Study of the Performance and Characteristics of U.S. Academic Research Institution Technology Commercialization (ARITC)

This dissertation aims to provide a better understanding of the technology licensing practices of academic research institutions. The study identifies time durations in licensing and incorporates these into a model to evaluate licensing performance. Performance is measured by the efficiency of an institution's technology licensing process and efficiency changes over time, using Association of University Technology Managers annual survey data from 1991 to 2007. Organizational characteristics influencing the licensing performances of 46 U.S. research institutions also are explored. The study resulted in a new approach that integrates the identification of time lags in licensing, analysis of efficiency change, and exploration of the influence of organizational characteristics on efficiency change. A super-efficiency variable returns to scale data envelopment analysis (DEA) model was applied to the time-lag neutralized licensing data, to measure the efficiency of U.S. research institutions' licensing performance over time. The study also includes an innovative approach to resolving issues with the super-efficiency DEA model, including mathematical infeasibility and zero-data issues. The licensing mechanisms included in the study are disclosure, patent applications, patents issued, licenses and options executed, start-ups, and licensing income. The time duration from expenditure to licensing income, including all intermediating licensing processes, ranged from 2 to 27 years. The study identified the organizational characteristics related to licensing practice. Academic prestige and research quality are positively related to disclosure, patents granted, and start-up. The resources of a technology licensing office influences the number of licensing agreements, whereas licensing office experience has a positive relationship with start-ups. Increased licensing resources improve the efficiency of licensing practices, and a research institution with more dedicated licensing staff has improved licensing productivity. Private institutions improved their licensing practice more than public ones during the study period. On the other hand, institutions with a medical school demonstrated low efficiency. This dissertation fills a gap in the understanding of licensing practice and the organizational characteristics related to licensing performance. In addition, the study contributes to research methodology by providing a new approach to identifying time lags and improving the DEA method. The results, grounded in comprehensive observations over multiple time durations, provide an insight into the licensing practices of U.S. research institutions. The dissertation presents recommendations for research institutions based on the relationships identified among academic prestige, research intensity, organizational characteristics of the technology licensing office, and licensing performance.

在經濟全球化的後金融危機時代中,技術財產權的交易對於推動產業升級,推動新產品及市場發展和進一步推動技術移轉成對現實生產力仍然具有重要市場貢獻的實際意義。不斷豐富技術財產權交易的商業化方法及流程後充分發揮技術財產權交易在市場的領先及先發地位。本研究著重在技術移轉的成功關鍵因素之研究,所以會同時考量到技術應用、市場需求及供應鏈等方面的議題。另外,政府研究機構與企業間的技術移轉對其本身經營成效均是相當重要。對企業而言,此類型的技術移轉已成為其獲取新型技術的重要來源。對政府研究機構而言,政府研發投資的成效係決定於研發成果能否有效地移轉廠商。本研究主要以研究機構之一工業技術研究院技術移轉為主。研究對研究機構及企業而言,進行技術移轉的主要關鍵成功因素為何?研究有以下四個發現;(1)技術移轉業務牽涉層面廣泛、涵蓋多樣專業,包括技術、法律、管理、財務等,宜達到認知一致及雙方資訊回饋的情形下,一定要和對方保持在高頻率溝通。(2)技術移轉需要整合各方資源,所以為了使技術移轉時技術接受者方的技術達到同一個技術水平的情況下,研究機構應為對方隨時準備。(3)雙方背景的懸殊,會影響技術移轉績效;研究機構在避免開發出不符合市場競爭力的商品的情況下,研究機構應一開始就著手彌補這差異。(4)市場變化多端,建議甚至技術移轉期後,仍然應強化後續與企業在技術商品化的互動來因應市場在不同階段的變化。 關鍵字: 技術移轉、研究機構、技術商業化、新產品開發、成功關鍵因素。 / In the age of post global economy financial crisis, trading of intellectual properties still have real meanings to the market in pushing new products, developing new markets and further pushing technology transfer into producible. After continuous refining IP trading methodologies and processes, business entities will become leaders in their markets. This research will focus on success factor in technology transfer with topics in technology applications, market demand and supply chains. Moreover, we will discuss important factors in technology transfer between government research institutions and private enterprises. For private enterprises, it is an important source of obtaining new technology. For government research institutions, performance of the government research investment is determined by whether the result of research and development can be successfully transferred to private enterprises. In this research, we will be mainly discussing technology from Industrial Technology Research Institute in Taiwan. In this research, the author will discuss four main findings in key successful factors in technology transfer between the government research institution and private enterprises. (1) Technology transfer is very involved in many aspect of business including research and development, law, management and finance, etc. It is best to keep good communication between both entities to reach a common consensus and to keep good feedback. (2) Resources from both entities have to be integrated in the process of technology transfer. Therefore, the research institution have to be prepared to have a plan of support for private enterprises to reach the same technology level. (3) Difference in background knowledge between both entities will have impact in technology transfer performance. In the beginning, the research institution have to prepare to remedy this difference in recognition to prevent developing a product that is not competitive in the market. (4) Market changes fast. 探討新創科技公司產品創新分工網路之研究 / Research on the network in division of labor for product innovation of technology startup company

