Problème d'implantation de plateformes de logistiques durables en milieu urbain / Location problem of sustainable logistics platforms in urban areas

L’environnement urbain est fortement ancré dans la gestion des flux logistiques. La mutualisation de ces différents flux apporte alors une solution qualitative répondant aux critères environnementaux, économiques et sociétaux. Cette thèse propose une approche pour la mise en place des centres de distribution urbains (CDU) en combinant la logistique de distribution avec la logistique inverse (flux montants et flux descendants). L’objectif principal de ces CDU est d'assurer un développement durable dans les villes modernes. L’hétérogénéité des pratiques de la logistique de distribution et de la logistique inverse constitue le principal verrou scientifique. La mutualisation de ces différents flux apporte alors une solution qualitative et durable dès lors qu’elle répond aux critères attendus : environnementaux, économiques et sociétaux. Dans un contexte de logistique globale, nous nous sommes basés sur les problèmes de localisation de plateformes HLP « Hub Location Problem » afin de formuler le problème de localisation des CDU selon un critère de maximisation du profit par le choix du meilleur emplacement parmi ceux disponibles. Nous avons calculé les localisations partiellement possibles, tout en garantissant le traitement des flux retournés (collecte, tri, revente) et aussi en tenant compte des coûts socio-environnementaux. Par la suite, nous avons utilisé des outils de résolution du modèle proposé via des algorithmes d’optimisation. L’efficacité de ces algorithmes a été confirmée par un ensemble de jeux de données et de rapports d’analyse d’impacts. La dynamique liée à la fiabilité des CDU dans l’exécution du service par la prise en compte d’une politique de coordination inter-CDU fait aussi partie de notre étude. Nous nous sommes intéressés à l’aspect de disponibilité pour garantir les livraisons à temps. En effet, l’indisponibilité du système peut être due aux pannes aléatoires, aux actions de maintenance préventive planifiées, etc. Par conséquent, nous présentons une solution qui permet de satisfaire la demande journalière de manière ponctuelle par l’intégration d’une approche collaborative entre les différents sites. Il s’agit d’un modèle d’optimisation de la politique de coordination inter-CDU avec une stratégie de sous-traitance des livraisons en cas d’indisponibilité / The urban environment is strongly involved in the management of logistics flows. The pooling of these different flows provides a qualitative solution ensuring environmental, economic and societal criteria. The thesis objectives aim at supporting Urban Distribution Centers (CDU) by combining distribution logistics with reverse logistics (upstream flows and downstream flows), thereby ensuring sustainable development in modern cities. The heterogeneity of the distribution logistics practices and the reverse logistics define the core of this thesis. Sharing these different flows provides a qualitative and sustainable solution as long as it meets the aforementioned criteria (environment, economy and society). Our approach is based on the Hub Location Problem to formulate the location problem of UDC while maximizing the profit and choosing the best available location. We proceed by identifying potential available locations, while guaranteeing returned flows management (collection, sorting, resale, etc.) and reducing pollution impact. Moreover, we simulate our optimised model with simulation tools using optimization algorithms. The effectiveness of these algorithms are validated based on generated outputs (set of data) inspired by real world scenarios. Reliability is a part of this work when dealing with UDC deployment. The unavailability of the system may be due to random failures, planned preventive maintenance actions, etc. Therefore, we present a solution supporting daily demands by integrating a collaborative approach between different sites. As externalidades negativas geradas pela distribuição urbana de cargas como congestionamentos, poluição e ruídos, são amplamente conhecidas e vivenciadas pela população que vive em grandes centros urbanos. Esses problemas têm sido agravados pelo crescimento da população urbana, pela crise no modelo de mobilidade adotado nas grandes cidades brasileiras e pelo aumento da complexidade do processo de distribuição urbana de carga. Nesse sentido, alguns atributos podem contribuir para a melhoria do desempenho logístico dos agentes participantes na distribuição de carga e outros podem dificultar a sua competitividade A investigação dos atributos de distribuição urbana de carga e dos papéis desses agentes são o ponto de partida deste estudo. A presente dissertação tem o objetivo identificar os atributos de distribuição urbana de carga, levando-se em conta os diferentes pontos de vista dos principais responsáveis pela distribuição de carga na RMSP e que atuam no mercado varejista: Embarcador, Operador Logístico, Transportador e Cliente. Para tanto, foi feita a análise do referencial teórico sobre o tema distribuição urbana de carga, foram desenvolvidos dois estudos de caso em Operadores logísticos que atuam na logística de distribuição de carga na Região Metropolitana de São Paulo. Foi também realizado um levantamento de dados com 119 prestadores de serviços logísticos, Operador logístico e Transportador, obtidas pela aplicação de questionário de pesquisa com esses agentes. Por meio das informações obtidas, verificou-se que os atributos relevantes e unânimes entre os prestadores de serviços logísticos, são: filas e local para carga e descarga, flexibilidade, restrição de circulação por tamanho de veículo, local regulamentado para estacionar veículos de carga, congestionamento e roubo de carga. Adicionalmente, o consumo sazonal e o comprometimento no recebimento são os problemas mais relevantes segundo os Operadores logísticos e Transportadores, respectivamente. / The negative externalities generated by the urban distribution of cargo, such as traffic jams, pollution and noise, are widely known and experienced by the population living in large urban centers. These problems have been aggravated by the growth in urban population, by the crisis in the mobility model adopted in the large Brazilian cities and by the growth in complexity of the urban cargo distribution process. In this sense, some attributes may contribute to improving the logistic performance of the agents participating in the cargo distribution and others may hinder its competitiveness. The investigation into the urban cargo distribution attributes and of these agents roles is the starting point of this study. The present thesis aims to analyze the urban cargo distribution attributes, taking into account the different points of view of the major actors in the cargo distribution in the São Paulo Metropolitan Region (SPMR) and acting in the retail market: Shipper, Logistic Operator, Carrier and Client. For this, an analysis of the theoretical referential was performed regarding the theme urban cargo distribution; two case studies were conducted with Logistic Operators acting in the cargo distribution logistics in the São Paulo Metropolitan Region and, lastly, the descriptive measures of the problems faced by Logistic Service Renderers, Logistic Operators and Carriers were analyzed, obtained from the application of a research questionnaire to these agents. From the information obtained, the relevant and unanimous attributes among the logistic service renderers were verified to be: lines and places for loading/ unloading, flexibility, circulation constraints as per the size of the vehicle, regulated place to stop cargo vehicles, traffic jam and cargo theft. Added to these attributes are seasonal consumption and product compromised at receipt, which are considered relevant by Logistic Operators and Carriers, respectively.

