Managing social work : Organisational conditions and everyday work for managers in the Swedish social services

The personal social services in Sweden have undergone major changes during recent decades, partly due to the reforms caused by the influence of New Public Management (NPM) and partly due to the trend towards greater specialisation. These changes have had consequences for both social work management and for social work practice. The consequences for practice have gained attention both from research and from the field, but the consequences for managers have rarely been discussed. In this thesis therefore, the attention is directed towards the managers. Inspired by a mixed methods approach, this thesis aims to explore the personal social service managers’ perceptions of their organisational conditions and the content of their everyday work, as well as to interpret the managers’ experiences against the background of NPM influence, increasing specialisation and the specific circumstances that come with managing politically governed organisations. The results show that the personal social service managers in general were former professionals with extensive social work experience. The managerial work was to a great extent perceived as reactive, entailing constant interruptions and acute situations. The managers experienced a heavy workload that appeared to prevent them from engaging in strategic work and leadership to the extent that they would have liked. Substantial proportions of managers were dissatisfied with their own levels of influence compared to that of politicians and, in general, the managers perceived themselves to have more influence regarding aspects that were operational (such as methods and working procedures) compared to aspects related to organisational structure. Through the managers’ descriptions of their relations with politicians, it was revealed that the roles could be muddled, and that both managers and politicians could have difficulties in distinguishing between politics and administration, or politics and profession. Several changes that could be attributed to the influence of NPM were described by the managers. Some changes had consequences for the more technical side of management, e.g. decentralised budget responsibility, increased focus on cost effectiveness and downsizing of support functions. Other changes were more related to the overarching concept of management, which had consequences for the choice of managerial training, the expectations placed on the managers, and to some extent the managers’ own views on what good management should be. Despite the many indications of changes that may be attributed to NPM, an important result in this thesis is that NPM does not appear to have permeated social work to the degree that might have been expected. Rather, there are clear indications of a remaining professional identity among managers on all managerial levels, as well a continuing bureau-professional regime within the personal social services.

O objetivo desta tese é analisar o processo de trabalho no setor bancário a partir da experiência de uma grande corporação de capital privado que negocia suas ações em âmbito internacional. A questão central que norteia esta pesquisa consiste em verificar como as pressões competitivas contemporâneas, marcadas pela lógica do curto prazo dos mercados financeiros, ou de um capitalismo financeirizado, reverberam no cotidiano dos trabalhadores. A maximização do retorno ao acionista em tempos cada vez mais comprimidos leva a novas formas de racionalizar o trabalho que influencia diretamente o modo de se inserir nesses ambientes. Nesse contexto, o papel atribuído às tecnologias da informação é fundamental para estabelecer novas formas de controle e intensificar o ritmo de trabalho. A gestão por resultados ou os programas de metas são a expressão mais acabada da lógica do curto prazo no ambiente corporativo bancário. Eles representam a espinha dorsal do sistema meritocrático que desconsidera as realizações dos trabalhadores no médio e longo prazo influenciando diretamente as formas de interação social, afetando o bem-estar físico e mental dos trabalhadores, assim como a relação com os clientes. / The objective of this thesis is to analyze the work process in the banking sector from the point of the experience of a large private capital corporation which negotiates its shares on an international level. The central question which orients this research consists in verifying how the contemporary competitive pressures, marked by the short term logic of the financial markets, or of a finance capitalism, reverberate in the day to day of the workers. The maximization of return to the shareholders in increasingly tighter times brings one to new forms of rationalizing the work which directly influence the means of insertion into this environment. In this context the role attributed to information technology is fundamental in establishing new forms of control and intensifying the rhythm of work. Management by result or goal programs are a more worn out expression of short term logic in the corporative banking environment. They represent the dorsal spine of the meritocratic system which fails to consider the achievements of workers in the medium to long term, directly influencing the forms of social interaction, affecting the physical and mental well-being of the workers, and even relations with clients.

