Total quality management and organisational performance in the Maluti-A-Phofung municipality in the Free State ProvinceMasejane, Thamae Paulus 02 1900 (has links)
The overall aim of this study is to determine whether and how the application of Total Quality Management (TQM) can improve organisational performance in the Maluti-A-Phofung Municipality. There is a reason to believe that TQM can be and is a viable approach for improving productivity and performance in the public sector. TQM principles centred on customer satisfaction, process orientation and continuous improvement are very compatible with preferred public sector management styles. Therefore, a theoretical and conceptual analysis is undertaken of TQM as it is discussed in various volumes of published literature. As a result, quality is examined in terms of how it historically evolved during the various stages of development of mankind and overview of essential concepts that contributed to modern professional practice of the concept.
Furthermore, TQM defined within a broad framework of management theory and its dimensions are scrutinised. These dimensions are analysed in such a way that describe a model of how organisations could use TQM as a management theory. A thorough analysis of individual dimension and unique contribution of each to organisational performance is made. The role of managers to implement TQM principles and practices is analysed as well as factors contributing to failures as a check list of what managers must avoid in order to implement TQM effectively. Moreover, the criterion upon which TQM in public institutions could be evaluated is also discussed as the corner stone of a performance measurement system.
Local government introduced municipal performance management systems as part of the new public management paradigm shift, adopted in an attempt to find more effective and efficient methods of delivering services. Therefore, the concept of performance management and its impact on TQM on municipal performance is thoroughly discussed. The meaning of quality and performance is defined and evaluated in terms of components of performance management. In this way the fundamental value and impact TQM may have on performance management can be determined. To determine whether and how the application of TQM can improve organisational performance in the Maluti-A-Phofung Municipality, a structured questionnaire survey is undertaken based on nine TQM dimensions identified in the study. / Public Administration and Management / (M. The functioning of the model is. as follows: The management (academic and
administrative) of the tertiary educational institution identifies and recognises,
subject to aspects such as leadership, knowledge, experience and acceptance,
certain external environmental factors which are related to the client's requirements
(external and internal) and institutional improvement. Given the above restrictions
and factors, management decides on the (sub-optimal) strategic TQM intent to satisfy client requirements. The strategic TOM intent together with the reaction of
the management (by the application of the TOM principles and philosophy) which
determines the effectiveness of the quality system, will determine on which quality
level the institution will operate. The quality system comprises the management,
technical and social system, and is again subject to continuous improvement. (The
management system serves as an integrator of the other two systems). The end
result of the application of the TOM philosophy and principles is institutional

The model and results of the study can further be used by universities and

The principles of Total Quality Management (TQM) have been used
in the business, commercial and industrial sectors to improve
both product and service. In a limited number of schools
worldwide, there have been attempts to adapt TQM theory and
practice to the educational management of institutions.
In this thesis there has been an attempt to adapt the TQM
philosophy to the field of educational practice. Quality tools
and techniques used in TQM organisations have been studied to
ascertain their applicability in schools. During the course of
the study, the researcher discerned the need to give TQM a
distinct identity within the domain of educational management.
In the management of schools, there are philosophies and
practices which are different from those encountered in noneducational
settings. The concept Total Quality Education (TQE)
was used to acknowledge this reality.
Action research was done over a three-year period at a South African co-educational public primary school. During the four
research cycles of looking, thinking and acting, TQE principles
were implemented in the school. Stakeholders such as parents,
learners and teachers identified areas for improvement of the
quality of education. Areas identified included the curriculum,
physical resources, extramural activities, staff development,
learning and financial management of the school. Quality tools
and techniques were applied by all stakeholders to effect the
desired improvements. In the fourth and last cycle of the
research a questionnaire was given to a sample of the parent
community. Progress made in the improvement of the quality of
education provided was noted and areas to be improved further
were identified.
The researcher submits that TQE can be meaningfully applied in South African schools. The various stakeholders can make
contributions to the betterment of schools. Through the
application of the principles of the TQE philosophy, it is

Effectiveness of the developmental supervision model as a tool for improving quality of teaching : perceptions of the South African primary school-based managers and educatorsMusundire, Austin 01 1900 (has links)
Many schools in South Africa face challenges of poor teacher performance as a result of implementing performance evaluation systems that are not developmental. In an attempt to resolve the current implementation challenges of the South African Integrated Quality Management System (IQMS) which is theoretically aligned to the TQM principles, the focus in this study is on the perceptions of school-based managers and educators regarding the effectiveness of the developmental supervision model as a possible tool for improving the quality of teaching.