本篇論文主要探討新創科技公司產品創新分工網路之現況與績效,新創科技公司之兩大核心資源為創新與技術。公司成長與獲利通常來自技術商品化之價值,一般而言公司很少可完全依賴內部資源進行獨立創新。創新社群以技術為核心,社群中的組織必須顯著地參與一項新技術的商品化工作,主要辨認指標是垂直互補性資產與資訊流通。產業分工網路是企業內部組織和企業彼此間的結合型態,用以產生附加價值,其價值鏈活動是透過良好的協調以造成差異化或成本降低。資訊科技是改變價值活動的執行方式及價值鏈活動中各種連結的性質,影響競爭範圍並塑造新產品。 本研究以國內研發新產品或技術之新創科技公司為研究對象,以個案方式運用分析模式將企業之內外在因素、SWOT及產業能力作深入分析,並訪談中小企業實證研究分工網路活動,探索新創科技公司產品創新分工網路之現況以及產業系統(研究/製造)供應鏈績效,研究結果發現: 1、台灣產業仍屬於「不完全的概念設計與試製生產分離型」分工網路。新創科技公司之產品普遍缺乏品牌形象,且因資源缺乏,無法以全球市場為行銷對象,在設備上的投資、產品與製造的選擇上沒有自主性,限制台灣人才的創新能力及新創科技公司之成功。 2、新創科技公司在產品創新上提昇產品之附加價值,製程上依賴中小企業的「專業分工」及「彈性互補」,充分利用體系資源,調整出最佳效率。但在成熟市場中,採取追隨者的競爭腳步以及成本領導策略,因此無法將產品附加價值回饋於產業分工體系。 3、台灣中小企業普遍在資訊化方面嚴重落後,無法在新的且分散化的產業分工中,以虛擬、組織模組化的分工原理運作,因此人工成本優勢喪失後,其「彈性」、「快速」的核心競爭能力亦在衰退中。 4、中小企業與新創科技公司因價值鏈之市場顧客面不完整,以供應鏈管理觀點檢討發現:管理方法、產品流程、風險與獲利架構、文化與態度觀念、變革升級等構面皆尚待加強。 / I his thesis is mainly in finding out the reality and performance on the network in division of labor for product innovation of a technology startup company. The two core resources of a technology startup company are innovation and techniques. The growth and earning of such company normally come from the value of technology commercialization. Generally, such company could hardly rely on its internal resources completely for independent innovation. Innovative community centers on techniques and the community organization must involve in the commercialization of a new technique significantly, and the main identifying indicator is the vertical complementary assets and the information flow. Industrial network in division of labor is the connecting pattern of the international organization of a business entity with other business, which is for creating added value. The value chain activities are made through sound coordination to generate differentiation and cost-down.Information technology is for changing the performing manner value activities,as well as the natures of connection among various chain activities. It serves to affect the scope of competition and to form new products. This research targeted at the technology startup companies involved in the research and development of new products or new techniques, and case study approach is employed to analyze the internal and external factors of a company,SWOT and industrial capacity with analytical modes. Face to face interview with medium and small enterprises were conducted to empirically demonstrate the activities of the network in division of labor, and to investigate the reality and industrial system (research / manufacturing) supply chain performance of new innovative network in division of labor. The findings are: 1.Industries in Taiwan are still in the stage of“Incomplete Conceptual Design and Pilot Production Separated Network in Division of Labor”level.Technology startup companies are generally lack of brand image. And, with the lack of resources, they are unable to target at the global market for marketing. There is less autonomy in the investment in equipment and options of products and manufacturing. These have limited the talents in Taiwan in their innovation capability and the success of technology startup companies. 2.The technology startup companies promote the added value of their innovative products, and in manufacturing, they rely on the specialization and flexible complement of medium and small enterprise to adjust to the best efficiency by fully utilize the system resources. However, in a matured market, they adopted the follower approach and cost-lead strategies, that they could not feed back the added value of products to the system in division of labor. 3.Generally the medium and small enterprises are having serious information gap, that they are unable to employ the diversification principle in the new and spread-over industrial diversification with virtual, organization modular.Therefore, after losing the labor cost advantage, the core competitiveness in flexibility and speed are also in their way down. 4.Medium and small enterprise, and the technology startup companies have the short of incomplete customer dimension in their value chain, it is found,in the view point of supply chain management, they need to strengthen and improve their managerial approach, product flow, risk and profit structure,culture and attitude and changes and upgrading. Are Swedish venture capitalists stuck in the past? : An explorative study on Swedish venture capitalists' position in the funding landscape of new technology-based firms / Är svenska venture kapitalister fast i dåtiden?

