The impact of smallholder irrigation and water security on household welfare : the case of Tugela Ferry irrigation scheme in KwaZulu-Natal, South Africa.

Smallholder irrigation has been promoted across the developing world as a means of poverty reduction and rural development. The potential of smallholder irrigated agriculture in alleviating rural poverty has led the South African government to prioritise and invest in irrigation establishment, rehabilitation and revitalisation. However, the extent to which smallholder irrigation has been able to reduce poverty in the rural areas of South Africa is not well understood. This study, therefore, aimed to contribute to smallholder irrigation literature in two ways. The first objective of this study was to conduct an in-depth impact evaluation of the Tugela Ferry smallholder irrigation scheme on household welfare using the treatment effect and propensity score matching (PSM) methods. Secondly, the study sought to investigate the determinants of household water security, and how the level of water security subsequently affects the farmers’ household welfare. A stratified random sampling technique was used to obtain a sample of 186 irrigators and 70 non-irrigators in the Tugela Ferry area. Descriptive analysis highlighted that although the demographic characteristics of the farmers were not significantly different, the irrigators were characterized by better welfare indicators compared to non-irrigators. The Foster Greer Thorbecke (FGT) poverty indices also indicated that poverty incidence was more pronounced among non-irrigators than among irrigators. The results from the econometric models indicated that irrigation access plays an important role in the welfare of rural households, with irrigators consuming about R2,000 per adult equivalent per year more than the non-irrigators. While irrigation access is important, this study concluded that the poverty reduction effectiveness of smallholder irrigation can further be enhanced by ensuring that the irrigators are water secure. Factors such as age, off-farm income, duration of scheme membership, occurrence of conflicts, method of pumping water, location in the scheme and access to agricultural training influenced household water security. The study recommends that investments in smallholder irrigation should continue for poverty reduction, and that priority should be in ensuring water security not just irrigation participation. The study also recommends the introduction of small motorised pumps among the gravity-reliant irrigators and farmer training on water conservation techniques to improve the farmers’ water security in the smallholder irrigation schemes. Para consolidar sua positivação e realizar esse Direito os governos estabelecem diferentes normas, ações, medidas e planos que tratam também fatos indispensáveis desse direito como a disponibilidade, o acesso e a qualidade dentro da Gestão Integrada dos Recursos Hídricos [GIRH] a fim de fortalecer sua segurança hídrica. No entanto, a garantia do acesso à água potável para toda a população enfrenta inúmeros desafios, e a América Latina não é a exceção. Brasil e Colômbia, os dois países com a maior oferta hídrica na região, não têm conseguido garantir o acesso ao recurso para toda sua população. Assim, o objetivo deste documento é compreender e estudar o Direito Humano à água e sua positivação nos casos do Brasil e da Colômbia. A metodologia consistiu, numa primeira fase, na indagação e estudo do Direito Humano à água e seu desenvolvimento no Direito Internacional. Em uma segunda fase se realizou uma análise comparativa usando uma matriz e aplicando o modelo dedutivo, o qual permitiu determinar as convergências e divergências entre os dois contextos para cada tópico escolhido, em cada marco legal. Nesse viés foram avaliadas: a Constituição Política do Brasil de 1988, a Constituição Política da Colômbia de 1991, uma jurisprudência de cada país onde tenha existido algum pronunciamento sobre o direito ao acesso à água, as Políticas Nacionais de Recursos Hídricos dos dois países e os tratados internacionais de meio ambiente e de Direitos Humanos, os quais tratam esse Direito de maneira explícita e implícita. A análise realizada na matriz comparativa permitiu compreender e estudar como varia a positivação do Direito à água nos dois ordenamentos jurídicos, identificando se tem sido inserido de maneira explícita ou não nessas normas; igualmente evidenciou-se que a terminologia e intenções legislativas com relação ao acesso à água em cada país partilham algumas características, mas são diferentes. Finalmente, na primeira aproximação à efetivação desse Direito Humano no Brasil e na Colômbia, observou-se que apesar da tutela direta e indireta que tem no nível nacional e internacional e aos esforços políticos e institucionais de ambos países, ainda existem milhares de pessoas sem abastecimento de água por parte do Estado. / Water is essential for life. Therefore, the protection of the resource and access has been included in several international scenarios of environment, health, food security and Human Rights, getting in 2010 that access to drinking water were recognized as a Human Right by The United Nations [ONU]. This inclusion means that the Human right to water is now