UNDERSTANDING NATURAL RESOURCE CONFLICTS AS CAUSES AND CONSEQUENCES OF THE TRANSITION TOWARDS ECOSYSTEM MANAGEMENT: A CASE STUDY OF THE SHAWNEE NATIONAL FOREST IN SOUTHERN ILLINOIS, USAMooar, Nicole 01 August 2023 (has links) (PDF)
Since the 1980s, approaches to managing forest resources in the US and around the world have been shifting from the conventional sustained yield approach towards ecosystem management. Ecosystem management is a resource management paradigm that seeks to employ a collaborative and multidisciplinary approach to landscape scale conservation, as well as the integration of socio-economic and biophysical considerations with the overall goal of enhancing the health and resilience of coupled social-ecological systems. While the role of natural resource conflicts as drivers of the transition towards ecosystem management has received some research attention, the potential roles of ecosystem management in emerging natural resource conflicts have not been adequately explored. The effective implementation of ecosystem management requires adaptive governance mechanisms capable of integrating diverse stakeholder values and knowledge systems across scales. The absence of such institutional mechanisms could contribute to the emergence of wicked problems – a class of problems that defy clear definitions and definitive solutions. Using the Shawnee National Forest as a case study, the purpose of this qualitative study was to understand the role of natural resource conflicts in the transition towards ecosystem management, as well as the consequences of ecosystem management on emerging resource conflicts. The study also aimed to assess the extent to which the approaches and strategies used in managing natural resource conflicts meet the institutional requirements for managing wicked problems. In this regard, semi-structured interviews were conducted in 2021 among 24 key informants representing the US Forest Service and relevant stakeholder groups, such as environmental groups, recreationists, and local businesses. The interviews were preceded by a review of documents to understand the context of changing forest policies and evolving conflicts in the Shawnee National Forest since the 1980s. The data were analyzed with the NVivo software using a deductive coding approach. The results showed that the transition towards ecosystem-based forest management in the Shawnee National Forest was primarily triggered by conflicts between environmental groups and the US Forest Service over timber harvesting. Although the institutional framework for alternative dispute resolution existed at the time, these conflicts were largely managed through the national legal system. Since the transition to ecosystem management with the adoption of the 2006 Forest Plan, new conflicts have emerged, this time, mostly among various recreational groups. The lifting of the injunction on timber harvesting and the increased focus of the US Forest Service on active forest management as part of forest restoration efforts appear to have set the stage for the potential re-emergence of conflicts over timber harvesting. Regarding conflict management, the use of alternative conflict management techniques, such as negotiation and mediation have received increased attention since the adoption of the 2006 Forest Plan, although the effectiveness of these processes has been hampered by various institutional and attitudinal constraints, including conflicting procedural requirements, limited capacity, and lack of agency commitment towards meaningful stakeholder engagement. Meanwhile, the fear of lawsuits continues to shape forest management decisions on the Shawnee National Forest. These findings highlight the inadequacy of the national legal system in managing wicked problems and they highlight the need for investments in effective institutional mechanisms for conflict management, such as adaptive governance.