A mixed methods research design characterised by the explanatory sequential design was used to address the research questions. Out of the 350 randomly selected participants in all 15 districts of the Gauteng Province responded to the quantitative phase in the form of questionnaires. This was followed by analysis of the qualitative data from three focus group interview sessions that were conducted in Sedibeng East, Sedibeng West and Johannesburg North districts of the Gauteng Province in order to get in-depth explanations on perceptions of school-based managers and educators. Each of the three focus group interviews comprised of ten purposefully selected participants embracing two principals, two vice principals, two HODs and four educators per district.
The results indicate that school-based managers and educators strongly believed that the developmental supervision model is an excellent tool for improving quality of teaching by applying implementation strategies comprising of the clinical supervision, self-directed supervision, peer supervision and connoisseurship strategies. These results were based on the opinion of the participants that the characteristics of the developmental supervision implementation strategies align with the Total Quality Management principles which were perceived to have a positive influence on improving the quality of teaching. The same supervision strategies were also found to match different levels of teacher development according to their levels of expertise and commitment. In contrast, the IQMS performance evaluation process, which also involves self-evaluation and peer evaluation, was believed to lack compliance with the developmental supervision strategies and the TQM principles during practical implementation because of characteristics related to the traditional inspection approaches to professional development. It is therefore recommended that the developmental supervision model should be introduced in South African schools to effectively implement the IQMS in order to ensure improved quality of teaching. / Educational Management and Leadership / D. Syfte – Studiens syfte är att utifrån en värdeflödesanalys kartlägga ett råmaterialflöde samt identifiera icke-värdeskapande aktiviteter och föreslå förbättringsförslag. För att besvara syftet har det brutits ned i tre följande frågeställningar: Vilka icke-värdeskapande aktiviteter kan identifieras i flödet? Vad finns det för argument till att åtgärda de upptäckta icke- värdeskapande aktiviteterna Hur kan de upptäckta icke-värdeskapande aktiviteterna åtgärdas för att höja effektiviteten? Metod - Den genomförda studien är en fallstudie vilken bygger på en induktiv ansats med kvantitativa inslag. Den använda metoden är av kvalitativ karaktär då studien grundar sig på intervjuer och tolkning utifrån observationer av den grundläggande datainsamlingen. Datainsamlingen har genomförts utifrån litteraturstudier, intervjuer, observationer och dokumentstudier. För att nå en hög trovärdighet har det vid utformning av intervjufrågor varit viktigt att dessa kunnat kopplats till uppfyllnad av syftet. Detta arbete gjordes för att minimera risken för systematiska fel. Resultat – Studiens resultat bygger på en kartläggning av ett flöde där en nulägesanalys genomfördes för att sedan genomföra en värdeflödesanalys. Utifrån värdeflödesanalysen framgick det att en brist i flödet var höga nivåer av slöserier. Det största identifierade slöseriet var bristande kvalité, främst orsakat av produktion av defekta produkter. Denna brist påverkar vidare stora delar av flödet. De åtgärdsförslag vilka läggs fram i studien är att via en förändring av kulturen på företaget, genomföra standarder och vidare jobba med ständiga förbättringar. Implikationer – Resultatet visar vikten av att arbeta med effektivisering av slöserier vilket i studiens fall leder till bristande kvalitet främst i form av produktion av defekta produkter. Studien har ett praktiskt bidrag till tillverkande företag, genom att ta till sig de presenterade åtgärdsförslagen kan det generera en bättre samsyn på kvalitet i verksamheten. Även ett teoretiskt bidrag ges i form av att ämnet ständigt är under utveckling och behöver ny uppdaterad data. Vidare forskning skulle kunna se över hur man rent tekniskt och psykologiskt implementerar en förändring likt denna. Begränsningar – Resultatet kan vara svårt att generalisera eftersom detta är en studie genomförd som en enfallsdesign. Vidare är det även komplext att undersöka och utveckla en studie vilken visar på hur kvalitet är kopplat till företagskultur. / Purpose – The purpose with this study is to map a raw material value flow analysis and identify non-value-creating activities and propound suggestions for improvement. Method – The study is a case study based on an inductive approach with quantitative elements. The used methods is of a qualitative character since the study is based on interviews and interpretation based on observations of the basic data collection. The data collection has been done through literature studies, interviews, observations and document studies. In order to achieve high credibility, it has been important that the design of interview questions can be linked to fulfillment of the purpose. This work was done to minimize the risk of systematic errors. Findings – The study's results are based on a mapping of a flow where a current analysis was carried out to then later end in a value flow analysis. Based on the value flow analysis, it appeared that a shortage in the flow was high levels of waste. The largest identified waste was a lack of quality, mainly due to the production of defective products. This shortcoming also affects large parts of the flow. The measures proposed in the study are to implement standards through a change in the culture of the company, and to continue to work on continuous improvements. Implications – The result, which shows the importance of working with streamlining waste, which in this case leads to a lack of quality, mainly in the form of production of defective products. The study can be seen as a practical contribution to manufacturing companies, by embracing these proposals for action, it should generate a better consensus on the quality of the business. Also a theoretical contribution where further research could look at how to technically and psychologically implement a change like this. Limitations – It can be difficult to generalize the results as this is a study conducted as a one-case design. Furthermore, it is also complex to investigate and develop a study that shows how quality is linked to corporate culture.

