REGIONAL INTEGRATION AND PRODUCTION DIVISIONS IN MALAYSIA / マレーシアにおける地域統合と生産分業の進展に関する研究

Globalization is the increasing world-wide integration of markets for goods, services, labor, and capital. It seems to increasingly dominate discussion on the direction of social change and representations of the world. This study is of no exception; it provides an overview on the economic aspects of globalization. It mainly focuses on economic integration, trade patterns of multinational firms and international labor movement. As part of the analysis, international labor movement is centered on the inflow of unskilled labor into host country and the effects they brings along to the welfare of local populations. Particular attention is also given to the construction sector. International trade grows rapidly along with the progress of globalization. The massive development of new communication and transportation technology has made possible for heterogeneous firms to look for optimum production allocation worldwide. There has however been massive debates among researchers on the conditions that firms decided upon when choosing the production allocation, i.e; whether to locate in one country and export to another or to locate in both countries at the same time. The study proposes a general equilibrium model in order to understand the mechanism of decision behavior of heterogeneous firms on production allocation. Apart from that, international labor movement is an important dimension of globalization and has become increasingly embedded in changes in global economic and social structures. Like the rest of the world, Malaysia is affected by globalization. The wide economic and demographic differences between Malaysia and its immediate neighbors triggered the cross-border movement of labor. The country began to rely on foreign labor, particularly unskilled labor, due to the structural changes and labor market segmentation that first emerged in the early 1970s. The unprecedented influx of these labors, following unabated high growth since the mid-1980s, raised several social, political and economic concerns. The popular perception was that foreign labors were affecting local unskilled labors, both in terms of wages and living standards. It is important to note that the vast majority of preceding discussions on the subject are from the social and political point of view. There is however lack of discussions from economic and quantitative perspective. This study endeavors to fill in these gaps and contribute to the body of knowledge. Consequently, empirical analysis is accomplished using CGE modeling on international labor movement in Malaysia. Influences on productivity of construction projects with particular reference to core labour, unskilled labour and leadership style of managers

Construction productivity is an interesting phenomenon which was an initial study into time and motion. However this remains a vital part of the construction industry today as it takes into consideration cost-savings, a precise timeous delivery of projects and the correct usage of materials. This phenomenon itself is a huge challenge to many companies in South Africa. The construction industry in South Africa is seen as a tool to alleviate the increasing unemployment and poverty levels. The ruling party, the African National Congress (ANC), has made statements to decrease the unemployment rate and due to these promises, the imposition of the use of local unskilled labour from the local communities has become the norm on the majority of construction projects. This formed the basis of the Expanded Public Works Programme. This initiative has indeed shown a huge success but the programme lacks long-term support. The majority of these workers are taken on short-term projects and thereafter the workers are returned to the unemployment pool. The workers are also aware of the short-term projects and therefore there is a lack of motivation which inevitably affects the productivity on any construction site. This study looks at the challenges faced by contractor's in the Eastern Cape and analyses the effects of the use of unskilled labour from the local community. Questionnaires were completed as a measurement instrument to determine the motivation, leadership style and the communication levels among the unskilled, core and the managers on construction projects. The productivity achievements of the unskilled labour and the core labour will be measured and compared and the findings are discussed.

