Aiming to answer how the advisory and consulting processes are being operationalized in the training and professional practice of social workers in Rio Grande do Sul, the objective was to analyze the aspects related to the training and professional practice of social workers in the advisory and discussing challenges and possibilities. This is a qualitative study, guided by the dialectical-critical method, based on documental, bibliographical and empirical research, totalizing a sample of twenty-three (23) documents for documentary research, thirty-two (32) research productions and twenty-five (25) subjects participating in the empirical research (coordinators, teachers and students of the Bachelor's degree in Social Work). For the treatment and analysis of the data, the content analysis based on Pag?s (2006) was used. It is concluded that there are contradictions in the recognition of the importance of teaching the advisory and consulting processes now being denied, sometimes being placed in the background, during training, as well as in the way in which it is being addressed by UFAS. This reality reflects and may explain the incipient manifestation of professional practice in these processes. From the data, it is pointed out the importance of the work of social workers in these processes, and the subjects surveyed stressed the need for Social Work to reorganize itself to expand its work in these spaces, to strengthen the formation process and the materialization of the ethical- political, since these processes are in line with it. Finally, propositions are presented to contribute to overcoming the limits and materialization of the possibilities of acting in these processes. / O presente estudo aborda os processos de assessoria e consultoria, debatendo o ensino e o exerc?cio profissional dos assistentes sociais, considerando que estes processos s?o atribui??es privativas e compet?ncias profissionais, no entanto, s?o espa?os pouco ocupados pela categoria profissional, em que a produ??o do conhecimento se manifesta de forma incipiente. Visando responder como os processos de assessoria e consultoria est?o sendo operacionalizados na forma??o e no exerc?cio profissional dos assistentes sociais do Rio Grande do Sul, elencou-se como objetivo analisar os aspectos relacionados ? forma??o e ao exerc?cio profissional dos assistentes sociais nos processos de assessoria e consultoria, debatendo sobre desafios e possibilidades. Trata-se de um estudo qualitativo, orientado pelo m?todo dial?tico-cr?tico, que se amparou em pesquisa documental, bibliogr?fica e emp?rica, totalizando uma amostra de vinte e tr?s (23) documentos para pesquisa documental, trinta e duas (32) produ??es para pesquisa bibliogr?fica e vinte e cinco (25) sujeitos participantes da pesquisa emp?rica (coordenadores, docentes e alunos dos cursos de Bacharelado em Servi?o Social). Para o tratamento e an?lise dos dados, foi utilizada a an?lise de conte?do baseada em Pag?s (2006). Conclui-se que, h? contradi??es no reconhecimento da import?ncia do ensino dos processos de assessoria e consultoria ora sendo negado, ora sendo colocado num segundo plano, durante a forma??o, bem como na forma como o mesmo est? sendo abordado pelas UFAS. Esta realidade reflete e pode explicar a manifesta??o incipiente do exerc?cio profissional nestes processos. A partir dos dados, aponta-se para a import?ncia do trabalho dos assistentes sociais nestes processos, tendo os sujeitos pesquisados salientado a necessidade do Servi?o Social se reorganizar para ampliar sua atua??o nestes espa?os, fortalecer o processo de forma??o e a materializa??o do projeto ?tico-pol?tico, posto que esses processos est?o alinhados com o mesmo. A educa??o superior, em especial, foi duramente impactada por uma l?gica mercantil, de vi?s empresarial, que provocou o aligeiramento dos cursos, o sucateamento da universidade p?blica e a intensa privatiza??o do ensino, atrav?s das recomenda??es de organismos internacionais como o Banco Mundial e o Fundo Monet?rio Internacional. O pensamento conservador, fortalecido pela ideologia neoliberal adentrou em todas as esferas da vida social e fortalece nas rela??es sociais, o individualismo, a fragmenta??o, a intoler?ncia, o machismo, o racismo, a homofobia e o ?dio entre as classes sociais. Estas mudan?as impactaram, tamb?m, e, diretamente a forma??o profissional em Servi?o Social, exigindo da profiss?o, um rigoroso trato te?rico-metodol?gico, ?tico-pol?tico e t?cnico-operativo diante da ofensiva conservadora em curso, do desmonte do ensino superior e uma