What Percentage of the Security Forces at MacDill AFB Experience Exposure to Noise in Excess of the OSHA PEL and the Air Force OEEL?

Noise-related hearing loss has been listed as one of the most prevalent occupational health concerns in the United States for more than 25 years with approximately 30 million people in the US alone occupationally exposed to hazardous noise according to the Occupational Safety and Health Organization. Many people are aware of some risks the military members take every day being at war, but very few think about the risks of the members on a base located stateside. To this point, not much research has been done on these risks, and even less has been done on the hazardous noise risks these service members are subjected to. These workers typically work many days a week as well as long hours while being around loud noises for extended periods of time. The purpose of this research study was to collect data on personal noise exposure for security forces at multiple locations at MacDill Air Force Base (AFB) to compare the results with the Air Force Occupational and Environmental Exposure Limit (OEEL) of 85 dBA for an 8-hour time weighted average (TWA) and the Occupational Safety and Health Administration’s (OSHA) Permissible Exposure Limit (PEL) of 90 dBA for an 8-hour TWA. Personal noise dosimeters were used for collecting personal noise exposure, and sound level meters were used for collecting area noise exposure. A Lieutenant at MacDill offered the data she was at liberty to divulge on the security forces for this study. Dosimetry testing was done at four locations, and sound level surveys were done at two locations, with one of the locations being tested by both, dosimeters and a sound level meter. The results from this study show that the highest area noise is on the 26 ft Aluminum Boat at the helm with the sirens on while the boat moves at 25 knots with a noise level at 101.2 dBA, and the highest personal noise exposure was at the CATM section with an 8-hour TWA of 108.9 dBA. When taking the Air Force OEEL (>85 dBA) into account, three of the four locations were overexposed to noise hazards using personal noise dosimetry, but only one of the four locations were overexposed to noise hazards using personal noise dosimetry when using the OSHA PEL (>90 dBA).

Approved for public release; distribution is unlimited / A historical analysis of the Iraqi military suggests that certain actions should be taken if the state building process of the United States led coalition is to be successful. The fulcrum of power in Iraq has always been the internecine ethnic, religious, and tribal relationships and interactions. This thesis studies the recently constructed security structure of Iraq, particularly the new Iraqi Armed Forces, by focusing on likely influences of the ethnic and sectarian factions and social structure of the country on security and reconstruction/reintegration of the new Iraqi Military. The thesis brings into sharp focus a singular fact that the military of Iraq has always been used in one way or another against one section of the population or another by the prevailing political power using the time-honored virtues of patronage and corruption. The use of the military in Iraq as an internal political tool more than anything else contributed to the lack of national identity, the prerequisite for a sound military structure. The thesis presents some situational operating methodologies that if followed should provide a structurally sound modern Iraqi military rather than a supernumerary police force. The recommendations would not only provide a military as a strong basis for national unity and identity, but they would create a military contributing to regional stability. / Major, Turkish Army

The level of readiness of police branches (especially police negotiators) for the threat of terrorist attack on the airport in Planá nearby České Budějovice. This thesis is focused on the preparedness of the security forces, especially police negotiators for the possible threat of terrorist attack on the newly constructed international airport in Planá nearby České Budějovice. There are defined the basic concepts and features regarding the terrorism, security forces and crisis negotiations. The goal of my thesis is to find out the level of preparedness of security forces for a possible terrorist attack on the airport in Planá nearby České Budějovice. A part of my work are interviews with twenty policemen, members of the special police team-emergency squad of the Regional Police Directorate of the South-Bohemian Region, six of which are members of the crisis negotiation team.

Les populations civiles, dont la majorité est constituée des femmes et des enfants (près de 70%), ont été de tout temps la cible privilégiée des conflits armés, qui s’accompagnent généralement des conséquences graves en matière des violations des droits de l’homme. Et pourtant les conventions et textes juridiques internationaux protègent les personnes civiles en temps de guerre. Dans le but de lutter contre l’exclusion des femmes aux processus de paix et faciliter leur participation, le Conseil de sécurité de l’ONU a adopté le 31 octobre 2000 la résolution 1325 intitulée « les femmes, la paix et la sécurité », qui fait obligation aux Etats et aux organisations impliquées dans un conflit d’impliquer les femmes dans tous les processus de paix. L’adoption de cette résolution par le Conseil de Sécurité a permis de réaliser un certain nombre de progrès en matière de renforcement des mécanismes de protection des droits des femmes et de leur participation aux opérations de paix. Toutefois des efforts restent encore à faire pour atteindre les objectifs fixés notamment par l’adoption des plans d’actions nationaux par tous les Etats. / Civilians, which most of them are women and children (nearly 70%) were always the main target of armed conflicts, which generally involve serious consequences for human rights violations. Yet international conventions and laws protect civilians in wartime. In order to fight against women's exclusion in peace processes and facilitate their involvement, the UN Security Council adopted on October 31st 2000 the 1325's Resolution entitled " Women, Peace and Security " which requires states and organizations involved in a conflict to involve women in all peace processes. The Security Council's adoption of this resolution allowed to make some progress on strengthening women's rights protection mechanisms and participation in peacekeeping operations. However, efforts are still needed to achieve the objectives including the adoption of national action plans by all States.
