The logic established by this new paradigm is based on a productivist vision and does not establish a proposal for public education guided by an emancipatory practice, that is, to enable students to understand their reality, showing only concern with the improvement of the indexes provided by the state network teaching the assessments established by the Ministry of Education (MEC). The choice for this research demonstrates our interest in contributing to the investigation into the current model of school management of the State Schools of Rio de Janeiro that determines restructuring the work of teachers. The relevance of this research directs to the expansion of knowledge about the reactions that teachers of Ciep Brizol?o 175 Jos? Rego Lins have in relation to the implementation of managerialism as a new paradigm of management of school work in the State Network of Rio State Education from January. For data collection, we use the following instruments: analysis of primary literature sources; analysis of secondary sources; application of a questionnaire with open questions and multiple choice (closed); interviews with key informants and field diary. We find that the social, political and economic management of this new paradigm of school work, conduct search students (workers) a conformation regarding the structure of contemporary society. And because of this, a significant number of teachers as well as the management team, have huge critical to the implementation of GIDE due to her focus the results to be achieved in IDEB instead of seeking to develop a management model that provides students the ability to become emancipated individuals. / Consideramos que o modelo de gerenciamento da educa??o apresentado pelo governo do Estado do Rio de Janeiro transfere aos professores toda a responsabilidade pelos problemas enfrentados na educa??o. A l?gica estabelecida por este novo paradigma ? fundamentada numa vis?o produtivista e n?o estabelece uma proposta de educa??o p?blica orientada por uma pr?tica emancipadora, ou seja, que permita aos estudantes compreender a sua realidade, demonstrando apenas preocupa??o com a melhora dos ?ndices apresentados pela rede estadual de ensino nas avalia??es estabelecidas pelo Minist?rio da Educa??o (MEC). A escolha por essa pesquisa demonstra nosso interesse em contribuir com as investiga??es sobre o atual modelo de gest?o escolar da Rede Estadual de Ensino do Rio de Janeiro que determina uma reestrutura??o no trabalho dos professores. Constatamos que o significado social, pol?tico e econ?mico deste novo paradigma de gest?o do trabalho escolar, busca conduzir os estudantes (trabalhadores) a uma conforma??o em rela??o a estrutura da sociedade contempor?nea. E, em fun??o disso, um n?mero expressivo de professores como tamb?m da equipe gestora, possuem enormes cr?ticas ? implanta??o da GIDE em decorr?ncia dela privilegiar os resultados a serem alcan?ados no IDEB ao inv?s de procurar desenvolver um modelo de gest?o que forne?a aos estudantes a capacidade de tornarem-se indiv?duos emancipados.

Este trabalho examina Qualidade de Vida no Trabalho nas manufaturas, de médio porte que obtiveram certificação ISO 9000. Nosso principal objetivo foi investigar as prováveis relações entre esforço da empresa e satisfação dos empregados através de indicadores empresariais selecionados com critérios da abordagem biopsicossocial. O método de pesquisa foi estudo de campo, com o modelo de variáveis dependentes e independentes. Os dados foram coletados em 26 empresas e 446 questionários, na Região de São Paulo. Os resultados demonstram inicialmente comparações através de análise exploratória entre gerência de recursos humanos e empregados. A seguir, levantaram-se fatores de satisfação dos empregados, quais sejam: atuação organizacional, necessidades biológicas, inclusão social, prestação de serviços; e fatores de esforço das empresas: imagem, desenvolvimento profissional, administração de recursos humanos, saúde e ética, demandas legais e reposição de energias. Através de análise de conglomerados foram obtidos perfis de atitudes dos empregados. Os perfis são diferenciados entre realização, desconfiança ou crítica à empresa. Finalmente, obtivemos resultados sobre tipos de gestão. Os tipos identificados foram estruturado, reativo e aleatório. Relacionando-se esses tipos de gestão e perfis dos empregados, constatou-se que a satisfação dos empregados localiza-se mais na imagem da empresa e em programas de atendimento a saúde e benefícios, que no tipo de gestão. / This work deals with Life Quality at Work at medium-sized manufacturers that had been awarded ISO 9000 certificate. We targeted investigating the potential relationship between companys effort and employees satisfaction through the selected companys indicators based on criteria of the bio-psycho-social approach. Research method was the field study with the model of dependent and independent variables. Data were collected at 26 companies by 446 questionnaires in the São Paulo Region. Results show first comparisons through exploratory analysis of human resources management and employees. Following, employees satisfaction factors were identified as follows: organizational acting, biological needs, social integration, service rendering; so were the companys effort factors: image, professional development, human resources management, health and ethics, legal actions and energy recovery. By means of a cluster analysis, the employees attitude profile was obtained. They were made distinct among accomplishment, discredit or criticism about the company. Finally, we have obtained results related to kinds of management. Identified kinds were structured, reactive and random. After relating these kinds of management and employees profiles, we could find out that employees satisfaction is based more on the companys image and on medical services and benefits than on the kind of management.