Notre travail de recherche dans le cadre de cette thèse a porté sur les effets de la libéralisation commerciale sur le marché du travail des pays en voie de développement, avec une application spécifique à l'économie tunisienne. Nous avons structuré notre analyse sur le sujet autour de deux axes. Dans un premier temps, nous avons étudié l'impact des échanges commerciaux sur le marché du travail, et dans un deuxième temps nous avons étudié le rôle du changement technologique induit par l'ouverture commerciale. Notre recherche a présenté et discuté la littérature théorique et empirique et les faits stylisés sur le sujet. Dans notre cas d'étude sur la Tunisie nous avons estimé les équations de l'emploi total, de l'emploi du travail qualifié, de l'emploi du travail non qualifié, de l'emploi relatif entre le travail qualifié et non qualifié et du salaire réel. Les variables clés dans ces équations sont celles qui mesurent les échanges commerciaux et celles qui mesurent le changeme nt technologique importé.Les principaux résultats peuvent être résumés de la manière suivante :- L'ouverture commerciale a joué un rôle important dans le changement de la structure de l'emploi sur le marché du travail tunisien.- Le marché du travail tunisien enregistre les mêmes évolutions que celles observées dans plusieurs pays en voie de développement (tels que les pays d'Amérique Latine et d'Asie de l'Est).- Ces évolutions se manifestent par une augmentation de l'emploi relatif du travail qualifié par rapport au travail non qualifié.- Les statistiques descriptives montrent que les inégalités de salaire ont augmenté en Tunisie.- Le changement technologique biaisé vers les travailleurs qualifiés a été un facteur déterminant dans cette évolution en Tunisie. La technologie incorporée dans les machines et les équipements importés augmente l'emploi relatif des travailleurs qualifiés par rapport aux travailleurs non qualifiés. / We analyse the effects of trade liberalization on the labor market of developing countries, with specific application to the Tunisian economy. We have structured our analysis around two axes. Initially, we studied the impact of trade on the labor market, and in a second step we studied the role of technological change induced by trade openness. Our research presented and discussed the theoretical and empirical literature and stylized facts on the subject. In our study of Tunisian case we estimated equations of total employment, employment of skilled labor, employment of unskilled labor, relative employment between skilled and unskilled labor and real wages. The key variables in these equations are those which measure the trade and those that measure the imported technology.The main results can be summarized as follows:- Trade openness has played an important role in changing the structure of employment in the Tunisian labor market.- The evolution of Tunisian labor market has the same trends as those observed in several developing countries (such as the countries of Latin America and East Asia).- These changes are manifested by an increase in employment of skilled labor relative to unskilled labor.- The descriptive statistics show that wage inequality increased in Tunisia.- Technological change biased towards skilled workers has been a factor in this evolution in Tunisia. The technology embodied in imported machinery and equipment raises relative employment of skilled workers relative to unskilled workers.

It is a very rare type of documentation, offering indications of the popular variant of Brazilian Portuguese (BP). The research takes as the theoretical scope the Historical Linguistics stricto senso, in the terms defined by Mattos and Silva (2008) and the Labovian Sociolinguistics (LABOV, 1972), for whom the change must be explained not only by internal arguments to the system, but also by the external. From the analysis of the data, the linguistic and social factors that most conditioned the variation were identified, from two perspectives: the syntagmatic and the atomistic. In addition, we verified if the linguistic behavior of the writers of the letters that integrate the corpus in question present similarities and/or divergences with the results of previous works about this subject in the popular BP, in oral and written corpus, and in the acquisition of agreement. The results showed that the strategies most used by unskilled scribes regarding to the realization of the plurality marks in the NP are close to both the popular BP variants and to the constructs found in acquisition studies. The linguistic study carried out here may contribute to the characterization of the spoken language in the semi-arid region of Bahia, collaborating in general for the study of popular Portuguese in Brazil and, more specifically, in the rural Portuguese of Bahia. / Esta disserta??o faz uma an?lise da varia??o da concord?ncia de n?mero no sintagma nominalem 91 cartas pessoais, editadas por Santiago (2012), escritas entre 1906 e 2000 por sertanejos baianossemialfabetizados, definidos como ?in?beis? (MARQUILHAS, 2000). Trata-se de um tipo de documenta??o bastante rara, oferecendo ind?cios da variante popular do portugu?s brasileiro (PB). A pesquisa toma como escopo te?rico a Lingu?stica Hist?rica stricto senso, nos termos definidos por Mattos e Silva (2008) e a Sociolingu?stica Laboviana (LABOV, 1972), para quem a mudan?a deve ser explicada n?o somente por argumentos internos ao sistema, mas tamb?m pelos externos. Determinação dos salários na agropecuária brasileira - período de 1971 a 1996. / Determination of the brazilian agricultural wages – from 1971 to 1996.

