Makeshift Poetry? The insolvency of neoliberalism and the solvency of the common(s) : A case study of Raumlabor's makeshift intervention Allmänna Badet in Gothenburg, Sweden

This thesis is the result of a set of personal concerns about, on the one hand, how the debates about the modes of expression of the neoliberal regime - particularly in the so-called "urban world" (assuming that there is something outside the "urban”, which is a discussion I did not have place for)- develop and, on the other, of a feeling of inadequacy in relation to how the so-called “urban commons” are conceptualized by many of its promoters. My way of dealing with these concerns assumes that a conceptual review of both phenomena is necessary. In that sense, I propose, based on, principally, theorists Pierre Dardot and Christian Laval, that the point of departure for their understanding should be that of considering them as “social principles”. This conceptualisation brings about distinctive consequences both in how we might fight one principle back and how we may foster the spring of the other one. This point of view will present both principles as mutually exclusive, meaning that while one operates, the other cannot. This will lead me to suggest that the "principle of the common" should be taken as the alternative to the "neoliberal principle." Subsequently, and for being able to frame what the transit from one social principle to another consists of, I will draw upon basic conceptions of classical sociology and the Italian operaismo tradition and will try to demonstrate how the possibility of this transit highly depends on collective representational processes which involve the enacting of a praxis. Once the previous has been settled, I will develop upon philosopher Franco Berardi s notion of Poetry -basically, meaning creationfor afterwards hinging upon semiologist Umberto Eco’s theorizations on semiology of architecture. This way, I will try to expand on how certain expressions of makeshift urbanism, as practico-aesthetical experiences, might help bring about the mentioned social processes. Using that experimental theoretical framework -which relies on the concepts of Poetry, Insolvency and Solvency-, I will analyse the ways in which Allm nna Badet, a public sauna built in the former harbour of Gothenburg following makeshift procedures, might have elicited the societal processes needed for the mentioned paradigm shift. Basing myself in -mainly- architectural semiological analysis applied to my observations of the built environment and through semi-structured interviews to the users of the installation, I will try to discuss on how the involvement in that built environment’s spatial practices might have influenced the users’ conceptions and commitment regarding both social principles. I will conclude that makeshift urbanism presents itself as an adequate tool for bringing about transfigurations in the material urban hierarchies as well as for influencing subjects’ valuative schemes in the direction of the common and in detriment of the neoliberal. However, I will conclude as well, that the tool might not be capable for fostering wider and lasting social change by itself, prospect which, I suggest, might change if the tool is used at a denser and spread-out fashion alongside the urban tissue.

In cities we generally distinguish between public and private space. This thesis tackles the distinction between public and private property and searches for the urban commons where property is determined by collective action and thus creates a greater spatial justice. A case study analyzes the Urban Garden Project “Trädgård på spåret” in Stockholm and shows how unconventional arrangements can generate a lively place in the urban fabric. The final discussion interprets the concept of urban commons and contemplates its classification within the planning discipline. / I städer skiljer vi generellt mellan offentligt och privat utrymme. Denna avhandlingförsöker att nyansera den enkla distinktionen mellan offentlig och privat mark ochgår på jakt efter de urbana allmänningar (urban commons) vilkas ägande bestämsav kollektivism och som skapar spatiell rättvisa (spatial justice). En fallstudieanalyserar Urban Garden-projektet «Trädgård på Spåret» i Stockholm och visarhur okonventionella arrangemang har gett upphov till en livlig plats, som går långtutöver trädgårdens traditionella gränser. I den avslutande diskussionen tolkar vibegreppet urbana allmänningar och betraktar dess placering i planeringsämnet. / In Städten unterscheiden wir generell zwischen öffentlichem und privatem Raum.Diese Thesis versucht die simple Unterscheidung zwischen öffentlichem undprivatem Grundeigentum aufzubrechen und begibt sich auf die Suche nach der‚urbanen Allmende’ (urban commons) in der Eigentum durch Kollektivismus bestimmtwird und somit räumliche Gerechtigkeit (spatial justice) schafft. Urban Commons and Social Sustainability: An Exploratory Study of Stapelbadden/Stapelbaddsparken

