Safety at highway-railroad crossings : a case study of the Austin-San Antonio corridor

For over a decade proposals for connecting the metropolitan areas of Austin and San Antonio, Texas via passenger rail have been studied. In the Texas Department of Transportation’s 2010 Rail Plan several ideas, including high-speed rail, regional Amtrak service, and a new passenger rail service have been proposed as a means to provide an alternate mode of transportation along the I-35 corridor. Union Pacific Railroad currently owns and operations a rail line that connects the Austin and San Antonio metropolitan areas; each of the passenger rail projects proposes sharing this corridor with Union Pacific. A literature review reveals that a key factor in negotiating with a freight railroad for shared use of a corridor is safety. One element of the safety risk analysis is the evaluation of at-grade highway-railroad crossing. This study discusses the Austin-San Antonio corridor, its current mobility challenges and the proposed passenger rail projects. It then discusses rail safety as expressed in the literature and provides background about safety at highway-railroad crossings. Crossing inventory and accident data, as maintained by the Federal Railroad Administration (FRA), is then analyzed using regression modeling in an attempt to better understand the relationship between the physical and operational characteristics of highway-railroad crossings and accidents on corridors shared by freight and passenger rail. It analyzes a five-year accident history (2005 to 2009) from of a sample of shared use highway-rail crossings throughout the US. The findings are then used to analyze the at-grade highway-railroad crossings along the Austin-San Antonio corridor. And finally, the implications of the findings are discussed. The findings of this report recommend that characteristics of the built environment such as land use, number of traffic lanes, and function classification of the roadway should be considered when assessing accident risk at highway-railroad crossings. In recent years, studies have linked various structural and environmental factors to disproportionately increased rates of morbidity, mortality, and adverse health outcomes in low-income racial and ethnic minority neighborhoods. Among the adverse health outcomes, is the constraint on the ability to access and afford a healthy diet. While local food systems play a significant role in influencing urban health and well-being outcomes, they also present an opportunity to develop community-based assets and resilience. By identifying limitations and successes in current food system literature and practice, this report examines how a more comprehensive approach to equitable community health and wellness can be achieved and sustained. Effective disparity reduction relies on cross-sectoral partnerships that not only promote food equity, but also provide participatory social, economic, and educational opportunities to marginalized communities. / text

San Antonio de Pocotalaca: An Eighteenth-Century Yamasee Indian Town in St. Augustine, Florida, 1716-1752

Following the Yamasee War of 1715, many of the Yamasee Indians rekindled alliances with the Spanish and returned to La Florida. San Antonio de Pocotalaca (1716 to 1752) was one of three initial Yamasee Indian towns to relocate from South Carolina and settle on the fringes of St. Augustine. In South Carolina, Pocotalaca (referred to there as Pocotaligo) served as the primary upper town of six Yamasee towns and was the political center for conferences and council meetings between Yamasees, their Indian allies, and South Carolina officials. When Pocotalaca relocated to St. Augustine after the Yamasee War, the town and its inhabitants retained their political significance. Having recognized the importance of the town’s Yamasees, their connections to Indian groups in Apalachicola, and how the alliance could be beneficial to the colony, the Spanish treated them accordingly. As a result, Pocotalaca’s Yamasees secured influence and continued to so by bolstering power through their relations with the Spanish. For these reasons, they were able to carve out their own space in St. Augustine where they retained a high level of autonomy, maintained their Yamasee identity, some traditional practices, and many aspects in their material choices.

Primary focus on social and cultural misunderstandings, as well as the mounting hostility between the Penateka Comanche and Texians across the frontier, will demonstrate their general distrust and hatred of the other. Detailing their complicated relationship will prove that neither the Texians nor the Comanche were without blame, and both shared responsibility for the deterioration of events on and before March 19, 1840.