Este trabalho analisa o comportamento dos salários agrícolas e estima modelos de determinação de salário de equilíbrio para os trabalhadores temporários e permanentes no Brasil e nas regiões com o setor agropecuário menos e mais tecnificado. Para efeito de análise, tomou-se em consideração o período de 1971 a 1996. O mercado de trabalho agrícola foi segmentado em duas categorias de trabalhadores: temporários e permanentes. Para tanto, considerou-se que nesse mercado de trabalho há duas estruturas salariais distintas (para trabalhadores temporários e permanentes) e que os processos históricos de formação dessas duas categorias de trabalhadores têm características particulares. Para analisar a determinação dos salários agrícolas em termos de regiões, as unidades da Federação foram agrupadas segundo o grau de tecnificação: região menos tecnificada (Acre e os estados da região Nordeste, exceto Piauí) e a região mais tecnificada (estados das regiões Centro-Oeste, Sudeste e Sul). Nos modelos econométricos desenvolvidos foram considerados aspectos inerentes ao mercado de trabalho agrícola e aspecto institucional, no caso o salário mínimo. As equações foram estimadas com os dados em pooling. As análises estatísticas indicaram que os termos de erro das equações estimadas têm estruturas de "componentes" (two way). Para tanto, aplicou-se o procedimento econométrico de Fuller & Battese. Os resultados indicaram que a equação estimada de determinação dos salários dos trabalhadores temporários no Brasil não apresentou bons resultados, sendo que os coeficientes do salário mínimo (WM) e a da relação de preços recebidos e pagos pelos produtores rurais (Pa) não foram estatisticamente significativos. No entanto, nas equações estimadas nas regiões menos e mais tecnificadas, o WM foi altamente significativo estatisticamente. Já o coeficiente estimado da variável Pa não foi significativo estatisticamente para as demais equações. O coeficiente do salário alternativo (WU) foi de sinal positivo e significativo estatisticamente em todas as equações estimadas para o segmento do mercado de trabalho temporário. O coeficiente da produtividade do trabalho (Pmo) também foi significativo estatisticamente e com sinal positivo, exceto para a equação da região mais tecnificada, na qual o sinal foi negativo, isto é, contrário ao esperado. Neste caso verificou-se um processo de transferência de renda do trabalho para o fator de produção capital. As estimativas das equações dos salários dos trabalhadores permanentes no Brasil e nas regiões menos e mais tecnificadas apresentaram comportamentos semelhantes. Das três variáveis explicativas (WM, Pa, Pmo) consideradas nos modelos, apenas o coeficiente de Pa não foi significativo estatisticamente. De modo geral, o coeficiente com maior valor e o mais significativo foi o salário mínimo. Ele tem funcionado como um indexador dos salários agrícolas, tal como evidencia a literatura sobre a mão-de-obra não-qualificada do setor urbano. No entanto, a institucionalização do salário mínimo no mercado de trabalho agrícola não foi suficiente para garantir que os salários dos trabalhadores temporários e permanentes na região menos tecnificada fossem igual ou superior ao mínimo. Apesar do grande crescimento da produtividade do trabalho (Pmo), esta afetou mais significativamente os salários da mão-de-obra permanente. It was considered that agricultural labor market has two different wage structures, for temporary and permanent workers, and the historic process of labor market formation created particular features for these workers. The analysis was conducted considering wages paid for entire Brazil and for two regions. The states were aggregated according to their agriculture’s technical level. The state of Acre and Northeast Brazil's states, except the state of Piaui, form the less sophisticated agricultural region. The states of Center-Western, Southeast and Southern Brazil form the more sophisticated agricultural region. In order to determine the econometric equations, both market-oriented variables and institutional variables were considered as independent variables. Minimum wage is the institutional variable considered. By using pooling techniques, rural wage equations were estimated. The error has a componentstructure. Due to that, the Fuller & Battese technique was used. The results for temporary workers' wage equation was not good when wages were aggregated for the entire Brazil. The coefficients for minimum wage (WM) and the ratio between received and paid prices (Pa) were not statistically significant. Better econometric results appeared for temporary workers’ wage equations when wages were aggregated in two regions. The coefficients of minimum wage (WM) were statistically significant. The coefficient of Pa, however, was not statistically significant. The coefficient of alternative wage (WU) was positive and statistically significant. The same results appeared for the labor productivity coefficient (Pmo), except for the temporary workers’ wage equation for the more sophisticated region. In the latter region, income transfer happened from the temporary workers to the capital owners. Similar results were found for permanent workers’ wage equations estimated for the entire Brazil and its two regions. All independents variables but Pa were statistically significant. Generally, the biggest and the most statistically significant coefficient appeared for the minimum wage variable. It has worked as an indexation for the rural wages, in the same way that the economic literature proved it for the unskilled, urban workers. However, the minimum wage law is not enough to prevent the rural workers in receiving a wage below the minimum wage. Despite the huge labor productivity increase, Pmo affected mo re the permanent workers' wages. In the more sophisticated region, there is an income transfer from temporary workers to the capital owners, because the estimated coefficient of Pmo is negative. From the above results, it is possible to state that rural wage is strongly determined by institutional forces, such as minimum wage, and market forces have a smaller influence on rural wages.

