It is, therefore, a reflection upon the mobility needs of poor urban households as expressed in terms of origin-destiny displacements for specific movements (house-work, house-school, house-shopping, house-healthcare and house-leisure), all of which being analyzed within the relationship between public transportation and poverty spaces of the city. In order to develop the study, theoretical aspects and themes related to the production of the urban space, to social and spatial segregation, to urban mobility and to transportation were confronted with the collected data referring to the urban population previously selected. One of the research main findings is the crucial role mobility plays in the social differentiation of such people living in Natal and that any policy for the improvement of their living conditions must take mobility issues into account / Esta disserta??o constitui uma tentativa de compreender como fam?lias de at? tr?s sal?rios m?nimos, vivendo em diferentes ?reas de Expans?o Demogr?fica (AEDs), no munic?pio de Natal especificamente nos bairros de Igap? e Salinas (Zona Administrativa Norte da cidade), Ponta Negra (Zona Administrativa Sul), Santos Reis, Praia do Meio, Areia Preta e M?e Lu?za (Zona Administrativa Leste) e Felipe Camar?o (Zona Administrativa Oeste) resolvem seus problemas de mobilidade urbana. Implanted in segregated areas of the existing formal city, the population installed in these complexes was also excluded from their rights, considering that the housing defines itself not only by the physical dwelling, but also by its access to urban infrastructure, facilities, services, and others. From this reality and the verification of the city s exclusion and sociospatial segregation processes, we aimed to quantitatively demonstrate levels of social exclusion in Natal, based on the methodology developed by Sposati (2000) and adapted by Genovez (2002), which relates IBGE s (Brazilian Institute of Geography and Statistics) database underlying variables such as income, schooling and dwelling s quality. In this perspective, the thesis entitled "The Cultural Corridor: space materialization of social exclusion in Mossor?-RN" is a moment of apprehension and analysis of the local reality from the urban policy implementation that emphasized an enterprising model, which has, as the concrete space to urban renovation manifestation, the cultural complex called cultural corridor. Verificando se esta denominação, quando destinada às classes mais pobres, utiliza-se de uma pedagogia específica para a construção de um modelo de comportamento e de interpretação do mundo totalmente circunscrito à religião, afastando seus fiéis do mundo laico e submetendo-os somente à sua autoridade e às normas impostas por suas lideranças. Também propõe-se pensar como podemos formar professores que pratiquem uma educação laica e humanística sem que se desrespeite a multiplicidade cultural e religiosa de seus alunos. / Abstract: The objective of this paper is to study the question about the ideology in the speech of the education of the persons at the Assemble of God church, especially at the urban zone in the Presidente Prudente city. Trying to proof if this denomination, when put their focus to the poor people, uses a kind of special pedagogy to build up a behavior model and world's interpretation all inside the religious' ideas, making the followers of this denomination build another small world, far from the laic and under the power of the church's leadership. Gypsy mentors deals with lay gypsy persons trained to support and assist gypsy families in their attempts at acquiring social skills needed to tackle difficult situations in life that threaten the proper development of gypsy children and youth. The mentors are members of the gypsy community like their clients and share with them their language and culture. The paper provides a summary of both historical and current aspects of gypsy existence in the Czech Republic, their tribal structure and family lifestyle. Special attention is paid to the issues of social exclusion. A brief account is given of history, mission, objectives, activities and some selected projects of the civic Association for Probation & Mediation in Justice. Moreover, the paper offers a list of principles and areas of activities pursued by the Czech Republic Probation & Mediation Service and by the Department for Social & Legal Protection of Children. The paper aims to explore the issues of field work done by the gypsy mentors (i) in helping the challenged gypsy families threatened with having their children or youngsters taken away to be brought up at care institutions and (ii) in assisting young gypsies put under administrative orders. The practical part of the paper employed the method of a qualitative survey of a case study. The required data were obtained through detailed semi-structured interviews with the mentors followed by the secondary data analyses.

Monitoring vybraných sociálně vyloučených lokalit v Plzni / Monitoring of Selected Socially Excluded Locations in the Town of Plzeň

The theoretical part of this thesis defines the process of social exclusion and its elements - spatial, economic, cultural, social, political and symbolic. These interconnected elements give rise to crucial areas that are substantially affected by social exclusions - living conditions, employment or ways of making a living, education and medical condition. The following chapters describe the initial situation in the Plzeň locations in 2006 and the situations in the mentioned areas in relation to excluded individuals. The objective of the thesis presented is to describe the development in seven socially excluded locations in Plzeň including their current situation. A qualitative survey was carried out addressing particularly workers in self-administration and non-governmental non-profit organisations, who come in contact with individuals from socially excluded locations. A method of document analysis by means of content analysis of the data was used along with a questioning method via a dialogue. The situation of socially excluded locations in Plzeň has significantly changed in the last five years, as the location labelled as the most problematic one by all informers perished at the end of 2009 and another location suffered changes as a result of the sale of the property. Maintaining or on the other hand cessation of the described localities considerably depend on the town´s housing policy, since the town of Plzeň owns the houses in all remaining locations. Owing to the increasing indebtedness of the population and growing problems in the housing or employment areas, there is a threat of an origination of new socially excluded locations. This thesis contributed to the evaluation of the development in the situation of socially excluded locations in Plzeň, which can give a base to implementing direct measures resulting in joining the inhabitants of these locations as well as in creating preventive measures.

