Effektiewe misdaadvoorkoming verg deurlopende kreatiewe denke met toepaslike optrede. / This research focus on crime prevention at industries with Transvaal Sugar Limited as selected study field. The mechanical and physical crime prevention measures, based on Oscar Newman's defensible space model, was used as focus point. Crime prevention measures in place at Transvaal Sugar Limited was evaluated and the necessary recommendations made. The value of the primary physical barriers in regard off crime prevention was emphasised in this study. Without the support of conventional electronics, together with the inputs of the human factor, physical crime prevention measures will be of little value. Environmental design joins this field. Foi desenvolvida uma proposta de sistemática para implementação de Sistema de Gestão da Segurança de Alimentos com base na Norma ISO 22000:2005 (NBR ISO 22000:2006). Esta sistemática está composta por: A) Mapeamento da documentação; B) Formulários para o Planejamento do sistema APPCC/ HACCP com base na norma ISO 22000, bem como Instrução para seu uso, incluindo tanto as etapas preliminares como os 7 Princípios estabelecidos pelo Codex Alimentarius; C) Documentos para a verificação dos sistemas: Checklist para auditoria de verificação, tanto de adequação como de implementação, e Mapeamento da comunicação. Esta sistemática foi aplicada em uma linha de produtos em pó de empresa real, de porte médio, denominada, ficticiamente, empresa EXEMPLO. Foram dados os treinamentos necessários, adequados ao nível de conhecimento da equipe de segurança de alimentos, e realizadas reuniões de consultoria. Após implementação da sistemática proposta pela equipe da empresa EXEMPLO na linha de produtos escolhida para este fim, foi realizada uma auditoria de verificação para a avaliação da adequação do Sistema de Gestão da Segurança de Alimentos com base na Norma ISO 22000. A equipe foi composta por três auditores, sendo dois deles com formação nível auditor líder de ISO 22000. Concluiu-se que a sistemática é eficaz e adequada, atendendo plenamente às exigências da Norma ISO 22000. Foi, também, incluído no trabalho exemplo prático da documentação básica resultante da implementação na empresa EXEMPLO. A sistemática e modelos desenvolvidos, bem como a visualização de um exemplo prático, podem auxiliar as empresas a diminuir significativamente o tempo de implementação, embora ajustes devam ser feitos para adequação à sua realidade. Os ajustes necessários devem considerar os requisitos regulamentares, dependendo do tipo de produto e do órgão regulatório responsável pela sua regulamentação e fiscalização, bem como requisitos estatutários que possam impactar na sistemática desenvolvida. / A proposed methodology was developed for the implementation of a Food safety management system based on ISO 22000:2005 (NBR ISO 22000:2006). This methodology includes: A) Map of all necessary documents; B) Forms for the HACCP system planning, based on ISO 22000 plus related instruction on how to use these forms, including the preliminary steps and the 7 Principles established by Codex Alimentarius; C) Documents for ISO 22000 system verification: Checklist for system assessment, considering adequacy and implementation and a Map of communication activities. This methodology was applied to one organization of medium size, focusing on one of its product lines. This organization was identified as EXAMPLE Organization. Necessary trainings and consultancy were offered by the author, considering the knowledge level of the food safety team. After implementation was complemented by the EXAMPLE Organization, according to the organization, an assessment was performed by a team composed of 3 auditors, two of them at the ISO 22000 lead auditor level. The main objective of this audit was to evaluate the adequacy of the proposed methodology. The conclusion was that the methodology is effective and adequate to the requirements of the ISO 22000 standard. The main documentation developed was also shown as the result of the implementation. The methodology and forms developed may help organizations to reduce the time involved in the implementation of the ISO 22000 system, even though adjustments to their circumstances shall be made. The necessary adjustments shall consider the kind of the product and the related statutory and regulatory requirements.