a legal right with supranational protection, which reaffirms the responsibility of each country to guarantee it to its population. In order to achieve this right, governments establish different norms, actions, measures and plans that also deal with essential facts of this right such as availability, access and quality by Integrated Water Resources Management [IWRM], in order to strengthen their water security. However, access to drinking water for the entire population faces many challenges, and Latin America is no an exception. Brazil and Colombia, two countries with the largest water supply in the region have not guaranteed that access to the resource for their entire population. The objective of this paper is to understand and study the Human Right to water and its realization in the case of Brazil and Colombia. The methodology consisted first, in the investigation and study of the Human Right to water and its development in the International Law. In a second time was made a comparative analysis, which was performed using a matrix in a deductive model. It allowed to determine the convergences and divergences between the two contexts for each item chosen in each legal framework which were: the Political Constitution of Brazil 1988, the Political Constitution of Colombia 1991, a case-law of each country where there has been some pronouncement on the right to access to water, the National Policy of Water Resources of the two countries and the International Treaties on Environment and Human Rights to include that right explicitly and implicitly. The analysis made in the comparative matrix made it possible to understand and study how the positivization of the Right to Water varies in the two legal systems, identifying t is explicitly or not in these norms; it was also shown that the terminology and legislative intentions regarding access to water in each country share some characteristics, but they are different. Finally, in a first approach to the realization of this Human Right in each country, it was observed that despite the direct and indirect tutelage that it has at National and International Law and the political and institutional efforts of both countries, there are still thousands of people without water supply by the State. / El agua es esencial para la vida, por lo tanto, la protección tanto del recurso como del acceso al mismo se ha incluido en varios escenarios internacionales de medio ambiente, de salud, de seguridad alimentaria y de Derechos Humanos, consiguiendo que la Organización de Naciones Unidas [ONU] en el año 2010 reconociera el acceso al agua potable como un Derecho Humano. Esta inclusión significa que el derecho humano al agua es ahora un bien jurídico de protección supranacional, lo que reafirma la responsabilidad de cada país para garantizarlo a su población. Para positivar y realizar este derecho, los gobiernos establecen diferentes normas, acciones, medidas y planes que también se ocupan de hechos esenciales de este derecho como la disponibilidad, el acceso y la calidad dentro de la Gestión Integrada de Recursos Hídricos [GIRH], con el fin de reforzar su seguridad hídrica. Sin embargo, la garantía del acceso al agua potable para toda la población enfrenta muchos desafíos, y América Latina no es una excepción. Así, el objetivo de este trabajo es comprender y estudiar el Derecho Humano al agua y su positivación en el caso de Brasil y Colombia. Relative contribution of land use change and climate variability on discharge of upper Mara River, Kenya

Study region Nyangores River watershed, headwater catchment of Mara River basin in Kenya. Study focus Climate variability and human activities are the main drivers of change of watershed hydrology. The contribution of climate variability and land use change to change in streamflow of Nyangores River, was investigated. Mann Kendall and sequential Mann Kendall tests were used to investigate the presence and breakpoint of a trend in discharge data (1965–2007) respectively. The Budyko framework was used to separate the respective contribution of drivers to change in discharge. Future response of the watershed to climate change was predicted using the runoff sensitivity equation developed. New hydrological insights for the region There was a significant increasing trend in the discharge with a breakpoint in 1977. Land use change was found to be the main driver of change in discharge accounting for 97.5% of the change. Climate variability only caused a net increase of the remaining 2.5% of the change; which was caused by counter impacts on discharge of increase in rainfall (increased discharge by 24%) and increase in potential evapotranspiration (decreased discharge by 21.5%). Climate change was predicted to cause a moderate 16% and 15% increase in streamflow in the next 20 and 50 years respectively. Change in discharge was specifically attributed to deforestation at the headwaters of the watershed.

The theoretical part is focused on the build heating with solid fuels specifically pellets. In the calculation part is processed the proposal of heating systems, the heat sources, the water heater and other equipment. The last part of the project includes a technical report and drawing documentation at the level of implementation of the project.

