Previous issue date: 2012-12-04 / Among the contemporary models of urban management, the urbanism linked to strategicb planning and based on implementation of urban projects has been a paradigm for cities that seek to stand out competitively in the contemporary urban context. This study analyzes whether current guidelines for strategic planning of the city of Sorocaba, compromized to building a new image for the city, contribute to the increase of the public sphere toward a more democratic, affordable and healthy city. In this research it will be presented examples of urban renewal based on the concept like the cases of Barcelona in the 80's decade as an example of successful strategic planning use in the management of cities. The case of Curitiba, held an urban restructuring through a mobility program and Bogot?, which promoted an urban renewal guided in actions of mobility and expansion of citizenship in search of social development of the city through the introduction of a
libraries network. Sorocaba, medium city inserted in the most complex metropolitan dynamic of the country - the southeastern Brazilian megalopolis - is the object study of
the research and will be discussed from the strategic guidelines and public policy programs of the municipal government, whose determinations have given rise to urban
projects built in the city. As discussion, it will be pointed relevant questions in order to increase the knowledge of urban planning towards of the construction of a democratic city through the use of strategic planning. / Dentre os modelos contempor?neos de gest?o urbana, o urbanismo vinculado ao planejamento estrat?gico e baseado na implanta??o de projetos urbanos tem sido um paradigma para as cidades que buscam se destacar competitivamente no contexto urbano contempor?neo. Este trabalho procura analisar se as atuais diretrizes de planejamento estrat?gico da cidade de Sorocaba, comprometidas com a constru??o de
uma nova imagem para a cidade, contribuem para a amplia??o da esfera p?blica em dire??o a uma cidade mais democr?tica, acess?vel e saud?vel. O desenvolvimento sustentável implica no reconhecimento da relação natureza-cultura; valorizando os recursos naturais e os sentidos culturais que mobilizam a construção social da história. É necessário vincular a complexidade ambiental ao processo de construção da identidade de um povo; seus costumes, tradições e crenças. A abordagem ecológica é a base para o resgate da relação afetiva cidadão-cidade, tendo como principais eixos de amarração o patrimônio cultural e os recursos hídricos, analisados de acordo com a evolução da cidade. Vers une prise en compte des potentialités des sols dans la planification territoriale et l’urbanisme opérationnel / Towards taking into account the potential of soils in urban planningBlanchart, Anne 14 November 2018 (has links)
Le développement des aires urbaines induit une amplification des enjeux environnementaux (e.g. qualité de l’air, îlot de chaleur urbain, inondation). Pour apporter une réponse à ces défis, la fabrique urbaine intègre progressivement les fonctions assurées par les écosystèmes urbains. Cependant, cette considération semble négliger les services écosystémiques rendus par la composante « sol » des aires urbaines. À ce titre, l’objectif du doctorat est d’appréhender les apports d’une prise en compte avancée des potentialités des sols urbains dans la planification territoriale et l’urbanisme opérationnel. Une enquête nationale auprès d’acteurs de la planification territoriale et des entretiens individuels avec des professionnels de l’urbanisme opérationnel ont été menés. Il en ressort que ces acteurs ont commencé à développer une considération systémique des sols urbains, dépassant leur vision initiale du sol comme simple surface foncière. Afin de formaliser la manière de prendre en compte les potentialités des sols urbains, des campagnes d’échantillonnage de sols ont été réalisées sur 10 sites de projets localisés au sein de trois aires urbaines aux contextes pédoclimatiques différents (Métropole du Grand Nancy, Métropole d’Aix-Marseille Provence, Nantes Métropole). Une description de profils de sols et leur caractérisation physico-chimique ont permis d’appréhender leur état et de mener une étude comparative de leur qualité. Il s’avère que près de la moitié des sols urbains étudiés n’étaient pas des sols fortement anthropisés (e.g. Anthrosols, Technosols) et étaient analogues à des sols agricoles voisins. Ils présentaient une très grande hétérogénéité de leurs propriétés, rendant complexe leur appréhension par les acteurs de la fabrique urbaine. Les données pédologiques ont alors été intégrées dans un outil d’aide à la décision, afin de les traduire en capacité des sols à assurer des fonctions et rendre des services écosystémiques. Il s’est avéré que les sols fortement anthropisés pouvaient présenter des niveaux de services écosystémiques équivalents, voire supérieurs, à ceux fournis par certains sols agricoles, pouvant répondre aux enjeux environnementaux, sociaux voire économiques des aires urbaines. L’intégration de ces informations lors de différentes étapes de mise en œuvre d’un projet urbain peut contribuer à améliorer la durabilité des aires urbaines, en optimisant l’usage des sols urbains et en préservant les plus multifonctionnels d’entre eux / Urban areas, in addition to global environmental issues, concentrate major local