maior a??o das entidades profissionais na defesa da educa??o p?blica e de qualidade. A partir do entendimento do feminismo como um elemento estrat?gico para o fortalecimento da forma??o e do exerc?cio profissional, de uma categoria composta majoritariamente por mulheres e que tem como demanda expressiva, as mulheres da classe trabalhadora, este trabalho objetivou analisar os avan?os, contradi??es e rebatimentos da discuss?o de g?nero e feminismo na forma??o profissional em Servi?o Social. O l?cus da pesquisa foram quatro institui??es de ensino superior do estado do Rio Grande do Norte, a saber: Universidade Federal Rio Grande do Norte (UFRN), Universidade do Estado do Rio Grande do Norte (UERN), Universidade Potiguar (UNP) e Centro Universit?rio do Rio Grande do Norte (UNI-RN). Realizamos entrevistas semiestruturadas com oito discentes e oito docentes das institui??es de ensino superior, totalizando dezesseis pessoas entrevistadas. A investiga??o ? embasada pelo m?todo materialista hist?rico dial?tico a partir da t?cnica de abordagem quanti-qualitativa e pesquisa bibliogr?fica. Al?m disso, utilizamos an?lise documental com base nos projetos pedag?gicos e nas grades curriculares dos cursos. Como resultado da pesquisa, consideramos que a discuss?o de g?nero e feminismo ? imprescind?vel para o Servi?o Social e contribui de forma significativa para a qualidade da forma??o profissional. A articula??o pol?tica com o movimento feminista e com os movimentos sociais, favorecem e qualificam esta discuss?o. Contudo, o aligeiramento e o desmantelamento do ensino superior podem interferir de forma direta no processo formativo, principalmente nas institui??es privadas, prejudicando a contribui??o do g?nero e do feminismo no processo formativo. Por fim, considera-se que a luta por uma educa??o de qualidade, laica, socialmente referenciada, e feminista ? um desafio para o Servi?o Social em tempos de avan?o do pensamento conservador. / The implementation of neoliberal policies by the Brazilian State since the 1990s has established an agenda for the destruction of working class rights with the "minimal state" logic and a cut in the financing of public policies. Conservative thought, strengthened by neoliberal ideology, has penetrated into all spheres of social life and strengthens social relations, individualism, fragmentation, intolerance, chauvinism, racism, homophobia and hatred among social classes. These changes also impacted, and directly, the professional formation in Social Work, demanding from the profession, a rigorous treatment theoretical-methodological, ethical-political and technical-operative in the face of the ongoing conservative offensive, dismantling of higher education and greater action of professional entities in the defense of public education and quality. Based on the understanding of feminism as a strategic element for the strengthening of training and professional practice, of a category composed mainly of women and that has as expressive demand, working women, this work aimed to analyze the advances, contradictions and rebuttals the discussion of gender and feminism in vocational training in Social Work. The locus of the research were four institutions of higher education of the state of Rio Grande do Norte, namely: Universidade Federal Rio Grande do Norte (UFRN), Universidade do Estado do Rio Grande do Norte (UERN), Universidade Potiguar (UNP) e Centro Universit?rio do Rio Grande do Norte (UNI-RN). We conducted semi-structured interviews with eight students and eight teachers from higher education institutions, totaling sixteen people interviewed. The research is based on the dialectical historical materialist method based on quantitative-qualitative approach and bibliographic research. In addition, we use documentary analysis based on the pedagogical projects and the curricular grades of the courses As a result of the research, we consider that the discussion of gender and feminism is essential for Social Work and contributes significantly to the quality of professional training. The political articulation with the feminist movement and with the social movements, favor and qualify this discussion. However, the lightening and dismantling of higher education can directly interfere in the formative process, especially in private institutions, impairing the contribution of gender and feminism in the formation process. Finally, it is considered that the struggle for quality education, secular, socially referenced, and feminist is a challenge for Social Work in times of conservative thinking.