Based on the Social Work?s Ethical Political Project (PEP), formalized through the Code of Ethics (CE), questions were raised on the evidences and possibilities of meanings inherent in literacy. Relying on historical materialism and contributions from Discourse Analysis based in P?cheux?s work, which relate to the conception of material and historical construction of discourse, and its heterogeneities, to its objective interventional capacities and to the understanding of the work of constant reformulation of ideology of the ruling class, which shows the absorption of movements of resistances and oppositions. To this process of reinforcement to the reproduction of the order of capital, to which it is restricted in circularity and limits the analytical possibilities of this discursive approach, it is possible to approximate its preponderance as a dynamic of daily life, and refers to the possibilities of ethical reflection aiming suspensions and construction of overruns, in a commitment to the assumptions and values contained in the professional CE. To understand the effects of meaning produced from the word Work Management in Health, and terminological substitution act, we returned to the design of the conditions of production to which these articulations and interventions of distinct discursive memories are related. From the meanings denoted by the linguistic materialities at those intersection of work, health and management, it was shown that work and health had the funcionality to produce opposing meanings, generating displacements by associating themselves with the meanings of the management word, to which the maintenance and prevailing functions of capitalism. Thus, the presence of the term management in the new terminology referring to work relations in health involves convergent meanings to the hegemonic processes, at the same time that there is a tension exerted in the direct composition to the terms work and health, including the contradictory processes between paraphrase and polysemy. In a world context where management practices are conformed with neoliberalism, of worsening social conditions and of protection to work, in the discursive process dominant in the Official Discourse (DO) of the period preponderates this operation, to which it is emphasized the importance of the displacements associated to the meanings of work and health, which establish relationship with the historical agenda of health workers, to obtain social support for the actions that resulted in greater capillarization of capital in public establishments. At the same time, it affirms the importance of the struggles that allowed re9 significations and rearticulation of the networks of meaning. This movement is not to justify the adaptive capacities of the dominant ideology, but to consider, according to the Social Work?s CE, the possibilities of acting within the limits of the bourgeois order, to recognize levels of political and social emancipation that guarantee conditions and security of life to the subaltern classes, reiterating them as a relevant part of a compromised project for human emancipation, for which the potentialities of the ethical-political praxis on Marxism bases are recognized. / Este estudo visou a compreender o processo de exsurgimento, no campo da sa?de p?blica brasileira, em especial em 2003, da terminologia Gest?o do Trabalho em Sa?de como substitutiva ao termo Recursos Humanos, tradicionalmente utilizado para referir-se ? for?a de trabalho nas organiza??es. A partir da identifica??o ao Projeto ?tico Pol?tico do Servi?o Social (PEP), formalizado por meio do C?digo de ?tica (CE), elaboraram-se questionamentos ?s evid?ncias e ?s possibilidades de sentidos inerentes ? literalidade. Fundamentando-se no materialismo hist?rico, buscou-se contribui??es da An?lise de Discurso em P?cheux, que se relacionam ? concep??o de constru??o material e hist?rica do discurso, e suas heterogeneidades, ?s suas capacidades interventivas objetivas e ? compreens?o do funcionamento de reformula??o constante da ideologia da classe dominante, a qual apresenta a absor??o de movimentos de resist?ncias e oposi??es. Para elaborar esse ponto de vista recorremos à ergonomia da atividade, à perspectiva ergológica e à psicodinâmica do trabalho, nos valendo especialmente do que essas disciplinas/abordagens/perspectivas puderam oferecer a respeito do tema das competências e da dimensão coletiva da atividade. Um panorama do universo da mineração de carvão e das lutas históricas dos trabalhadores pela autogestão do trabalho e da produção também compuseram nosso referencial para a análise. Nossa ida a campo se apoiou na metodologia da Análise Ergonômica do Trabalho, enriquecida por outras influências fundamentais para adaptá-la à realidade estudada e aos nossos objetivos de pesquisa. O resultado dessa experiência mostra que a luta dos trabalhadores da COOPERMINAS pela autogestão do trabalho e da produção está longe de cessar. Se por um lado podemos afirmar que importantes conquistas foram alcançadas pela resistência cotidiana dos trabalhadores favorecendo o bem estar das pessoas e a eficácia da produção, por outro, apontamos uma série de limitações que decorrem das contradições impostas por um cenário adverso no qual a luta dos trabalhadores se configura como um projeto extremamente conflitivo. O olhar para a atividade, orientado pelos conceitos de competências e coletivos de trabalho, foi fundamental para a elaboração dessa análise. / The purpose of this thesis is analyze the work management from the perspective of the activity in a coal mine in a struggle for self-management, thus contributing to the studies about workers recovered companies in Brazil. To elaborate this point of view we use the activity ergonomics, the ergological perspective and the psychodynamics of the work, making use especially of what these disciplines / approaches / perspectives might offer about the subject of skills and collective dimension on activity. A panorama of coal mining universe and historical workers struggles for self-management also composed our benchmark for analysis. Our trip to the field of this study was based on the methodology of Ergonomic Work Analysis, enriched by other influences fundamental to adapt it to the reality studied and our research objectives. The result of this experiment shows that the struggle of COOPERMINAS workers for self-management is far from ceasing. On the one hand we can say that significant achievements have been made by the daily resistance of workers favoring the well-being of people and the efficiency of production, on the other, we point out a number of limitations arising from the contradictions imposed by an adverse scenario in which the struggle of workers is configured as a highly conflictive project. The look for the activity, guided by the concepts of skills and collective was essential to prepare the analysis.