environmental concerns such as air quality, urban heat island and flood mitigation. To tackle those issues, every land surface should be considered as a potential supplier of ecosystem services. However, the urban soils contribution remains poorly assessed up to now. As a result, there is a strong lack of consideration by urban planning of the services that urban soils could provide. So, the main goal of this PhD is to propose a methodology that facilitates an advanced integration of urban soils potentials in urban planning. A national survey and some individual interviews with actors of urban planning were conducted. These actors have progressively developed a systemic consideration of urban soils, and do not yet consider them only as land surfaces. Then, soil sampling campaigns were carried out on 10 urban projects, located in three urban areas with contrasted pedoclimatic contexts (Métropole du Grand Nancy, Métropole Aix-Marseille Provence, Nantes Métropole). The description of the pedological pits and the physico-chemical characterization of soil samples led us to conduct a comparative study of their quality. It appears that 49% of the studied soils were not highly anthropized soils (e.g. Anthrosols, Technosols) and presented bio-physico-chemical properties which were similar to surrounding agricultural soils. The results also showed that the highly anthropized soils presented a high variation of their properties. The results of the physico-chemical characterization had been feed into a decision support tool. This DSS could evaluate the capacity of an urban soil to provide some fonctions and ecosystem services. It appears that the highly anthropized soils were able to provide levels of ecosystem services that were equivalent to, or even higher, than those provided by agricultural soils. In result, it has been demonstrated that urban soils could provide some ecosystem services in order to answer to environmental, social and economic challenges. So, the consideration of the potential of soils in an urban project could contribute to improve sustainability of cities, by optimizing the uses of urban soils and preserving the most multifunctional

Cette thèse porte sur l'analyse des processus de production des œuvres d'art urbain (de l'art pérenne au street art) pendant la régénération urbaine. L'art joue-t-il un rôle de révélateur, de socle voire de catalyseur du développement des territoires dans un contexte de société événementielle et de compétition métropolitaine ? Ce questionnement prend principalement appui sur une opération d'aménagement dans la métropole parisienne (Zone d'Aménagement Concertée Paris Rive Gauche) et mobilise des cas satellites en Ile-de-France, qui font/ou ont fait l'objet de la prise en compte d'actions artistiques. D'abord, l'idée est de démontrer que l'art joue un rôle grandissant dans et pour le projet urbain, en examinant l'évolution de ses formes, de ses spatialités et des enjeux territoriaux et touristiques qu'il doit servir depuis l'engagement de l'opération en 1991. De plus, il s'agit de mettre en lumière les contraintes, les reconfigurations et les hybridations des pratiques des acteurs des mondes de l'aménagement et de l'art, ainsi que la prise d'importance de professionnels à la croisée de ces mondes, incarnés par les galeristes de street art dans Paris Rive Gauche. Enfin, cette étude se penche sur les effets de la promotion de l'art- et en particulier du street art - sur le statut de centralité et l'image des territoires valorisés. En quoi agit-elle sur la valeur internationalisée de cette image et la transformation des espaces publics en espaces de galeries ? Une attention est portée sur la reproduction de projets similaires dans différents contextes géographiques, les mécanismes de fonctionnement des acteurs impliqués dans les projets et leurs circulations spatiales. / The purpose of this research is to analyse the production processes of urban artworks (from perennial art to street art) within urban regeneration. Does art represents a witness, a base or even a catalyst of the development of territories within the context of the event society and the metropolitan competition? This questioning is mainly based on a development operation in the Parisian metropolis (Zone d'Aménagement Concertée Paris Rive Gauche) and mobilizes satellite examples in Ile de France, which are or have been the subject of artistic actions. This thesis first of all demonstrates that art plays a growing role in and/or the urban project, by examining the evolution of its forms, its spatial features and the territorial and tourist issues that it must serve since the beginning of the operation in 1991. ln addition, it highlights the constraints, the reconfigurations and hybridizations of the behavior of the professionals in the fields of urban and art, well as the growing importance of figures at the crossroad of both fields such as street art galleries in Paris Rive Gauche. Finally, it analyses the effects of the promotion of art - specifically street art - on the status of centrality and the image of the territories. How does it affect the internationalized value of this image and does it transform public spaces into gallery spaces? For this purpose, a special attention is given to the reproduction of similar projects in different geographical contexts, the behavior of the actors involved in the projects and their spatial circulations.