Although debate on commons has been going on for the last five decades, it is only in the last two decades that attention has been focussed on new commons. Even then, urban commons though acknowledged as part of new commons, has attracted little attention among researchers of commons. This study therefore sought to explore the nature and management of urban commons and how they (urban commons) contribute to social sustainability in the neighbourhood. This study has taken a qualitative approach and deployed a case study method with a focus on Stapelbadden/Stapelbaddsparken as cases. In-depth semi - structured interviews were conducted with thirteen participants drawn from diverse stakeholders representing different interest groups. The study found out that the two phenomena (Stapelbadden/Stapelbaddsparken) display some of the factors that affect the management or governance of urban commons more than traditional commons namely, indirect value, contested resources, mobility and cross-sector collaboration. In addition, by virtue of creating networks of different user groups, they create bridging social capital which contributes to social sustainability in the city.

Samnyttjad mark och urbana allmänningar : En fallstudie av skyfallsanpassning i Malmö och Köpenhamn

I avhandlingen analyseras möjligheter och hinder för samnyttjande av mark utifrån en fallstudie av skyfallsanpassning i Malmö och Köpenhamn. Som bakgrund står de klimatutmaningar i form av ökad framtida nederbörd och risk för översvämningar som städerna ställs inför, tillsammans med en tilltagande konkurrens om marken från allt fler behov. Fallstudien jämför hur de båda städerna planerat för och tagit sig an skyfallsanpassningen av befintliga stadsmiljöer. Fallstudiens huvudsakliga intresse utgörs dock inte av skyfallsanpassning som sådan, utan denna nyttjas främst för att ta reda på kommunernas inställning till möjligheten att samnyttja mark, samt vilka reella svårigheter samnyttjandet medför. Analysen av fallstudien sker med hjälp av governance-teorier där ett flertal institutionella hinder belyses såväl på strukturell nivå som inom det praktiknära genomförandet. Jämförelsen mellan städerna gör det tydligt att de institutionella förutsättningarna för samnyttjande ser olika ut, men att olikheten också förstärks av kommunernas förmåga att nyttja styrmedel för att möjliggöra skyfallsanpassning genom samnyttjande av mark. Analysen använder även teorier om allmänningar och urbana allmänningar för att belysa institutionella strukturer för samnyttjande av mark utan äganderättsliga anspråk. Avhandlingen har resulterat i att kunna beskriva två olika former av samnyttjande i termer av urban allmänning. Den första formen beskriver allmänningen som ett objekt och belyser i synnerhet materiella och institutionella aspekter. I samband med att ett stort antal markområden inom såväl kvartersmark som allmän platsmark anpassas att avlasta det allmänna va-ledningsnätet vid skyfall, bildas ett nätverk som kan besk- 14 rivas som en urban allmänning. Denna form av urban allmänning utgör ett objekt som sammanfogas genom dess funktionella samband men bibehåller ett diversifierat ägande och förvaltning. Den andra formen beskriver den urbana allmänningen som en process där möjligheten till samnyttjande inom allmän platsmark föranleder inkluderande invånarmedverkan. Genom invånardeltagande och uppmuntran till initiativtagande i den egna stadsdelen tillför samnyttjandet sociala värden till stadsrummet i form av trivsel, trygghet, tillhörighet och andra uttryck för livskvalitet. Denna invånarmedverkan utgör tydliga uttryck för den urbana allmänningen som process samtidigt som själva objektet, stadsrummet, kan fortsätta att räknas som endera en offentlig resurs under kommunal förvaltning eller en gemensam resurs under privat förvaltning. Avhandlingens slutsatser beskriver samnyttjandets möjligheter som en till stora delar outforskad potential att finna synergier och funktionell integration mellan olika markanvändningar och funktioner i stadsrummet. Med ett resursbaserat synsätt ses samnyttjande av mark som ett verktyg att överbrygga fastighetsindelning och de planerade användningsgränserna utan att äventyra egendomsrätten eller planinstrumentets intentioner. Det resursbaserade synsättet ger också samnyttjande möjlighet att låta såväl allmän platsmark som kvartersmark bidra med kvaliteter till staden genom positiva externa effekter. Samnyttjandets huvudsakliga hinder utifrån fallstudierna beskrivs från ett kommunalt institutionellt perspektiv med de tre faktorerna: ett snävt sektorsperspektiv, en strikt uppdelning mellan offentlig och privat mark samt betydelsen av styrmedel. Slutsatsen är att det finns goda möjligheter att berika städernas stadsrum med fler och mer integrerade funktioner genom att utveckla samnyttjande av mark. Denna omställning ställer emellertid krav på ett förhållningssätt av tvärsektoriell samverkan och institutionell förändring. / Based on a case study, comparing the municipal storm water adaptation plans and its recent implementation in the twin cities of Malmö and Copenhagen, the dissertation analyse the possibilities and practical challenges of combined use of urban land. The continuing process of urban densification, where urban land is seen as a strictly limited and often contentious resource, accompanied by the challenge of