Detta examensarbete består av en resiliensanalys av ett stadbyggnadsprojekt i området Ulleråker, straxsöder om Uppsalas stadskärna. Resiliensanalysen kan bidra med perspektiv till planeringen för att säkraUppsalas dricksvattenförsörjning då stadsbyggnadsprojektet, enligt programförslaget, är planerat attligga på känsliga delar av Uppsalas grundvattentäkt och därför riskerar att förorena grundvattnet.Området Ulleråker ligger inom zon för vattenskyddsområde. Resiliensanalysen har tidigare inte använts i stor utsträckning för planeringkontexten och metoden hardelvis kritiserats för brister i praktisk användbarhet. Examensarbetet ämnar därför till att fylla håletmellan teori och praktik och därför testa metoden på ett praktiskt planeringsfall (Ulleråker) och ommöjligt föreslå förbättringar för dess användbarhet. Dessutom ska examensarbetet bidra till denpraktiska fallstudien för Ulleråker där Sweco och Uppsala kommun får nya perspektiv kring vilkaaspekter som är relevant att inkludera i planeringen. Metoden följer Resilience Alliance praktikerns handbok ”Assessing Resilience in Social-EcologicalSystems: Workbook for Practitioners”, vilken används för att analysera systemet utifrån handbokensfem steg, inkluderat vägledande frågor. Det första steget fokuserade på att definiera systemgränser samtidentifiera huvudproblem. Det andra steget handlade om systemdynamik i form av den adaptiva cykelnoch önskvärda eller icke önskvärda systemlägen. Det tredje steget fokuserade på tvärvetenskapligasamverkansprocesser mellan andra system på högre och lägre nivåer. Det fjärde steget handlade omaktörssamverkan. Slutligen, i det femte steget, sammanfattades analysen och adaptiva lösningar försystemet diskuteras vilka kan användas för att bygga ett resilient system. Analysen avstadsbyggnadsprojektet Ulleråker gjordes utifrån tillgängligt underlag från planprocessen samtintervjuer av nyckelpersoner, och fokuserade på riskerna för grundvattentäkten och ytvattnet i Fyrisån. Slutsatserna från resiliensanalysen är att metoden är svår att använda i en komplex planeringkontextutifrån handbokens utformning och fokus på mindre komplexa system. Även om det finns vissabegränsningar i analysmetodens praktiska användbarhet finns det faktorer som kan bidra tillplaneringskontexten, t.ex. ett ökat systemtänkande (Ulleråker som system), risktänk kringtröskeleffekter (irreversibel förorening av grundvattentäkten) samt längre tidsperspektiv (framtidaosäkerheter). Modellen ball-in-the-basin med systemlägen är relevant för att förstå ett systems önskade,oönskade eller irreversibla förändring liksom den adaptiva cykeln för att systemet ständigt utvecklas.Dessutom är en viktig poäng med de tvärvetenskapliga interaktionerna att kunskapen från systemetsminne bör utnyttjas i större grad. Finns redan kunskapen inom kommunen bör det social-ekologiskasystemet mycket snabbare kunna återhämta sig och återgå till ett fungerande dricksvattensystem (högresystemnivå). Resiliensanalysen har också identifierat och diskuterat strategiska åtgärder, som skullekunna skapa ett mer resilient Ulleråker, bland annat i form av att öka samverkansprocesserna(governance) och att initiera förändring. Avslutningsvis är de viktigaste slutsatserna kopplade till de tre pelarna: Social-ekologiska system(systemtänk), komplexa adaptiva system (risker för tröskeleffekter och att utvecklingen inte alltså skerlinjärt och förutsägbar utan inkluderar stora osäkerheter) samt utveckling över skalor av tid och rum(långa tidsperspektiv, men också olika geografiska skalor). Eftersom det utifrån handbokens utformningkrävs kunskap kring resiliens från analysören och dessutom mycket tid och resurser som det sällan finnsgott om i planeringsprocessen bör dessa tre pelare, tillsammans med anpassningsbarhet,omställningsbarhet och specifik samt generell resiliens, implementeras i traditionell planering. / This master thesis contains of a resilience assessment of an urban development project in the area called Ulleråker, a bit south of the center of Uppsala city. The resilience assessment aims to give newperspectives for obtaining water security in Uppsala, since the program proposal affects sensitive areasof the groundwater aquifer of Uppsala and is posing risks of contaminating the ground water aquifer.The area of Ulleråker is highly sensitive and therefore secured by a water protection area. The resilience assessment has not earlier been used to a large extent in the urban planning context andthe method has earlier been criticized for lack of practical usefulness. The thesis aims to fill the gapbetween scientific studies of practical cases. The method is therefore used on a practical case (Ulleråker)and propose improvements connected to the usability. The thesis should also contribute to the case,Ulleråker, where Sweco and the municipality of Uppsala are given new perspectives of what should beimportant to consider in planning. The method is based on the Resilience Alliance’s workbook ”Assessing Resilience in Social-EcologicalSystems: Workbook for Practitioners”, which is used to analyze the system based in five steps, includingguiding questions. The first step of the workbook focused on defining the system and limiting the systemtogether with identifying main problems. The second step of the assessment focused on the systemdynamic exploring the adaptive cycle as well as desired and undesired system regimes. The third stagefocused on interactions between different hierarchical levels of time and scale. The fourth stage focusedon governance, and on how actors cooperate with decision-making. The last stage focused onsyntezeising the assessment findings and adaptive solutions for building resilience. The analysis ofUlleråker is based on already completed investigations and material from the planning process togetherwith interviews of main actors and is focused on risks connected to ground- and surface water. The conclusions are that the resilience assessment is hard to use in a planning context with theconformation of today. Even though there are difficulties, the assessment can contribute with factors asthe resilience thinking about social-ecological systems (Ulleråker as a system with social and ecologicalsystems interacting), risks of thresholds (contaminating the groundwater) and the longer timeperspective (future uncertainties), to the planning context. The model ball-in-the-basin with systemregimes are relevant to understand the systems desirable, undesirable or irreversible development andthe adaptive cycle for the constant development (adaptation and transformation) of the system. Anotherimportant aspect with the cross-scale interactions (between levels) are to a higher extent use the memoryof the system. If the knowledge already exists in the municipality, the social-ecological system wouldbe able to reorganize faster and return to a functional drinking water system (on higher level). Theresilience assessment has also identified strategic actions that possibly could create a more resilientUlleråker, by for example increase the governance and initiating change. In conclusion, the most important aspects of the assessment to bring in to the planning process are thethree aspects: Social-ecological system (resilience thinking), complex adaptive system (risks connectedto thresholds and non-linear development including uncertainties) and cross-scale interactionsdevelopment (long time perspectives and geographical scales). The conformation of the workbookrequires great knowledge about resilience from the assessor, and there are seldom enough time andresources available in the conventional process. The three aspects together with adaptability,transformability and specified and general resilience should be implemented in conventional planning.

Water security and ecosystem-based adaptation in the headwaters of Cantareira Water Supply System, Brazil / Segurança hídrica e adaptação baseada em ecossistemas nas bacias de cabeceira do Sistema Cantareira, Brasil

Water quantity, availability and, particularly, quality of Brazilian freshwater is under progessive degradation due to Anthropocene\'s environmental changing conditions. Strategies of Ecosystem-based Adaptation (EbA) are essential to mitigate these impacts. This Ph.D. thesis proposes a new model of water resources management, thereby integrating selfpurification and ecohydrologic processes to evaluate ecosystem services from watershed under change. In Chapter 2, this thesis examinates the payment for hydrologic cosystem services (Water-PES) in Brazilian Atlantic Forest and points ecohydrologic variables useful for assessing and further valuing hydrologic services. In Chapter 3, this thesis discusses proposals for freshwater monitoring plan which integrate quali-quantitative aspects for EbA and Water-PES projects. Therefore, in Chapter 4 experimental quali-quantative freshwater data from in-situ field observations are investigated according land-use/land-cover (LULC) in headwaters of water supply systems. In Chapter 5, through simulated impacts on freshwater yield from scenarios of LULC change, the grey water footprint (greyWF) is assessed, as well as environmental sustainability of sub-basins is depicted from a new ecohydrologic index for assessing hydrologic services. The methodology is performed using through field sampling and lab-analysing of physico-chemical, biologic and hydraulic variables in nested sub-basins draining to the Cantareira Water Supply System, in Sao Paulo and Minas Gerais states, Brazil. These areas participate in the Water-PES projects Water Producer/PCJ and Water Conservator at headwaters of Piracicaba watershed, during recent severe drought conditions between years 2013-15. The greyWF is estimated from outputs of time series simulated through ecohydrologic model Soil and Water Assessment Tool (SWAT). Under assumption of continuity of Water-PES projects, and using the same series of hydrometorological records for a common period (2008-2014), freshwater quali-quantitative impacts are performed through three