The development of management guidelines for school social work in the Western Cape

<p><font size="3"> <p>The significant increase of social problems experienced by youth such as, teenage pregnancy, child abuse, child sexual offenses, substance abuse and violence impacted adversely on optimal development including learning, retention and throughput within the school context. These social and psychological barriers to learning are commonly addressed by social workers in the course of their work with individuals, families and communities. Therefore it was a natural progression to consider the appointment of social workers in the Western Cape Education System to address the challenges presented by these problems. The practice of school social work has subsequently become essential within the Department of Education. Service delivery in the Western Cape Education Department is centralized and school social workers fall under the auspices of circuit teams with school psychologists, learning support advisors, curriculum advisors and other education officials. This multidisciplinary team is managed by circuit team managers who do not necessarily have training in the disciplines of the respective professionals in their team. This system is called the matrix management system and implies a dual management approach in which health professionals e.g. school social workers, also report to the Head of Specialized Learner and Educator Support (HSLES). The dual or matrix management of school social workers includes a circuit team manager and an &quot / acting senior school social worker.&quot / This study focused on assessing the realities of school social workers being managed under this system and sought to develop guidelines for the management of school social workers. To this end, the present study was conceptualized as Intervention Research within a modified Design and Development model. This form of applied research is used to design and develop interventions to improve social problems using participatory methods. The modification entailed four phases where each phase consisted of operational steps. The first phase focused on project planning that included problem analysis and information gathering as operational steps. This phase aimed to formulate the core problem or focus of the research through rigorous contextualization within the current body of literature on School Social Work and empirical validation using key informants including school social workers. Subsequently document analysis of literature and policies / as well as thematic analysis of interviews and focus groups were conducted. The results informed the core problem or focus for the research. The resultant finding was that dual management impacted negatively on staff morale, professional development, coordination of services, effective service delivery and more broadly posed ethical dilemmas where practices were not aligned to statutory requirements and policy prescriptions of the South Africa Council of Social Workers. The second phase, Design and development, focused on developing a set of management guidelines that would address the problems reported in the experiences of school social workers, specifically related to the dual or matrix management. During this phase data collection included a survey of SSWs, and interviews to inform the management guidelines along with the findings from Phase one. The third phase, Development and Evaluation, focused on testing the proposed guidelines for feasibility and relevance to the problems encountered in a focus group with SSWs. The core findings suggested that SSWs welcomed the statutory base for their work or scope and the explicit recommendations for line management. The participants also responded favorably to the intention, content and recommendations included in the draft guidelines. Clear recommendations were made that were incorporated into a revision of the management guidelines. The evaluation was participatory and resulted in valuable feedback that refined and modified the management guidelines for school social workers. The fourth phase, Dissemination, focused on presenting the iterative process of the research and how the core findings in each phase culminated in the management guidelines. For the purposes of the thesis, dissemination entails the formalized presentation of the development and evaluation process of the guidelines in the form of a doctoral dissertation. Appropriate summative comments are made with clear recommendations for the possible adoption of the guidelines in practice that would enable advanced evaluation in field testing.</p> </font></p>