A presente tese trata da lei de migração em vigor no Brasil, a qual adotou um modelo pautado na segurança, atração de migração de profissionais qualificados e praticamente nenhum critério de ingresso e integração do migrante sem qualificação. O modelo é colocado em discussão em um momento em que há uma tendência de crescimento da mobilidade internacional, de modo que se afigura mais do que necessário e urgente abandonar critérios ultrapassados de seleção exclusivamente baseada na nacionalidade, origem e qualificação, substituindo-os por critérios inspirados nos direitos humanos. Esse novo viés à temática migratória exige consenso bilateral e multilateral entre países emissores e receptores de migrantes. Um debate sério sobre a modernização da política migratória brasileira deve enfrentar questões como a igualdade e a ética nas políticas governamentais e maior integração entre os Estados com respeito aos direitos humanos. A tese busca esse debate a partir da análise dos conceitos teóricos sobre cidadania, igualdade, ética e direitos humanos, na tentativa de oferecer contribuições para a definição do modelo atual de política migratória brasileira e verifica, por amostragem, como estes princípios se efetivam no âmbito da União Europeia, do Nafta e do Mercosul. O objetivo é contribuir para a reconstrução da atual política migratória brasileira, a partir dos pilares humanísticos levantados com a construção dos direitos humanos e que resultaram nos princípios da Convenção Internacional da ONU sobre a proteção dos Direitos de todos os Trabalhadores Migrantes e os membros de suas famílias. / This thesis deals with the migration law in force in Brazil, which adopted a standard based on security, aiming to only attract migration of skilled professionals and has no criteria for admission and integration of unskilled migrant. This standard is placed on discussion in a time when there is a trend of increase of international mobility, thus it seems more than necessary and urgent to abandon outdated selection criteria solely based on nationality, origin and qualification criteria, replacing such standard by the integration of human rights. This new twist to the immigration issue requires bilateral and multilateral consensus among countries known as sending as well as receivers of migrants. A serious debate on the modernization of Brazilian immigration policy should address issues such as equality and ethics in government policies and greater integration among the states with respect to human rights. The thesis addresses this debate from the analysis of the theoretical concepts of citizenship, equality, ethics and human rights in an attempt to provide input for the definition of the current Brazilian standard of migration policy, as well as, a brief investigation on how these principles become effective within the European Union, Nafta and Mercosur. The objective is to contribute to the reconstruction of the current Brazilian immigration policy, from the humanistic pillars raised with the construction of human rights, which resulted in the principles of the UN International Convention on the Protection of the Rights of All Migrant Workers and Members of their families.

The economic worth of domestic workers in South Africa.

M. Tech. Comparative Local Development. Department of Economics / This study is a theoretical exploration of what constitutes the economic worth of domestic work in South Africa. Due to the particular conditions of the South African economy, it has been difficult to measure the economic worth of this type of labour. Domestic work was performed by housewives, but now women in South Africa seek employment in domestic labour for economic survival. This study will explore the factors which determine the value of domestic labour in the South African economy today. Though domestic employment is undervalued it contributes vastly to the formal sector directly or indirectly. Domestic workers have experienced a specific type of economic exploitation as their labour is perceived to carry low economic value because no formal training is required for domestic labour. In South Africa, government has enforced legislation that governs and protects domestic workers. This however may still not be enough to fundamentally alter the conditions of domestic work in South Africa and this study may provide a framework for a future exploration of the rationale for changing the conditions of work in this sector.

An assessment of Ezemvelo KwaZulu-Natal Wildlife's labour policies for unskilled temporary workers.