Efficient city logistics : Can travel patterns of goods and people be intertwined?

Optimizing city logistics is a topic of great importance for big cities today. Even though the environmental- and economical consequences of the increasing goods transportation fleet has been present for quite some time, actions from affected stakeholders has not been taken until just recently.  In this brief 9 week project the aim has been to,  from a design point-of-view, in this complex topic, give a suggestion and raise a discussion onto how goods transportation in cities can be made in the future.  The basic idea is to get the consignments as close to the consignees and their travel patterns as possible. Public transportation networks are an existing grid where people are moving around and can potentially be used for combined transport of goods and people. The outcome of this concept is focusing on light parcel delivery towards private consignees, due to the increasing e-commerce trend. By using small transporter vehicles connected to buses, light parcels can be distributed throughout a city and easily accessible for consignees at the bus stops.  The transporter vehicle developed through this project aims to conceptualize connectivity and integration between mobility and parcel delivery services, to ease the every day life of urban citizens as well as decrease the environmental- and economical impacts which the distribution vehicle-fleet of today entails.  The design of the transporter vehicle is an interpretation of how a autonomous distribution vehicle can look like in a future city environment where the integration of public-utility-vehicles is of greater importance.

Aplicação da logística urbana na modelagem e simulação de corredores do transporte público por ônibus / Application of logistics in urban modeling and simulation of corridors for public transport buses

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / The aim of this paper is to model and simulate the behavior of transit in corridors of public transport by bus based on city logistics concepts using the tools of ARENA and TransCAD softwares. The bus lane used in the case study is the Avenida João Naves de Ávila, in Uberlândia (MG). To model the corridor tried to establish the equilibrium demand / supply ensuring the level of service with a maximum capacity of 80 persons and also used the concepts of city logistics for analysis, simulation and scenario generation. The model considered the arrivals and departures of passengers and the movement of buses in the corridor. These data resulted in the simulation of the corridor as passenger demand and service level adopted in the peak hour. As conclusions noted that the objective was fully achieved and the values of travel time and loading at peak hour in the ARENA software were very similar to those obtained in TransCAD. / O objetivo deste trabalho é modelar e simular o comportamento do transporte público em corredores de transporte público por ônibus com base em conceitos da logística urbana utilizando ferramentas computacionais dos programas ARENA e TransCAD. O corredor de ônibus utilizado no estudo de caso é o da Avenida João Naves de Ávila, em Uberlândia (MG). Para modelar o corredor procurou-se estabelecer o equilíbrio demanda/oferta garantindo o nível de serviço com lotação máxima de 80 pessoas e, também, utilizou-se os conceitos da logística urbana para análise, simulação e geração de cenários. A modelagem considerou os embarques e desembarques de passageiros e o deslocamento dos ônibus no corredor. Esses dados proporcionaram a simulação do corredor conforme demanda de passageiros e nível de serviço adotado na hora de pico. Como conclusões, o modelo mostrou-se consistente com os objetivos propostos e os valores obtidos do tempo de viagem e da lotação na hora de pico no programa ARENA foram muito similares aos obtidos no TransCAD. / Mestre em Engenharia Civil