Previous issue date: 2014-12-18 / The Paranapiacaba's Railway Village is a living example of an urban
agglomeration, scenario of socio-cultural events built by man in a memorable
season, paced by technological advance, marked by antagonism of territorial and
cultural occupations that consolidated its identity. With more than a century, the
Paranapiacaba's village, built by the british company Sao Paulo Railway - SPR,
became an important historical and cultural heritage, due to technological
innovations introduced by the british in the nineteenth century, which enabled the
construction of the railway, the use of modern rail equipments and the introduction of
an urbanization model far beyond from the known in Brazil. In the period between
1999 to 2014, were developed and partially implemented a sustainable development
plan of Paranapiacaba's village, called Heritage Plan, which aims to promote the
social, economic and environmental development of the village, from tourism and
preservation of some tumbled buildings in order to promote areas for visits and
culture. This work aims to critical analysis of the so called Heritage Plan, as its
design and implementation process, whose results depend on a set of forces and
actors, as well as a non neutral system of decisions, fruit of technical-political
postures and actions, in addition to tensions that engenders. Currently it is observed
that despite this plan, residents do not seem to benefit from consistent results with
regard to the development of the region. We look into what are the causes of this
apparent stagnation and results below expectations, and this questioning is that led
to the motivation of this work and the definition of its temporal and spatial
boundaries. / A Vila de Paranapiacaba é um exemplo vivo de um aglomerado urbano, palco
de acontecimentos socioculturais construídos pelo homem em uma época
memorável, compassada pelo avanço tecnológico, marcada pelos antagonismos das
ocupações territoriais e culturais que consolidou sua identidade. Com mais de um
século de existência a Vila de Paranapiacaba, construída pela empresa inglesa São
Paulo Railway SPR, tornou-se um importante patrimônio histórico e cultural, devido
às inovações tecnológicas trazidas pelos ingleses no século XIX, as quais
possibilitaram a construção da linha férrea, o emprego de modernos equipamentos
ferroviários e a introdução de um modelo de urbanização muito além do que até
então o Brasil conhecia. No período de 1999 a 2014, foi elaborado e parcialmente
implementado o Plano de Desenvolvimento Sustentável da Vila de Paranapiacaba,
denominado Plano Patrimônio, que visa promover o desenvolvimento
socioeconômico e ambiental da Vila de Paranapiacaba, a partir do turismo e da
preservação de alguns imóveis tombados com o objetivo de promover espaços de
visitação e cultura. Este trabalho visa à análise crítica do denominado Plano
Patrimônio, como processo de concepção e implementação, cujos resultados
dependem de um jogo de forças e atores, bem como de um sistema de decisões
que não é neutro, sendo o fruto de posturas e ações do poder técnico-político e das
tensões que engendra. Observa-se que apesar desse plano, os moradores não
parecem se beneficiar de resultados consistentes no que se refere ao
desenvolvimento da região. Indaga-se quais seriam as causas dessa aparente
estagnação e resultados aquém das expectativas, sendo esse questionamento o
que possibilitou a motivação deste trabalho e a definição de seu recorte temporal e
espacial.

Processo de projeto em que se consideram as interfaces disciplinares do conhecimento, valoração estética, necessidades sociais, dinâmicas ambientais e urbanas. E mostra enfim o potencial transformador e ordenador que o Projeto possui; transformando lugares em melhores lugares. / The current study shows that by understanding and sensing the Landscape it is possible to unveil the guidelines defining a Project charged with local meanings and values. The study shows the path from perception of the Landscape in Juquery State Park and its immediate surroundings to the process for Vale do Juqueri Parks Project off Highway SO 023 Luis Salomao Chamma. In this projects process, the interfaces of knowledge, aesthetic values, social needs, and the environmental-urban dynamics are taken into consideration. The study unveils the Projects potential to change and to order therefore transforming places into better places.