Ezemvelo KwaZulu-Natal Wildlife (EKZNW) is a Schedule 3C public entity that is legally mandated by way of the KwaZulu Natal Nature Conservation Management Act 9 of 1997 to conserve indigenous biodiversity within the province of KwaZulu-Natal. During normal operations EKZNW employs unskilled temporary workers. In compliance with the Basic Conditions of Employment Act 32 of 1997 EKZNW’s Conservation Board approved the adoption of human resource and labour relations based policies to apply consistency in its dealings with human resource matters. Using International Labour Organisation principles to provide context, this study aims to identify the differences in conditions of employment between unskilled temporary workers and unskilled permanent workers at EKZNW, to understand why these differences exist, and what the implications are for the unskilled temporary workers. The following objectives applied in realising the aim: 1. Review International Labour Organisation conventions to determine internationally accepted employment principles for unskilled permanent workers; 2. Establish to what extent South African Constitution and the Basic Conditions of Employment Act complies with International Labour Organisation employment principles for unskilled permanent workers; 3. Establish to what extent EKZNW complies with International Labour Organisation employment principles, in relation to the South African Constitution and the Basic Conditions of Employment Act, with specific reference to unskilled temporary workers; 4. Understand the reasons for the differences in the Condition of Employment between unskilled temporary workers and unskilled permanent workers; 5. Establish the resulting implications for unskilled temporary workers; 6. Suggest recommendations about making working conditions more equitable between unskilled temporary workers and unskilled permanent workers. This study uses a combination of research techniques entailing document examination, semi-structured interviews, personal observations and data evaluation in realising the objectives. Descriptions of the study population, sample and size are presented; whilst describing the data collection instruments, data collection procedures, management and data analysis methods employed in conducting the study. Set against the International Labour Organisations 1988 Declaration on Fundamental Principles and Rights at Work, namely; freedom of association and the effective recognition of the right to collective bargaining; the elimination of all forms of forced or compulsory labour; the effective abolition of child labour; and, the elimination of discrimination in respect of employment and occupation; Chapter 4 presents the results and discussion in combination against Objective 2, 3, 4 and 5, with Objective 6 being presented in the final Chapter. The study found that whilst EKZNW’s Conservation Board had approved and adopted the 2006 Remuneration Packages Policy and the 2007 Employee Performance Management and Development System to ensure ‘justice’ in its dealings with human resource matters; the policies had not been implemented on unskilled temporary workers. / Thesis (M.Sc.)-University of KwaZulu-Natal, Pietermaritzburg, 2014.

Entre 1972 et 1984, des non médecins du Mouvement pour la liberté de l’avortement et de la contraception ont pratiqué des avortements hors de la sphère médicale, dans le même temps que la professionnalisation de l’acte s’accélérait. Au moyen d’une ethnographie historique combinant un large corpus d’entretiens rétrospectifs et d’archives, la thèse s’intéresse à la politisation de l’avortement et éclaire sa constitution en problème de santé publique. Cette étude localisée de groupes MLAC ayant revendiqué une pratique propose une analyse incarnée à la fois de l’instauration du monopole médical sur l’avortement et des résistances à ce processus. Dans le temps de la lutte, médecins comme profanes participent à l’acclimatation et à l’adaptation en France de la méthode par aspiration. Il est remarquable que, des collaborations et conflits découlant de ces interactions, l’autorisation d’accès aux savoirs élaborés en commun ait échu aux seul⋅es détenteurs/rices de titres médicaux.La thèse constitue ensuite en objet d’étude le cas exceptionnel des MLAC qui ont maintenu une pratique profane après le vote de la loi sur l’IVG et renouvelé leur radicalité malgré la phase d’institutionnalisation dans laquelle sont entrés les acquis féministes. En remettant en cause tant la spécialisation des actes corporels que la domination patriarcale des corps féminins, ces « dissidentes » affirment progressivement l’orientation féministe de leur action. Au même moment, l’infusion du self-help en France soutient la réorientation de leur registre de revendication en enrichissant leur armature idéologique. La façon dont elles se l’approprient, alliée à la politisation de l’existence quotidienne des femmes et au développement de nouvelles pratiques de soins – les accouchements notamment –, invitent à considérer les MLAC dissidents comme une mobilisation de santé. / From 1972 to 1984, unskilled members (i.e. without a medical degree) of the Movement for the Liberation of Abortion and Birth Control aborted women outside medical spheres, whereas the practice was getting more and more professional. Thanks to a historical ethnography combining a wide corpus of retrospective interviews and archives, the thesis focuses on the politicization of abortion and highlights its constitution as a matter of public health. This survey of some local committees of the MLAC which claimed this practice puts forward a deep analysis of both the establishment of the medical monopoly of abortion and protests against this process. During the fight, physicians and unskilled practitioners take part in the introduction and adaptation in France of the aspiration method. We can notice that from collaborations and conflicts resulting from these interactions, the authorized access to the technical know-how learnt in common benefited only fully qualified physicians.The thesis then looks into the outstanding subject of the MLACs which maintained the practice outside medical structures after a bill was passed in favour of IVG – i.e voluntary termination of pregnancy – and resumed their radical militancy in spite of the institutionalization step including feminist achievements. By questioning both the specialization of practices on bodies and the patriarchal domination of female bodies, these « dissidents » gradually assert the feminist orientation of their action. At the same time, the spreading of self help in France supports the reorientation of their demands and enriches their ideological basis. The way they appropriate new orientations, plus the politization of women’s daily life and the development of new caring methods – notably deliveries (childbirths) – urge us to consider dissident MLACs as a mobilization for health.