At present, the whole world has one characteristic feature in common, which is an increasing number of people reaching a high age. In this respect, the Czech Republic is no exception. As a result, the percentage of senior citizens is also steadily increasing. Most of these senior citizens will be threatened by a low income, especially those who live alone. At present there is no statistics that would show the numbers of senior citizens in specific age groups concerning the amount of pensions, and there is no statistics that would show the numbers in territorial units at lower levels than regions. It is surprising that, with the present alarming prognoses of the numbers of senior citizens, statistical data concerning pensions are not analysed in detail. Some of them rank in the group of poor and problematic senior citizens, as a result, for instance, of paying a low social insurance of failing to pay any social insurance at all. It will be necessary to create a network of services for low-income senior citizens that will guarantee their primary needs. The objective of this thesis was to carry out a monitoring of the need of services for low-income senior citizens, and a proposal of a possible provider of these services. The methodological process included a content and secondary data analysis of socio-demographic indicators about the population of senior citizens. The collection of primary data was conducted in the form of a semi-controlled interview with providers of social services for senior citizens. The target set consisted of senior citizens in the administrative area of the municipality with extended authority of České Budějovice, and the set subject to study consisted of providers of social services for senior citizens. The results of my diploma thesis have confirmed that a service for low-income senior citizens in České Budějovice is not available. My diploma thesis will constitute a basis for the Council of the City of České Budějovice when dealing with the questions concerning services for low-income senior citizens.