[pt] O aumento da população em toda a parte evidencia a necessidade de uma geração de mais demandas em todos os segmentos empresariais. Para que essa mesma demanda possa chegar no cliente, um número de veículos significativo precisa crescer, numa grande problemática que são os centros urbanos cada dia mais concorridos para a circulação, estacionamento e distribuição de mercadorias. O problema ainda se eleva em regiões como a Cidade do Rio de Janeiro que possui em seu plano diretor proibições de carga e descarga de mercadorias em certos horários considerados críticos de pico. Neste contexto, este trabalho realiza um estudo de caso em uma empresa de distribuição de bebidas do Rio de Janeiro, descrevendo uma proposta de solução para a implantação de um ponto móvel (crossdocking) através da localização de um ponto móvel na região sul da cidade utilizando a p-mediana e a roteirização de desse ponto com todos os clientes da empresa. A solução proposta pelo estudo promove adequações nos processos da distribuidora, além de identificar os fatores críticos e as etapas do processo de implantação do ponto de crossdocking móvel. / [en] The population increase everywhere evidences the need for a generation of more demands in all business segments. For this same demand to arrive at the customer, a significant number of vehicles needs to grow, in a big problem that the urban centers are increasingly busy for the circulation, parking and distribution of goods. The problem still arises in regions such as the City of Rio de Janeiro that has in its master plan prohibitions of loading and unloading of merchandise at certain times considered critical of peak. In this context, this paper carries out a case study in a beverage distribution company in Rio de Janeiro, describing a proposal for a solution for the implantation of a mobile point (crossdocking) by locating a mobile point in the southern region of the city using The p-median and the routing of this point with all the clients of the company. The solution proposed by the study promotes adjustments in the distributor s processes, as well as identifying the critical factors and the stages of the mobile crossdocking point deployment process.

Notre recherche doctorale a pour objet d’apporter un éclairage novateur sur la chaîne logistique dans le contexte des réseaux de franchise en s’appuyant sur la théorie des ressources et la théorie des parties prenantes. S’inscrivant dans une logique d’exploration, la recherche participe à enrichir les travaux sur les réseaux de franchise sous l’angle de la chaîne logistique. Une telle approche, jusqu’à présent peu explorée, permet de mieux saisir l’avantage compétitif que représente de la maîtrise de la chaîne logistique pour le réseau de franchise, ainsi que le rôle du prestataire de services logistiques (PSL) dans le contexte français. En effet, son rôle de conseil, voire de prescripteur d’évolution des processus,s’appuie sur sa connaissance des métiers de la chaîne logistique, imprégnée de la culture du client, et sur sa capacité à imposer les évolutions nécessaires vis-à-vis des 3PL auprès desquels il aura sous-traité une partie de ses activités. Il ressort de la recherche que la maîtrise de la chaîne logistique est un enjeu stratégique pour le réseau de franchise. Au travers d’études de cas, la relation de longue durée, la confiance et l’appropriation de la culture du réseau par le PSL sont des critères incontournables de l’avantage compétitif que procure la maîtrise de la chaîne logistique au profit du réseau de franchise. / Our doctoral research aims to bring innovative light on the supply chain in the context offranchise networks based on resource theory and stakeholder theory. As part of an explorationstrategy, research contributes to enriching the work on franchise networks in terms of the supplychain. Such an approach, hitherto little explored, makes it possible to better understand thecompetitive advantage of supply chain control for the franchise network and the role of thelogistics service provider (LSP) in the French context. Indeed, its advisory role, and even theprescriber of the evolution of processes, relies on its knowledge of the supply chain businesses,imbued with the customer's culture, and its ability to impose the necessary changes vis-à-vis3PLs from which it will have subcontracted part of its activities. Research shows that supplychain management is a strategic challenge for the franchise network. Through case studies, thelong-term relationship, trust and ownership of the network culture by the PSL are essentialcriteria for the competitive advantage of supply chain control in favor of the network franchise.

