Challenging the Shrinking Humanitarian Space in the European Union

Primc, Karla January 2022 (has links)
The humanitarian space in the European Union is shrinking, causing unnecessary suffering and preventable deaths, or is it? Humanitarian organisations are calling on the respect of principled humanitarian aid, protection of humanitarian workers and unhindered access to the affected population namely, undocumented asylum seekers. They are blaming the prioritisation of national security interests over humanitarian concerns as well as the politicisation of aid for the shrinking humanitarian space. In doing so, humanitarian organisations are becoming the primary obstacle in their appeal for a greater humanitarian space by misinterpreting it as a borderless, apolitical arena governed by supra-national laws. Through a single case study of the humanitarian border in the EU, this study seeks to analyse to what extent the humanitarian space in the EU is really shrinking. The three-fold enclosed humanitarian pyramid theoretically guides the critical analysis of the qualities and virtues that make up the humanitarian space as constructed in the humanitarian arena. Furthermore, acts of humanity are clearly defined as either belonging to the humanitarian or civic space, thereby further enforcing the borders of the humanitarian space. This study finds that the humanitarian space as the humanitarian pyramid is unable to shrink, it is built to overcome obstacles and external pressures. As it cannot shrink, so it cannot grow; it is either complete orabsent. Originally, the humanitarian space debate was employed to promote safe and accessible humanitarian assistance and protection for affected populations. Today, the discourse is employed by humanitarian organisations to promote the agency space while the needs of rights-based individuals seeking assistance and protection has become secondary. The affected population is rendered invisible through a crisis narrative, only to be made visible through a greater humanitarian space. Humanitarian organisations need to abandon false narratives of apolitical and borderless ideals, especially when working within violent borders, and train on political literacy to improve cooperation with states.

Har jag rätt? : En rättsdogmatisk analys av Migrationsverkets beslut av afghanska kvinnors asylansökan på grund av könsbaserad förföljelse / Do/Am I (have) right(s) : A legal dogmatic analysis of the Swedish Migration Agency's decisions for Afghan women applying for asylum based on gender-based persecution in Sweden

Edström, Emma January 2022 (has links)
Migration in general and the assessment of the need of protection concerning people from Afghanistan in particular, has in recent years risen on the migration agenda, especially after the Taliban regime's expanded control in the country. This thesis aims to investigate what guidelines that are in place for assessing female Afghan asylum seekers who applies for asylum in Sweden based on gender related persecution. Through a legal dogmatic analysis, three determinations from the Swedish Migration Agency and three determinations from three of Sweden's migration courts have been examined. The purpose has been to examine the guidelines of the determinations, analyze the values applied by the Swedish Migration Agency and the Migration Courts in the determinations, and whether the current application of the law is legally secure based on Frändberg and Von Essen's definition of legal security. The results show that there are shortcomings in the Swedish Migration Agency's as well as the Migration Courts' assessments, which is consistent with previous research. The results as well as previous research shows knowledge gaps about what requirements that should be expected from the applicants in terms of reliability, credibility, and evidence.

The European union: united in diversity? : A comparative analysis of the European union's statements during the refugee crisis of 2015 (Syria) and 2022 (Ukraine), based on the directive of temporary protection (2001/55/EG).

Baum Husberg, Ines January 2023 (has links)
Since Russia's military invasion of Ukraine in 2022, the European Union (EU) has acted in a different and innovative manner. The cooperation has been united and expressed itself in new ways, such as activating the temporary protection directive, as well as making a historic decision to send lethal equipment to Ukraine. However, in previous refugee crises, the EU has acted upon the status quo and suffered from uneven distribution of responsibility between the member states. The absence of cooperation and the pursuit for a unified identity have challenged the European Union's motto of "United in diversity," thus prompting research to be conducted. This case study seeks to examine how the social constructivist perspective, with a collective approach, can contribute to an understanding of the EU, as a global actor. The aim is to shed light on motives and factors that may have influenced the decision-making of the European union. To achieve this, the study employs a methodological discourse analysis of public documents from diverse institutions, thus the primary source. The results reveal that the social constructivist perspective can visualise patterns in how the European union discusses the collective, depending on different occasions and who is granted legitimacy to do so. Additionally, the study advocates for further research from a social constructivist perspective and suggests the inclusion of rational choice institutionalism in future studies.