The quest for excellence in institutions is nothing new. Most of the twentieth century saw management sciences grappling with the question how to improve the productivity and general health of institutions through sound management principles and practice. In recent research, proponents of Total Quality Management have identified it as an essential strategy of successful institutions in a highly competitive and rapidly changing business environment.
The overall aim of this study is the development of a framework for the implementation of Total Quality Management in the South African Air Force. As a first prerequisite, a theoretical and conceptual analysis is undertaken of Total Quality Management as it is discussed in a vast volume of published literature. In the process, Total Quality Management philosophy and principles are described within the context of organisational theory, mainly based on so-called quality guru prescriptions. The variety of definitions of Total Quality Management is studied to find an appropriate definition for this study. The primary and supportive Total Quality Management dimensions are identified in the available literature, and integrated into a framework, which is called the "Total Quality Management telescopic framework" for the purposes of the study. This framework is formulated for use in the development of an appropriate methodology to implement Total Quality Management in South African Air Force Bases. As a basis for the understanding of the empirical part of the thesis, the context and nature of the SA Air Force are also discussed, followed by the self-assessment methods already in use in the institution.
The Total Quality Management telescopic framework is meant to provide a mechanism for the adoption of a systematic and ordered approach to the implementation of Total Quality Management in SA Air Force Bases. To achieve this objective, a structured questionnaire survey is undertaken to establish the nature and extent of Total Quality Management as an internal organisational arrangement for personnel in SA Air Force Bases. The framework developed from the study of the available literature is used as a basis for the survey research, which attempts to determine the main hypothesis of the study: "The attitude of personnel of the South African Air Force Bases towards the primary and supporting dimensions of the framework for the implementation of Total Quality Management is positive."
With the aid of computerised reliability analysis (Alpha Cronbach) for the test, the above hypothesis is proven to be true on a statistical basis. The attitude of personnel at SA Air Force Bases towards the nature and scope of Total Quality Management is that it enables them to perform their daily tasks better, and that they accept the Total Quality Management effort positively, in spite of specific deficiencies, which the study has brought to light. With these deficiencies as a guide, recommendations are made for their elimination. Using the University of Durban-Westville as an illustrative case study, the study examines quality assurance policies and their implementation in the South African higher education system. The scope of the study covers a wide-ranging analysis of discourses underpinning quality assurance and a focused analysis of institutional policies. As one of its central aims, the dissertation investigates the tension between quality assurance as it is conventionally understood and quality assurance conceived as continuous organizational improvement based on the principles of total quality management.
The study has two fairly distinct dimensions: a literature survey focusing on global trends and practices, and an empirical investigation focusing on the University of Durban-Westville. The literature study looks global systems, trends and practices, and provides a suitable point of departure for a contextual analysis of quality management in the South African higher education system. Relying on a questionnaire and semi-structured interviews as research instruments, the study's empirical component investigates the attitudes and perceptions of academic managers at UDW towards national and institutional quality assurance policies and mechanisms.
The study's findings all point to a preference for a decentralised system of quality management with the government playing a peripheral monitoring role rather than a central policing role . In contrast, the IQMS performance evaluation process, which also involves self-evaluation and peer evaluation, was believed to lack compliance with the developmental supervision strategies and the TQM principles during practical implementation because of characteristics related to the traditional inspection approaches to professional development. It is therefore recommended that the developmental supervision model should be introduced in South African schools to effectively implement the IQMS in order to ensure improved quality of teaching. / Educational Leadership and Management / D.
