose of this study is to investigate municipal officials' experiences of working with quota refugees with respect to quota refugees' contacts with the Swedish digital health care.The current thesis is a qualitative study with an inductive approach. Analysis method is content analysis and semi-structured interviews have been used. The selection is strategic, six municipal officials from small and medium-sized municipalities in Västra Götaland have participated. The results are linked to enablement, empowerment, and health literacy as well as digital literacy. In this study, it has emerged that municipal officials' experience of quota refugees' contact with digital healthcare in Sweden consists of both difficulties and challenges, as well as opportunities and solutions being seen. The study's research questions have been answered and six categories are presented; insufficient division of responsibilities, limited availability, the conditions of quota refugees are not sufficiently considered, communication is crucial, understanding of the learning process and balanced support functions.

Etableringsprocessen för kvotflyktingar : En kvalitativ studie om interventioner och utmaningar i Malmö kommun för lyckad integrering av kvotflyktingar / The resettlement process for quota refugees : A qualitative study of interventions and challenges in Malmö municipality for successful integration of quota refugees

The purpose of this study is to examine the interventions that Malmö multiplicity offers to individuals and families referred by the UN Refugee Agency forr esettlement, also known as quota refugees. Additionally, the study aimed to identify the establishment process, challenges and opportunities that occur duringthe integration process for both quota refugees and social workers who work with this group. A qualitative method was applied, and empirical data were collected through interviews with social workers and an socialeducator working at Malmö municipality. The data were categorized into four main themes: integration and establishment, interventions, challenges, and families with children. The empirical data from the informants were analyzed using Diaz's Integration Model (2017) and Antonovsky's Sense of Coherence (SOC) theory (2005) and were discussed in the context of previous research. The study addressed the following research questions: What specific interventions within Malmö municipality help facilitate the establishment and integration process for quota refugees? What challenges do professionals within Malmö municipality express regarding the establishment and integration of quota refugees into Swedish society? The study's results showed that interventions in Malmö multiplicity were divided into macro, meso, and micro levels. At the macro level, interventions included laws and guidelines from state agencies. At the meso level, municipal activities and organizations supporting various aspects of integration were included. At the micro level, interventions focused on direct support from social workers and socialeducator to quota refugees. Challenges for quota refugees included difficulties navigating bureaucratic systems, digitalization, previous experiences of authoritarian societies and individual factors of communication skills, work experiences, education and health. Professionals experienced challenges such as increased workload and collaboration to meet the needs of quota refugees and facilitate faster integration. However the greatest challenge lies in handling the macro and micro levels for everything to work.