Tendo em vista as quatro regi?es administrativas de Natal/RN, quais sejam: zona sul, zona oeste, zona leste e zona norte, e da exist?ncia de onze CRAS e quatro CREAS distribu?dos entre elas, buscamos abarcar pelo menos um CRAS e um CREAS por regi?o, contemplando, deste modo, a entrevista com um assistente social em cada uma das institui??es. Com o apoio das informa??es obtidas e como produto da an?lise de conte?do, compreendemos, portanto, algumas tend?ncias as quais podemos sintetizar atrav?s da contraposi??o do que vem sendo preconizado pelo Sistema ?nico de Assist?ncia Social (SUAS) e o que de fato tem sido materializado na pr?tica profissional, em um paradoxo sobre qual se estabelece a pol?tica socioassistencial brasileira, j? que ainda ? facilmente observ?vel o quadro recorrente de precariza??o do trabalho, nesta ?rea. Precariza??o esta, que atinge n?o apenas as condi??es materiais do trabalho, mas a qualidade dos servi?os oferecidos aos usu?rios, bem como a sa?de dos trabalhadores, cada vez mais submetidos aos processos de adoecimento e aos poss?veis atos abusivos presentes nas rela??es trabalhistas contempor?neas. Com efeito, consideramos a import?ncia de an?lises que se dediquem aos moldes do trabalho nesta cena, evidenciando aspectos que envolvam o exerc?cio profissional, mas tamb?m os seus rebatimentos nas demais dimens?es da vida dos trabalhadores, buscando diminuir, atrav?s da luta coletiva, a dist?ncia entre os direitos conquistados e a sua realiza??o. / The following project aims to analyze the working conditions of the caseworkers included in the Social Assistance Referral Centers (SARC) and the Specialized Referral Centers of Social Assistance (SRCSA), in the city of Natal/RN, in order to know and reflect on the limits and possibilities in the professional daily life, worried about their salaried profile and determinations of the capitalist system. For this, the research method used is based on historical-dialectical materialism, whose essence considers aspects of history and socioeconomic conjuncture which is part of the group to be studied, as well as the temporary and contradictory dynamics of reality and its multiple peculiarities. The methodology adopted is based on documentary and field research, through which we seek the theoretical-methodological contribution in the discussions on Work, Social Policies and Social Work, also performing eight (8) semi-structured interviews with caseworkers from the units mentioned. In view of the four administrative regions of Natal/RN, which are: south, west, east and north, and that there are eleven SARC and four SRCSA distributed among them, we looked for include at least one SARC and one SRCSA per region, thus contemplating the interview with a caseworker in each of the institutions. With the support of the information obtained and as a product of the content analysis, we understand, therefore, some tendencies that we can synthesize through the opposition of what has been supported by the Unified Social Assistance System (USAS) and what has in fact been materialized in the professional practice, in a paradox about which the Brazilian social assistance policy is established, since it is still easily observable the recurrent picture of work precarization in this area. This precariousness, which affects not only the material conditions of work, but also the quality of the services offered to users, as well as the health of workers, increasingly subjected to the processes of illness and abusive acts present in labor relations. In fact, we consider the importance of analyzes that are dedicated to the patterns of work in the contemporary scene, highlighting aspects that involve the professional practice, but also its repercussions in the other dimensions of workers' lives, looking for reduce through collective struggle the distance between the acquired rights and their realization.