She is found on the international diffusion of the project logic as norm to make and to arrange the city. Diffusion that drive us to examine the communicational practice that the project allow. The norm project, today shared, does it imply some similarity in terms of communication? In a multipartenarial context, how does he organize the meeting apparatus? Until what point does to make the city imply him the involvement of the inhabitants? What are the issues of the communication that go with project? Two fields have been mobilized in a comparative perspective; the urban shutter of the Contract Getting out of Debt Contract Development (C2D) of Douala and the Big Urban Project (GPU) of Lille. 33 interviews, non participant observation, working papers and a significant corpus of press served to support a conceptual armature resting on the notions of apparatus and communication activity. The main results show a strong salience of communicational dissimilarity in the studied projects. These differences must be put in perspective with specific institutional contexts. Indeed, the communication in the C2D of Douala is minimal, implemented by internal actors to the Urban Community of Douala, but external to the team of project. In the case of the GPU, the implementation of the communication leans on outside operators to the project team, although the communicational activity is drived by the members of the aforesaid team. The place of the inhabitants deal to see a minimal involvement of the Douala casa whereas. In the Big Urban Project of Lille, we see an active continuum of the simple consultation to the coproduction of some facilities. Finally the accompaniment communication includes a strongsymbolic dimension in Lille whereas in Douala, it limits herself to evenementialisation who deserve of the Government Delegate close to the Douala Urban City Council.

Basé sur l’observation in situ d’une agence parisienne d’une vingtaine de personnes entre 2010 et 2013, notre travail définit trois axes de recherche autour : des approches, contenus et statuts accordés au développement durable par les concepteurs ; des systèmes de valeurs portés par les concepteurs et leur évolution à l’épreuve du développement durable ; des compétences et du rôle des concepteurs dans la fabrique urbaine au prisme du développement durable. La démonstration met en lumière la diversité des approches et statuts accordés à celui-ci. Les compétences apparaissent comme un enjeu d’appropriation cognitive et opérationnelle, mais aussi de concurrence interprofessionnelle. En outre, les concepteurs s’appuient sur des systèmes de normes et de valeurs répondant aux logiques parfois contradictoires des mondes marchand, industriel, civique, de l’opinion, et de l’inspiration (Boltanski, Thévenot, 1991). Les tentatives d’appropriation du développement durable renforcent plus qu’elles ne transforment les tensions entre ces logiques. Cette thèse vise à enrichir la connaissance des mécanismes d’appropriation du développement durable par les acteurs de l’aménagement et de l’urbanisme. Elle participe à la compréhension des modes de fonctionnement d’un acteur particulier : le concepteur appréhendé dans le collectif de l’agence. / This thesis examines the ways in which designers in architecture, urbanism and landscaping agencies take sustainable development into account in their professional practices. It looks at what their attempts to appropriate sustainable development reveal about the operations of such organizations, the place of the latter in the project process, and the diverse positions and values that can develop as a result. Based on the in situ observation of a Parisian agency of about twenty designers between 2010 and 2013, our work has led to the definition of three axes of research : the approaches, contents and statuses that the designers attribute to sustainable development ; the designers’ value systems and how these evolve when they are faced with sustainable development ; the designers’ skills and roles in creating sustainable cities. The findings highlight that there is diversity in the designers’ approaches and priorities with regard to sustainable development. Skills appear to play a role in cognitive and operational appropriation, but also in the competition between professions. Furthermore, designers base their practices on norms and values that stem from the sometimes conflicting logics of the market, industrial, civic, fame and inspired worlds (Boltanski, Thévenot, 1991). The designers’ attempts to appropriate sustainable development reinforce rather than transform the tensions between these logics. This thesis aims to increase the knowledge about the mechanisms at play when urban design stakeholders adopt sustainable development. It contributes to a better understanding of the modes of operation of designers, observed in the environment of their agency.