Le redéploiement technique et organisationnel des réseaux de messagerie dans les territoires / The technical and organisationnal redeployment of French groupage networks

La messagerie est le segment du transport terrestre de marchandises dédié au transport d’envois de détail (colis, sacs, petits lots palettisés) sur des longues distances. Elle s’appuie sur une organisation réticulaire pour traiter conjointement des envois appartenant à différentes chaînes logistiques, afin d’optimiser les capacités de chargement des véhicules. Au cours des vingt dernières années, elle a accompagné le redéploiement des systèmes de production et de distribution dans les territoires, et a intégré les outils de la révolution numérique sur les plans matériel (automatisation) et informationnel (technologies de l’information et de la communication). Dans leurs dimensions techniques et organisationnelles, les réseaux de messagerie n’ont plus grand-chose à voir avec ce qu’ils étaient à la fin du siècle dernier. Pourtant, aucun travail de recherche ne s’est penché sur cette question. Cette thèse propose de caractériser les modalités d’adaptation technique et organisationnelle des réseaux de messagerie aux mutations des systèmes de production et de distribution dans les territoires depuis la fin du XXe siècle. Elle s’appuie sur des informations recueillies auprès de professionnels de la messagerie et des données ouvertes. Elle révèle une multiplication du champ des possibles des envois de messagerie en termes de délais et de couverture géographique, et une segmentation des réseaux de messagerie selon le seul critère de conditionnement des marchandises, déterminant le potentiel d’automatisation de leur traitement dans les réseaux. A l’heure de l’intégration européenne et de la globalisation des chaînes logistiques, cette thèse propose de nouveaux outils pour comprendre le déploiement des réseaux de messagerie dans les territoires / The French concept of “Messagerie” describes both less-than-truckload (LTL) and parcel delivery operations based on network organizations. These transport operations rely on the consolidation and groupage of shipments belonging to different kind of supply chains. In the last two decades, this activity adapted to the evolution of production and distribution systems and has integrated the digital revolution tools in its internal organization. The French LTL and parcels networks have little in common with what they were in the ‘90s. Yet, their transformations are largely ignored in the scientific literature. This thesis proposes an analysis of the organizational and technical adaptation of French LTL and parcels networks to the evolution of the production and distribution systems in the last two decades. It is based on information gathered from professionals and open data. It reveals an extend of the range of possibilities offered by the transport networks in terms of delays and geographic coverage, and a technical specialization of these networks according to the size, weight and packaging of the goods transported, which determine their potential for automation. At a time of globalization, this thesis offers new tools to understand the deployment of transport networks in the territories

La population mondiale a dépassé les 7,3 milliards de personnes en 2011 et elle vit à plus de 50 % dans les villes. Ceci n’est pas sans générer de nombreux problèmes. Les espaces urbains, notamment en Europe, sont congestionnés par la faute d’une circulation croissante de personnes, de biens et de déchets, dont les impacts environnementaux sont significatifs. Les questions liées à la logistique urbaine donnent naturellement lieu à de plus en plus de recherches académiques. La thématique de la mutualisation de la logistique urbaine (MLU) connaît en particulier un grand succès depuis 2010, comme reflet d’expérimentations en cours, entre autres en Allemagne et en France. Sur la base d’une analyse approfondie de six revues professionnelles utilisées comme corpus de données secondaires, la recherche s’interroge sur l’évolution différenciée de la MLU en France et en Allemagne. Elle a pour objectif une meilleure compréhension d’un objet de recherche complexe qui reste finalement peu étudié. L’investigation, fondée sur une méthodologie post hoc et longitudinale, fait émerger un grand nombre d’éléments et met en lumière l’évolution comparée de la MLU dans les deux pays retenus. Les résultats sont synthétisés dans une grille de lecture compréhensive identifiant des cycles de MLU et relevant la diversité actuelle des solutions techniques et organisationnelles. Ces solutions débouchent sur de nouvelles réflexions concernant entre autres l’action des Pouvoirs publics, et sur des retours d’expérience quant aux enjeux des différents types d’espaces logistiques urbains à implémenter. / In 2011, the world population exceeded 7.3 billion people, with more than 50% living in cities. This has not happened without generating many problems. Urban spaces, particularly in Europe, are already highly congested due to a growing of population, goods, and waste, all of which have a significant impact on the environment. Issues related to urban logistics naturally lead to more academic research, particularly in urban logistics mutualization (ULM), which has significantly increased since 2010 as a reflection of current experimentation, especially in Germany and France. Based on an in-depth analysis of six professional journals used as corpus of secondary data, the research question is to find out the differentiated development of the ULM in France and Germany. The objective of this doctoral thesis is to better understand the complex research subject, ULM, which is currently insufficiently studied. The investigation, based on a post hoc and longitudinal methodology, brings out a large number of items as well as highlights the comparative development of the ULM in these two selected countries. The results are summarized in a comprehensible reading grid identifying ULM cycles within the current diversity of technical and organizational solutions. These solutions lead to new ideas concerning the actions of public authorities, in turn providing feedback about the challenges of implementing urban logistics spaces.