Sendo assim, esse estudo constitui-se em uma pesquisa para a conclus?o do curso de mestrado em Servi?o Social, na Universidade Federal do Rio Grande do Norte. Para tanto, elencou-se como objetivo geral da pesquisa identificar e analisar as condi??es e rela??es de trabalho das(os) assistentes sociais inseridas(os) nas institui??es do ?terceiro setor? em Mossor?-RN. E por objetivos espec?ficos: mapear as institui??es que fazem parte do ?terceiro setor? na cidade de Mossor?, que possuem assistentes sociais em seu quadro profissional, a fim de tra?ar o perfil das mesmas; e, analisar os principais desafios apresentados ao trabalho das(os) assistentes sociais nessas institui??es. Utilizamos a pesquisa bibliogr?fica e documental a fim de iluminar o conhecimento da tem?tica abordada e o desenvolvimento da pesquisa de campo, sendo que para a an?lise dos dados obtidos, por meio da pesquisa de campo, utilizou-se a abordagem quanti-qualitativa. Os resultados da pesquisa comprovaram que a metade das institui??es se identificou como filantr?picas, e a maioria delas s?o financiadas pelo Governo federal e que tais organiza??es desenvolvem atividades nas diversas ?reas, com destaque para sa?de e assist?ncia. No tocante as condi??es e rela??es de trabalho, teve destaque o fato de metade das profissionais se inserirem nas institui??es por meio de indica??o; com rela??o ao sal?rio, 57,1% das profissionais recebem entre 3 e 4 sal?rios m?nimos, o que ? considerado relativamente baixo. Foi satisfat?ria a an?lise relacionada aos direitos trabalhistas, pois quase todas disp?em de carteira assinada, o que garante, em boa medida, a efetiva??o de tais direitos. J? com rela??o ? carga hor?ria, 5 das 6 institui??es efetivaram a Lei N? 12.317/2010 garantindo 30 horas semanais para as assistentes sociais. Por?m, foram muitos os desafios citados relacionando a realidade do ?terceiro setor? ?s condi??es e rela??es de trabalho, dentre eles destaca-se: o atraso do sal?rio e o n?o reajuste salarial; a realiza??o de atividades que n?o se relacionam com as compet?ncias e atribui??es profissionais; o desenvolvimento de muitas atividades por uma s? profissional. Dois dados importantes s?o o n?o incentivo ? p?s-gradua??o e a cobran?a do cumprimento das metas para a produtividade profissional. Aqui, cabe refletir que, embora esse estudo apresente elementos que proporcionam identificar alguns aspectos das condi??es e rela??es de trabalho de assistentes sociais no ?terceiro setor? em Mossor?-RN, bem como alguns desafios que perpassam esse espa?o de inser??o profissional, entende-se que h? muito para ser desvelado, e outros estudos podem posteriormente, faz?-lo na tentativa de uma melhor compreens?o da complexidade dos processos que permeiam o ?terceiro setor?. / In the contemporaneity, due to the implementation of the neoliberal project in which one verifies the withdrawal of the State in regard to the development of social policies, it is observed a new way of responding to the multifaceted expressions of the social issue, which is the emergence and expansion of a supposed "third sector" in society. Thus, the productive restructuring process has led to the deterioration of labor relations, as well as a super exploration of human labor power, also triggering structural unemployment. By being delineated in classist interests, the emergence of the "third sector" brings contradictory aspects to the society, one of these being the very concept of "third sector", more ideological than real. By seeking to answer the expressions of the social issue, demands the intervention of social workers in the institutions that "composes it". This way, arises the interest in researching what are the current conditions and labor relations of the social workers who work in the institutions of the "third sector" in Mossor?-RN. Therefore, this study is constituted by a survey for the conclusion of a Master's degree in Social Service at the Universidade Federal do Rio Grande do Norte. Therefore, it was listed out as general objective to identify and analyze the conditions and labor relations of the social workers entered in the institutions of the "third sector" in Mossor?