For providing education quality particular methods, norms, standards and procedures are used. However, traditionally quality in universities is understandable still very narrowly – as attention to particular education quality aspects. It‘s very important for quality conception to include not just the programmes, but workers, rooms, administration, methods of training, collaboration with specialists preparation branch and so on. Quality evaluation of study programmes problems overseas are being analysed a long while ago, but in Lithuania these researches are much less developed and still no data found about quality evaluation of study programmes reliance on evaluation conception and it‘s base factors. The purpose of this research paper is to determine practical use of quality evaluation model and prerequisites in Lithuanian universities.

Šiame darbe aprašomas informacinių technologijų paslaugų tiekėjo procesų gebėjimo vertinimo modelis, paremtas eSCM-SP įvardytomis praktikomis ir leidžiantį atlikti vertinimą pagal ISO 15504-2:2003 reikalavimus. Constructed model implements requirements for process assessment models, defined by ISO 15504-2 standard and is based on the practices taken from the „eSourcing Capability Model for Service Providers“ capability model. Yet it is to be mentioned that close cooperation with other transport industries and ro-ro terminals is not always attainable what consequently enhance the impact of factors affecting ro-ro transport and lessen attractiveness of such transportation, reduce cargo flow in general. Common Assessment Framework (CAF) serves as a means of helping organizations of public sector to handle the methods of quality management to improve their work. The assessment criteria of this framework are recognized all over Europe and provide the organization itself with an opportunity of self assessment, satisfy the need to see the progress it makes and compare its work with the work of those institutions organizing of the same type, not only in its native country but all over the European Union as well. Common Assessment Framework has been used or is still being put into practice in 8 Lithuanian organizations of public administration. This work presents CAF being put to practical use assessing the work of a secondary school. It has been stated that the method of comparison is not used efficiently enough in the school; witch would lead to better results trying to achieve its goals and expand the opportunities. The strong sides of the school have been explored together with the spheres of work to be improved and a number of recommendations for strategic planning have been given.