Shifting Responsibilities and Shifting Terrains : State Responsibility, Corporate Social Responsibility and Indigenous ClaimsLawrence, Rebecca January 2009 (has links)
Using case studies from Australia, Sweden and Finland, and also drawing on examples from parts of Asia, including Papua New Guinea, Indonesia, and Thailand, the thesis explores how state and market actors respond to Indigenous claims and how Indigenous claims are themselves reconstituted through those particular responses. While the duty of protecting Indigenous rights might nominally fall upon the state, we are increasingly witness to the enfolding of market actors and market rationalities in debates concerning Indigenous claims. The research contained in the thesis highlights how a practice of 'passing the buck', or passing of responsibility onto others, is constituted through both market and government relations whereby responsibility for addressing Indigenous claims is shifted from states to corporations, from corporations to states, and from states back to Indigenous peoples themselves. The thesis consists of four articles. Article 1, titled 'Obliging Indigenous Citizens: Shared Responsibility Agreements in Australian Aboriginal Communities' provides a critique of the governmental provision of services to remote Australian Aboriginal communities through quasi-market arrangements. Article 2, titled 'Corporate Social Responsibility, Supply-chains and Saami Claims: Tracing the Political in the Finnish Forestry Industry' explores conflicts over state logging in Saami territories and the construction of the state/market divide in CSR debates over the rights of Indigenous peoples. Article 3, titled 'NGO Campaigns and Banks: Constituting Risk and Uncertainty' studies the negotiated and contested boundaries of markets through debates over the governance of social and environmental risks in the investment banking sector. Article 4, titled 'The Last Frontier? Pueblo de mina, pueblo de ruina? : Artisanal and small-scale gold mining (ASGM) formalization and environmental peacebuilding in ColombiaLundin Glans, Ulrika January 2022 (has links)
High-value, lootable natural resources drive, finance and sustain armed conflicts around the world. At the same time, these resources are crucial for livelihoods through artisanal and small-scale mining (ASM) in the very same contexts. Yet, little is known regarding how these resources should be managed in the wake of conflict to contribute to peacebuilding and prevent conflict recurrence. Drawing on the environmental peacebuilding and informal economies literature, this study argues that ASM formalization improves the quality and sustainability of livelihoods by empowering ASM communities. Using the method of structured focused comparison, the hypothesis is tested on two mining municipalities in Antioquia, Colombia. Data was gathered through interviews and secondary sources. The main finding is that while ASM formalization under certain conditions can contributeto sustainable livelihoods, this is only partly through community empowerment. Furthermore, the practice remains inaccessible to most artisanal and small-scale miners and can make them dependent on the goodwill of large-scale multinational mining companies. Thereby it ends up marginalizing many of the people it is meant to benefit.

I Sverige började processen med att skydda natur redan 1909 och arbetet har fortsatt fram till idag. Även om naturskyddet ska gynna oss alla, är arbetet med det sällan problemfritt. Mitt intresse för dessa problem, hur de kan förstås och hanteras på ett konstruktivt sätt, är utgångspunkten för denna kandidatuppsats. Studien ämnar undersöka hur information och kommunikation har påverkat de närboendes upplevelse till Sand Life, i samband med utökandet och restaureringen av naturreservatet Haväng och Vitemölla strandbackar. I fallstudien undersöks delvis också den konflikt som uppstod i processen. Undersökningen möjliggjordes i tre steg: intervjuer med länsstyrelsen och Sand Lifes medarbetare; enkätundersökning och djupintervjuer med ett antal närboende i Vitemölla. Resultatet tyder på att de närboende som grupp, initialt var negativt inställda till Sand Life. Inställningen tycks bottna i att man upplevt länsstyrelsen och Sand Lifes ursprungliga planer som alltför omfattande och inte tillräckligt förankrade, utifrån ett lokalt perspektiv. Det framkom också att informationen om projektet hade varit bristfällig, vilket möjligen kan kopplas till den inställning man initialt hade. Idag pekar resultaten på att de närboende som grupp är neutrala till försiktigt positiva i sin upplevelse av Sand Life. I huvudsak verkar detta bero på att åtgärderna i naturreservatet blev tilltalande; möjligen kan inställningen också kopplas till att länsstyrelsen och Sand Life tog hänsyn och reviderade skötselplanen samt visade större öppenhet mot de närboende. Eventuellt kan proaktiv information, tydliga avsikter och viljan att utveckla olika planer och projekt i en kontinuerlig dialog med lokalbefolkningen begränsa naturskydd- och förvaltningskonflikters omfattning. / Although nature conservation is supposed to benefit all of us, the work is rarely trouble-free. My concern for these problems is the starting point for this candidacy. The study intends to investigate how information and communication has influenced the residents' attitude to Sand Life, in connection with the development of Haväng and Vitemölla nature reserve. The case study also examines the conflict that arose in the process. The investigation was made possible in three steps: interviews with the county administrative board and Sand Life staff members; questionnaire and interviews with residents around Vitemölla. The result indicates that the residents as a group initially were negative in their attitude to Sand Life. The attitude seemed to be caused by the experience that the county administrative board and Sand Lifes' original plans for the nature reserve was too extensive and not sufficiently anchored, from a local perspective. It was also found that the information about the project had been inadequate, which could possibly be linked to the initial attitude. Today the results indicate that the residents as a group are neutral to cautiously positive in their attitude to Sand Life. Possibly due to the fact that the measures taken in the nature reserve became appealing; the attitude can perhaps also be linked to the authorities revising the care plan and showing greater openness towards the residents. Proactive information, clear intentions and the willingness to develop different plans and projects in a continuous dialogue with locals, can possibly limit the extent of conflicts.

