Existe a necessidade de analisar as especificidades do processo de redefinição da centralidade, ou seja, seus desdobramentos, suas dimensões, localizações e outros aspectos que favoreçam o seu entendimento em cidades de porte médio. As mudanças na organização espacial das cidades mostram o surgimento de novas áreas com expressivas atividades comerciais, de serviços e todo um fluxo que expressa a centralidade. Neste processo, ocorre a descontinuidade territorial urbana e a criação destes novos espaços que representam a sua fragmentação. Esta pesquisa estudou a reprodução do espaço urbano discutindo a questão da centralidade na cidade de Bauru SP. Assim, buscou-se compreender a formação das centralidades e os seus desdobramentos numa cidade média do interior paulista. Para tanto, foram privilegiadas as seguintes formas de pesquisa: teórica, empírica e histórica. No que diz respeito ao crescimento da cidade e ao desenvolvimento urbano a fase histórica teve como diretriz a relação tempo ¿ espaço. A discussão teórica partiu da questão do espaço para compreender a reprodução do espaço urbano como a sua territorialidade ¿ centralidade. Foi produzido material cartográfico sobre a nova organização espacial da cidade, destacando a sua centralidade. Finalmente os resultados desta pesquisa estarão disponibilizados ao poder municipal no sentido de contribuir com planejamento urbano municipal / Abstract: It is noticed in the analysis of the urban centralization that there is a certain interdependence between dynamics which involve the internal structure of the cities, concerning the new locals for trading equipment, the use of vehicles, and also other aspects which are found not only in big cities but also in medium-sized cities, which is the case of Bauru, a city in the countryside of Sao Paulo, Brazil. There is a need to analyze the specifications of the process to redefine centralization, that is, its growing, its dimensions, its locations, and other aspects which contribute to its understanding in medium-sized cities. The changes in the spatial organization of the cities promote the appearance of new areas which have significant trading activities and services as well as a flow which express this centralization. During this process, there is the occurrence of the urban territorial discontinuity and the foundation of these new spaces which represent their fragmentation. This research aims to study the urbanization process focusing on the centralization aspects in Bauru-SP. Thus, seeking for a better understanding of the centralization and its consequences in a medium-sized city. Therefore the following sort of researches will be envisaged: theoretical, empirical and historical. Concerning the growing in the city and the urban development, the historical phase will take as guideline the time-space relationship. The theoretical discussion will take the matters around space to realize the opening of urban areas like its territories-centralities. Some cartographic material will be prepared which will represent the results of such research concerning to a new spatial organization in the city with focus in its centralization. A cidade de Peruíbe apresenta, nas duas últimas décadas uma dinâmica que se traduz em um intenso crescimento urbano. A área urbanizada se expande em decorrência da implantação de novos loteamentos, modificando as características físicas do território, que passa a ser incorporado à cidade. Este estudo analisa a dinâmica urbana do município, confrontando a legislação vigente com a real configuração do território, identificando os padrões de uso da terra urbana. Essa investigação considera, também, o processo de ocupação do município ao longo do tempo, envolvendo a fotointerpretação de fotos aéreas de vários períodos (1962, 1997 e 2001/02). Este tema mostra-se como um excelente campo de aplicação de técnicas cartográficas baseadas na cartografia digital, no Sensoriamento Remoto e nos Sistemas de Informações Geográficas (SIGs) / The city of Peruíbe presents, in the last two decades a dynamism that shows an intensive urban development. The urbanized area expands as a consequence of the settlement of new land divisions, modifying the physical characteristics of the territory, which become gradually parts of the town. This study analyses the urban development opposing the current laws in force - with the real shape of the territory, identifying the patterns of the urban land use. This investigation considers, throughout the time, the process of the occupation of the town, using the photo interpretation of the aerial photos of many periods (1962, 1997 and 2001/02). This subject turns out to be an excellent application field of the cartographic techniques based on the digital cartography, in the remote sensing and in the Geographic Information System (GIS)