LULC scenarios: past situation \"S1\" (year 1990), current situation \"S2\" (year 2010) and future situation \"S2+EbA\" (year 2035). From these scenarios, flow and load duration curves, mean water yields, greyWF and seasonal variabilities, were simulated. Through this research, continuous-monitoring Data Collecting Stations were installed in public-private partnership encompassing EESC/USP, ANA, CPRM, CEMADEN, SMA, TNC, WWF and local mayors. This continuous monitoring is addressed to increase the system resilience, based on better decision-making for water security, in strategic headwaters not only for water supply, but also for environmental conservation. This doctoral thesis brings contributions to a better comprehension of anthropic impacts on water resources and for strategies of EbA in front of progressive rates of losses of ecosystem services. Estratégias de adaptação baseadas em ecossistemas (EbA) são essenciais para reduzir estes impactos. Propõe-se um novo modelo de gerenciamento de recursos hídricos que integre a pegada hídrica cinza e processos ecohidrológicos para avaliação dos serviços hidrológicos em bacias hidrográficas sob mudanças. As etapas da pesquisa são: Capítulo 2 – análise dos projetos de pagamentos por serviços ambientais de proteção às bacias hidrográficas na Mata Atlântica brasileira e, no contexto de EbA, indicação de variáveis ecohidrológicas úteis na quantificação e futura valoração dos serviços hidrológicos; Capítulo 3 – desenvolvimento de plano de monitoramento ecohidrológico que integra aspectos qualitativos e quantitativos dos recursos hídricos para projetos de EbA; Capítulo 4 – provisão de dados experimentais de qualidade e quantidade da água, além de observações in-situ, para investigação das influências das mudanças de uso e ocupação do solo nas cabeceiras de mananciais, estratégicos para o abastecimento público e a conservação ambiental; Capítulo 5 – estimativas da pegada hídrica cinza para nitrato, fósforo total e sedimentos a partir do monitoramento de variáveis quali-quantitativas em bacias com diferentes condições de uso e ocupação de solo. Foi realizada a instalação de três Plataformas de Coleta de Dados, por meio de parceria entre EESC, ANA, CPRM, CEMADEN, SMA, TNC e WWF, visando aumentar a resiliência do sistema, decorrente de futuro aprimoramento da gestão, para a segurança hídrica. A metodologia incluiu coletas em seis diferentes períodos, durante dois anos, e análises das variáveis condutividade elétrica, cor, DQO, DBO5,20, nitrato, nitrito, nitrogênio amoniacal, fosfato, pH, turbidez, sólidos totais, coliformes termotolerantes, Escherichia coli, medidas de vazões e velocidades médias em seções transversais. O método foi aplicado em microbacias participantes dos projetos Produtor de Água/PCJ e Conservador das Águas, dentre outras, com áreas de drenagem entre 7 e 1.000 km2, que contribuem para a bacia do rio Piracicaba (12.530 km2). Dados primários, medidos em recente período de severa estiagem no Sistema Cantareira (2013-14), foram integrados aos bancos de dados de órgãos gestores federais e estaduais. A produção de água foi maior em sub-bacias menos florestadas. Foi possível aprimorar a regionalização de cargas poluidoras por área de drenagem na região do Cantareira. A pegada hídrica cinza (WF) foi estimada a partir de simulações no modelo ecohidrológico Soil and Water Assessment Tool (SWAT). Curvas de permanência de vazões e carga poluidora por área de drenagem foram elaboradas. Supondo-se a continuidade dos projetos \"Produtor de Água/PCJ\" e \"Conservador das Águas\", foram investigados os impactos de cenário futuro de uso do solo. Finalmente, foi desenvolvido novo índice ecohidrológico para quantificação dos serviços hidrológicos e avaliação a sustentabilidade das sub-bacias, a partir da pegada hídrica cinza composta. Assim, usando ferramentas de vanguarda tecnológica (SWAT e WF), a tese fornece subsídios para uma melhor compreensão dos impactos antropogênicos sobre os recursos hídricos e novas estratégias de adaptação baseada em ecossistemas, frente às progressivas taxas de perda de serviços ambientais. Water security and ecosystem-based adaptation in the headwaters of Cantareira Water Supply System, Brazil / Segurança hídrica e adaptação baseada em ecossistemas nas bacias de cabeceira do Sistema Cantareira, Brasil