In parallel with land devolution, the Government of Vietnam has launched reforestation programs aiming to increase the forest cover of the country and to improve the living of local population. In this context, conflicts between the state and local people over land and forest have been entailed or even intensified. To be successful, restoration must „fit‟ with ongoing local patterns of land and forest use. In the uplands of Vietnam, it is recognised that understanding of the current land and forest use by ethnic minority groups is crucial for objective oriented development of land and forest management. However, such understanding is lacking to a wide extent. This research looks into the current land and forest use by the Hmong people and tries to elaborate scenario for harmonising the governmental reforestation program with local patterns of land and forest use. The conceptual framework of the research is adapted from the Human Ecosystem Model (Machlis et al., 1997). For this study, both case study and survey are conducted. Three Hmong villages considered as three cases are selected based on predetermined criteria. In each of the selected villages, a mix of qualitative and quantitative methods, including Rapid Rural Appraisal, Land Use Inventory, Forest Inventory and Household Survey, is employed to capture the required data sets. The study results show the current patterns of land and forest use by the Hmong people in their village territories for their subsistence. Land use is virtually shaped by the physical attributes of the land and closely related to elements of the critical resources and the social system at the village, such as population, production tools, cropping seasons, wealth and knowledge. There are also close links between tree/forest use and the elements of the critical resources and the social system at the village, such as extraction tools, belief in Gods, extracting seasons, gender and local knowledge. Furthermore, following cultural traditions, the uses of forests customarily claimed either by individual households or by individual clans or by the village as a whole are strictly regulated by the system of customary tenure, customary and locally developed rules, and traditional and village institutions rather than the system of formal tenure, rules and institutions. However, the informal system has not been officially recognised by the state yet. The governmental reforestation project has been followed top-down approach, not taking into account the local reality. The project has brought about no tangible benefits to the villagers in terms of cash, forest products and others. Instead, conflicts between the state institutions and the villagers over land and forest have arisen. Lack of the villagers‟ participation in planning and decision-making concerning the project is the main reason explaining the conflict situations. It is posited that participatory planning of the project at village level can help to harmonise the project with local pattern of land and forest use. The human ecosystem model serves to integrate data related to concerned variables, and has been used as the basis for the elaboration of the harmonising scenario. Besides the involvement of the state/state institutions and the villagers/village institutions, involvement of a mediator as a third party seems to be helpful to harmonise the contrary positions of the two principle parties with regard to the use and management of land and forest resources. / Im Zuge der Dezentralisierung für den Bereich der Landnutzung hat die Regierung Vietnams Programme zur Wiederaufforstung initiiert, die auf Erweiterung der Waldbedeckung und Verbesserung des Lebens lokaler dörflicher Bevölkerung abzielen. In diesem Zusammenhang traten jedoch Konflikte zwischen Staat und lokaler Bevölkerung zu Tage oder bestehende Konfliktsituationen haben sich verstärkt. Programme der Wiederbegründung von Wald können nur erfolgreich sein, wenn sie mit aktuellen lokalen Mustern der Land- und Waldnutzung abgestimmt sind.