climate change through an expected increase of precipitation and risk of urban flooding, provides the background for this study. The ultimate concern, however, is not on storm water adaptation as such, but on the opportunities and obstacles to combine different uses of land within the same area, and how local governments approach this issue. In the analysis, governance theories are used to elucidate obstacles to combined use of land on structural level as well as within its practical realisation. A comparison between the cities demonstrates that the institutional preconditions for combined land use differ, but also, that the difference is reinforced by the ability of the local governments to make use of public policy instruments in order to implement storm water adaptation through combined use of land. The analysis also draws upon commons theory and theories of urban commons. These fields of research have similarities with combined use of land regarding the need of institutional structures to govern land management without claiming ownership. Furthermore, the dissertation describes two forms of combined use of land in terms of urban commons. The first form views the urban commons as an object highlighting its material and institutional aspects. 16 Here, the urban commons forms a network of both public and private property, each one adapted to bring relief to the common sewage system, in order to avoid it from being flooded in case of cloudbursts. This form of urban commons constitutes an object where its parts are associated through its functional relatedness, but keeps its diverse ownership and management. The second form describes the urban commons as a process, where the opportunity to combine different land uses opens up for inclusive participation from the citizens. Through initiatives from citizens and encouragement from the municipality for citizens to participate in the planning of public space, social values are created and added to the local community. Values such as well-being, sense of security and belonging as well as other aspects of liveability. This citizen participation produces expressions of the urban commons as a process, while the object itself, the physical urban space, will continue to be regarded either as a municipally owned public resource, or as a common resource within private ownership. The opportunities of combined use of land is described in the dissertation as a largely uncharted potential to seek synergies and functional integration between land uses and functions in the urban space. Looking from a resource-based perspective, combined use of land is seen as a tool to bridge boundaries in the urban space. Both boundaries that are created through planning, and those created through division into property units, although, without challenging the rights of ownership nor the intentions of physical planning. Through the resource-based perspective, combined use of land is able to equip both public space and private property with opportunities to contribute with qualities to the city, that is, positive external effects. The main obstacles, as extracted from the case studies, are explained from a municipal institutional perspective and contains three main elements: a narrow sectional perspective, a strict division between public and private land, and the importance of public policy instruments. The dissertation concludes by indicating rich opportunities for both local governments and private property owners to develop urban space through developing combined use of land. This requires institutional 17 change towards collaboration and cooperation, not the least within the municipal organisation itself, where land can be considered the scarce resource it is, and therefore needs to be shared and used as beneficially as possible.

The interdependence of the digital and physical commons : A case study of the Stockholm Makerspace / Det ömsesidiga beroendet mellan den digitala och fysiska allmänningen : En fallstudie av Stockholm Makerspace

Economic downturns and the subsequent trends of privatization and marketization that follow have prompted the development and expansion of urban commons as the commoner searches for more participatory forms of governance. Modern member-driven and non-profit organizations, like makerspaces, are utilizing the digital commons to provide more accessibility and autonomy, reducing the need for external funding and providing a means to crowdsource information and manage shared resources. This research investigates how combining digital and physical forms of governance, communication and learning can enable urban commons to sustain themselves and eventually compete with the mainstream market. In this research the case study of the Stockholm Makerspace is analyzed through two theoretical lenses, firstly Ostrom’s eight design principles and secondly the community capitals framework. The research methodology involved an open-ended survey, desktop study, and a digital ethnography. I found that digital commons provide an accessible arena for conflict resolution, community planning, and informal education by facilitating interpersonal relations for urban dwellers with weak social ties. The digital infrastructure also provides a platform for group monitoring and community awareness that I think is vital to maintaining a satisfied body of members.