Closing Doors or Building Bridges : Organizations as Gatekeepers of Volunteering for Asylum Seekers in Wallonia

Deba, Damaris January 2023 (has links)
This thesis aims at exploring the role of organizations in asylum seekers' access to volunteering in Wallonia, Belgium. In Belgium, volunteering has been allowed for asylum seekers since 2014. Studies made after 2014 in Wallonia have shown that volunteering can benefit asylum seekers. However, research on volunteering in other contexts has found that, while volunteering is often depicted as an inclusive practice, valuable for volunteers and society, inequalities restrict access to volunteering. Research on volunteering tended to focus on the individual characteristics and resources that make certain groups less likely to volunteer, but at the meso level, organizations also have a role in determining who can access volunteering. Based on semi-structured interviews with members of organizations, the analysis examines the management of volunteering for asylum seekers in Wallonia to understand how the organizations' practices facilitate or restrict access to volunteering. Findings show that a network of sending and receiving organizations, reception centers and volunteering organizations, shapes access to volunteering for asylum seekers. This network aims at creating links between asylum seekers and other parts of the population through volunteering. Throughout the promotion of volunteering and the selection of volunteers and volunteering opportunities, organizations adopt strategies to enhance asylum seekers' participation in volunteering and to lift obstacles restricting access to volunteering. However, some organizational practices, including this selection, lead to the exclusion of asylum seekers from volunteering.

Also, the services provided by these organizations were impactful to; build the self-confidence, abilities to perform tasks and build the self-esteem of these traumatic stress asylum seekers who came for help.  Furthermore, the workers in these organizations encountered challenges with working under complex migration and intergration policies that do not favor these asylum seekers, financial challenges, language difficulties, and internal problematic behaviors displaced from traumatic stresses asylum seekers. Finally, the workers in these organizations recommend that; changes in policies, financial improvement, and recruitment of more staff, strengthening sensitization, and empowerment of group rights are better ways of improving their services.

Förmågan att uttrycka sig är väsentlig : Civilsamhällets syn på asylutredningen i relation till makt och trovärdighet / The ability to express oneself is essential : Civil society´s view of asylum investigastion in relation to power and credibility

Johansson, Freja, Nilsson, Hanna January 2024 (has links)
The purpose of the study was to investigate how social workers in migrational non profit organizations in Sweden experienced the asylum investigation process. Furthermore to show how their experience of the asylum interview could be understood in relation to power and their opportunities to be supportive to the asylum seekers. The study was based on six interviews with social workers in the non-profit sector in Sweden. Through Frickers (2007) and Mignolos (2011) theoretical framework based on a critical power perspective, the study  showed that social workers take on a critical standpoint against Migrationsverket assessments regarding how credibility is constructed and viewed upon. Furthermore the study also showed that through empowerment the social workers strengthened the asylum seekers' sense of control and confidence during the asylum process.

Tidens betydelse för tolkningen av ett litet urval patientfotografier från Upsala Hospital och Asyl

Nieminen Cottman, Jaana January 2022 (has links)
In the development of psychiatric science, patient photographs have been used to classify and visualize mental illness. Within the social sciences, this historical practice has been interpreted as an exercise of power, where the depicted people are reduced to diagnoses. This thesis explores the possibility of alternative ways of interpreting patient photographs. Based on the French philosopher Roland Barthes’ theory of photography and his concept of punctum - time, four photographs of patients at Ulleråker's psychiatric asylum in Uppsala from the early 20th century are analyzed. The thesis draws a historical background to the role of photography within psychiatry. The four photographs are analyzed in relation to other forms of portrait photography and the status of patient photographs as portraits is examined. Finally, the question how the time since the photo opportunity affects our ability to interpret the images is discussed.

The political construction of climate change induced migrants: A study of the connection between immigration/asylum and climate change in the EU

Carlsson Kanyama, Karin January 2011 (has links)
Studies have shown that climate change causes large scale human displacement. With this as background this thesis investigates the connection between climate change and immigration/asylum in EU documents. The EU is an institution that has not acknowledged the existence of climate change induced migration despite outside awareness that the phenomenon exists. This thesis analyzes discourses about climate change and immigration/asylum in the EU in order to find out how EU regards climate change induced migrants, and why it has not acknowledged their existence or provides protection. The thesis found that discourses of inclusion and exclusion based on European ethnicity and culture restricts possibilities for migrants from developing countries to come to Europe. It also found that EU represents its strategy to fight climate change as comprehensive and leaves no room for changes in that strategy. These two findings in combination explain why climate change induced migrants are not acknowledged, and in extension do not get protection from the EU. The research found that the absence of an acknowledgement and protection for climate change induced migrants is influenced by political discourses in the EU that see unskilled immigrants from developing countries as a threat and danger to Europe and its current climate change strategy as sufficient for coping with the effects of climate change.