Organisasieverwante stres onder maatskaplike werkers is ‘n internasionale verskynsel (Shweta & Siebert, 2007). Maatskaplike dienslewering gaan gewoonlik gepaard met organisasieverwante eise wat ‘n negatiewe uitwerking op die maatskaplike werker sowel as die kwaliteit van dienslewering kan hê indien dit nie vroegtydig geïdentifiseer en voorkom word nie (Werner, 2007:320). Ten spyte van die feit dat maatskaplike werk as een van die mees stresvolle beroepe beskryf word, het organisasieverwante stres binne die maatskaplike diensveld eers in die laaste paar jaar aandag begin geniet (Dillenburger, 2004:213). In die literatuur word daar na drie vlakke van intervensie verwys, naamlik primêre, sekondêre en tersiêre intervensie (Departement van Arbeid, 2003:14; Cooper, Dewe & O’Driscoll, 2001:189). Sekondêre en tersiêre intervensies word as die mees algemene strategieë vir die bestuur van stres in ‘n organisasie geïdentifiseer (Cooper et al., 2001:190; Grobler, Wärnich, Carrell, Elbert & Hatfield, 2002:441). Kritiek op die genoemde vlakke van intervensie sluit in dat die verantwoordelikheid op die maatskaplike werker alleen geplaas word om sy/haar stres te hanteer. Primêre intervensie behels dat die oorsprong van die probleem voorkom word, in plaas daarvan dat die simptome behandel word nadat dit reeds voorgekom het (Satcher, 1999). Hierdie navorsingstudie plaas die fokus op die primêre-intervensiestrategie, nadat daar ‘n leemte in die literatuur in hierdie verband geïdentifseer was. Die doel van die navorsing was om die aard van voorkoming van organisasieverwante stres onder maatskaplike werkers, deur middel van primêre-intervensiestrategieë deur maatskaplikewerkbestuurders, te verken en te beskryf ten einde ‘n voorkomingsriglyn te ontwikkel. Ten einde die navorsingsdoel te kon bereik is die kwalitatiewe navorsingsbenadering in hierdie studie gebruik, aangesien dit die mees geskikte wyse sou wees om die verkennende en beskrywende aard van die studie te ondersteun (Creswell & Plano Clark, 2007:12). Die populasies vir hierdie kwalitatiewe studie was: • Alle maatskaplikewerkbestuurders wat by regerings- of nie-regeringsorganisasies werksaam is. • Alle maatskaplike werkers wat by regerings- of nie-regeringsorganisasies werksaam is. Binne die raamwerk van die kwalitatiewe navorsingsbenadering is daar van ‘n nie-waarskynlikheidsteekproefmetode en die doelgerigte en sneeubal steekproeftegnieke gebruik gemaak. Die navorser wou gebruik maak van haar eie oordeel oor wie die navorsingsvraag die beste sou kon beantwoord. Die steekproefgrootte was bepaal deur data-versadiging wat waargeneem was na nege onderhoude met maatskaplike werkers en nege onderhoude met maatskaplikewerkbestuurders. Die navorser het by beide populasies semi-gestruktureerde onderhoude as die metode van data-insameling benut. Tesch soos aangehaal in Creswell (2009:186), se agt stappe vir kwalitatiewe data-analise het die navorser ondersteun om die data op ‘n sistematiese wyse tot temas en sub-temas te kodeer. Die data is na afloop van die identifisering van die temas en sub-temas beskryf en gekontroleer met bestaande literatuur. Guba het (in Krefting, 1991:214-222) ‘n model saamgestel om met die verifikasie van kwalitatiewe data te help. Hierdie model is op die volgende vier aspekte gegrond en in hierdie studie benut: geldigheid van die waarheid, toepasbaarheid, bestendigheid en neutraliteit. Die volgende etiese aspekte is tydens die beplanning en uitvoering van hierdie studie in ag geneem: Vermyding van skade; vrywillige deelname; ingeligte toestemming en anonimiteit en konfidensialiteit. Die benutting van bovermelde metodologie het die navorser in staat gestel om voorkomingsriglyne te ontwerp en om gevolgtrekkings en aanbevelings te maak. / The goal of this research was to explore and describe the nature of prevention of organisation-related stress among social workers through primary intervention strategies by social work managers to develop a prevention guideline. The qualitative research approach, together with the case study, contextual, explorative and descriptive research designs were used in the study. The two populations included a) all social work managers and b) all social workers that