The Role of Digital Commons in a Socio-Ecological Transition of Cities

Diese Doktorarbeit untersucht die Rolle die Bürgerinitiativen an der Schnittstelle zwischen städtischen und digitalen Räumen spielen können. Sie folgt drei Untersuchungslinien. Zunächst wird untersucht, wie die Forschung zu aus Graswurzelbewegungen entstandenen Alternativen für nachhaltige und gerechte Städte von einer besonderen Art des digitalen Gemeinguts profitieren kann: des kollaborativen kartografischen Mappings. Zweitens wird die Verflechtung von digitalen Gemeingütern mit physischen städtischen Gemeingütern untersucht, um zu verstehen, wie die gemeinsame Nutzung zu transformativen Effekten in der Stadt führen kann. Drittens wird versucht, das transformative Potenzial der Gemeingüter als ein Narrativ des Wandels für nachhaltige und gerechte Städte im digitalen Zeitalter zu bewerten. Methodisch stützt die Arbeit sich auf Aktionsforschung, primäre Einzelfallstudien sowie eine vergleichende Fallstudienanalyse. Ein vorläufiges Ergebnis ist die Identifizierung von basisgeleiteten kollaborativen Mappings – hier betrachtet als Initiativen des gemeinsamen Wirkens (Commoning) – als wertvolle Wissensquellen zu alternativer Stadtökonomik. Die Hauptergebnisse zwingen uns dazu, das klassisch-naturalistische Verständnis des Gemeinguts in Frage zu stellen, welches dazu neigt, ein Gemeingut als gegeben zu betrachten. Stattdessen wäre es für die Forschung von Vorteil, einen gemeinsamen Prozess zu untersuchen: die Rückgewinnung, Schaffung und Nutzung gemeinsamer städtischer Ressourcen. Über die künstliche Trennung zwischen materiellen und immateriellen Facetten des Gemeingutes hinaus lässt sich (urbanes) Commoning am besten als eine relationale Praxis in Pflege und Aufbau von Partnerschaften für die Reproduktion von Leben in der Stadt definieren. Dies ist umso wichtiger, dass digitale Werkzeuge zwar neue Potenziale eröffnen können, aber im Gegensatz zu anderen Diskursen (Sharing Economy, Smart Cities) für das Commoning der Stadt nicht von zentraler Bedeutung sind. / This doctoral research investigates the role that citizen-driven initiatives can play at the intersection of the urban and digital spaces. It follows three lines of investigation. First, it explores how research about grassroots alternatives for sustainable and just cities may benefit from a particular type of digital commons: collaborative cartographic mappings. Second, it investigates the intertwin of digital commons with physical urban commons to understand how commoning may lead to transformative impacts in the city. Third, it seeks to evaluate the transformative potential of the commons as a narrative of change for sustainable and just cities in the digital age. Methodologically, it relies on action research, primary individual case-studies as well as a comparative case-study analysis. A preliminary result is the identification of grassroots-led collaborative mappings – seen as commoning initiatives – as valuable sources of knowledge about alternative urban economies. Main results compel us to question the classical/naturalist understanding of the commons that tends to consider it as a given. Instead, research would benefit to investigate a commoning process: the reclaiming creation, and use of shared urban resources. And, further, transcending artificial divides between the tangible and intangible facets of the commons, (urban) commoning is best defined as a relational practice of caring for and building partnerships for the reproduction of life in the city. This is all the more important that another significant result of the present work is that, while they may open new potential, digital tools are not central to commoning the city, in contrast other discourses (Sharing Economy, Smart Cities). Epistemologically, the author recommends aligning the effort of researching urban commoning to the Diverse/Community Economies research agenda which calls for performative studies of more-than-human urban commoning-communities.