-RN. And by specific objectives: to map the institutions that are part of the "third sector" in the city of Mossor?, which have social workers on its professional staff, in order to profile the same; and, analyze the main challenges presented to the work of the social worker in these institutions. We used the bibliographic and documental research to enlighten the knowledge of the topic approached and the development of the field research, in which for the analysis of the data obtained, through field research, it was used the quantitative and qualitative approach. The search results confirmed that half of the institutions was identified as philanthropics, and most of them are funded by the federal government and that such organizations develop activities in several areas, particularly health and welfare. Concerning the conditions and labor relations, was highlighted the fact that half of the professionals insert themselves within the institutions by appointment; regarding the salary, 57.1% of employees receive between 3 and 4 minimum wages, which is considered relatively low. Was satisfactory the analysis related to the labor rights, because almost all offer a formal contract, which ensures, in great measure, the effectuation of such rights. Now with regard to the workload, 5 of 6 institutions implemented the Law N?. 12.317/2010 ensuring 30 hours a week for social workers. However, it were cited many challenges relating the reality of the "third sector" to the conditions and labor relations, among them stands out: the delay of salary and non-salary adjustment; the realization of activities that do not relate to professionals, functions and duties; the development of many activities by a single professional. Two important data are the not incentive to a postgraduate and the charging of the fulfillment of the goals for the professional productivity. Here, it is worth to reflect that, although this study presents elements that provide to identify some aspects of labor relations and conditions of social workers in the "third sector" in Mossor?- RN, as well as some challenges that permeate this space of professional insertion, is meant that there is much to be unveiled, and other studies can later do so in an attempt to a better understanding of the complexity of processes that permeate the "third sector"

A partir do m?todo cr?tico dial?tico, atrav?s de processos de aproxima??es sucessivas com o real, buscou-se analisar no contexto da sociedade capitalista contempor?nea, e em especial, na atual conjuntura que se insere a Educa??o Profissionalizante brasileira, se essa Instrumentalidade ? de repostas ao projeto societ?rio burgu?s ou ? de media??o, balizada pela racionalidade cr?tico-dial?tica. Com a finalidade de subsidiar a base te?rico-metodol?gica da investiga??o, as an?lises fundamentaram-se na pesquisa bibliogr?fica e revis?o da literatura, e na pesquisa de campo, que envolveu o levantamento e an?lises de documentos institucionais, bem como entrevistas quantiqualitativas. As informa??es sistematizadas e analisadas revelaram as particularidades da categoria Instrumentalidade inseridas nos processos de trabalho das assistentes sociais que atuam na ?rea da Educa??o. / This dissertation focuses on the analysis of the instrumentality of Social Work and its practical-social dimensions, woven and expressed in the particularity of the professional practice of social workers in the field of Education. Taking as a locus of empirical research the Instituto Federal de Educa??o, Ci?ncia e Tecnologia do Rio Grande do Norte (IFRN), the study aims to analyze how the instrumentality of Social Work is particularized in the professional practice of social workers in this institution. From the dialectical critical method, through processes of successive approximations to reality, we have analyzed in the context of contemporary capitalist society, especially in the current situation which includes the Brazilian Vocational Education, if such instrumentality brings answers to bourgeois society project or brings mediation, buoyed by the critical-dialectical rationality. In order to subsidize the theoretical and methodological basis of research, analyzes were based on review of the literature and field research, which involved a survey and analysis of institutional documents, as well as quantitative and qualitative interviews. The information systematized and analyzed revealed the specificities of the category instrumentality inserted in the work processes of social workers in the field of Education.