work for government or non-government organisations. Samples from the populations were obtained through the non-probability sampling method and the purposive and snowball sampling techniques. Data was collected through semi-structured interviews. Tesch’s framework for qualitative research analysis supported the researcher to identify themes and sub-themes, while Guba’s model was used to assist with the verification of qualitative data. This AMA is a partnership between Prefeitura Muncipal de São Paulo and Fundação Faculdade de Medicina. It is a study on this service and the insertion of Social Service on this scenario. The field research was developed at AMA-Jaguaré. This study plunged into concepts related to health care, the relationship between private organizations and public assistance, Social Service practice on health care and the professional competence, the work management in a multi-professional team. The methodology has embraced the bibliographic research on the main themes, besides the documental research (laws, manuals and reports), participative investigation and the quantitative/qualitative field research. Concerning the qualitative one, the interview and the semi-structured interview were used in users, employees and professional s approach methodological procedures. The results which were obtained have shown that the service rendered by AMA may have created a new demand within the assistance net, because it showed a search that we can consider as high. We can affirm that there was not a proper projection concerning the assistance demand volume that would be created, considering the limitation of physical space and lack of professionals. Besides, it was evidenced a trend among the users concerning the need of indispensable equipment, such as XR device, for more specific health diagnosis, resulting in a demand of such arrangement. Simultaneously, it was also raised the importance of a higher attention on the reference process, by sending the cases to specialties. In terms of a positive assessment of AMA, it was made explicit the work role from Social Service. Other professionals have recognized it as a differential on user welcome, listening, mediation and attention / A presente pesquisa contextualiza-se no momento atual, de implementação das AMAs - Assistência Médica Ambulatorial na cidade de São Paulo, especificamente daquela situada no bairro de Vila Nova Jaguaré, como parte de uma parceira entre a Prefeitura Municipal de São Paulo e a Fundação Faculdade de Medicina. Constitui um estudo sobre esse serviço e a inserção do Serviço Social nesse contexto. A pesquisa de campo foi desenvolvida na AMA Jaguaré, sendo nela aprofundados alguns conceitos relativos à saúde, à relação de organizações privadas com atendimento público, à prática do Serviço Social na saúde, à competência profissional e à gestão do trabalho em equipe multiprofissional. A metodologia abrangeu pesquisa bibliográfica sobre os temas centrais, além de pesquisa documental (leis, manuais e relatórios), observação participante e pesquisa de campo quanti-qualitativa. Quanto a esta última, foram utilizados como procedimentos metodológicos de abordagem de usuários, funcionários e profissionais, questionário e entrevista semiestruturada. A pesquisa foi norteada por algumas questões básicas, levando-se em conta principalmente a forma como foi pensada em São Paulo a questão das Organizações Sociais no âmbito da saúde, na relação público / privado. Os resultados obtidos evidenciaram que o serviço prestado pela AMA pode ter criado uma nova demanda dentro da rede de atendimento, ao ter recebido uma procura que deve ser considerada alta. Pode-se afirmar que não foi feita uma projeção adequada do volume da demanda de atendimento que seria criada, tanto se considerando a limitação do espaço físico como a insuficiência de profissionais. Além disso, constatou-se entre os usuários um consenso sobre a necessidade de equipamentos indispensáveis, tais como aparelho de RX para diagnósticos de saúde mais específicos, tendo sido reivindicada essa providência. Foi levantada também, paralelamente, a importância de maior atenção ao processo de referência, com a realização de encaminhamentos para especialidades. Em termos de avaliação positiva da AMA, explicitouse o papel do trabalho desenvolvido pelo Serviço Social, que foi reconhecido pelos outros profissionais como um diferencial na abordagem, na escuta, na mediação e no acolhimento do usuário