A criminological analysis of copper cable theft in Gauteng

This dissertation focuses on the phenomenon of copper cable theft within the Gauteng Province of South Africa. Data was collected from literature sources as well as from security professionals combating copper theft. There are five primary objectives in this research: 1. To explore and to describe the extent and the impact of copper cable theft. 2. To gain insight into the profile and the modus operandi of the offender. 3. To evaluate current intervention measures used to combat the copper cable theft. 4. To describe the general factors limiting the success of combating copper cable theft. 5. To recommend probable intervention measures with which to combat copper cable theft. Semi-structured interviews were conducted with responsible security officials of victim stakeholder groups in Gauteng. It was established that copper cable theft is currently a very serious crime that deserves both attention and quick intervention before it does irreparable damage to the utility infrastructure of Gauteng, in particular, and in fact to all these infrastructures in South Africa. / Criminology and Security Science / M.A. (Criminology)

An investigation into levels of service provided by private security officers at government printing works in Tshwane

Effective and satisfactory security service is critical to private security officers (PSOs) working in the private, state-owned and public sectors as it plays a pivotal role in improving organisational productivity and helps to promote good working relationships. When PSOs project poor attitudes, clients are seriously affected by such negative behaviour and the level of service rendered will eventually deteriorate. This study sought to understand and explore the factors that contributed to unsatisfactory services rendered by PSOs at GPW in Tshwane. The researcher utilised a nonexperimental quantitative research approach and a self-administered questionnaire survey was used to collect data. Data collected was analysed and interpreted using quantitative methods and procedures. The findings emanating from the research revealed that the levels of service rendered by PSOs at GPW in Tshwane was ineffective and unsatisfactory and various factors contributed to ineffective service delivery. This research focusses on crime prevention on farms with Transvaal Sugar Limited as a selected study. The printed media, quantitative and qualitative research principles were used to gather data and to determine to what extend crime is experienced by the respondents. The primary aim of the quantitative research principles is to investigate the nature and extent of crime on the company`s agricultural sites. Existing crime prevention measures on the different agricultural sites are also evaluated and recommendations made where necessary. Interviews with various respondents brought to the fore interesting opinions related to crime based on the empirical-phenomenological method. The support farmers received from the SAPS is discussed in full. The value of the primary physical barriers or obstructions with regard to crime prevention were emphasised in this study. Without the support of conventional electronics, together with the inputs of the human factor, physical crime prevention measures will be of little value, especially on geographical far reached agricultural estates. Farm attacks as a separate phenomenon is part of this study and serves as a comprehensive discussion regarding media reports and previous research on this subject. The ADSC crime prevention model is developed as a result of this study with the aim of contributing to the prevention of crime on farms. Good interpersonal and loyal attitudes are identified as key factors on which the farmers must concentrate in order to prevent crime. / Criminology / D. Litt. et Phil.(Criminology)

Les Etats membres de l’Union européenne sont confrontés à des défis communs de l’offre de soins dont le vieillissement de la population, le déséquilibre entre l’offre et la demande de soins, l’augmentation des coûts des nouvelles technologies médicales. La mobilité des médecins peut être envisagée comme une réponse à ces défis, dans le cadre du droit de libre circulation des travailleurs de l’Union européenne. La thèse étudie la validité de ces réponses à partir d’une typologie des pays qui représente des systèmes de santé idéaux-typiques de l'Union (France, Royaume-Uni, Italie et Roumanie). Si la variable économique (montant de la rémunération) joue un rôle clé dans la migration, elle est ajustée en fonction des caractéristiques de la prestation des soins de santé des modèles d'organisation des systèmes de santé. Prenant acte de la diversité des réponses à ces défis formulées par les pays de l’Union européenne, l’étude propose quelques réflexions à l’amélioration de ces flux migratoires médicaux en s’appuyant sur des éléments clés du droit européen de la santé : droit de liberté de circulation des médecins salariés, de liberté d’établissement et de prestation de services pour les médecins exerçant en libéral, d’équivalence des diplômes et de coordination de différents systèmes de sécurité sociale. / European Union member states have faced growing challenges in health care provision, such as: an aging population, an imbalance between supply and demand for care, and the rising cost of new medical technologies. Physician mobility could be a response to these challenges in the context of the right of free movement of workers within the European Union (EU). This thesis examines the validity of these responses from a typology of countries representing ideal-type health systems in the EU (France, UK, Italy and Romania). If economic variable (amount of compensation) plays a key role in the migration, it is adjusted according to the characteristics of the delivery of health care organizational models of health systems. Noting the diverse response of EU member states to these challenges, the study offers some thoughts on improving the medical migration flows based on the following key elements of European health law: right to freedom of movement of salaried physicians, freedom of establishment and freedom to provide services for physicians in private practice, equivalence of diplomas and coordination of various social security systems.