Partimos do pressuposto quanto ao reconhecimento da relev?ncia social da configura??o da Pol?tica Nacional de Assist?ncia Social (PNAS) e de que em sua materializa??o os CREAS desempenham a tarefa de realizar encaminhamentos necess?rios ? repara??o de viola??es de direitos. Do ponto de vista te?ricometodol?gico, apreendemos o objeto em sua historicidade e m?ltiplas determina??es. Os resultados da pesquisa realizada possibilitaram a identifica??o das principais dificuldades e desafios para o Servi?o Social no atendimento ?s demandas da popula??o LGBT, e de como a agenda da diversidade sexual se apresenta na perspectiva do Projeto ?tico Pol?tico da profiss?o. Apesar da PNAS constituir-se como um dos grandes avan?os na configura??o da Assist?ncia Social como pol?tica p?blica, em sua concep??o quanto ao que considera caracteriza??o de vulnerabilidades de seus/suas usu?rio/as prevalece o entendimento das quest?es relacionadas ? diversidade humana restritas a no??o de identidades estigmatizadas, em termos ?tnico, cultural e sexual. Sobre o conceito de fam?lia, sobressai o reconhecimento s?cio-pol?tico quanto ?s suas transforma??es, mas ao fazer refer?ncia somente ?s mulheres que chefiam n?cleos familiares, deixa de fora configura??es familiares formadas por casais de pessoas do mesmo sexo. Foi poss?vel apreender, na materializa??o da PNAS, grandes lacunas referentes ? insufici?ncia do Estado, em investimentos de capacita??o na ?rea da diversidade sexual e de enfrentamento do preconceito e da discrimina??o por orienta??o sexual, que, em larga medida, ficam invisibilizados no cotidiano dos atendimentos. Nesse sentido, consideramos que a assist?ncia social ? um direito de cidadania e responsabilidade do Estado, n?o podendo ent?o a PNAS ser definida prioritariamente (ou exclusivamente) em fun??o de vulnerabilidades associadas ? estigmatiza??o de sua identidade, sem que haja no conte?do da pr?pria pol?tica, qualquer tipifica??o de tais mecanismos, muito menos como operam. / This dissertation aims to analyze the social direction on the attendance of Lesbians, Gays, Bisexuals and Transsexuals (LGBT) populations in the Reference Center for Specialized Social Assistance (CREAS) in the city of Jo?o Pessoa ? PB, mainly because of Social Work answers to existing demands in the sexual diversity field. On the assumption of recognition of the social relevance configuration of the National Policy on Social Assistance (PNAS) and on its effectiveness, CREAS performs the task of realizing referrals that are necessary to redress Rights violations. From a theorical methodological point of view, we have apprehended the object in its historicity and multiple determinations. The results of this research enable the identification of the main difficulties and challenges to Social Work in attending LGBT population demands and also how the sexual diversity agenda presents itself in the perspective of the Ethical Political Project of the profession. Despite of the PNAS constitutes itself as one of the highest advance in Social Assistance configuration as a public policy, inside its conception about the characterization of vulnerability of PNAS users, prevails the understanding that issues related to human diversity are restrained to notions of stigmatized identities in ethnical, cultural and sexual terms. With regard to concept of family, stands out transformations on its social political recognition, but when PNAS refers only to women leading family nucleus, leaves out family configurations formed by same-sex couples. It was possible to apprehend on PNAS materialization large gaps concerning about insufficiency of the State on investments on training in sexual diversity area to confront sexual orientation prejudice and discrimination that stay, in large measures, invisible on daily attendances. Therefore, we consider that social assistance is a citizenship right and responsibility of the State, so the PNAS cannot be defined preferably (or exclusively) based on vulnerabilities related to identity stigmatization without any characterization of such mechanisms nor how they operate.