Currently, there are indications that Europe is facing an innovation deficit. The main explanation to the lack of innovation is considered to be that new technology-based firms are facing difficulties in receiving funding and consequently do not establish on the market. As new technology-based firms have an important role in technology development and overall growth, a consequence thereof could be a long- lasting negative effect on technological change and economic growth. The venture capital industry is frequently put forward as the actor that can provide financing for these types of firms. This study aimed to investigate the contemporary role that Swedish traditional venture capitalists and government supported venture capitalists have in the funding landscape of new technology-based firms. To fulfill this purpose, the study analyzed both the investors' preferences and the challenges with investing into new technology-based firms. The findings were acquired through performing eight semi- structured interviews with highly knowledgeable practitioners. In addition, literature was scrutinized. The study concluded that the preferences of the venture capital firms are heavily misaligned with investments into new technology and that digital companies present a better aligned investment alternative. More specifically, venture capitalists perceived the teams of new technology-based firms to be lacking, which is misaligned with the venture capitalists' strong emphasis on the team. New technology-based firms were also perceived to be associated with great risks, which is misaligned with the risk aversion of venture capitalists. The high risk was found to be related to the high degree of novelty, the perceived difficulties in finding syndication partners, the venture capitalists' lack of specific knowledge and experience, the long time to market and the large funding need in early stages. Further, the long time to market is ill-suited with the fund structure of traditional venture capital firms. On the other hand, digital companies were found to be well aligned with the venture capitalists' risk profile and preference for investing large amounts of capital at once. When it comes to government-supported venture capitalists, the study concluded that Industrifonden's preferences are similar to those of traditional venture capitalists and that Almi Invest, due to its structure, faces specific barriers for investing. Based on these findings, the conclusion was drawn that the likelihood is low that venture capitalists will invest in new technology-based firms. In order to be able to draw conclusions regarding the impacts on innovation and technological change, further research on the capabilities and preferences of informal venture capital is necessary. Further research could also attend to the demand of financing to increase the understanding of the innovation deficit. / Idag finns indikationer på innovationsbrist i Europa. En huvudsaklig orsak till innovationsbristen anses vara att bolag med ny teknologi har svårt att få finansiering och därmed etablera sig på marknaden. Eftersom ny teknologi spelar en viktig roll i teknologisk utveckling och ekonomisk tillväxt, är en möjlig konsekvens av innovationsbristen långtgående negativa effekter på teknologisk utveckling och ekonomisk tillväxt. Venture capital industrin framhålls ofta som en aktör som kan finansiera denna typ av bolag. Denna studie syftade till att undersöka vilken roll svenska traditionella venture capital fonder och statliga venture capital fonder har i finansieringslandskapet av ny teknologi. För att uppnå detta syfte analyserade studien både investerarnas preferenser och utmaningarna med att investera i ny teknologi. Resultaten nåddes genom att genomföra semistrukturerade intervjuer med åtta erfarna praktiserande i industrin. Intervjuobjekten hade antingen erfarenhet från traditionellt eller statligt venture capital. Utöver detta granskades litteratur på området. Studien fann att venture capital industrins preferenser på flera vis inte matchar investeringar i ny teknologi medan digitala bolag väl passar in i preferenserna. Mer specifikt ansåg venture capitalisterna att teamen för ny teknologiska bolag saknar viktiga kvalitéer, något som missmatchar venture capitalisternas starka fokus på teamet. Nyteknologiska bolag ansågs också vara associerade med hög risk, vilket står i stark kontrast till venture capitalisternas riskaversion. Den höga risken ansågs vara relaterad till investeringens nya natur, den upplevda svårigheten att hitta syndikteringspartners, venture capitalisters avsaknad av specifik erfarenhet, den långa tiden till marknaden och de stora kapitalbehoven i tidiga skeden. Vidare fann studien att den långa tiden till marknaden var misspassat till fondstrukturen hos traditionella venture capitalister. Och andra sidan visade studien att digitala bolag passar väl med venture capitalisters riskprofil och preferens för att investera stora belopp på en gång. När det kommer till statliga venture capital fonder fann studien att Industrifondens preferenser är mycket lika de traditionella venture capitalisternas preferenser och att Almi Invest står inför särskilda barriärer för att investera i ny teknologi. Baserat på dessa resultat konkluderade studien att sannolikheten är låg att venture capitalister investerar i ny teknologi. Forskning på kapaciteterna och preferenserna för informellt kapital är dock nödvändigt för att kunna dra slutsatser kring effekterna på innovation och teknisk utveckling. Framtida forskning bör också fokusera på efterfrågan på kapital för att förstå innovationsbristen.