El ordenamiento territorial en los espacios protegidos costero-marinos Mar Chiquita y Bahía de San Antonio : hacia una gestión sustentable del uso público

Los espacios protegidos como histórica estrategia de conservación de la diversidad biológica se han enfrentado en los últimos años a un proceso de transformación y reconversión. Este proceso se origina a partir de las grandes dificultades que estos espacios han tenido para alcanzar sus objetivos primordiales, y para propiciar una gestión eficiente. Pero también, a raíz de un contexto actual que les presenta nuevos desafíos y que en cierta forma tiene un componente de amenaza. Los documentos de análisis y evaluación de espacios protegidos han servido para identificar problemas y amenazas, en donde los conflictos por la tenencia y el uso de la tierra ocupan un lugar preponderante. La expansión de las fronteras urbanas y productivas generan una fuerte competencia por el espacio y representan una gran amenaza para la perdurabilidad de los espacios protegidos. Esta competencia extrema por el espacio y la expansión de las urbanizaciones tiene su mayor impacto en las zonas costeras. Paradójicamente, la interfaz marino-costera nunca ha sido el principal foco de atención en materia de conservacionismo. Por los motivos expuestos, el tema abordado en esta tesis trata sobre el ordenamiento territorial en los espacios protegidos costero-marinos de Argentina. La hipótesis central sostuvo que…El ordenamiento territorial y la planificación de las actividades productivas se presentan como herramientas clave para garantizar la permanencia y viabilidad a mediano y largo plazo de los espacios protegidos. En base a esta hipótesis, los objetivos principales del trabajo de tesis han sido: proponer lineamientos de ordenamiento y ordenación territorial de los EPMC seleccionados, que contribuyan al desarrollo de su gestión eficiente y prolongada en el tiempo; y proponer lineamientos para un Ordenamiento Ambiental del Uso Público en los espacios protegidos estudiados, compatible con los objetivos de conservación. Para lograr los objetivos propuestos se estableció un método de trabajo con un diseño de tipo flexible que permitiera combinar las distintas técnicas necesarias para cada etapa. Este tipo de diseño permitió aunar estrategias metodológicas como la investigación documental y los estudios de caso, con técnicas de construcción de datos como la observación participante, las notas de campo, los registros fotográficos y las entrevistas semiestructuradas. Los resultados presentados en el trabajo de tesis permiten establecer distintas conclusiones. Respecto a la gestión de los EPCM la más importante indica que, más allá de las particularidades de cada caso, los problemas estructurales se relacionan con la debilidad institucional, la ausencia de un ordenamiento territorial y la falta de planificación del uso público. Pero la conclusión más importante surge a raíz de la articulación de los postulados teóricos con los resultados de los trabajos de campo. Esta articulación permitió verificar la hipótesis establecida y reafirmar la idea de que un proceso de ordenamiento territorial, entendido bajo los términos de esta tesis, realmente puede ser una contribución para mejorar la efectividad de la gestión de los espacios protegidos a largo plazo. / The protected spaces as a historical strategy for the conservation of biological diversity have faced in recent years a process of transformation and reconversion. This process originates from the great difficulties that these spaces have had to reach their primary objectives, and to promote an efficient management. But also, because of a current context that presents new challenges and that in some way has a threat component. The documents of analysis and evaluation of protected areas have served to identify problems and threats, where conflicts over land tenure and land use take a prominent place. The expansion of the urban and productive boundaries generates a strong competition for space and pose a great threat to the sustainability of the protected areas. This extreme competition for space and the expansion of urbanizations has its greatest impact in coastal areas. Paradoxically, the marine-coastal interface has never been the main focus of attention in the field of conservationism. For the above reasons, the topic addressed in this thesis is about land use planning in the coastal-marine protected spaces of Argentina. The central hypothesis held that ... Land use planning and the planning of productive activities are presented as key tools to guarantee the permanence and medium and long-term viability of protected spaces. Based on this hypothesis, the main objectives of the thesis work have been: to propose guidelines for land use planning of the selected MCPE, which contribute to the development of their efficient and prolonged management over time; and propose guidelines for an Environmental Regulation for Public Use in the protected spaces studied, compatible with the conservation objectives. To achieve the proposed objectives, was established a methodology with a flexible design that would allow combining the different techniques necessary for each stage. This type of design allowed us to combine methodological strategies such as documentary research and case studies, with data construction techniques such as participant observation, field notes, photographic records and semi-structured interviews. The results presented in the thesis work allow to set different conclusions. Regarding the management of the MCPE, the most important one indicates that, beyond the particularities of each case, the structural problems are related to the institutional weakness, the absence of a land use planning and the lack of public use planning. But the most important conclusion arises as a result of the articulation of the theoretical postulates with the results of the work of field. This articulation allowed to verify the hypothesis established and reaffirm the idea that a land use planning process, understood under the terms of this thesis, really can be a contribution to improve the effectiveness of the management of protected spaces in the long term.