O mal-estar na cultura e suas incidências na clínica em contextos de exclusão

Este trabalho de pesquisa tem como objetivo colocar em análise a relação entre sujeito e laço social nas situações de sofrimento psíquico relacionadas à exposição do sujeito a violências sociais. Propomos pensar sobre a função e o lugar da escuta do sofrimento psíquico na política pública de assistência social, considerando o modo de organização desta política pública através do Sistema Único de Assistência Social (SUAS), buscando articular a dimensão subjetiva e singular dos sujeitos com a dimensão política e social. Estas interrogações se produziram em um espaço de acompanhamento, em um Centro de Referência Especializado de Assistência Social (CREAS), de famílias moradoras da Vila Chocolatão, em Porto Alegre, que foram reassentadas em outro ponto da cidade. Seus moradores mais antigos viviam há 24 anos neste local e, em sua maioria, trabalham essencialmente na catação e separação de lixo, sendo que muitos possuem, em suas trajetórias, histórias de vida na rua, além de ser uma comunidade em constante movimento na forma de habitar. A Vila Chocolatão e o coletivo de moradores que acompanhamos se apresentaram como um ponto de partida de uma construção que se deu aos poucos, incluindo as imprecisões, os estranhamentos e as interrogações para a composição de narrativas que nos serviram de guia no trabalho de escuta. Como um ponto de origem, a Vila Chocolatão – através de seus traços – foi dando lugar aos sujeitos de nossa pesquisa. Este estudo parte do pressuposto construído por Freud no texto “O Mal-Estar na Cultura” (1930 [2010]), de que vivemos sob diversas formas do mal-estar que nos trazem à tona a dimensão faltosa e de infelicidade de viver na coletividade, principalmente em decorrência das relações sociais. Frente ao reconhecimento da impossibilidade da supressão do mal-estar buscamos, nesse trabalho, situar, através da ética psicanalítica, um posicionamento que não esteja pautado pela sua eliminação, mas pela compreensão da heterogeneidade radical do inconsciente, a qual não é possível dominar e sim singularizar. Nesta direção, nos interessa interrogar as modalidades do laço que presentificam a exclusão social de maneira articulada aos significantes construídos em um dado momento da cultura. E, a partir desse exame, desenhar uma intervenção clínica na política pública de assistência social que leve em consideração o sujeito em sua singularidade, considerando as questões que emergem da clínica a respeito do trauma, do luto e das expressões da dor. Nesse sentido, apostamos na potência da narratividade em singularizar e dar voz ao testemunho dessa experiência Neste trabalho, intentamos indicar o quanto a “exclusão” contrasta com a prática da transferência, que implica a suposição do sujeito em presença e propusemos discutir que perspectivas se lançam na clínica ao operarmos com o significante “exclusão” na referência ao singular do sujeito e não com seu correlato “inclusão”. Tal deslocamento de perspectiva poderia afetar a intervenção que se pauta por um ideal de universalidade de cidadania, movendo-a em direção à abertura de uma escuta do sujeito que preserve a indissociabilidade entre clínica e política. / This research aims to put in question the relationship between subject and social ties in situations of psychological distress related to exposure of the subject to social violence. We propose to think about the role and place of hearing of psychological distress in the public policy of social assistance, considering the mode of organization of public policy through the Social Assistance System (SAS), seeking to articulate the subjective and unique to the size of the subject political and social. These questions were produced in a space monitoring in a Reference Center for Specialized Social Assistance (RCSSA) of families living in the Village Chocolatão, in Porto Alegre, who were resettled in another part of town. His older residents living in this place 24 years ago and, mostly, working mainly in grooming and separation of garbage, and many have in their history, stories of street life, besides being a community in constant motion in the form of dwell. The Village Chocolatão and the collective residents follow is presented as a starting point of a building that took place gradually, including the inaccuracies, the surprise and the questions for the composition of narratives that have served us as guide for the work of listening. As a point of origin, the Village Chocolatão – through their traces – was giving way to the subjects of our research. This study assumes constructed by Freud in the text “The Malaise in the Culture” (1930 [2010]), that we live under various forms of malaise that we bring up the scale fault and misfortune to live in the community mainly as a result of social relations. Faced with the recognition of the impossibility of removing the uneasiness we seek in this work place, through the psychoanalytic ethics, a position that is not guided by its elimination, but by understanding the radical heterogeneity of the unconscious, which is not possible to master, but singled. In this direction, we are interested in interrogating the terms of the bond that make this social exclusion in coordination with significant built in a given time of culture. And from this review, design a clinical intervention in the public policy of social assistance that takes into account the subject in its uniqueness, considering the issues that emerge from the clinic on trauma, mourning and the expression of pain. Accordingly, we rely on the power of narrative in single out and give voice to the testimony of this experience this work, intend to indicate how much the “exclusion” contrasts with the practice of transfer, which involves the assumption of the subject in the presence and proposed to cast discuss what prospects the clinic to operate with significant "exclusion" in reference to the singular subject and not with its correlate “inclusion”. El texto que aquí presento trae algunas reflexiones realizadas a partir del trabajo de campo etnográfico que realicé entre enero y marzo de 2007 en un caserío rural de la costa norte peruana. Este trabajo de campo fue realizado como parte de la investigación para mi tesis de maestría, la que tiene por objetivo abordar los sentidos que los/las jóvenes rurales dan a su propia experiencia escolar. Durante los dos meses en los cuales viví en Chaquira, aparte de la observación participante, realicé 18 entrevistas en profundidad con jóvenes, visité el colegio secundario y mantuve conversaciones informales con otros grupos generacionales, principalmente padres y madres jóvenes (entre los 30 y los 45 años). Partiendo de una definición de ciudadanía y de una descripción del cotidiano juvenil, este trabajo se propone analizar los procesos de exclusión, no solamente como un problema estructural, sino como situaciones de opresión internas en un espacio social. El objetivo es pensar los espacios de socialización de la juventud rural como espacios que posibilitan o dificultan la formación de ciudadanos/as participativos/as. Por este motivo, centralizo los aspectos de las experiencias escolares y sociales que aportan elementos para la construcción y ejercicio de la ciudadanía. / This article is based on ethnographic fieldwork I conducted between January and March of 2007 in a small rural village on the north coast of Peru as part of the research for my Master’s Degree thesis. It addresses the ways that the rural youth give their own school experience. During the fieldwork, I lived in Chaquira for two months and conducted 18 in depth interviews with young people. I also visited the local high school and had informal conversations with different demographic groups in the village, mainly young parents (between 30 and 45 years old). Based on a definition of citizenship and a description of the youth’s every day life, this paper analyzes the processes of exclusion, not only as a structural problem, but also as the situation of internal oppression within a determined social space. The objective is to think about social space of rural youth as spaces that enable or hinder the formation of participatory citizens. For this reason, I focuse on the aspects of school experiences and on socia1 factors that contribute to the construction and exercise of citizenship.

Tratando de representações sociais relacionadas à experiência de acesso à justiça junto a assistidos pela Defensoria na área cível, o estudo se volta à reflexão dos significados produzidos nesse acesso. A coleta de dados de base qualitativa foi orientada pela teoria das representações sociais e pela técnica da análise de conteúdo. Conjugando a pesquisa empírica com pressupostos teóricos radicados, sobretudo nos Direitos Humanos e na Teoria do Reconhecimento, propõe-se a investigar em que medida a Defensoria é percebida como uma instituição que proporciona o acesso à justiça. / Perceptions about access to justice: the users views of the Public Defenders Office of the State of Sao Paulo. Thesis. The study focuses on the reflection of the meanings produced in the access to justice of beneficiaries of the civil legal aid services provided by the Public Defenders Office. It takes into consideration the social representations related to the experience of access to justice of the aforementioned beneficiaries. The collection of qualitative data base was driven by social representations theory and technique of content analysis. Combining empirical research with theoretical assumptions rooted mainly in Human Rights and the Theory of Recognition, the study aims at investigating the extent to which the Public Defenders Office is perceived as an institution that provides access to justice.