At this last advanced phase of capitalism, we have seen that beyond the race of production and consumption is declared the dispute between cities to become attracting spaces of this transnational and volatile capital. Thus, the necessity to think and strategically intervene at cities to create competitive environments starting from great entrepreneurship susceptive to great businesses and great economic transactions, with this generating corporative processes at spatial city organization. The strategic plan, tool, utilized in the business management, began to be an element that heads the actions of management of urban space guided by the principles of marketing. As a result, the city of Goiania begins to express the Social- Spatial transformations, present at conformation of a new territorial, ordainment, cited at urban corporatism, in the real state speculation and in the intense private investment, taking the city to equip the so called city marketing. Before this, the analysis of the evolution of Social Well-Being government and even the neoliberal government and the new forms to conceive the urban, incorporating the principles of strategic management, it became possible to elaborate the theoretically base and empiric of our job. / Com o acelerado processo de globalização da economia, as últimas décadas têm assistido a intensa urbanização, onde as cidades reafirmam seu papel como espaços que vem paulatinamente se adaptando as mudanças. Nesta última fase avançada do capitalismo, vimos que além da corrida pela produção e consumo, está declarada a disputa entre cidades, para tornarem-se espaços atraentes, para esse capital transnacional e volátil. Daí a necessidade de pensar e intervir estrategicamente nas cidades, para criar ambientes competitivos a partir dos grandes empreendimentos susceptíveis aos grandes negócios, às grandes transações econômicas e com isso gerar processos corporativos na organização espacial da cidade. O Planejamento Estratégico, ferramenta utilizada na gestão empresarial, passou a ser o elemento norteador das ações de agenciamento do espaço urbano, regido pelos princípios mercadológicos. A partir daí a cidade de Goiânia, passa a expressar as transformações sócio-espaciais presentes na conformação de um novo ordenamento territorial, pautado no corporativismo urbano, na especulação imobiliária e no intenso empreendedorismo privado, levando a cidade a se equiparar às chamadas city marketing. Diante disso, a análise da evolução dos governos do Bem-Estar Social até os governos neoliberais e as novas formas de se conceber o urbano, incorporando os princípios de gestão estratégica, tornou possível elaborar a base teórica e empírica de nosso trabalho.

To accomplish such task the study revisits basic concepts of Urban Planning, Urban Law and Right to the City disclosing the connection between the science of urban planning and related legal mechanisms which turn mandatory the conclusions of the studies and plans made under their guidelines. From this overview reviews the fundamentals of Urban Law in our country, considering the text of the Federal Constitution and the City Statute, from which are highlighted key themes of this branch of law in Brazil. Theoretical foundations that support the understanding adopted in the study are exposed with special considerations to the Theory of the Legal Hypothesis according to Engisch and the possibility of updating rules of the Constitution and Laws by virtue of changes within the society. And considering these assumptions the study analyzes the Urban Property according to the Brazilian legal context and its content highlighting key elements of their understanding, such as the phenomena of constitutionalization and democratization of the Civil Law and the social function of property. From this point it examines the building potential institute within Brazilian urban land highlighting the contraposition between the classic civilistic vision and the urbanistic perception on the subject. Once based on the study of the created land institute and on its main tools got from the City Statute it is possible to adopt a concept of building potential in urban sites that promotes urban planning. The analysis of the building potential as a legal good for urban real estate closes the study; and its characterization as a tool for regulating the urban environment due to the task constitutionally marked to provide sustainable cities for everyone is not a result of the property right; but actually it is a legal good that can be analyzed from different perspectives - urbanistic, civil and environmental / O presente estudo dedica-se a investigar a edificabilidade em solo urbano e a propriedade urbanística, assim como sua relação com o plano urbanístico e com o bem jurídico potencial construtivo na busca das cidades sustentáveis. Para realizar esta tarefa, revisita os conceitos básicos de urbanismo, direito urbanístico e de direito à cidade, mostrando a relação entre a ciência do urbanismo e os correlatos jurídicos que tornam exigíveis as conclusões dos estudos e planos elaborados sob suas diretrizes. A partir desta visão panorâmica, são analisados os fundamentos do direito urbanístico em nosso país, partindo-se do texto da Constituição Federal até o Estatuto da Cidade, do qual são destacados temas fundamentais deste ramo do direito no Brasil. São expostos, então, os fundamentos teóricos que dão suporte ao entendimento adotado no estudo, assim especialmente considerados a teoria da hipótese legal de Engisch e a possibilidade de atualização normativa dos textos constitucionais e legais por mudanças de fato e de valor ocorridas na sociedade. Com tais premissas, é realizada a análise da propriedade urbanística vigente no ordenamento jurídico pátrio e de seu conteúdo, destacando-se elementos essenciais à sua compreensão, tais como os fenômenos da constitucionalização e publicização do direito civil e o da função social da propriedade. Of initiation, it was examined whether, by making a logical interpretation-systemic of the constitutional text, pointing out the object of study of Urban Law, which constitutes a Right founder member of public policies, which needs the actuation of positive State for its implementation. Such action must give way if planned. With this, it was possible to determine that the planning is considered the main instrument for structuring of this branch of Law, whose competence has been assigned, by constitutional text, all the loved federative. All loved have a duty to deal with the urban planning, once that competence means a duty/power, a power linked to particular purpose. began to investigate the Metropolitan Region, institutional arrangement, whose creation has by immediate purpose establish a metropolitan planning integrated to deal of public functions of common interest. It has been detected that the ownership of these public functions is the Member State and of the Municipalities Regional members of the figure. Consequently, the preparation and execution of these functions should be given by these loved of shared form. It was concluded that it is incumbent upon the Member State, in addition to the creation of the Metropolitan Region, the organization, the planning and execution of public functions of common interest. It should ensure the participation of Municipalities that comprise the Regional figure and of civil society in the organization, planning and execution of public functions of common interest / O objeto deste trabalho é esclarecer o papel do Estado-membro no planejamento metropolitano diante do ordenamento jurídico urbanístico brasileiro. Partiu-se da premissa de que toda a ação estatal deve estar prevista, de forma implícita ou explícita na Constituição Federal. De início, procurou-se, fazendo uma interpretação lógico-sistêmica do texto constitucional, apontar o objeto de estudo do Direito Urbanístico, o qual constitui um Direito instituidor de políticas públicas, que precisa da atuação positiva do Estado para sua implementação. Tal atuação deve se dar de maneira planejada. Com isso, foi possível determinar que o planejamento seja considerado o principal instrumento de estruturação deste ramo do Direito, cuja competência foi atribuída, pelo texto constitucional, a todos os entes federativos. Todos os entes tem o dever de tratar do planejamento urbanístico, uma vez que competência significa um dever/poder, um poder vinculado à determinada finalidade. Passou-se a investigar a Região Metropolitana, arranjo institucional, cuja criação tem por finalidade imediata instituir um planejamento metropolitano integrado para tratar das funções públicas de interesse comum. Detectou-se que a titularidade dessas funções públicas é do Estado-membro e dos Municípios integrantes da figura Regional. Consequentemente, a elaboração e execução dessas funções deve se dar por esses entes de forma compartilhada. Concluiu-se que compete ao Estadomembro, além da criação da Região Metropolitana, a organização, o planejamento e a execução das funções públicas de interesse comum, devendo assegurar a participação dos Municípios que integram a figura Regional e da sociedade civil na organização, no planejamento e na execução das funções públicas de interesse comum