According with specific historical and social contexts, we observe the emergence of different orderings in which the relation between capital and labor is increased beyond the conditions stated objective. We analyzed one of these contexts in a traditional sugar mill and ethanol in the region of Ribeirao Preto, state of São Paulo, between the 1960 and 1990. Originated from a farm that was once the second largest producer of coffee, this plant has retained many features of that period as the provision of housing of old "colonies" and the management of patrimonial work, reconciled with elements of rationalization of production and work. The approach allows us to assert that conjuncture the existence of an effective link between the traditional and modern forms, which established relationships between plant owners and residents. So specifically, we found a set of counterparts given by the company families of residents, with regard not only to housing but also the entry and growth within the frameworks of these hierarchical the company. Through the company's historical reconstruction and recovery the trajectories of the families who resided in their homes, discuss this model, its intrinsic characteristics, as well as the conditions that led to his disappearance on account of restructuring production in the 1990. / A gestão da força de trabalho assume diversas configurações. De acordo com contextos histórico-sociais específicos, observa-se o surgimento de diversas estruturações nas quais a relação capital e trabalho é ampliada para além das condições ditas objetivas. Analisamos um desses contextos em uma tradicional usina de açúcar e álcool da região de Ribeirão Preto, estado de São Paulo, entre as décadas de 1960 e 1990. Originada a partir de uma fazenda que outrora foi a segunda maior produtora mundial de café, essa usina conservou muitas características daquele período, como a concessão da moradia das antigas colônias e a gestão patrimonialista do trabalho, conciliadas com elementos de racionalização da produção e do trabalho. A abordagem daquela conjuntura permite afirmar a existência de uma articulação eficaz de formas tradicionais e modernas, que se estabeleceram nas relações entre usineiros e moradores. De forma específica, constatamos um conjunto de contrapartidas dadas pela empresa às famílias de moradores, no que se refere não apenas à moradia, mas também ao ingresso e crescimento destes dentro dos quadros hierárquicos da empresa. Através da reconstituição histórica da empresa e recuperação das trajetórias das famílias que residiram em suas moradias, discutiremos este modelo, suas características intrínsecas, assim como as condições que levaram a seu desaparecimento por conta do processo de reestruturação produtiva na década de 1990.

Programa de Pós-Graduação em Educação Profissional em Saúde. / Esta pesquisa tem como objetivo principal delinear o papel da Gestão do Trabalho em Saúde diante da sobrequalificação dos técnicos de enfermagem inseridos na emergência do Hospital Federal de Bonsucesso. A relevância do tema associa-se à centralidade de questões relativas ao processo de qualificação dos trabalhadores técnicos do SUS e suas repercussões no mundo do trabalho no âmbito da saúde. O trabalho de campo foi realizado a partir da abordagem qualitativa através de entrevistas com os trabalhadores selecionados no local de trabalho. A análise dos dados foi elaborada mediante a transcrição das entrevistas que foram classificadas a partir das percepções dos entrevistados sobre as categorias qualificação profissional, valorização do trabalhador e gestão do trabalho em saúde. Dessa forma foi possível constatar que a gestão do trabalho em saúde é um importante instrumento de valorização profissional para estes trabalhadores de enfermagem, porém sem uma participação efetiva diante dos processos de sobrequalificação que vem se configurando no mundo do trabalho em saúde. / This research aims to delineate the role of Labour Health Management before the overqualification of nursing technicians entered the emergence of the Federal Hospital Bonsucesso. The relevance of this issue is associated with the central issues concerning the qualification process of SUS technical workers and its impact on the world of work in health. Fieldwork was conducted from the qualitative approach through interviews with workers selected in the workplace. Data analysis was prepared by transcribing the interviews that were classified according to the perceptions of respondents about the professional qualification categories, worker exploitation and management of health work. Thus it was found that the health work management is an important professional development tool for these nursing workers, but without effective participation before overqualification processes that has emerged in the world of health work.