As políticas de gestão do trabalho e da educação em saúde: limites e possibilidades diante da flexibilização do trabalho no Sistema Único de Saúde / Management policies in work and health education: limits and possibilities of flexible working on the Unified Health System

No. of bitstreams: 0 Previous issue date: 2009 / Este estudo trata das questões que envolvem a flexibilização com precarização dos vínculos de trabalho dos enfermeiros do Programa Saúde da Família PSF, procurando confrontar com os limites e possibilidades oferecidos pelas ações e políticas de Gestão do Trabalho e da Educação em Saúde do Ministério da Saúde. O tema da flexibilização que não é setorial afeta a economia brasileira como um todo e, portanto há que se entender o processo histórico da Reforma de Estado no Brasil, a Regulação do Trabalho em Saúde e o Mercado de Trabalho em Saúde. A categoria de Enfermagem ocupa uma função estratégica na política de organização da Atenção Básica no PSF, o que inviabiliza vinculações precárias, pois fragiliza sua fixação no exercício profissional. Para analisar e discutir a precarização para os enfermeiros foram utilizados dados retirados de pesquisas realizadas pela Estação de Pesquisa e Sinais de Mercado de Trabalho em Saúde - Observatórios de Recursos Humanos em Saúde NESCON/UFMG, 2001 e 2006 e a Pesquisa do NERHUS / ENSP / FIOCRUZ, ambas em torno do PSF e sua equipe. Consolidamos as informações que mais particularmente afetavam aos enfermeiros e foram produzidos gráficos e tabelas que apuram a situaçãoda seleção, vinculação, percentual de permanência, salários carga horária e qualificação desses profissionais. A pesquisa conclui que embora a categoria de enfermagem não seja a que evidencie em maior percentual sua vinculação precária com as secretarias de saúde, sua situação, no entanto não é de total amparo social. As políticas eleitas como prioritárias no âmbito da Secretaria de Gestão do Trabalho e da Educação em Saúde muito embora sejam adequadas para a abordagem em desprecarização e em qualificação da força de trabalho em saúde não adquiriram ainda total adesão por parte da gestão estadual e municipal de saúde. / This study treats the questions that involve flexibility with growing instability of nurses’ work links in the Family Health Program – PSF, trying to confront with the limits and possibilities offered by Work Management and Education in Health actions and politics provided by Health Ministry. The subject of flexibility, which is not sectorial, affects Brazilian economy as a whole. Therefore, we can understand the historical process of the State Reform in Brazil, the Work Regulation in Health and the labor market in Health. The Nursing category occupies a strategic function in the organizational politics of the Basic Attention in the PSF – it does not permit precarious contractual forms,because it weakens its fixation in the professional service. To analyze and discuss growing instability for nurses, it was used retired data of researches carried out by Inquiry Station and Labor Market Signs in Health - Human Resources Observatories in Health – NESCON/UFMG, 2001 and 2006 and ERHUS/ENSP/FIOCRUZ Inquiry, both about PSF and its team. We consolidate the information which was more particularly affecting the nurses and it was produced graphs and charts that check the situation of selection, contractual forms, percentage of permanence, salaries, workload and qualification of these professionals. The inquiry ends presenting that nursing category is not the one which shows in a big percentage its precarious links with the general health offices, however its situation does not have total social support. The elected politics as a priority in the context of Work Management and Education in Health General Office are right for betterment and health workforce qualification approach, but they have not acquired total adhesion for part of the State and Municipal Health Management yet.