Teoría del cuidado en el arte del siglo XXI. Propuestas de creación artística y gestión cultural en el sur de Europa durante el periodo 2000-2023

[ES] La presente tesis doctoral aborda la relación existente entre teoría del cuidado y práctica artística. La desigualdad en las labores reproductivas y de mantenimiento con relación al género ha sido puesta en evidencia desde la década de 1970. A partir de la reclamación de la importancia de este tipo de trabajo, y de su posición central en las estructuras sociales, surge la ética del cuidado, pensamiento que se desarrolla especialmente en el ámbito filosófico y político. La investigación llevada a cabo pone de manifiesto que existe una fuerte influencia del pensamiento y las prácticas del cuidado en la creación artística del siglo XXI, especialmente en la zona del sur de Europa. Para abordar esta conexión se plantea un estudio dirigido a profesionales en España, Francia, Portugal e Italia, siendo los ámbitos profesionales objeto de estudio, los relacionados con el comisariado y la gestión cultural, las instituciones culturales y, por último, artistas y colectivos de artistas. Las respuestas obtenidas sobre prácticas laborales con relación al cuidado han sido analizadas y contextualizadas. Asimismo, se estudian y analizan diferentes casos paradigmáticos que presentan una notable vinculación con las prácticas del cuidado como son el Centro HUARTE en España, la bienal Manifesta 12 en Italia o el trabajo de la artista Céline Condorelli en Francia, entre otros. A partir de los mismos se constata que la influencia de la teoría del cuidado desempeña un protagonismo relevante en el ámbito artístico desde la década de 2010. Se aborda también el papel de los comunes urbanos como espacios de generación de infraestructuras de cuidado y los puntos esenciales que definen una estética del cuidado. Finalmente, se concluye que se confirma la hipótesis planteada y se realiza una clasificación de las orientaciones temáticas que el cuidado adopta en el ámbito expositivo contemporáneo. / [CA] La present tesi doctoral aborda la relació existent entre teoria de la cura i pràctica artística. La desigualtat en les labors reproductives i de manteniment en relació amb el gènere ha sigut posada en evidència des de la dècada de 1970. A partir de la reclamació de la importància d'aquesta mena de treball, i de la seua posició central en les estructures socials, sorgeix l'ètica de la cura, pensament que es desenvolupa especialment en l'àmbit filosòfic i polític. La investigació duta a terme posa de manifest que existeix una forta influència del pensament i les pràctiques de la cura en la creació artística del segle XXI, especialment en la zona del sud d'Europa. Per a abordar aquesta connexió es planteja un estudi dirigit a professionals a Espanya, França, Portugal i Itàlia, sent els àmbits professionals objecte d'estudi, els relacionats amb el comissariat i la gestió cultural, les institucions culturals i, finalment, artistes i col·lectius d'artistes. Les respostes obtingudes sobre pràctiques laborals en relació amb la cura han sigut analitzades i contextualitzades. Since the 1970s, inequality in reproductive and maintenance tasks in relation to gender has been highlighted. The ethics of care arises from the claim of the importance of this type of work, and its central position in social structures, it is a thought that is developed especially in a philosophical and political field. The research carried out shows that there is a strong influence of care thinking and practices on the artistic creation of the 21st century, especially in southern Europe. To address this connection, a study aimed at professionals in Spain, France, Portugal and Italy is proposed. The professional fields under study are those related to curating and cultural management, cultural institutions and, finally, artists and artist collectives. The responses obtained on work practices in relation to care have been analysed and contextualized. Likewise, different paradigmatic cases that present a notable connection with care practices are studied, such as the HUARTE Center in Spain, the Manifesta 12 biennial in Italy or the work of the artist Céline Condorelli in France, among others. From these cases it is confirmed that the influence of care theory has played a relevant role in the artistic field since the 2010s. It is also addressed the role of urban commons as spaces generating care infrastructures and essential points that define an aesthetics of care. Finally, it is concluded that the proposed hypothesis is confirmed, in addition to a thematic classification of the ways in which care is adopted in the contemporary exhibition field. / Ferriols Montañana, A.