Portanto, em face da expans?o do mercado de trabalho para o assistente social, questiona-se nesse estudo: em que medida as condi??es e rela??es de trabalho deste profissional nos CREAS-Centro de Refer?ncia Especializado da Assist?ncia Social, no munic?pio de Natal, t?m se revelado precarizadas? Assim a partir da realiza??o da pesquisa de car?ter qualitativo, fundamentada por uma perspectiva cr?tico-dial?tica e tendo como sujeitos da pesquisa, os assistentes sociais que atuam nos CREAS, ap?s an?lise das entrevistas semi-estruturadas e da observa??o, confirmou-se e revelou-se a precariza??o das condi??es e rela??es de trabalho do Assistente Social no campo da assist?ncia social. Destacam-se dentre os resultados obtidos, as formas de precariza??o expressas: a) na vulnerabilidade das formas de inser??o e desigualdades sociais; b) na intensifica??o do trabalho e terceiriza??o; c) na perda das identidades individual e coletiva; d) na fragiliza??o da organiza??o dos trabalhadores. Note-se a inser??o do profissional configura-se numa cultura do trabalho que degrada o homem e a natureza, que se contrap?e ao projeto ?tico-pol?tico profissional, como tamb?m a um projeto de sociedade emancipat?ria e a viola??o de direitos humanos ao qual o assistente social tamb?m ? submetido. / This thesis captures and analyzes the conditions and labor relations Social Worker, inserted within the socio-occupational SEMTAS - Municipal Labor and Social Welfare, in a context of affirmation and expansion of Social Policy after the creation of ITS - Unified Social Assistance System. It appears that this expansion of the labor market of the social worker, among other workers ITS, sets up a scenario of structural instability of the work presented in various forms, including the flexible / precarious and its main dimension, outsourcing and unemployment structural. An environment of capital's structural crisis, marked since the 1970s of the twentieth century, expressed in transformations that occurred in the workplace in the face of productive restructuring under flexible accumulation, a new (re) organization of work and production, processed as the neoliberal program, against a backdrop of counter of the Brazilian state, the ruling classes to maximum and minimum for the lower classes. It is in this context of flexibility, deregulation and intensification of work, the Assistant Social worker develops her professional work, in addressing the diverse and complex manifestations of the social question. Therefore, given the expansion of the labor market for the social worker, wonders in this study: to what extent the conditions and labor relations professional in this CREAS-Reference Center Specializing Social Assistance in the city of Natal, have revealed precarious? So from the research qualitative, grounded by a critical-dialectical perspective and having as research subjects, the social workers who work in CREAS after analysis of semi-structured interviews and observation, it was confirmed and revealed the precarious conditions and labor relations Social Worker in the field of social welfare. Standing out among the results, ways to express insecurity: a) vulnerability in the forms of inequality and social inclusion, b) the intensification of work and outsourcing c) the loss of individual and collective identities d) the weakening of organization of workers.Note the inclusion of professional sets up a work culture that degrades man and nature, which is opposed to the ethical-political professional, as well as an emancipatory project of society and human rights violations to which the social worker also is submitted.

Portanto, reafirmamos a import?ncia da atua??o pol?tica da categoria profissional dos assistentes sociais que historicamente vem denunciando as ataques deferidos contra o ensino superior brasileiro e buscando novas estrat?gias de enfrentamento e combate destes, lutando por um ensino superior p?blico e gratuito de modo que possa garantir uma forma??o profissional para os sujeitos pautada em valores ?ticos e pol?ticos emancipat?rios / This paper discusses the process of social workers training, where the locus of research is the city of Natal / RN, and aims to analyze the impact of counter-reform Brazilian higher education in this process. For this purpose, two higher education institutions were studied: a public university and a distance education institution. Our study was guided by the Marxist method of reality analysis which part of the critical-dialectical understanding of the object of study, and was based on qualitative analysis of investigated data. Regarding methodological procedures, interviews with teachers and courses coordinators were conducted; and focus groups with the students of the studied institutions. Additionally, a bibliographical study on the subjective in question and an analyzes of courses Political Pedagogical Project and their curriculum frameworks were made. From the comments made in this paper, we learned that the current context of counter-reform Brazilian higher education imposes many challenges to the process of training guided by the ethical-political values highly defended by the professional category. Such challenges are expressed in different ways in the studied institutions, once each one will reflect the higher education's counter-reform in your own context. Therefore, we emphasize the importance of political action in the professional category of social workers, that historically has been denouncing the attacks made against Brazilian higher education and also seeking for new strategies to face them, fighting for a free public higher education that can ensure vocational training for the subjects based on ethical and emancipatory political values.