Zpracování územní studie jako podklad pro územní plán / Processing of territorial study as a basis for urban plan

The Diploma thesis deals with the elaboration of a proposal for the functional use of the territory. The solid area is located in the cadastral area of Vlkovice. It is a separate area, the so called excluzive town of Lišov, located in the South Bohemian Region. The main objective of the work is to elaborate the urban plan, in practice it means verifying, designing and assessing the possibilities and conditions of the changes in the given locality. Other objectives include acquaintance with the selected territory and its detailed description. It is primarily a description of the technical and transport infrastructure and other aspects. Part of the practical part will be the comparison of the most suitable scenario with similar localities in the Czech Republic as well as abroad. On the basis of the studied literature, the thesis also focuses on a representative selection of works by authors dealing with the topic of spatial planning and sustainable development, selected concepts and the territorial study as a land-use planning tool.

Urban Sprawl : how to prevent from urbanization to counterurbanization - the Research and Thinking of Compact City and Satellite City

Sprawl seems an inevitable phenomenon because of the rapid expansion in urban area. It has some negative consequences, such as long transport distance to work, high car dependence and inadequate facilities. Recently, it pointed as causing a lot of urban problems and the situation has been worsening. This thesis asks the question: could there be a conscious way to prevent this issue? To deal with it, this thesis firstly conducts an intensive study about theories of compact city and satellite city. In the second part, in order to investigate how those theories are reflected and implemented in real examples, this thesis analyzes two cases and discusses about how urban sprawl happened in London and Shanghai as well as to what extent theories were served in these two cities. The investigation produces some results related to the process of urbanization, common actions which authorities would take towards it, and some highlights in the pre-experience. So when facing with urban sprawl, the measure might be dealt with it in a more conscious way.

Methods and Tools for Mainstreaming Nature-based Solutions in Urban Planning

This thesis addresses three interlinked aspects that are relevant for mainstreaming Nature-based Solutions in urban planning. The first aspect concerns the integration and use of ecosystem service knowledge in spatial planning. A literature review aimed at analysing practical applications of ecosystem services in real-life planning processes and instruments reveals both the outcomes generated and the procedures adopted to integrate them, as well as the main advantages, constraints, enabling factors, and open issues associated with ecosystem service knowledge integration in spatial planning processes and instruments. The second aspect is related to the use of spatial assessments of ecosystem service demand to support an effective planning of Nature-based Solutions at the city scale. An approach is developed to allocate and prioritize Nature-based Solutions in cities in order to deliver ecosystem services for addressing the existing urban challenges while maximising the benefits for residents. The approach is tested in the case study area of Valletta (Malta), identifying the potential sites for the implementation of eleven types of Nature-based Solutions, assessing the demand for five priority ecosystem services, and identifying what type(s) of Nature-based Solutions, among the eleven proposed, should be implemented in each potential site, as well as the sites that should be prioritized first. The third aspect involves the promotion of the implementation of Nature-based Solutions in urban plans through the use of suitable policy instruments. A matrix that links the suitable instruments identified to different typologies of Nature-based Solutions reveals the range of instruments that can be deployed to promote the implementation of each type of Nature-based Solution. The matrix is then applied to analyse which instruments are currently deployed and which are not in the two urban plans covering the case study area of Valletta, hence the missing opportunities that could be further exploited.

The thesis deals in its first part with the urban design of the brownfield site in Brno in the Old Brno district. The analytical part deals with the issue of the zoning of urban plan and the results of the Mendel Square architectural competition. The proposed urban solution is based on a traditional block of flats combined with a solitaire and defines various public spaces. In the second part, the architectural design of a typical block and four multifunctional apartment buildings in it is proposed.