Water quantity, availability and, particularly, quality of Brazilian freshwater is under progessive degradation due to Anthropocene\'s environmental changing conditions. Strategies of Ecosystem-based Adaptation (EbA) are essential to mitigate these impacts. This Ph.D. thesis proposes a new model of water resources management, thereby integrating selfpurification and ecohydrologic processes to evaluate ecosystem services from watershed under change. In Chapter 2, this thesis examinates the payment for hydrologic cosystem services (Water-PES) in Brazilian Atlantic Forest and points ecohydrologic variables useful for assessing and further valuing hydrologic services. In Chapter 3, this thesis discusses proposals for freshwater monitoring plan which integrate quali-quantitative aspects for EbA and Water-PES projects. Therefore, in Chapter 4 experimental quali-quantative freshwater data from in-situ field observations are investigated according land-use/land-cover (LULC) in headwaters of water supply systems. In Chapter 5, through simulated impacts on freshwater yield from scenarios of LULC change, the grey water footprint (greyWF) is assessed, as well as environmental sustainability of sub-basins is depicted from a new ecohydrologic index for assessing hydrologic services. The methodology is performed using through field sampling and lab-analysing of physico-chemical, biologic and hydraulic variables in nested sub-basins draining to the Cantareira Water Supply System, in Sao Paulo and Minas Gerais states, Brazil. These areas participate in the Water-PES projects Water Producer/PCJ and Water Conservator at headwaters of Piracicaba watershed, during recent severe drought conditions between years 2013-15. The greyWF is estimated from outputs of time series simulated through ecohydrologic model Soil and Water Assessment Tool (SWAT). Under assumption of continuity of Water-PES projects, and using the same series of hydrometorological records for a common period (2008-2014), freshwater quali-quantitative impacts are performed through three LULC scenarios: past situation \"S1\" (year 1990), current situation \"S2\" (year 2010) and future situation \"S2+EbA\" (year 2035). From these scenarios, flow and load duration curves, mean water yields, greyWF and seasonal variabilities, were simulated. Through this research, continuous-monitoring Data Collecting Stations were installed in public-private partnership encompassing EESC/USP, ANA, CPRM, CEMADEN, SMA, TNC, WWF and local mayors. This continuous monitoring is addressed to increase the system resilience, based on better decision-making for water security, in strategic headwaters not only for water supply, but also for environmental conservation. This doctoral thesis brings contributions to a better comprehension of anthropic impacts on water resources and for strategies of EbA in front of progressive rates of losses of ecosystem services. Water Situation In China - Crisis Or Business As Usual?

Several studies indicates China is experiencing a water crisis, were several regions are suffering of severe water scarcity and rivers are heavily polluted. On the other hand, water is used inefficiently and wastefully: water use efficiency in the agriculture sector is only 40% and within industry, only 40% of the industrial wastewater is recycled. However, based on statistical data, China’s total water resources is ranked sixth in the world, based on its water resources and yet, Yellow River and Hai River dries up in its estuary every year. In some regions, the water situation is exacerbated by the fact that rivers’ water is heavily polluted with a large amount of untreated wastewater, discharged into the rivers and deteriorating the water quality. Several regions’ groundwater is overexploited due to human activities demand, which is not met by local. Some provinces have over withdrawn groundwater, which has caused ground subsidence and increased soil salinity. So what is the situation in China? Is there a water crisis, and if so, what are the causes?This report is a review of several global water scarcity assessment methods and summarizes the findings of the results of China’s water resources to get a better understanding about the water situation. All of the methods indicated that water scarcity is mainly concentrated to north China due to rapid growth, overexploitation from rivers and reduced precipitation. Whereas, South China is indicated as abundant in water resources, however, parts of the region are experiencing water scarcity due to massive dam constructions for water storage and power production. Too many dam constructions in a river disrupts flow of the river water and pollutants are then accumulated within floodgates.Many Chinese officials and scholars believe that with economic growth comes improved environmental quality when the economy has reached to a certain of per-capita level. However, with the present water situation it is not sustainable or possible for China to keep consuming and polluting its water resources. Improvement of environmental quality does not come automatically with increased income, and policies, laws and regulations are needed in order to stop further deterioration of the environment.China’s water situation is not any news and the key factor is human activities, but the question is how to solve it. China’s water crisis is much more complex than over exploitation of groundwater and surface water. There are three water issues in China: “too much water – floods, too little water – droughts, and too dirty water – water pollution” (Jun & Chen, 2001). Thus, solving China’s water crisis is a huge challenge to solve without negatively affecting the economic growth.