A p?s-gradua??o em Servi?o Social vem se tornando ao longo dos anos um importante espa?o tanto para a universidade quanto para a categoria profissional que o curso representa, de modo a auxiliar cotidianamente na forma??o e atua??o profissional bem como na elabora??o e (re)estrutura??o de pol?ticas sociais. O programa de p?s-gradua??o em Servi?o Social (PPGSS) da Universidade Federal do Rio Grande do Norte vem se fortalecendo em quatorze anos de exist?ncia (2000-2014), sendo frequente a inser??o de alunos de outras ?reas, agregando ao programa o car?ter de integra??o com os demais campos do saber, contribuindo assim para estudos com maior rigor te?rico e expressiva reflex?o cr?tica, caracter?sticas intr?nsecas ao Servi?o Social, discutindo temas de relev?ncia social que perpassam os mais variados campos de atua??o do Assistente Social e demais profiss?es que atuam em conjunto com este, como por exemplo, a Sa?de. O prop?sito foi analisar as disserta??es em sa?de nos quatorze anos de exist?ncia do referido programa de p?s-gradua??o. Assim, a exposi??o do conte?do baseou-se nos indicadores utilizados para a an?lise da coleta de dados, como: os temas e motiva??o; o e o contexto econ?mico, pol?tico e social que os perpassam; as perspectivas te?rico-metodol?gicas que s?o recorrentes pelos mestrandos ao construir um debate te?rico que aprofunda o conceito de cada perspectiva utilizada. Para al?m de problematizar sobre a sa?de, tema de significativa relev?ncia por interagir diretamente com todos os demais campos da vida dos sujeitos, e, portanto, com o conjunto das pol?ticas sociais, buscou-se analisar o contexto da p?s-gradua??o de modo geral e tamb?m como vem se estruturando o PPGSS/UFRN, considerando quais desafios precisam ser enfrentados e quais as alternativas de crescimento podem ser indicadas a partir deste estudo. A t?cnica do Estado da Arte se mostrou fundamental para investigar o objeto de estudo, categorizando-o para melhor abordagem e compreens?o, o que nos permitiu apreender com maior riqueza de detalhes o objeto desta pesquisa. / This dissertation is working foundation the State of the Art done with the productions in health PPGSS / UFRN and sought to seize the challenges and accumulations of health research and graduate. The State of the Art technique investigates the object of study, categorizing it to best approach and understanding, allowing us to grasp with greater detail the object of this research. The Social Work graduate has become over the years an important place both for the university and for the professional category that the course is in order to routinely assist in the training and professional work as well in the design and (re) structuring social policies. The graduate program in Social Work (PPGSS) of the Federal University of Rio Grande do Norte has been strengthened in fifteen years of existence (2000-2015), with frequent inclusion of students from other areas, adding to the character program integration with other fields of knowledge, thereby contributing to studies with larger theoretical rigor and expressive critical reflection, intrinsic characteristics of Social Services, discussing issues of social relevance that underlie the most varied fields of activity of the social worker and other professions working together with this, such as health. The purpose was to analyze the health dissertations in fourteen years of existence of the postgraduate program (2000-2014), given that the year 2015 is still in progress and data would not be complete. Thus, exposure of the content was based on indicators from the analysis of data collection, as most discussed topics and the economic, political and social context that permeates as well as the theoretical and methodological perspectives that are most used by masters to build a theoretical debate that deepens the concept of each perspective used. Apart from questioning on health, the subject of significant relevance to interact directly with all other fields of life of the subjects, and thus with the set of social policies, we sought to analyze the postgraduate context in general and Also as has been structuring the PPGSS / UFRN, considering what challenges need to be addressed and what growth alternatives can be shown from this study. As a result, there is a predominance of studies that bring the historical and dialectical materialism of Marx as a theoretical and methodological fundamentals and also that the nature of bibliographical research has been gaining attention in the social sciences