Die doel van die navorsing was om die aard van voorkoming van organisasieverwante stres onder maatskaplike werkers, deur middel van primêre-intervensiestrategieë deur maatskaplikewerkbestuurders, te verken en te beskryf ten einde ‘n voorkomingsriglyn te ontwikkel. Ten einde die navorsingsdoel te kon bereik is die kwalitatiewe navorsingsbenadering in hierdie studie gebruik, aangesien dit die mees geskikte wyse sou wees om die verkennende en beskrywende aard van die studie te ondersteun (Creswell & Plano Clark, 2007:12). Die populasies vir hierdie kwalitatiewe studie was: • Alle maatskaplikewerkbestuurders wat by regerings- of nie-regeringsorganisasies werksaam is. • Alle maatskaplike werkers wat by regerings- of nie-regeringsorganisasies werksaam is. Binne die raamwerk van die kwalitatiewe navorsingsbenadering is daar van ‘n nie-waarskynlikheidsteekproefmetode en die doelgerigte en sneeubal steekproeftegnieke gebruik gemaak. Die navorser wou gebruik maak van haar eie oordeel oor wie die navorsingsvraag die beste sou kon beantwoord. Die steekproefgrootte was bepaal deur data-versadiging wat waargeneem was na nege onderhoude met maatskaplike werkers en nege onderhoude met maatskaplikewerkbestuurders. Die navorser het by beide populasies semi-gestruktureerde onderhoude as die metode van data-insameling benut. Tesch soos aangehaal in Creswell (2009:186), se agt stappe vir kwalitatiewe data-analise het die navorser ondersteun om die data op ‘n sistematiese wyse tot temas en sub-temas te kodeer. Die data is na afloop van die identifisering van die temas en sub-temas beskryf en gekontroleer met bestaande literatuur. Guba het (in Krefting, 1991:214-222) ‘n model saamgestel om met die verifikasie van kwalitatiewe data te help. Hierdie model is op die volgende vier aspekte gegrond en in hierdie studie benut: geldigheid van die waarheid, toepasbaarheid, bestendigheid en neutraliteit. Die volgende etiese aspekte is tydens die beplanning en uitvoering van hierdie studie in ag geneem: Vermyding van skade; vrywillige deelname; ingeligte toestemming en anonimiteit en konfidensialiteit. Die benutting van bovermelde metodologie het die navorser in staat gestel om voorkomingsriglyne te ontwerp en om gevolgtrekkings en aanbevelings te maak. / The goal of this research was to explore and describe the nature of prevention of organisation-related stress among social workers through primary intervention strategies by social work managers to develop a prevention guideline. The qualitative research approach, together with the case study, contextual, explorative and descriptive research designs were used in the study. The two populations included a) all social work managers and b) all social workers that work for government or non-government organisations. Samples from the populations were obtained through the non-probability sampling method and the purposive and snowball sampling techniques. Data was collected through semi-structured interviews. Tesch’s framework for qualitative research analysis supported the researcher to identify themes and sub-themes, while Guba’s model was used to assist with the verification of qualitative data. In the case of non-profit or voluntary organisations it often becomes the responsibility of non-financial personnel or members of management from other educational backgrounds. Social workers involved in non-profit organisations rendering welfare services do not necessarily have the required financial management skills. This study can provide social workers and other non-financial personnel with information to better their understanding on key issues concerning financial management. It can also sensitise financial managers towards the uniquely complicated demands on financial management in the non-profit environment, where the focus falls on service delivery rather than on financial gain. It conceptualises management principles as well as financial risk factors in the distinct context of non-profitable financial management. This knowledge could probably aid in bridging the gap between the management skills of financial and non-financial managers and thus promote the success and sustainabUity of non-profit organisations by improving the quality of input by management. / Social work / M.Diac.
